However, the possibility of obtaining credit is limited not only by law regulations, but also by economic restraints, which determine creditworthiness. Each time, before deciding about incurring debts or about financial involvement, banks as well as local governments themselves should analyze thoroughly the current and future budgets in respect of credit facilities.
