The Diagnosis and Evaluation of Barriers in Absorption of the EU Structural Aid by the Local Governments of the Świętokrzyskie Region

Diagnoza i ocena potencjalnych barier w absorpcji unijnej pomocy strukturalnej przez samorządy województwa świętokrzyskiego
Absorpcja unijnej pomocy strukturalnej, dostępnej w latach 2007–2013, stwarza dla naszego kraju ogromne możliwości rozwojowe, perspektywę poprawy jakości życia społeczeństwa. Aktywnie i rozsądnie prowadzona polityka regionalna przy pełnym wykorzystaniu funduszy strukturalnych przyczyni się do poprawy infrastruktury, rozwoju polskich małych i średnich przedsiębiorstw oraz restrukturyzacji obszarów wiejskich. Problem zdolności regionów naszego kraju do pełnego i efektywnego wykorzystania środków pomocowych zasługuje na baczną uwagę. Niniejszy artykuł – napisany na podstawie doświadczeń z wdrażania Zintegrowanego Programu Operacyjnego Rozwoju Regionalnego – wskazuje na niektóre zagrożenia obniżające pełną i optymalną absorpcję funduszy strukturalnych. Bariery te zostały zidentyfikowane w oparciu o wyniki ankiet przeprowadzonych w jednostkach samorządu terytorialnego województwa świętokrzyskiego.

The Diagnosis and Evaluation of Barriers in Absorption of the EU Structural Aid by the Local Governments of the Świętokrzyskie Region
The absorption the European Union structural aid, available in 2007–2013 period, provides Poland the opportunity of fast development and improvement of life quality. A regional policy that will effectively use the structural funds may contribute to the improvement of infrastructure, development of entrepreneurship and restructuring of rural areas. The issue of absorption ability has to be considered with particular attention. This study – on the basis of experiences in implementing the Integrated Regional Operational Programme – points out some threats and bottlenecks limiting the potential absorption of funds. The barriers have been identified using the questionnaire based research on the experiences of local governments in the swietokrzyskie region.
