Big cities in Poland as well as abroad are the focus of many scientists of different disciplines. The authors of this study join these researchers and concentrate on a previously neglected segment of the Polish big cities’ political actors – city councillors. The aim of this paper is a socio-demographic description of the big city elite. The authors analyze its main characteristics: gender, age, occupational position, and local government experience. They also try to compare the big city elite with other parts of the political elite, especially with the simultaneously studied medium city elite. The paper is based on survey research conducted by the authors in the 12 biggest Polish cities.

Career paths of modern politicians have increasingly become diversified and drifter away from the classical hierarchical career pattern. The article addresses new theoretical concepts and empirical studies, which have been developed since the beginning of the 21st century by the multilevel government school (MLG) in relation to the careers of regional politicians and new career paths in general. As being a regional politician has become a profession, the investigation of the MLG school focuses on the political careers of such politicians, and most of all reflects the transformation of modern states as a result of regionalization and development of supranational European institutions. As a central theoretical contribution of the MLG school, Bochert’s “Conceptual Approach to Political Careers in Multilevel Systems” is discussed as the most comprehensive and advanced model of addressing the impact of the institutional setting on Carter opportunities. The final part of the article presents an overview of MLG research, which has led to a recognition of new types of political careers.

Inter-municipal cooperation is a specific phenomenon in local public administration across the world. It is a concept that has been applied globally, particularly in countries with more fragmented local government. Often its implementation helps to solve problems or challenges associated with the existence of fragmented public administration in the delivery of public services. From the existing investigations dedicated to this specific issue carried out in the Czech Republic, it appears that this model of local public administration is very often mentioned in this country; however, its real use in the territory by public administration even after a long period of its existence in this country still has a great potential for development and use even in comparison with how it is abroad. The aim of this article is to identify and characterise the motivation and willingness of municipalities in the country to cooperate in order to meet the current conditions.

The main purpose of the paper is to recognise the impact of statutory Sunday trading restrictions on consumer behaviours (shopping time) and mobility (activeness, motivation, modal division) of residents in Łódź, one of the largest Polish cities. An additional aim is to determine the independence of the indicated elements for selected features of the surveyed residents and their households, for which purpose a two-stage questionnaire survey was conducted among the residents/dwellers of Łódź. The first stage was performed during a week following a non-trading Sunday, and the respondents were asked to refer specifically to the previous Sunday. The second phase was carried out during a week immediately following a trading Sunday, with the questions focused on that particular Sunday. The returned results showed that the main factor determining the time when people do their shopping to make up for a non-trading Sunday is their professional Sunday activity. The answers also revealed that the residents of Łódź chose an inactive and rather a “couch-potato” lifestyle on the analysed Sundays, whether trading or non-trading.

The aim of the article is to analyse the strategies undertaken by urban movements in the process of advocacy promoting the interests of the inhabitants of Polish cities. The strength of urban movements in the first years of their activity in Poland was their grassroots nature, lack of connections with the public policy system, and therefore independence and being able to put forth uncompromising postulates. Over time, urban movements began to undergo transformations, and the strategies of representing the interests of the residents they implemented evolved as well. When starting research on this text, the author assumed that the results of the analyses would be the observation of a clear trend from bottom-up activities to professionalisation. However, an in-depth analysis of the issue showed that there is no uniform trend in the development of urban movements nor in the strategies of advocacy for the interests applied by them. The study was based on desk research analysis; additionally several individual in-depth interviews were conducted.

The article is based upon the results of National General Survey conducted in December 2002. It is focused on differences in professional activity and the levels of unemployment among various subregions in Poland. Considering this issue two subregions were pointed - the "Central" and the "West". They both vary in levels of economic activity of inhabitants. There are more ownership and self-employment in the "West" region, but nevertheless there is higher rate of unemployment. The reasons lay in character of enterprises - they are very small, vulnerable and unstable. They produce the streams of inflows and outflows from unemployment to job and vice versa.

The paper focuses on the transformation of human capital in the Silesia province and the formation process of the creative class. In the first part are described some theoretical assumption of human capital and creative class, and the history and specifics of the most important social groups in Silesia. In the second part the authors cite the main results of their research conducted in 2010–2011. In interviews, entrepreneurs, experts and policy makers recognized the existence of regional professionals and active individuals who operated at the level of enterprises and local communities. This confirms the assumption of the enclave nature of the formation process of the creative class in Silesia.

The article deals with the analysis of the anticipated middle-term demand for dwellings in Poland. On the basis of the empirical research this demand has been considered as being determined by the two groups of factors: demographic and economic, together with the level of the state of fulfillment of the basic housing needs. The finale set consisted of eight factors of the diverse wage. These were: the percentage of deficient flats counted as the difference between the number of households and the number of flats, the average space floor per capita, the population growth in 1998-2002, the percentage of people in the age from 20 to 39, prognosis of the number of inhabitants in 2002-2010, the unemployment rate, average wages, and the number of the business entities per 1000 inhabitants. The analyze has been carried out in the commune-scale pattern and can be useful for spatial planners and persons professionally involved in the housing market.

In general, political marketing is a collection of activities, techniques, methods and means that at least facilitate and at most make possible electoral success on the part of political entities. At present political marketing represents an indispensable part of politics, since only with its help do candidates have a chance of gaining and then holding on to power. After every election we can observe yet-greater competition. Political entities apply different and more elaborate methods and techniques which are aimed at increasing chances of electoral success. During the last ten years in Poland (since the new voivodships were established), it has been possible to observe the professionalization of marketing operations, particularly at municipal elections and especially at those on the regional level. In this article distinctions are therefore drawn between regional political marketing operations and those at either nationwide or local levels. The findings are based on investigations conducted by means of questionnaires distributed among the councillors serving on the voivodship regional assemblies (sejmiki) for the 2006–2010 term of office.

Sociological research on the social bonds so far has analysed causes and a degree in which the community does not meet requirements of the traditional community any more. Modern research on the nature and the structure of local communities have introduced a new typology which reflects the advanced state of modern social bonds. Social relationships between the residents of cities and countries are reduced the number of the partners as well as people who seem to have the role of the partner decrease and the contact circles are homogenous as regards the socio-professional affiliation of partners. Interactions partners are willing to offer their help although they claim that they seldom use it and if only they turn to somebody for help it will be the closest family.

The article aims to present and assess educational migration as a driver of human capital redistribution across regions. The unique research on academic careers of 8.5 thousand secondary school-leavers in Lublin (Poland) allowed to gather microdata on the mobility of young people along with the school-leaving examination results being a proxy of human capital. The results indicate that the ratio of youth out-migration from their home region amounts to roughly 20%, which seems a low figure against comparative studies. However, the distribution of migration rate along with the logit regression proved high propensity of the most talented youth to move out. Hence, strong positive migration selectivity is regarded as an important driver of human capital redistribution across regions, which might negatively affect human capital accumulation in the sending area.

The article focuses on the beliefs of the regional political elites in Poland about the models of democracy, operationalised as opinions about political representation, direct democracy and elite integration. The empirical basis is a questionnaire survey of 400 members of regional political elites carried out in 2017. The sample consists of 400 councillors of the 2014-2018 term of regional (voivodship) assemblies and town councils of big cities. The data show that an incoherence of views characterises the regional political elite: they do not form a more general vision of the democratic process, and detailed opinions on representation, direct democracy and elite integration poorly correlate with independent variables, including those describing political affiliations, i.e. party affinity or location on the left-right scale. The primary explanation for this incoherent image is the thesis about the lack of professionalisation of the regional elite.

Regions can get involved in international-relations activity defined as paradiplomacy. It is similar to state diplomacy as it is subject to its law and policy and uses similar tools such as diplomatic protocol, but is not pursued by professional diplomats. Regional paradiplomacy needs to be analysed as a source of new international relationships. Consequently, regions should be perceived as new actors in international relations. The article focuses on the paradiplomacy of Polish regions (voivodships, or województwa) and Croatian counties (Hrvatske županije). The case study discusses the cooperation between the Warmińsko-Mazurskie Voivodship and the Split-Dalmatia County.
