Delimitacja miejskich obszarów funkcjonalnych ośrodków wojewódzkich w realizacji zintegrowanych inwestycji terytorialnych w Polsce – teoria versus praktyka
Artykuł stanowi podsumowanie działań prowadzonych w Polsce w latach 2011–2016, które przyczyniły się do delimitacji miejskich obszarów funkcjonalnych ośrodków wojewódzkich (MOF OW) pod kątem realizacji Zintegrowanych Inwestycji Terytorialnych (ZIT). W pierwszej części artykułu przedstawiono zasady wdrażania ZIT w Polsce oraz wyniki delimitacji MOF OW zaproponowanej przez władze centralne. W drugiej części skonfrontowano je z efektami prac prowadzonych we wszystkich polskich regionach. Pozwoliło to na dokonanie oceny wzajemnych relacji i wyróżnienie pięciu wariantów prac związanych z delimitacją MOF OW dla potrzeb implementacji ZIT, tj. wariantu ministerialnego, współpracy, strategiczno-planistycznego, eksperckiego i doraźnego.
Delimitation of Functional Urban Areas of Voivodeship Centres in the implementation of Integrated Territorial Investments: Theory vs. Practise
The paper summarizes the activities, carried out in Poland in the period 2011–2016, which led to the delimitation of Functional Urban Areas of Voivodeship Centres (FUA VC) in the scope of the implementation of Integrated Territorial Investments (ITI). The first part of the paper presents the principles of implementing ITI in Poland, and the results of the delimitation of FUA VC proposed by the central authorities. In the second part, they are confronted with the results of studies conducted in all Polish regions. This makes it possible to assess their mutual relations, and to observe five variants of works related to the delimitation of FUA VC for the implementation of ITI, namely I. Ministerial, II. Cooperation, III. Strategic Planning, IV. Expert, and V. Interim.
