European regional support has grown in parallel with European integration. The funds targeted at achieving greater economic and social cohesion and reducing disparities within the EU have more than doubled in relative terms since the end of the 1980. making development policies the second most important policy area in the EU. The majority of the development funds have been earmarked for Objective 1 regions, i.e. regions where GDP per capita is below the 75% of the EU average. However, the European development policies have come under increasing criticism based on two facts: the lack of upward mobility of assisted regions and the absence of regional convergence. This paper assesses, using cross-sectional and panel data analyses, the failure so far of European development policies to fulfil their objective of delivering greater economic and social cohesion by examining how European Structural Fund support is allocated among different development axes in Objective 1 regions. We find that, despite the concentration of development funds on infrastructure and, in less extent on business support, the returns to commitments of these axes are not significant. Support to agriculture has short term positive effects on growth, but these wane quickly, and only investment in education and human capital which only represents about one-eight of the total commitments has medium-term positive and significant returns.
The article presents the role of territorial units in enterprise stimulation, discusses the factors that encourage local authorities to promote entrepreneurship or discourage them from using supporting instruments. The authors assess the current activity of local governments in the domain and they suggest potential changes in local policy regarding entrepreneurship stimulation. The article points out areas where improvement is possible despite the obstacles due to the existing legal framework
The article is based upon the results of National General Survey conducted in December 2002. It is focused on differences in professional activity and the levels of unemployment among various subregions in Poland. Considering this issue two subregions were pointed - the "Central" and the "West". They both vary in levels of economic activity of inhabitants. There are more ownership and self-employment in the "West" region, but nevertheless there is higher rate of unemployment. The reasons lay in character of enterprises - they are very small, vulnerable and unstable. They produce the streams of inflows and outflows from unemployment to job and vice versa.
The aim of this article is to analyse trans-border entrepreneurial cooperation in selected territorial units of the Polish-Slovakian border. The authors estimated the number of enterprises operating on both sides of the Polish-Slovakian border and described the branches which are represented by these firms. They also presented other examples of entrepreneurship in the analysed area.

The study was conducted with regard to the main sectors of economic activity (agriculture, industry, lower-order services and higher-order services), as well as the functional diversity of municipalities, or gminas (urban and suburban categories, transportation corridors, tourism, etc., for a total of 16 categories). The study indicates a decline, inertia, spatial polarisation and tessellated spatial structure of the development dynamic of private enterprises.

The article is demonstrates the differentiation of the intensity and characteristics of entrepreneurial activities in Belarus. With respect to many features, Belarus seems to be divided into the western and eastern part, that is, between the territory belonging before World War II to Poland and USSR. The eastern part is more urbanized (76% of urban population comparing to 60% in the west), includes largest cities and has better education indicators that the western part. As the entrepreneurship is highly correlated with education level and the degree of urbanization, it is not surprising that small business is most intense in Minsk and eastern Belarus. However, of the areas characterized by similar urbanization and education level, but located at different sides of the pre-war border, the entrepreneurship is decidedly more developed in the west. The research was conducted in the two regions: Grodziensk (western Belarus) and Witebsk (eastern Bealrus). It showed that the entrepreneurs from the western part of the republic are more free market oriented. While they main request from the central government was simply: less regulations, their counterparts in the east demanded rather more direct support from the state. This difference is the legacy of historical divisions and closer links of the western Belarus with the market economies of Poland and Lithuania.
Parishes possess a wide selection of instruments for stimulating the development of entrepreneurship, unfortunately the instruments are rarely used as part of a complex, well thought-out strategy that brings about multi-level results. The instruments for entrepreneurship stimulation belong to two major categories: financial and non-financial. One of the primary reasons for investors to select a particular parish can be the existence of a planned and long-term fiscal policy, connected to a stable system of tax preferences in taxes and local fees, and an active strategy for parish investment expenditures. Creating positive conditions for the emergence of new enterprises is the best source of social-economical activation of the local population.
The article discusses the extent to which the national (Polish) cluster-based policy reflects scientifically-based industrial cluster identification methods as well as policy selection criteria. The framework of the current Polish cluster-based policy is discussed, followed by the presentation of eight well-grounded cluster identification methods. A four-level qualitative scale was used to determine the degree of compliance of 17 selection criteria with the identification methods. Only insignificant links were found in such criteria as “critical mass” (the number of the cluster members and the cluster structure), “concentration” (the number of the entities acting within some distance from their coordinator) and “economic cluster’s potential” (employment rate and sales values).
One of the most important features of Eastern Poland is its peripheral character. This region is often associated with various negative socio-economic phenomena. Population processes, including the problem of depopulation, affect a large part of rural areas of the macroregion. The main aim of this paper is to analyze the impact of the demographic changes occurring in rural areas of Eastern Poland in 2002–2015 on selected areas of socio-economic life, as well as to attempt to determine the scale of the changes and their spatial consequences in the field of education, entrepreneurship, construction, housing, and public finances.
One of the challenges for the contemporary Polish village is the transformation of its economic structure. It is necessary not only to create new jobs in the non-agricultural sector, but also to increase the competitiveness of enterprises. In their activities, entrepreneurs may use local resources in an innovative way. The author of the present article focuses on the following question: “What is the potential of entrepreneurs as far as the innovation based on local resources is concerned?”. Innovation is defined as a way of using local resources which emphasizes the specificity of an area. In her research (undertook in 2012), the author analyzed the local resources of the Pilica River Valley and the applications for support (from Rural Development Programme 2007–2013) submitted by the entrepreneurs to the local action group. The entrepreneurs (in their activity) do not use the resources which have been identified in the local development strategy. The additional funding allowed them to increase the competitiveness of their companies, but was not used to make their activities more innovative.
