The tourism sector plays an important role in regional economies. Its growth could become a driver of socio-economic development of different areas in Poland. The increasing number of visiting tourists has a positive impact on the labour market, and it stimulates entrepreneurship in other regions’ service sectors. Even though some Polish regions have great potential, there persist some substantial barriers to development of tourism: poor state of technical infrastructure, especially transport, significant dispersion of the sector, lack of tourism products, and poor promotion. As no separate policy dedicated to tourism is provided at the European Union level, the development of this sector can be financed from cohesion policy funds. The paper focuses on the use of EU funds for the development of tourism in the Warmia-Mazury region. The results of the analysis show a positive – albeit limited – impact of implemented projects on tourist attractiveness and on competitiveness of tourism sector firms. The effectiveness of the projects is limited due to low interest in cooperation in creating tourism products and to over-investment effects in some projects.
The article describes the important problem of increasing regional competitiveness through the international (interregional and cross-border) cooperation. Activities supporting the competitiveness of companies and whole regions are described in the article using the examples of transregional projects carried out by different partners dealing with logistics. The first project ECO4LOG carried out in the framework of interregional cooperation programme INTERREG III C promotes the usage of the intermodal infrastructure located in the transport corridor along Polish and German border and further through Austria, Hungary and Slovenia to the Adriatic sea. One of the main tasks of this project is the improvement of cross-border cooperation in goods transport among bodies which are interested in such cooperation (also public authorities). Another important target of ECO4LOG is the increase of effectiveness of the existing transport network through the improvement of information flows. The second project has the acronym CORELOG and is carried out in the framework of INTERREG III B CADSES. Its target is the development of logistics solutions favourable for enterprises, logistics operators and the whole region – propagating co-ordination of activities of different organisations, feasibility studies of developed co-operation models. Analysis and evaluation of the most important factors influencing the strategies of supply chain management and evaluation of activities carried out by administrations (of the national, regional and local level) affecting transport development and economic growth in the region will provide background for the implementation phase. Several pilot actions will test the ideas for coordinated regional logistics development.
The article is based upon the results of National General Survey conducted in December 2002. It is focused on differences in professional activity and the levels of unemployment among various subregions in Poland. Considering this issue two subregions were pointed - the "Central" and the "West". They both vary in levels of economic activity of inhabitants. There are more ownership and self-employment in the "West" region, but nevertheless there is higher rate of unemployment. The reasons lay in character of enterprises - they are very small, vulnerable and unstable. They produce the streams of inflows and outflows from unemployment to job and vice versa.
The main objective of this article is to present the way in which people from the Suwalki region perceive their coexistence with rocks, which are ubiquitous in the region and constitute a kind of its trademark. The first question is: how do local people perceive rocks, and how do they assess their presence? The second important question is how the rocks ft into the image of the region, created and distributed as a tourism product? Does their history contribute to the mysteriousness of the region which permeates touristic narratives?
The notion of a network is one of the key terms used to describe the contemporary world. The role of cooperation networks is also stressed in the context of innovation and its spatial aspects. In this particular case, most attention is given to metropolises as major networks of flows not only of people, capital or goods, but also of information and knowledge. The paper discusses selected spatial aspects of collaborative networks in Polish science. The discussion of examples is preceded by a theoretical introduction intended to outline various aspects of innovation networks at national and regional levels, with particular emphasis on the role of metropolises in collaborative networks.
The risk and the threats of modern world became the problem of day-to-day life of millions of people. They are tightly linked to different dimensions of globalization. In the sphere of nature we have greenhouse effect together with its all real and assumed consequences. In the economic dimension we have financial flows causing the threats to the stability of international economy, in technological dimension there is oversensitivity for terrorist attacks or simple breakdown of the computer systems. The political dimension brings the threats of war and terrorism. Number of these threats is related to spatial economy. These specific types of risk are discussed in this article.
Territorial entitles and thus has influenced relations between them. In particular, these changes influenced the relations between the metropolis and its hinterland. Contemporary metropolis became a concentration of innovative activities that led to development of flows within world cities network. As a result its ties with regional surrounding, that offers mainly "simple" resources, has became relatively weaker. The article demonstrates these new processes by the empirical research of three Polish metropolises: Warsaw, Poznan and so called Triple-city (Gdansk-Gdynia-Sopot).
The paper shows the basic problems of implementation of the cross-sector cooperation, in the frame of area-based partnerships, for specified rural areas in years 2001-2004 in Poland. In this period partnerships were created with international sources support and with appreciable participation of non-government organisations. The main obstacles to their actions were: the insufficient financial resources, the lack of legal form of self-governments, NGOs and entrepreneurships cooperation with equal rights, tendencies for leaders` domination in group`s actions, weak organisational structures and the lack of long-term strategies. The first effects of cooperation are little; they deal with social affairs and tourist promotion, but they show the positive role of such type coalitions in local development.
Tourist sector belongs to most dynamic sectors able to absorb large and different human resources. Its chances to get developed depend not only on natural and cultural resources, but also increasingly on necessary infrastructure and appropriate development policy. While Polish natural resources were mostly overvalued, the cultural ones were seemed to be underestimated. In general most of the Polish territory does not have significant touristic resources and its chances to develop touristic sector depends to a large extent on ability to create touristic products and on involvement into networks with other, better equipped regions. The state policy should concentrate scarce development resources on 1. areas already touristically developed in order to improve their competitiveness and 2. support to diffusion processes and cooperation network creating.
This study is devoted to the evaluation of tourist traffic and factors differentiating it between the voivodeships of Poland and the counties of the Podlaskie Voivodeship. Within the country, factors related to the general economic development of a specific region play a more and more significant role in differentiating the tourist traffic. In the Podlaskie Voivodeship, however, there are continuously the natural values which are the main attraction for visiting tourists.
This paper presents analysis of different connections between institutional participants of three area-based partnerships (LEADER Local Action Groups) that have been created in rural areas to coordinate actions which contribute to social and economic development of the respective regions. The relations in three partnerships located in different historical-cultural regions of Poland were analysed in the context of the social capital concept, using basic network relation indexes. Various types of interactions between agents (coordination, conflict, co-operation, control and competition) and flows (information, financial assets, human resources and tangible resources) have been analysed.
The article examines the peculiarities of the formation and development of tourist destinations in the western Ukrainian border regions. GMDH analysis of statistical indicators of tourism in Lviv, Ivano-Frankivsk, Zakarpattya, Volyn and Chernivtsi regions revealed the importance of information campaigns promoting local destinations. The strategy for tourist destination formation, information support and promotion in the western Ukrainian border regions is developed and the components of its realisation are described.
It is expected that people from all over the world will visit Ukraine after its victory in the war against Russian aggression, turning Ukraine into a world-popular tourist destination. Hence, Ukrainian egislation on tourism must be improved in the post-war period. The authors analysed the current legislation on tourism in Ukraine and identified major problems that must be addressed systematically and those that should be settled in the post-war period in view of the post-war humanitarian, socio-economic, institutional, and cultural challenges. In this context, the authors proposed a set of changes to improve Ukraine’s legislation on tourism on the national and institutional levels. Such changes should positively impact other socio-economic processes of reconstruction in post-war Ukraine.
The article examines the labour migration of Ukrainians to the Warmia-Masuria province. Such research methods as systematic, comparative, behavioural, statistical data analysis, document analysis, focused interviews and case study helped to identify current trends and key challenges presented by migration flows of Ukrainians to the province. The main factors affecting Ukrainian labour migration to the province are analysed, with particular emphasis placed on quantitative descriptions of the features of Ukrainian employment in the region. It is concluded that there are prospects for further labour migration of Ukrainian workers to Warmia-Masuria.
A city is a reflection of the society and flows its fate. The situation of Warsaw is therefore related to the situation of the whole of Poland – a country relatively big, but still poorly developed country, located at the peripheries of Europe. Due to these general conditions Warsaw has not become one of the most important European metropolises. However, a massive inflow of FDI and location of several offices of TNCs in the city has begun a process of metropolisation of this city – severely damaged during the war and later badly reconstructed according to the principles of real socialism. Juxtaposition of the “old” and the “new” leads to emergence of contrasts and imbalances – in a similar way as it happens in the cities of the so-called Third World. An important question arises – do these contrasts have a tendency to diminish, or are they persistent or even growing? This article aims at providing an answer to this question.
Postindustrial agglomerations struggling with image deficits and environmental problems are looking for new development paths to take. One of these paths can bring about the development of business tourism, including the industry of the organisation of meetings and events. The unique and attractive character of the place can favour taking such a direction. The business tourism sector can therefore become an instrument contributing to the sustainable metropolisation of the city by building up its position in the global network of flows. The development of the meetings and events sector allows, therefore, for a change of image, for a re-evaluation of endogenous resources, including those relating to the industrial past, and for tapping into the unlimited resources of the global network. Increased attention in this network may lead to an influx of more events, and of investors as well. Replacing heavy industry with an enlarged service sector and modern industry based on flexible and innovative small and medium-sized enterprises fosters sustainable development. The meetings and events industry can become a tool for sustainable development and the promotion of its ideas, related to the UN Sustainable Development Goals (SDGs). The trajectory outlined above seems very promising. However, to some extent, it is just a hypothesis. The author undertakes to test it on the example of Katowice, a former industrial city which has decided to follow the route outlined above to become a city that hosts many events, including the COP24 summit in 2018. In the article, the author presents empirical research studies whose authors tried to determine whether the path the city has chosen has a real impact on its image and development. The author also deals with the question of the sustainability of such a development path and the conditions for its self-support in the context of the COVID-19 pandemic crisis.
To assess the development level of Polish regions, it is necessary to observe changes in the country taking into account its sustainable development. Differences between regions are due mainly to their nature, their social, economic and institutional conditions and their political functions. The character of a region has a strong impact on the direction and the pace of development of individual spheres of sustainable order. Research shows that regions with big urban areas have much higher economic and social points than non-industrialised areas. However, agricultural and tourist regions deal with environment problems better. That is why all actions concerning region development and meant to decrease disproportions have to depend on the type of region. The taxonomical analysis can be a base for further research.

The military aggression of the Russian Federation against Ukraine, which started in 2014 and came to another active phase in February 2022, may change Ukraine’s foreign trade in terms of both its geography and product structure. The regions of Ukraine will not only have to recover from the consequences of destruction, but also to seek new directions of foreign economic activity and build connections with reliable partners such as the European Union and the United States. The paper presents an analysis of changes in the foreign trade of Ukraine and its regions since 2014 and examines shifts in trade flows in the direction of Western leaders of global trade. The case of Georgia, another target of Russian military intervention, in the reorientation of its trade flows, is also considered.
The aim of this article is to gain a better understanding of the patterns of human capital mobility in transition economies. It exploits a unique dataset from a Polish social networking website to develop a typology of skilled migration. Determinants of human capital flows are further elaborated using an empirical model of student and graduate migration. It is found that spatial mobility of human capital in Poland is low, and the distance between the home region and potential destination plays the most significant role in migration decisions. Migrations of skilled individuals favour metropolitan areas, which experience a net gain of human capital, while all other regions are subject to brain drain.
Rock mining is popular and characterized by the exploitation of local deposits, which are used as a bargaining chip in local economic and socio-political politics. The aim of the paper is to analyze the impact of rock mining on the local economy of Polish communes. A contextual analysis was performed of inflows to the communes’ budgets resulting from the exploitation of rock minerals, the contribution of rock mining in the creation of local jobs was assessed, and the benefits from reclamation and development of post-mining areas were estimated. To do all that, the Author used the method of indicator analysis of local government units and stochastic methods of data analysis, as well as inference based on collected data. Studies have shown that rock mining is a factor supporting the local economy. Benefits from the exploitation of rock minerals should be taken into consideration in the development of plans concerning mineral rock deposits.
Dynamic tourism development has resulted in equally dynamic growth of tourism industry, being the major source of income. Tourism development strategies are based on different concepts of economic growth which do not answer all questions. Among them is the issue of success factors: what makes certain localities enjoy fast tourism development while other similar places have problems? Against many beliefs on the significance of natural resources, more important are cultural assets and in particular development of tourist infrastructure and products. Having this in mind one should look for success factors in quality of human resources, elites and leadership.
Interaction between human beings and their environment is a relatively new science domain, placed between geography and sociology. Therefore, a theoretical part of this article aims at familiarizing the readers with perception issue. In the following part one can find a description of perception of the Bieszczady National Park by tourists, adult inhabitants and pupils from Bieszczady region. It is compared to the similar research conducted in the Tatra National Park. One of the findings is that tourists are better familiarized with the mountain geography than any other group. What is also interesting, people find national parks bigger and more empty than they are in reality. Some of the theories presented at the beginning of the article were confirmed by the
author’`s reseearch.
The aim of the study is to indicate the importance of rural areas in the system of inter-communal migrations in Poland. Internal migration in rural areas was analysed for the years 1995–2019, with particular focus on the state of migration registered in 2019. The study used basic indicators determining the intensity of migration, which made it possible to conclude that rural areas play an important role in the system of internal migration in Poland, contributing to the spatial redistribution of population. However, this influence varies due to the fact that, on the one hand, there is a strong influence of suburbanisation on migration processes in rural areas in suburban zones of large and medium-sized cities in Poland. On the other hand, migration outflows caused by an unfavourable socio-economic situation are visible in the case of external and inner peripheries.
The main focus of the text is the city tourism viewed as a form of city promotion on which the city development depends to a great extent. At the beginning of the industrial age, tourism concentrated around the sea resorts and spas. The first changes in tourism resulted from the decline of the paradigm of the industrial progress in western countries. The decaying cities previously bound up with industry started then to change the image in order to improve their economic situation. The new image pointed out culture in the first place, because culture started being perceived as the tourist attraction. The article presents the different ways of city promotion. The particular stress is placed here upon public space investments – such as revitalization phenomena, theme space and commercialization of urban landscape and constructing the museums and other public use buildings by the outstanding architects. The development of the urban tourism is also closely tied up with the changes in tourists’ behaviour and preferences. The phenomena presented in this article explain the increasing interest in the city as the tourist attraction and emphasise the indispensability of the promotion efforts.
The article is based on the statistics of intercommunal data matrix concerning employees who commuted to work in 2006, compiled on the basis of the taxpayers’ tax deductions provided by the Central Statistical Office of Poland (Urban Statistics Centre in Poznan). The author identifies directions, intensity and catchment areas of commuting flows to Warsaw and calculates other basic characteristics, providing a basis for further studies into occupational mobility in relation to the development of the labour market. It has been demonstrated that Warsaw plays a significant role in the spatial structure of the voivodeship in terms of the number of workers who commute to the city. It is the result of its function as the capital and of the development of the labour market in the transition period.
Revitalisation, which is defined as a planned process of restoring deprived areas, entails the difficult challenge of achieving long-lasting spatial, economic and social effects. In Poland, the accompanying inflow of European Union funds not only fosters a wide range of activities for entities involved in urban renewal, but also raises a question about the potential dysfunction of investments in deprived areas. Based on the experiences of Kraków, the paper presents some undesirable effects of projects implemented under the Local Revitalisation Programmes (LRP) in the years 2007-2013. The goal of the LRP projects was to promote the rehabilitation of deprived housing areas. The initial results, however, indicate that these projects are characterised by specific pitfalls, which include touristification, uniformisation, gentrification and social polarisation.
Tourism is often treated as a solution for all development problems of every Polish local government. However, even the most popular tourism resorts do not always take the economic advantage of it. The economic impact of tourism is often lower that it could have been expected. The case study given in the article is Mikolajki – the most popular tourism resort in Mazury region, but very common as far as local government’s revenues are concerned. Why? This article gives at least a partial response for the question.
The paper focuses on the assessment of the role of tourism in the development of towns and cities of the Warmian-Masurian voivodeship. The respondents, representatives of town halls, claim that tourism is important and has an impact on economic development of towns and cities. However, nature and wildlife of the Warmia and Masuria regions are not the key tourist attraction of the regions’ towns and cities. The respondents say that each town and city should build its own unique brand rather than relying on the region’s or a dominating city’s brand. It is however useful for the towns and cities of the regions to cooperate in order to promote the tourist product.
The paper describes an indicator constructed to measure financial flows between local governments in Poland. These flows are considered as the measure of local governments’ cooperation and of the strength of functional connections crossing administrative boundaries. The purpose of this paper is to present the scale and the subject of financial transfers between local governments and the factors explaining the variation of local governments’ financial cooperation. The biggest financial transfers take place in functional urban areas, but only in terms of current expenditures. Transfers of investments expenditures are higher outside these areas and are characteristic of less affluent municipalities. The strongest associate function is to provide transportation services: both in terms of current expenditures and investments.
The main aim of the article is to test Richard Butler’s model of tourist destination lifecycle in relation to Benidorm – one of the most important Spanish seaside resorts. Benidorm is an example of extreme changes in the landscape caused by a large number of skyscrapers. The analysis of Benidorm’s history from 14th to 16th century and its photographs allowed us to identify phases of this resort’s cycle. Supply and demanded features, infrastructure, the degree of landscape change and management priorities were also taken into consideration. Particular attention was paid to the reorientation stage. Using statistical data, the authors verified how effective the reorientation of Benidorm’s tourism economy was. Moreover, in order to show a wide background of the issues discussed, the main characteristics of development stages of mass tourism were presented (based on ten examples of second generation seaside resorts).
The paper presents a new interpretation of global space. The most important elements of this space are four megaspaces of America, Europe, China and India. A megaspace is a grand geographical area representing a big demographic, political, economic, and scientific potential. The megaspace is a regionally differentiated area with no important barriers limiting free flows of persons, commodities, information, capital. The innovative studies of four megaspaces are a great theoretical and pragmatic challenge for Regional Studies Association as an organization which should open new chapters in the interpretation of the global space of the XXIst century.
University-industry collaboration seems to be crucial to the transfer of knowledge and innovation in a modern world economy in which knowledge, information flows and the level of innovation of countries and regions are the center of attention. The article presents the specifics of university-industry linkages, and the instruments that operate in support of such relationships, the focus being on the French CIFRE (Industrial Agreement for Training through Research) procedure. A description of the functioning of this scheme in France leads on to an analysis of its influence on the development of French regions as regards their levels of innovation and the nature of strength of the linkages between the world of science and academe on the one hand and enterprises on the other.
Due to a dynamic increase of the number of tourists, to demand and supply changes, or – in short – to changes of paradigm, tourism has been recently considered as an important factor of regional development. Countries and regions attempt to encourage tourism development with modern planning. An overview of selected planning documents, mostly regional, leads to the conclusion that in spite of a declarative adoption of the new paradigm on the strategic level, the operational level is still dominated by the old approach, based on a number of myths. These myths should be considered main obstacles in tourism development in Poland.
Urban renewal in derelict sites has become a focal point of interest in many traditional industrial cities. Having adopted the case study of the Cork City (Ireland), the authors presented four urban renewal schemes which were implemented in this city over a 25–year period. It ought to be emphasised that not only has Cork implemented various rejuvenation programmes since 1979, but also revived three entirely different urban sites: the former industrial areas, the historic centre and the docklands. However, the latter still requires further regeneration. The urban renewal schemes contributed to an enhancement of the quality of life and a rise in local and inward investment. Moreover, the number of tourists increased considerably. In consequence, the image of the city was improved. Hence, the urban renewal has become a factor of Cork’s redevelopment.
The paper analyzes statistical relationships between the inflow of EU financial resources to Polish territorial units (voivodeships, NUTS3 and poviats) and the pace of their economic growth. Correlation analysis reveals that the less developed units which enjoyed relatively more massive inflows per capita grew more slowly than the better developed ones – the correlation coefficients are negative (for the voivodeships) or close to zero (for NUTS3 and poviats). This suggests that until now, the EU funds have led to a stronger demand effect than the supply effect in the Polish economy. It may therefore be claimed that in the next programming period 2014–2020, more funds received from the EU should be devoted to the support of economic development than to the improvement of living conditions.
The global Post-Fordist economy based on permanent flows changes the way we use space. It modifies the processes of functioning of cities, some of which take the role of global hubs or regional networks. It is an open question whether and how the changes concerning territorial and competence range of cities influence institutions and institutionalizations of contemporary city authorities. Although it is difficult to establish a general answer to this question, the author bases his reflection on the case of the evolution, unprecedented in the French conditions, of the local government system of Grand Lyon Urban Community. On 1st January 2015, after 45 years of its existence, Grand Lyon became a Metropolis of Lyon, establishing a new unit of local government with extended range and new competences, combining the prerogative powers of municipalities, an urban community, and a department.
In most European cities industrial districts and, later, consumption areas have emerged supplementing the areas of exchange, which had always been existing within the cities. At present, the cities are almost free of production (especially of industrial production), which has been replaced by the areas of entertainment. This is due to the fact that the metropolitan class - which lives in the cities and moves between them as the most precious part of the tourist community – has demonstrated growing demand for culture and entertainment. The influences of the media, mostly of television, make this demand more and more uniform, which results in globalisation of culture and entertainment. It is therefore quite obvious that big corporations engage themselves in undertakings that shape the urban areas in order to advertise their products and brands. As a result, the public parts of the cities are appropriated by individual interests and privatized in a specific way.
Migration management is one of the key tasks faced by regional authorities in Poland, which experience deepening processes of shrinking and ageing of population. The aim of the article is to determine whether policy makers are aware of the role of migration processes and migration policy, to show their presence in demographic development strategies, and to describe the activities undertaken at the regional level in response to the ongoing demographic processes. The analysis is based on the example of the Łódzkie, Opolskie, and West Pomeranian voivodships. The article proposes an analytical model assuming a gradual process of decision-makers’ reaction to demographic changes. An analysis of documents and interviews with people responsible for regional demographic policy confirms they are aware of ongoing population processes and their consequences, at the same time, however, there is a lack of actions aimed at stimulating inflows of foreigners. The initiatives aimed at stopping the population from emigrating are more important.
