Janusz Heller. Liberalism and statism in the economic practice of European Union countries

The aim of the research was to identify and measure the level of economic freedom across the EU at the turn of the 20th and 21st centuries. Special attention was paid to the changes in (i.e. liberalization of) the Polish economy. The basis of the comparative analysis between the 25 EU countries (excluding Malta and Cyprus) was provided by data acquired from the annual economic freedom study conducted by the Heritage Foundation and the Wall Street Journal in the years 1996–2008. The overall economic freedom index consisted of the average from marks for 10 different features – more detailed criteria. The average index acquired from all 10 features was the basis of a country’s mark for the level of liberalism (economic freedom) or statism. The proposed methodological approach, in which the two main currents of statism and liberalism are exposed, was especially useful in evaluating the processes occurring in the Polish economy. The results of the research show that, in the group of 15 countries of the “old” EU, 10 can be considered more liberal. This group includes, as the most liberal EU state of all, Ireland. The second group is formed of 5 countries apparently less liberal, i.e. Spain, France, Portugal, Italy and Greece. Poland is found to be the most statist country anywhere in the EU, notwithstanding its status (along with the Czech Republic and Estonia) as one of the three leaders of liberalism in the first years of transformation. In this situation it is hard to identify the Polish economy with advanced or even excessive liberalism. It is – according to the present standards – a rather state-controlled economy, albeit with certain but scarce elements of liberalism. The research shows that the economic crisis which occurred from mid 2007 cannot be identified only with the liberal economy, even though the implemented methods of dealing with the crisis seem to point to such a source. Statist solutions prevail here, but some liberal methods appear as well. A solution to this dilemma can only be anticipated after several years have passed.

Janusz Heller. Level of Economic Development of Voivodeships and Income of Local Governments in Poland

The aim of the research was to evaluate disproportions in Polish local governments’ income and their connection with the level of economic development of voivodeships. The basis of this evaluation was an analysis including the income of governments at a voivodeship, district and commune levels in 16 voivodeships in the years 2002–2006. In the initial stage of the research, a hypothesis was made that in the voivodeships that are at a higher level of economic development the income of local governments is also higher. The changes in law introduced on l January 2004 caused an increase of local governments’ income. The income increased at the fastest pace in the most developed regions, thus contributing to the deepening of development disproportions between voivodeships in Poland. These differences were only partially decreased by subventions from the state budget.

Michał Wolański, Dominika Wojtowicz, Łukasz Widła-Domaradzki. Impact evaluation of EU -co-financed projects – a case study of crossroads reconstruction

The article presents possibilities of adapting the impact evaluation methodology to the evaluation of public intervention in road infrastructure. In the first part of the article the authors present the principles of the impact evaluation methodology, which serves to evaluate real effects of an intervention, as well as examples of evaluation projects prepared with the use of this method. The authors present their own empiric study, which was the first application of the methodology in the road infrastructure sector. The article concludes with a critical analysis of the method, especially concerning its reliability and potential usefulness in road infrastructure.

Joanna Dominiak, Paweł Churski. The role of innovation in the formation of regions of development and those of economic stagnation in Poland

The aim of this paper is to evaluate the importance of innovation in the formation of regions of development and those of economic stagnation in Poland. The test procedure adapted by the authors consists of two stages. In the ?rst one, the authors use cluster analysis to group voivodeships into two categories according to the strength and weakness of their economies, on the basis of socio-economic development indicators, structured according to the following aspects: (1) population and settlement, (2) the structure of the economy and the job market, (3) technical infrastructure and easy access, and (4) the ?nancial situation and wealth. In the second stage the authors use canonical analysis to identify the relationship between regional differences in the level of innovation and the distribution of development and stagnation regions in Poland. The results of the analysis shows a strong correlation between the level of innovativeness of a region and its level of socio-economic development in all highlighted aspects of this process, particularly in the relationship between the level of innovation development of a region and its ?nancial situation and wealth.

Ewa Nowińska-Łaźniewska, Piotr Nowak. Examples of International Cooperation in INTERREG III Projects

The article describes the important problem of increasing regional competitiveness through the international (interregional and cross-border) cooperation. Activities supporting the competitiveness of companies and whole regions are described in the article using the examples of transregional projects carried out by different partners dealing with logistics. The first project ECO4LOG carried out in the framework of interregional cooperation programme INTERREG III C promotes the usage of the intermodal infrastructure located in the transport corridor along Polish and German border and further through Austria, Hungary and Slovenia to the Adriatic sea. One of the main tasks of this project is the improvement of cross-border cooperation in goods transport among bodies which are interested in such cooperation (also public authorities). Another important target of ECO4LOG is the increase of effectiveness of the existing transport network through the improvement of information flows. The second project has the acronym CORELOG and is carried out in the framework of INTERREG III B CADSES. Its target is the development of logistics solutions favourable for enterprises, logistics operators and the whole region – propagating co-ordination of activities of different organisations, feasibility studies of developed co-operation models. Analysis and evaluation of the most important factors influencing the strategies of supply chain management and evaluation of activities carried out by administrations (of the national, regional and local level) affecting transport development and economic growth in the region will provide background for the implementation phase. Several pilot actions will test the ideas for coordinated regional logistics development.

Marta Götz. Does the Winner Take It All? - A Synthetic and Multidimensional Evaluation of Growth Factors in the German Federal States

Neither the history nor the theory of economics indicates unambiguously the sources of high yet stable economic growth. The aim of this paper is a thorough assessment of various growth determinants in German Bundesländer in the years 1991-2009 in terms of both current levels and recent developments. In order to evaluate the economic growth potential the summary index (SG) encompassing various dimensions of economy has been constructed and carefully calculated. Such an approach gives a holistic and comprehensive view on economic growth factors, encompassing business and political dimensions prevailing in the media and a scientific approach drawing on a specific methodology. Our results confirm to some extent earlier studies pointing to existing West-East discrepancies in Germany. However, one must not ignore achievements of the new Bundesländer as measured by positive time developments. Conceptual framework put forward shall be seen as scaffolding, at the same time synthesizing and differentiating various growth determinants, a possible “navigation tool” for other case studies.

The study contains a review of websites of local governments in Podlaskie voivodship. The authors address the problem of demand for internet services, provide the inventory of available websites and evaluate the importance of this form of communication. The popularity of Internet services is clearly growing, especially with respect to interactive solutions, saving time and money of citizens. The quality of website’s contents is also a strong determinant of it’s success.

Paweł Kliber, Krzysztof Malaga. Convergence of Regional Growth Paths Towards Stable Steady-States in Poland in years 1998-2000

In the paper we present two neoclassical growth models of Solow-Swan type: with regional budget deficit and without it. The main aim of the paper is to analyze the convergence of regions in Poland towards their stable steady-states and to check the speed of this convergence. We use the method of calibration of parameters in models and numerical methods for calculating capital and output per worker in stable steady-states. The computations were made for the new administration division of Poland. On the base of empirical results we make conclusions about future distribution of wealth among regions and about potential possibilities of growth in regions. We also try to answer the question if in the future there will be convergence or divergence of welfare among regions of Poland.

Dorota Celińska-Janowicz. Evaluation of the impact of Cohesion Policy 2004-2006 on counteracting the negative effects of suburbanization processes

In recent years, the largest Polish cities have experienced intensive suburbanization processes. People migrate to suburban communes and hitherto undeveloped areas change their function towards single- or multi-family residential neighbourhoods. Spontaneous and dispersed suburbanization processes (urban sprawl) have many negative consequences that might become a serious problem, not only for the inhabitants but also for the local authorities in the suburban areas. The article presents the results of the evaluation of the role of Cohesion Policy projects in counteracting negative effects of suburbanization processes in potential suburban zones of the largest Polish cities. The results of the evaluation indicate that in suburban areas there is a major focus on meeting the current needs of residents, whereas strategic prevention of negative effects of suburbanization processes is neglected.

Janusz Heller, Alicja Joanna Szczepaniak. Regional Conditionings and Effects of EU Funds’ Distribution

The aim of this study was a synthetic evaluation of EU funds’ distribution between 16 voivodships. It was found out that the regional EU funds’ distribution in the years 2000–2005 is an effect of a method, according to which the voivodships that more populated are privileged. In absolute numbers the biggest recipients were: Masovia, Silesia and Malopolska – regions with a high level of urbanization, equipped with a broad business environment and with a relatively rich scientific background. At the same time, these voivodships win the most direct foreign investments. Thus we deal with a double privilege of these voivodships in relation to other regions. In relative numbers, described by an index of received funds in relation to the share of produced GPD, the dominating regions are: Warmia and Mazury, Podlasie and Western Pomerania. But it does not mean that in this way the distance between these voivodships and the most developed regions is reduced. The research did not prove that there is a connection between GDP per capita and the amount of aid per one inhabitant. The lack of any connection (positive or negative), which is a logic effect of the assumption that the regional distribution of EU funds is conditioned mainly by the number of inhabitants, indicates that the criteria do not differentiate voivodships according to the anticipated economic effects. They take an egalitarian approach – every inhabitant should receive statistically equally.

Grzegorz Gorzelak, Adam Płoszaj, Maciej Smętkowski. Four Capitals Model in the Evaluation of Regional Development Strategy

The article presents 4 capital model as an evaluation method of the region development strategy implementation as well as strategy document analysis. The introduction provides definition of these types of capitals that might be adapted to analysis of sustainable development. Than the authors describes a result of exercise conducted together with representatives of self-government authorities consists of impact assessment of the strategy implementation in the context of selected forms of capital. The results were confronted with opinions of local self-governments authorities as well as small and medium size enterprises. These breakdown enabled authors to indicate weakness of the strategy and potentials trade-offs between different types of capital. As the final result recommendations regarding the updating processes of the strategy were formulated.

Maciej Smętkowski, Adam Płoszaj. Large Polish cities – development challenges in the context of public intervention of EU Cohesion Policy 2004?2006

The aim of this paper is twofold: to demonstrate development challenges of large Polish cities and to assess the extent to which Cohesion Policy in the 2004?2006 programming addresses these issues. The analysis covers different aspects of EU intervention: sums assigned for particular categories, types of beneficiaries as well as types of large cities. The results allow us to formulate the following observations. The thematic structure of the intervention only partially addresses challenges related to contemporary informational economy, which is due to the cities’ relatively low support for innovativeness and their metropolitan functions. In the analyzed period, the bulk of EU Cohesion Policy funds was devoted to the development of basic technical infrastructure (transport and water management), which was the result of huge underdevelopment in these fields in former years. However, EU intervention had some successes: thematic fields were well adapted to types of cities. Furthermore, most funding was allocated to the largest cities because of the strong involvement of their authorities in EU funds projects, while in smaller cities a significant share of the funds was given to large industrial plants.

Sławomir Pastuszka. The Diagnosis and Evaluation of Barriers in Absorption of the EU Structural Aid by the Local Governments of the Świętokrzyskie Region

The absorption the European Union structural aid, available in 2007–2013 period, provides Poland the opportunity of fast development and improvement of life quality. A regional policy that will effectively use the structural funds may contribute to the improvement of infrastructure, development of entrepreneurship and restructuring of rural areas. The issue of absorption ability has to be considered with particular attention. This study – on the basis of experiences in implementing the Integrated Regional Operational Programme – points out some threats and bottlenecks limiting the potential absorption of funds. The barriers have been identified using the questionnaire based research on the experiences of local governments in the swietokrzyskie region.

Grzegorz Gorzelak, Adam Płoszaj, Maciej Smętkowski. The Four Capitals Model in the Evaluation of the Regional Development Strategy - the Example of the Lubuskie Voivodeship

The article shows how the Four Capitals Model was applied to evaluate the region development strategy document and its implementation in terms of sustainable development. Firstly, it defines these types of capitals that could be used to analyse the sustainability of regional development. Then the authors describe the results of the exercise carried out together with representatives of the regional authorities, intended to assess the impact of the strategy implementation in the context of the four capitals. The results were confronted with the opinions of local governments and SME owners. This helped to identify the weaknesses of the strategy and potential trade-offs between different types of capital. Finally, the recommendations related to the updating of the strategy were formulated.

Marcin Flieger. Attractiveness Analysis of Initiatives for Employment Increase Financed by European Union Funds (Example of Wielkopolska Voivodship)

European Union programs are a vital source of financial help in the field of employment increase. Such initiatives are available both in structural programs, Community Initiatives and Community Programs. A great number of them are designed for communities, which, as an independent beneficiary or a partner in a project, can influence the improvement of local and regional labour market situation. One of the essential factors which influence the commitment to the initiatives for employment increase is the way beneficiaries perceive their attractiveness. Therefore, in the article the author presented results of the research in which communities’ attitudes to each activity connected to a labour market, available in EU programs, had been analyzed and assessed. This allowed to determine the initiatives which are perceived as the most desirable and which, according to communities, can best contribute to decreasing of the unemployment rate, and the ones which are the least attractive in this respect. Another part of the above research is the analysis of communities’ expectations regarding creating new initiatives for employment increase, which are not available within the limits of the current programs. This scrutiny allowed to estimate more precisely to what extent current activities match communities requirements. These results made it possible to assess to what degree the presumable lack of desirable initiatives for employment increase constitutes a factor that limits the commitment to the implementation of the currently available initiatives

Tomasz Grzegorz Grosse. Assessment of the Administrative Capacity in Regional Administrations in Poland for implementation of the Integrated Regional Development Operational Programme 2004-2006

Article assesses the administrative capacity of the regional institutions in Poland for implementation of the Integrated Regional Development Operational Programme 2004-2006. Organizational works has been delayed, mainly because of slowing down of the negotiation between Poland and European Commission, lack of required legislative framework and postponement of decisions on central government level. Author presents recommendations for improvement of pace and quality of administrative works in Polish regions. The main conclusion is also importance for general rebuilding of administrative regional framework for future implementation of European funds after 2006. The basic directions for this reform are recommended.

Katarzyna Romańczyk. The Determinants and Effects of Civic Budgets in the Largest Polish Cities: A Study of the Period 2014–2023

This paper attempts to diagnose the attitudes of municipal office employees toward civic participation and assess selected outcomes of participatory budgeting (PB) in the six largest Polish cities between 2014 and 2023. The analysis is based on empirical research, including surveys, in-depth interviews, and secondary data analysis. The findings reveal an institutional perspective and indicate the presence of two dominant approaches among public officials, namely an affirmative and a critical one. The article also discusses both the direct and indirect effects of PB – educational, social, political, and redistributive. In cities where the affirmative approach prevails (Poznań, Wrocław, Gdańsk, and Łódź), higher educational and political outcomes were more frequently observed. In contrast, in Warsaw and Kraków, where the critical approach dominates, lower educational and political outcomes were more commonly noted, along with relatively stronger redistributive effects. The results further suggest that participatory budgeting can serve as an effective tool for municipal administrations in identifying residents’ needs, although its capacity to meet those needs remains limited.

Jarosław Kempa, Bernadeta Baran. The Cost-Effectiveness Assessment of Waste Segregation Systems in Poland’s Voivodeship Cities

The ability to achieve the assumed waste recycling targets depends on the efficiency of waste management systems. Poland, as a member of the EU, has committed to achieving the recycling levels gradually i.e. at the level of 55% in 2025, 60% in 2030 and 65% in 2035 but whether it will meet the targets depends, among other things, on the efficiency of the waste collection system. The aim of the study is to check the cost efficiency of selective waste collection in the group of Polish voivodeship cities in the years 2020–2023. The study used a set of indicators for the assessment, including those proposed by the authors, calculated on the basis of reports on the implementation of city budgets and data from the Central Statistical Office. The analysis shows that cost efficiency is very diverse in the cities under scrutiny, and local governments are looking for the optimisation of municipal waste management systems, i.e. the best ratio of revenues from fees to costs. Based on the obtained results, it can be assumed that achieving the assumed waste recycling levels will be a significant challenge – or even an impossible task – for all voivodeship cities in Poland, which can constitute a source of actions to improve this state of affairs for local government authorities in Poland.

Paulina Malaczewska, Maciej Malaczewski. Assessment of the Efficiency of Pro-ecological Activities in the Counties of the Wielkopolskie Voivodeship Using the DEA Method

Counties (poviats) undertake a variety of activities aimed at improving environmental quality and ensuring the sustainable management of natural resources. The aim of this paper is to examine the efficiency of these activities among the counties of the Wielkopolskie Voivodeship within the framework of the “Environmental Protection Program for the Wielkopolskie Voivodeship for 2016–2020.” Using the DEA method, we analysed the efficiency of pro-environmental activities across individual counties in 2015, before the program’s implementation, and in 2020, in its final year. A ranking of counties in terms of their environmental efficiency was constructed, changes in their positions between the two analysed periods were examined, and the Malmquist index was also calculated. The study found that the relative efficiency of individual counties increased over the analysed period. It also identified the counties showed the greatest improvement in environmental efficiency, and demonstrated that changes in productivity were predominantly endogenous in nature, resulting mainly from improvements in the efficiency of resource utilisation rather than technological progress.

Joanna Kurach. Differences of wealth of polish regions in the light of the sigma convergence test

Convergence is one of the key issues of cohesion policy. The European Union applies different instruments of regional development to reduce disparities between regions and countries. Due to the discussion on the effectiveness of this policy, a research in this area seems to be required. The purpose of this article is to assess the diversity of wealth in the regions using the methods of measurement of sigma convergence. The main parameter used in the calculations is GDP per capita in 2000–2007 at the sub-regional level (NUTS-3). The research shows that income inequalities among some groups of Polish regions have increased after the accession to the EU. Convergence patterns vary in cities, rich sub-regions and poor sub-regions. In some cases, convergence is correlated with the dynamics of GDP, whereas in other there is no significant relationship between convergence and the economic situation.

Wojciech Jarczewski, Magdalena Dej. Revitalization 2.0. Revitalization projects in the Regional Operational Programmes 2007–2013 – assessment in the context ofthe new programming period

EU Funds received by the Polish economy in 2007–2013 in some part have also been used for revitalization activities. However, the rank of these activities was not the same in particular regions, as evidenced by, among others, the rank of revitalization in the Regional Operational Programmes and the amount of funds earmarked for regeneration. A significant difference was observed in relation to the selection process of the projects. This procedure examined on the examples of the Lower Silesia, Lesser Poland and Podkarpackie voivodships determined the final result of the revitalization at the regional scale, varying the type of beneficiaries, as well as the number and size of co-financed projects. Conclusions that follow from the analysis become particularly important in view of the new programming period 2014–2020.

Paweł Swianiewicz, Katarzyna Szmigiel-Rawska. Unusual extension of the city limits. The case of Zielona Góra in the context of the phenomenon of free riding on the common pool

The purpose of the research presented in the article is to assess the effects of the 2015 amalgamation of the Zielona Góra city with the rural commune of the same name on the quality of local democracy. The second goal is to examine the phenomenon of free riding on the common pool in the context of the local-level territorial reform. The analysis, based on a quasi-experimental scheme using the synthetic control method, unlike previous studies, did not confirm the free riding hypothesis. The results of the study also indicate that the strategy implemented in Zielona Góra can be useful in achieving an intermediate political goal, which is to ensure the residents’ approval of the reform and legitimization of its results.

Tomasz Kupiec. The usability of evaluation as a tool for managing regional operational programmes

The paper presents an analysis of usability of regional operational programmes 2007?2013 (ROP) evaluations. The elements of usability under study are: quality, relevance, and credibility of the evaluation assumptions. The study consists in desk research of a representative sample (n = 71) of the evaluation reports completed between 2008 and 2012. The results show that many reports do not contain important recommendations and do not answer key research questions. In most cases, the evaluations fail to supply an answer on the impact of ROP on the socio-economic development of regions. The limited usefulness of evaluation reports leads to conclusions about negative trends in the development of the ROP evaluation system, which is focused on providing simple information, reports production, and does not respond to actual demand for knowledge.

Marcin Wajda. The Allocation for Regional Programmes – Analysis and Assessment of the Proposals Contained in the Draft of Partnership Agreement for the Implementation of the Cohesion Policy 2021–2027 in Poland

The aim of the paper is to analyse the allocation of resources from the Cohesion Policy provided to individual regional programmes in the European Union’s 2021–2027 financial scheme. In addition to the European Regional Development Fund and the European Social Fund Plus funds, funds from the Just Transition Fund distributed under the European Funds for Just Transition programme, as well as funds from the European Funds for the Eastern Poland programme were also analysed. The analysis covers the proposition of allocation of funds to regions in the context of the experience gained so far in Poland in the implementation of regional programmes. The carried out analysis confirmed the decrease in the importance of regional programmes in shaping the Regional Development Policy in the 2021–2027 perspective due to the reduction in allocation.

Elżbieta Antczak, Karolina Lewandowska-Gwarda. Dynamics of population ageing processes in Poland. The analysis using structural-geographical methods

The article offers a multidimensional analysis of the dynamics of population ageing in Poland. To this end, the spatial dynamic shift-share method is used. The data used in the analysis include the number of people aged 65 or over per 1,000 population, based on the criteria of sex and place of residence (urban or rural areas) in 72 Polish subregions in the period from 2003 to 2016. The study analyses the pace of changes in the scale of the phenomenon and identifies structural and local factors underpinning the net effect in specific subregions. In effect, subregions with the greatest pace of change and its underpinning factors are identified.

Monika Mularska-Kucharek, Kamil Brzeziński. The quality of life vs. the attachment to one’s place of residence. On the example of Łódź

The paper’s main objective is to present the importance of the quality of life in the context of one’s emotional attachment to one’s city. The paper offers an in-depth discussion of some aspects of quality of life and place attachment. The relationships between the phenomena are also discussed. The analyses were conducted based on empirical data from the research project: Social and human capital as factors of the development of the region of Łódź. The project was funded by the European Union. The survey research was conducted on a representative sample of inhabitants of the Łódź voivodeship aged 16–65. The total number of conducted interviews was 2005. However, in the paper, the authors focused exclusively on the inhabitants of Łódź (N = 560). This post-industrial city was chosen on purpose. Firstly, this former centre of Polish textile industry lost much of its industrial function as a result of globalization and transformation. Secondly, the city authorities are planning to conduct a comprehensive process of city revitalization. The aim of the revitalization is to improve the quality of life. This is why the quality of life and place attachment in this post-industrial city were considered very interesting from a scientific point of view.

Piotr Maleszyk. Educational Migration of Secondary School-leavers. The Example of Lublin

The article aims to present and assess educational migration as a driver of human capital redistribution across regions. The unique research on academic careers of 8.5 thousand secondary school-leavers in Lublin (Poland) allowed to gather microdata on the mobility of young people along with the school-leaving examination results being a proxy of human capital. The results indicate that the ratio of youth out-migration from their home region amounts to roughly 20%, which seems a low figure against comparative studies. However, the distribution of migration rate along with the logit regression proved high propensity of the most talented youth to move out. Hence, strong positive migration selectivity is regarded as an important driver of human capital redistribution across regions, which might negatively affect human capital accumulation in the sending area.

Aldona Standar. Location on city centres and the financial results of rural local governments

The objective of this paper is to present the role of the relationship between the location and financial performance of local government units. One of Poland’s largest voivodships, Wielkopolskie, was used as an example. Recent acceleration of suburbanisation processes not only results in socioeconomic changes in municipalities surrounding cities but also affects their financial performance. To attain the aforesaid objective, this study used variance analysis to investigate the significance of the differences in the financial ratios between the units analysed by location (measured as the distance of rural municipalities from district towns and from Poznań, the region’s capital). The research proved that the closer a municipality is to an urban centre, the greater its financial autonomy, liquidity and investments, yet at a higher level of debt. Also, the proximity to Poznań is a better determinant of the differences in financial performance than the location close to smaller urban centres.

Mieczysław Adamowicz, Paweł Janulewicz. Evaluation of socio-economic development of large cities in Poland – results of a study with the use of the Hellwig development pattern method

The aim of the paper is to define and evaluate the level of local socio-economic development of largest cities in Poland, as well as the differences and disproportions which appeared between them in the years 2010-2012. The subject of the research were 30 cities in Poland whose population exceeded 120 thousand. These cities fulfil key roles in the country. A literature review and an empirical analysis were used as the base for this work. The data from the Local Data Bank (by CSO) were analyzed with the use of one of the taxonomic methods – the Hellwig development pattern method. Originally, 67 diagnostic variables were examined which, after verification, were cut down to 42 variables. Five groups of variables were distinguished: demographic figures, quality and availability of cultural and educational services, labour and social security conditions, housing conditions, and economic potential. Statistical description of the cities was prepared for all the groups of variables. The differences and disproportions between the cities were revealed. After reduction, 21 variables were used. Four groups of cities representing different levels of local development were distinguished. The results of the research allow for a comparative assessment of each city with reference to its characteristics. The research results showed substantial differences and disproportions in the level of local socio-economic development of the surveyed cities. The used method proved to be an adequate tool for local development analysis. The synthetic measures and indexes proved to be a useful tool of city management.

Maciej Onasz, Michał Klonowski. Selected changes of the local government electoral system introduced by the act amending certain acts in order to increase the participation of citizens in the process of selecting, functioning and controlling some public bodies – a preliminary analysis

The paper is an attempt to analyze the reform of the local government electoral system introduced by the Act of January 11, 2018. The authors of the study describe the most important changes from the point of view of the citizens mentioned in the title of the act as well as of the institutions involved. Among the most important changes the authors list those related to passive voting right, seat allocation method and the structure of constituencies. Because of the lack of an appropriate time perspective, the authors limit themselves to legal and political analysis, pointing only to their possible consequences.

Donatas Burneika, Ruta Ubareviciene. The economic crisis and development of Vilnius urban region – spatial aspects

The development of Lithuania was deeply affected by the recent world economic crisis, which had a negative impact on most countries in Europe. However, the degree of impact was quite differentiated spatially, and various localities suffered from the crisis unevenly. The economic sectors that suffered the most in Lithuania, were concentrated in metropolitan areas, so the crisis damaged urban economy most seriously. How the economy of the capital city was affected at this time is a central question for researchers. Different areas and sectors of the urban economy were affected differently, so the impact on urban space was fragmented. Our analysis is mainly seeking to understand changes in the construction sector and housing market. The paper also tries to reveal the main features of the development of the whole Vilnius urban region, which occupies much wider territories than the city municipality. The capability to withstand economic threats depends both on urban economy and on the situation in the surrounding region or hinterland of the city. The process of the transformation of rural areas into urban regions is constantly taking place and in the case of metropolitan regions, it depends on the situation in the urban, country, and global economies. The rise of discussion about possible paths of prospective development of the Vilnius city region is also among the tasks of this paper.

Janusz Heller. Financial Independence of Local Governments in Poland

Financial independence is considered to be a crucial instrument of self-governance. This issue is treated in a dynamic and structural approach. The aim of the research was the evaluation of the level of changes in local government units` financial independence. The highest level of independence is found in the cities with poviat rights, whereas the lowest is found in self-governing voivodeships and in poviats. In the communes, the level is average, but there are big differences between them in this aspect. The urban communes and those situated near big cities have a much higher level of financial independence than rural communes, situated far away from major cities.

Agnieszka Sobol, Monika Krakowiak-Drzewiecka. The importance of residents in the investment policy of cities in the Śląskie Voivodeship

Investment policy is a driving force in the transformation of cities. It plays a significant role both in terms of daily living conditions and in the long-term consequences of decisions that are taken. The residents’ opinions about the investment policy should be accorded a special value. The aim of this paper is to analyse and estimate the scale of empowerment of the investment policy of all 71 cities of the Śląskie Voivodeship. Three models of residents’ participation are used in the paper: symmetric, consultative and asymmetric. The questionnaire survey and desk research form the basis for assigning cities to the proposed models. The analysis reveals that the mechanism of empowerment is becoming more and more important for Silesian local governments, although residents’ involvement in urban investment policies is still far from satisfactory.

Przemysław Śleszyński. Perspectives of the Development of the Housing Market in Poland in the Light of the Demographic and Economic Situation and the State of the Fulfillment of the Housing Demand

The article deals with the analysis of the anticipated middle-term demand for dwellings in Poland. On the basis of the empirical research this demand has been considered as being determined by the two groups of factors: demographic and economic, together with the level of the state of fulfillment of the basic housing needs. The finale set consisted of eight factors of the diverse wage. These were: the percentage of deficient flats counted as the difference between the number of households and the number of flats, the average space floor per capita, the population growth in 1998-2002, the percentage of people in the age from 20 to 39, prognosis of the number of inhabitants in 2002-2010, the unemployment rate, average wages, and the number of the business entities per 1000 inhabitants. The analyze has been carried out in the commune-scale pattern and can be useful for spatial planners and persons professionally involved in the housing market.

Sławomira Hajduk. The status of land development planning in municipalities with environmentally valuable areas in Podlaskie Voivodeship

The aim of this paper is to evaluate the activity of local governments’ planning and investment service in the environmentally valuable areas of Podlaskie Voivodeship. Spatial planning at the local level is extremely important, especially in the environmentally valuable areas. It makes it possible to preserve the natural environment for future generations and to maintain ecological processes. However, protective measures should not disturb municipal investments. One of the appropriate solutions is the introduction of local land development plans – a framework of rational management of natural resources and of marketing development. This is particularly important in the areas of municipalities which, beside ecological functions, play an important role in the development of tourism and transport, and are situated in suburban areas.

Maciej J. Nowak, Przemysław Śleszyński, Anna Ostrowska. Rulings of Administrative Courts Concerning Studies of Conditions and Directions of Spatial Development of Communes. Public Policy and Geographical Perspective

The work has two goals: 1) to identify the dominant charges in complaints to administrative courts regarding land use plans for municipalities (gminy), to assess their legitimacy and effectiveness, and to classify the complainants; 2) to show that the court rulings are related to the diversity of municipalities, i.e., their character (morphology, social and economic functions, etc.) and characteristics of socio-economic development. All the judgments of voivodship (regional) administrative courts issued in 2010–2019 concerning complaints about municipal plans were analysed (531). The problem turns out to be the undefined scope of such plans, which, however, does not affect the extent to which these instruments are challenged by property owners. A high concentration of complaints in the regional capitals and their suburban areas is also demonstrated.

Agnieszka Kopańska. Public-Private Partnership – British examples. What could we learn from them.

The article provides the analysis of bottlenecks related to public private partnerships (PPP), and the methods of avoiding them. The study is based on the history of Private Finance Initiative (PFI) in Great Britain, and the changes introduced to this programme in the last years. It is shown, that there are similarities between PPP in today’s Poland and PFI in the UK at the beginning of 90’s. British experience can be helpful in creating better environment for PPP, to avoid (or at least minimize) the potential threats.

Agnieszka Kozera. Financial self-sufficiency of the metropolises in 2007–2015

Financial self-sufficiency of the local government units, which means an ability to design their own financial policy in accordance with the applicable law, is one of the preconditions for sustainable local development. Metropolises – the largest towns with county (poviat) rights – because of their high demographic and economic potential are characterised by a high average level of financial self-sufficiency. Various processes and phenomena, including the economic crisis and the phenomenon of suburbanisation, affect the level of financial self-sufficiency of the largest cities. The main aim of the article is to assess the level of financial self-sufficiency of the metropolises in Poland in 2007-2015. The study was conducted in two stages. In the first stage, the analysis was based on the development of the basic indicators of financial self-sufficiency of the metropolises, while in the second stage of the research, a summary assessment of the financial self-sufficiency of the metropolises was conducted using the TOPSIS method. The empirical basis of the study was provided by the data from the Central Statistical Office database (Local Data Bank).

Janusz Heller, Eliza Farelnik. Finances and economic independence versus the political system of local government in Poland

The aim of our research is to evaluate the level of economic independence and its influence on political system changes in different groups of local government. The research shows that the decisive factor in differentiating economic independence of local governments is the level of urbanization. In urban self-government, its own revenues surpass 50% and sometimes even 60%, whereas in rural areas (defined as rural communes and land districts) they reach about 30%. Such marked differences can cause local governments to develop in two structurally different directions.

Wioletta Wierzbicka. Regional disparities in the economic efficiency of private companies in Poland – taxonomic analysis

The aim of the research was the evaluation of the regional disparities in the economic efficiency of private companies in Poland. An attempt to answer the following question was taken: Do the regional disparities in the economic efficiency of private companies in Poland are increasing or decreasing? On the basis of the research results one can obtain some important conclusions. Regional disparities in the economic efficiency of private companies in Poland during years 1999-2008 have slightly decreased, and still remain at the average level. It was caused by the different dynamics of economic processes occurring in voivodships and also by the processes of the internal convergence and divergence of voivodships.

Janusz Hryniewicz. The Core–Periphery Theory in the Time of Globalisation

The main goal of the article was to verify gains and losses coming from participating in the global economy in the light of the core–periphery theory. It turned out to be undeniably true that transfers of industrial production to peripheral countries lead to higher living standards and indirectly favour political stability in core countries, while the hypothesis that the global financial market is a tool for exploitation of peripheral countries was proved to be false. The author established that financial speculations in core countries cause political destabilization in peripheral countries, and disproved the hypothesis that the higher the participation of periphery countries in the global economy, the higher the losses they suffer and the higher the advantages in core countries.

Tomasz Grzegorz Grosse. Does Poland Need the National Strategy of Regional Development

The main question of this paper is a problem of importance of the National Strategy of Regional Development (NSRD), as a leading instrument for strategic planning of regional policy in Poland. I present the main characteristic of recent NSRD arranged for period 2001–2006. My basic interest is focused on structure of this document, its main priorities and basic implementation instruments. Particularly important is the analysis of effectiveness of the main NSRD priorities in practice. It is crucial problem, especially for Polish central-government regional policy which was implemented basically by voivodship contracts. My research proves that effectiveness of the NSRD implementation by the voivodship contracts was low. Recommendation for future Polish government regional policy is given.

Beata Bieszk-Stolorz, Anna Gdakowicz, Iwona Markowicz. The odds of finding a job by the long-term unemployed

The aim of this article is to analyze the odds to find a job and the assessment of the duration of long-term unemployment. The data base is the 2007–2011 records from the Local Labour Office in Sulęcin. The authors of the article make the hypothesis that the impact of the determinants on the odds and rate of finding a job by the long-term unemployed is the same as in the case of the all the unemployed. The authors present a thesis that the determinants of long-term unemployment in the period of study are: the place of residence, age, the level of education, gender, seniority and the year of leaving the register. To analyze the data they use such nonlinear regression models as: the logistic model and the Cox hazard model. The former enables them to compare the odds to leave unemployment and the latter – to assess the time spent on finding employment. The designated odds ratios and hazard ratios are used to study the differences between subgroups of individual characteristics of the long-term unemployed as compared with all the unemployed.

Dorota Węziak-Białowolska. The human capital of different socio-economic groups in Poland and in the Podkarpackie Voivodeship

In the article, the authors present the distribution of human capital in Poland in general and in the Podkarpackie Voivodeship in particular with respect to demographic and socio-economic characteristics. In the analyses, they applied a composite indicator of human capital. In order to construct, validate and test the reliability of the indicator, its authors carried out an exploratory and confirmatory factor analysis and a principal component analysis for categorical variables. They used data from the Social Diagnosis 2009. The results show that human capital in the Podkarpackie Voivodeship was slightly higher than the average for Poland, but more dispersed according to selected demographic and socio-economic characteristics than in the whole country.
