Whose is the city? This question only superficially refers to the past when at least some cities were in fact law-making, autonomous communities of their citizens. Unlike in the past, the contemporary city is a random collection of individuals gathered in a space with no clear boundaries, who in their majority have a weak sense of identification with the place of their residence, whether longer or shorter. The residents of such a city are not citizens but merely users of space which has become a commodity. Taking Warsaw as an example, the paper shows the process of selling out the city space, which is driven by globalisation and metropolisation processes. The consequence of this is privatisation and fragmentation of space, leading to the evaporation of public space in the city.

Metropolisation is one of the most dynamic processes of contemporary world, changing the existing settlement patterns and creating new relations between large cities. In the recent years, metropolisation has also come to include Central and Eastern European countries. The paper looks at the role of these countries in the European metropolitan network, and describes the process of the emergence of Polish metropolises, in addition to their social and spatial transformation.
This article discusses a particular type of social conflict, which is NIMBY (Not In My BackYard) syndrome. It has been very well studied and described by American sociologists. Although NIMBY syndrome has been present in Poland for relatively short time it is de?nately a sign of organising different types of local communities against interfering processes. Although usually depicted as negative phenomenon in most con?icts in the region of lodz it has proved to increase local activity, created new channels of social communication and leaders. It can be also stated that NIMBY syndrome has its source in omitting or separating local community from decision-making procedures and insufficient information on affair/venture being planned. The research revealed that NIMBY protests were characterised by violent beginning, significant time of existence and appearance of sudden, violent and often abrupt reactions of community during time of the con?ict. Dominating forms of activity were petitions and letters being written form. Another activities covered blockades, manifestations, demonstrations and destruction of construction machines or construction site itself. Most frequent form of extinguishing the con?ict was arbitrage which is forcing administrative decision against community which resulted in increasing distance between the community, local authorities and investor.
The aim of this article is to outline growth tendencies and growth factors in the subregions (NUTS 3) of Central and Eastern Europe in the period 1998–2006. A wide range of complementary research methods has been used in order to triangulate results, starting with classical beta and sigma convergence analysis, to kernel density estimation, transition matrices, spatial autocorrelation and multi-dimensional comparisons. Some rarely discussed aspects of the influence of capital regions on growth processes have been taken into account. An additional analysis of the data in relation to country averages produced results independent of the country context. As a result, we have been able to answer the following questions: do the analysed countries experience regional convergence or rather divergence/polarisation processes? What factors determine the dynamics of regional growth? What are the main dimensions of spatial disparities in Central and Eastern Europe?
The aim of the paper is to identify and diagnose problems relating to Poland`s metropolitan areas. In the frst part, the authors offer a review of the most important features metropolisation process and indicate problems associated with such processes on the local and regional scales. This is followed by an identification of major urban centres in Poland, and a delimitation of their metropolitan areas. In the subsequent part of the study, the identified metropolitan areas are characterised in terms of their pertinent development problems. Finally, a set of conclusions and recommendations is proposed, with the aim of improving the functioning of the largest cities and their environment.

At the end of the 20th century the concept of development as a synonym of modernisation and progress came under heavy criticism, together with its various forms such as Europeanisation. It has been criticised for treating development as a teleological, uniform, linear, normalising and instrumental process. Such an approach is frequently underpinned by the concept of dichotomous division of space. Post-development criticism includes various ideologies, such as conservative anti-modernism, neo-liberal rejection of state interventionism and leftist cultural relativism. The author claims that the main weaknesses of the development concept stem from unfounded generalisations with respect to the object, time and space in which such processes are observed. Such weaknesses can be overcome without adopting radically post-modernist positions, rejecting any valuation of regional development trajectories. Regional studies may treat development as an open process, not necessarily leading to predetermined outcomes and not always following the paths taken by the more developed regions. There exist different development paths that are nonlinear processes, in which endogenous factors, such as activity of local actors, play a significant role.
The level of adaptability of basic administrative units in Poland (municipalities - gminy) has a huge impact on the extent of adverse consequences caused by floods, and therefore on the flood risk in municipalities. As part of the research, we selected 15 characteristics of the municipalities which shape their adaptability processes and allow a diagnosis of the municipalities’ adaptability to be made. The article aims at presenting the methodology of empirical research seeking to obtain observable data (indicators) using quantitative studies. These indicators make to possible to assess the level of the municipalities’ adaptability to flood risk. The empirical research with the use of the questionnaire produced the results which – by preparing a questionnaire –enabled us to obtain data which are unavailable to the general public, but are vital in identifying all characteristics of a municipality which impact its adaptability assessment. The questionnaire was applied in an adaptability research of 18 municipalities located in the Nysa Kłodzka basin, which are most at risk of flooding. Nevertheless, the research tool is a universal one and could be used for analysing any type of natural hazards.
It is expected that people from all over the world will visit Ukraine after its victory in the war against Russian aggression, turning Ukraine into a world-popular tourist destination. Hence, Ukrainian egislation on tourism must be improved in the post-war period. The authors analysed the current legislation on tourism in Ukraine and identified major problems that must be addressed systematically and those that should be settled in the post-war period in view of the post-war humanitarian, socio-economic, institutional, and cultural challenges. In this context, the authors proposed a set of changes to improve Ukraine’s legislation on tourism on the national and institutional levels. Such changes should positively impact other socio-economic processes of reconstruction in post-war Ukraine.
Current glocalisation processes require the identification of priority areas for Ukraine’s further integration into the international economy. The right choice of direction, tools and forms of implementation allows the government to determine, justify and implement a competitive strategy for the country. The study aimed to determine the relationship between international economic integration and Ukraine’s global competitive power. Identifying Ukraine’s sectoral comparative advantages in trade with the EU and evaluating the index of the regional orientation of Ukraine for specific groups of goods and services made it possible to define the effects of economic collaboration with the European region. The assessment of the complementarity index of Ukrainian–European trade relations revealed that Ukraine and the European Union are main trading partners. Furthermore, the analysis of the mechanism of the Association Agreement between Ukraine and the European Union proved that the agreement actively contributes to the growth of Ukraine’s global competitive power. Comparative analysis in historical retrospect revealed priority areas for improving the integration processes which help to form the main competitive advantages of the country.
The paper refers to sublocal units within metropolitan governance, focusing on Wrocław in the context of multi-level governance and good governance. In Poland, such units function as ancillary units of municipalities (gminy). The paper describes their legal status and functioning within the Polish territorial government and discusses selected urban districts (powiaty). The analysis is based on legal acts and interviews with people involved in the local and sublocal government in Wrocław. The organisation of metropolitan governance based on smaller units is an efficient solution applied in cities worldwide, however, in the case of Wrocław, the borough model leaves a broad potential to develop this element of municipal management structure. Currently, a clear concept of their role in the city is needed.

The notion of replacement migration is frequently used in recent literature on migration policy and demographic forecasts. Such migration streams could theoretically compensate for the natural decrease and population ageing, observed in most of developed countries. In the long run, however, international migration can only slow down, rather than reverse these processes. In this respect, the situation in Poland is unique as its migration balance will most likely remain negative until around 2020. Nevertheless, the population outflow abroad could to some extent be offset by the population inflow. This would require, among other conditions, a reformulation of Poland`s migration policy, with an increase of provisions enabling selective legal immigration, preventing at the same time the so-called irregular immigration. Such provisions are already being implemented in some EU countries (including Germany), and in the future will probably form the basis of EU migration policy.

The paper discusses regional disparities in Poland in their many dimensions and aspects economic, social and political. Individual phenomena basically have a similar spatial representation, which can be seen as a corroboration of the well-known thesis on the existence of a strong interdependency of many phenomena in the development process. The historical underpinnings of these disparities prove once again that they are the products of "long duration` processes. Both characteristics of these differences, showing their complexity and historical factors suggest caution as to what can realistically be expected of regional policy because it can change the objective reality only gradually and only to a limited extent. The paper ends with some recommendations for regional policy.

Transport exclusion is currently a serious social problem, especially in the counties of the Low Beskids and the Bieszczady Mountains. To better illustrate this problem, it is necessary to observe changes in the suburban public transportation network and, in particular, to identify areas where its quality has deteriorated significantly. The starting point of the research is the year 1990, when on the one hand, the economy was already shifting to the new free market principles, while on the other hand, PKS enterprises still dominated the public transport. The endpoint of the study is the beginning of the year 2019. The article also discusses the background of the described changes. The summary also includes the consequences of those processes as well as the recommendations on how to neutralise some of their negative effects.
The objective of this paper is to present the role of the relationship between the location and financial performance of local government units. One of Poland’s largest voivodships, Wielkopolskie, was used as an example. Recent acceleration of suburbanisation processes not only results in socioeconomic changes in municipalities surrounding cities but also affects their financial performance. To attain the aforesaid objective, this study used variance analysis to investigate the significance of the differences in the financial ratios between the units analysed by location (measured as the distance of rural municipalities from district towns and from Poznań, the region’s capital). The research proved that the closer a municipality is to an urban centre, the greater its financial autonomy, liquidity and investments, yet at a higher level of debt. Also, the proximity to Poznań is a better determinant of the differences in financial performance than the location close to smaller urban centres.
The author explores the problem of territorial reorganization of the metropolitan area within the Canadian evolutionary federal system, taking as an example the cities of Toronto and Montreal. The results of the research indicate that adaptation strategies, applied by states aiming at empowering the metropolis, depend on the general level of the territorial units’ autonomy. The existence of strong local self-government favours creation of intercommunal cooperation structures without dissolution of current local territorial units. Territorial reorganization in the case of states with a low level of local autonomy may facilitate elimination of former local units by theirs amalgamation in new, larger metropolitan self-government structures. As far as this context is concerned, Canada constitutes a very interesting study case. Taking into consideration Canadian evolutionary federal system, highly limited local autonomy of the cities, and its mix of European and American traditions, one can observe almost all the above-mentioned dimensions of reform and adaptation strategies. Advanced and institutionalized intercommunal cooperation, developed in Toronto and Montreal in the middle of the 20th century, was interrupted by amalgamation imposed by provincial government, which resulted in creation of new, enlarged metropolitan cities of Toronto in 1998 and Montreal in 2002. In both cases the amalgamation has not been accepted by a part of the population and destabilized cooperation in these metropolitan areas. The trouble with amalgamation led to abandonment of further structural and territorial reforms, which were replaced by functional ones, taking the form of special agreements between Toronto and Montreal and their respective provinces (Ontario and Quebec), giving them both new competences and financial resources. Regardless of any difficulties in pursuing an appropriate metropolitan regime and the suitable position for the metropolis in the structure of a political and territorial system, both cities have achieved strong economic performance and high quality of life.
Migration management is one of the key tasks faced by regional authorities in Poland, which experience deepening processes of shrinking and ageing of population. The aim of the article is to determine whether policy makers are aware of the role of migration processes and migration policy, to show their presence in demographic development strategies, and to describe the activities undertaken at the regional level in response to the ongoing demographic processes. The analysis is based on the example of the Łódzkie, Opolskie, and West Pomeranian voivodships. The article proposes an analytical model assuming a gradual process of decision-makers’ reaction to demographic changes. An analysis of documents and interviews with people responsible for regional demographic policy confirms they are aware of ongoing population processes and their consequences, at the same time, however, there is a lack of actions aimed at stimulating inflows of foreigners. The initiatives aimed at stopping the population from emigrating are more important.
One of the most important features of Eastern Poland is its peripheral character. This region is often associated with various negative socio-economic phenomena. Population processes, including the problem of depopulation, affect a large part of rural areas of the macroregion. The main aim of this paper is to analyze the impact of the demographic changes occurring in rural areas of Eastern Poland in 2002–2015 on selected areas of socio-economic life, as well as to attempt to determine the scale of the changes and their spatial consequences in the field of education, entrepreneurship, construction, housing, and public finances.
The paper presents the state of development and the identity of the city of Biała Podlaska using the analysis of literature and official documents of the municipal authorities. The opinions of 316 PSW students about the city’s image and identity were also presented. The research revealed that the city’s image is strongly determined by its location near the state border and the presence of academic centres in the region. The functioning of universities affects not only the city, the surrounding towns of the municipality, but also the entire region and other places of residence and employment of graduates. The research corroborated the hypothesis that the way in which students perceive the city is important for the further development of the city.
The purpose of this article is to define the phenomenon of regionalism from the sociological perspective. Regionalism as such appeared in Europe around the mid-nineteenth century, and since then has become an object of scientific research. The article proposes an integral definition of regionalism and describes its four dimensions: identity, institutions, ideology and practice. It also identifies the cultural, economic and political types of regionalism and outlines the process of shaping regionalism in the long-term perspective. The article describes the influence of the nation state on the evolution of regionalism and analyses the relationship between regionalism and processes of state decentralisation. It also describes mutual relations of the European Union and its policies with regionalism, which is being transformed due to globalisation.
The article presents the factors influencing the choice of local transport delivery modes in Poland. It is the first quantitative study conducted on a representative sample of municipalities since the 1990s, and it concerns three service delivery modes: contracting-out, cooperation, and corporatization. Most local governments do not invest their own resources to deliver local transport, but rather act as a private market supply regulator and contract the service out to private enterprises. Some of them act based on functional connections within metropolitan areas, joining forces with other local governments. More affluent and densely populated cities opt for corporatization, which gives them greater political control over the delivery process. The presented results are useful for decision-makers who have to select the mode of local transport service provision, as they characterize the municipalities which, in 2017, chose one of the three analyzed modes.

The right to the city is being able to co-decide about the city by its inhabitants. It can be implemented by means of urban participation that consists of two elements – a formal framework created by municipal authorities that enables city residents to join decision-making processes as well as readiness and willingness of the inhabitants to engage in such processes. In recent years, we have witnessed a “participation boom” that manifests itself through an increasing number of public consultations. In this context, the aim of the article is to describe the category of urban participation and offer a critical analysis of participatory processes and their determinants. At the same time, it should be emphasised that the article is theoretical in nature, and the analysed factors determining participation should be treated as a set of the author’s hypotheses that require empirical verification.
The paper aims to discuss the major trends in changes of regional differences of economic wellbeing and the resulting spatial mobility of population as well as some regional consequences of these processes. The research is based on an empirical methodology, and visual analysis of mapped data is the main research method. Since the collapse of the Soviet Union, fast decrease of employment in industry and agriculture has damaged, first of all, peripheral regions and, later, resulted in mass emigration, which is still evident in most Lithuanian municipalities. The decrease of the number of jobs in these sectors and its increase in those located in different places meant that most residents of non-metropolitan regions had to find new jobs outside the localities in which they resided. This resulted in growing mobility of the population, expressed by growing foreign emigration, inner migrations, and commuting, which continue to shape the social structure of the country to the present day, as spatial structures change more slowly than modes of production. Differences in wellbeing, which appeared at the end of the 20th century, played a role in accelerating emigration processes, which are still damaging local labour supply and economic development in many regions.
The article offers a multidimensional analysis of the dynamics of population ageing in Poland. To this end, the spatial dynamic shift-share method is used. The data used in the analysis include the number of people aged 65 or over per 1,000 population, based on the criteria of sex and place of residence (urban or rural areas) in 72 Polish subregions in the period from 2003 to 2016. The study analyses the pace of changes in the scale of the phenomenon and identifies structural and local factors underpinning the net effect in specific subregions. In effect, subregions with the greatest pace of change and its underpinning factors are identified.
The main purpose of this paper is to analyze depopulation processes of rural areas in Lower Silesia in the years 1995–2015. The authors intend to determine the scale, durability and spatial distribution of depopulation in rural areas, as well as to analyze the factors of population changes which contribute to population loss. It helps them to identify depopulating rural areas and to draw up their typology according to the specificity of contemporary demographic changes. With reference to the scale of depopulation, four types of rural areas are distinguished (developing, stagnating, depopulating, intensively depopulating), and according to the durability of depopulation five types are identified (constantly developing, episodically depopulating, temporarily depopulating, prevalently depopulating, constantly depopulating). The analysis shows that depopulation is a problem in the rural areas of the Sudety Mts., Sudety Foreland, and in peripheral areas, in main urban centres. What is more, the processes of depopulation in Lower Silesia should not be associated exclusively with villages located in the Sudetes. In depopulating rural areas of Lower Silesia, the population decline is compounded by negative demographic trends (low birth rate, increase in post-working age population).
The following article presents the results of a study investigating employment of private and non-governmental organisations in Polish municipalities as providers of versatile public services and the resulting nature of the relationship among the latter. The passing of legislation that requires or allows delivering public services through non-public entities triggered the development of a contract culture in municipalities. The resultant relationship may be either of a competitive (mainly technical services market) or cooperative (social services) nature. The research findings support the hypothesis that larger municipalities have better developed processes of contracting public services.
The purpose of the paper is to point out the characteristic features of spatial development in cities of the Metropolitan Union of Silesia (GZM), located in the central subregion of the Upper Silesian region. The specificity of its development is the result of both historical conditions arising from the exploitation of natural resources, which were taking place for many centuries, as well as the contemporary economic and social impacts that are affecting the functioning of highly integrated territorial units that co-create the GZM. The presented research results refer to a selected area of interest in urban morphology. In this case, it is the comparison of a combination of building types located in the GZM cities with buildings in other cities of the Upper Silesian region and all other Polish cities.
The study discusses the processes of reactivation of passenger rail traffic in Poland in the years 2000–2020. After the reductions of the railroad network carried out before 2000, a renaissance of passenger transport could be observed. In the period under study, 63 sections of the railway lines were reconstructed. The total length of the reactivated routes was 1992 km, of which the electrified sections covered 549 km of the network. The largest areas of the concentration of reactivation activities were identified in south-eastern and northern Poland. The average speed on most routes was 65 km/h. The transport offer for 55% of the lines was based on more than six connections per day. Inconsistencies were also identified: out of 63 routes, passenger traffic was suspended again in 20 sections. Three types of reactivated routes can be identified, most of which are blindly terminated routes. The identified processes of reconstruction of traffic systems after 2000 represent yet another phase of railroad operations in Poland, after the previous phase of intensive regression and underfunding.
The aim of the study is to indicate the importance of rural areas in the system of inter-communal migrations in Poland. Internal migration in rural areas was analysed for the years 1995–2019, with particular focus on the state of migration registered in 2019. The study used basic indicators determining the intensity of migration, which made it possible to conclude that rural areas play an important role in the system of internal migration in Poland, contributing to the spatial redistribution of population. However, this influence varies due to the fact that, on the one hand, there is a strong influence of suburbanisation on migration processes in rural areas in suburban zones of large and medium-sized cities in Poland. On the other hand, migration outflows caused by an unfavourable socio-economic situation are visible in the case of external and inner peripheries.

The paper assesses the state and conditions of the development of Polish cities in the context of processes and issues that occur in the cities of highly developed European countries. The latter, particularly those located at the very core of Europe, enter a new phase of development. Interconnected through networks of various links, the countries form economically integrated urban spaces characterised by the highest competitive potential in the global economy, at the same time losing their nature of self-contained, self-standing socio-economic systems. The author describes the underlying processes, pointing to the fact that they are visible in Poland, but rather not yet advanced. Poland is a country of retarded urbanisation with insufficiently competitive in Europe economic base of cities, quite well-developed human capital, but with mediocre social capital and low quality urban space. The main challenges of Polish cities` development are outlined from the perspective of European integration, including a discussion of the most common visions of European cities of the 21st century, in the context of developmental aims and ways to attain them.
The JESSICA initiative was set up to provide a more sustainable and efficient response to the needs of urban areas, as compared to non-repayable grants. Anchored in the literature on place-based policy and territorial cohesion, this paper addresses the question how the JESSICA funds were allocated among Polish cities – whether, intuitively, only to key urban centres, or to smaller cities as well. The results illustrate that the repayable assistance of JESSICA was dispersed throughout the regions, although the degree of dispersion remains mixed across them. Almost half of the JESSICA funds was transferred to small and medium-sized cities. It was also found that the bulk of the assistance went to the projects that were implemented in cities situated within metropolitan areas of the regional capital cities.
