Business Tourism as an Instrument for Changing the Image and Sustainable Metropolisation of Postindustrial Cities as Exemplified by the City of Katowice in Poland

Postindustrial agglomerations struggling with image deficits and environmental problems are looking for new development paths to take. One of these paths can bring about the development of business tourism, including the industry of the organisation of meetings and events. The unique and attractive character of the place can favour taking such a direction. The business tourism sector can therefore become an instrument contributing to the sustainable metropolisation of the city by building up its position in the global network of flows. The development of the meetings and events sector allows, therefore, for a change of image, for a re-evaluation of endogenous resources, including those relating to the industrial past, and for tapping into the unlimited resources of the global network. Increased attention in this network may lead to an influx of more events, and of investors as well. Replacing heavy industry with an enlarged service sector and modern industry based on flexible and innovative small and medium-sized enterprises fosters sustainable development. The meetings and events industry can become a tool for sustainable development and the promotion of its ideas, related to the UN Sustainable Development Goals (SDGs). The trajectory outlined above seems very promising. However, to some extent, it is just a hypothesis. The author undertakes to test it on the example of Katowice, a former industrial city which has decided to follow the route outlined above to become a city that hosts many events, including the COP24 summit in 2018. In the article, the author presents empirical research studies whose authors tried to determine whether the path the city has chosen has a real impact on its image and development. The author also deals with the question of the sustainability of such a development path and the conditions for its self-support in the context of the COVID-19 pandemic crisis.

Aktywność ekologiczna gmin z perspektywy transgranicznej na przykładzie gmin pogranicza polsko-niemieckiego

Aktywność ekologiczna gmin może być bardzo istotnym elementem zwiększania ich atrakcyjności. Współczesne możliwości technologii cyfrowych pozwalają na zastosowanie inteligentnych rozwiązań i zrealizowanie wielu postulatów ekonomicznych i społecznych na przykład z perspektywy problemów ekologicznych. W artykule zbadano miasta i gminy na pograniczu polsko-niemieckim w aspekcie ich aktywności w rozwiązywaniu problemów ekologicznych. W badaniu wskazano przede wszystkim stopień aktywności gmin w realizacji fakultatywnych projektów ekologicznych oraz zdiagnozowano niski stopień udziału gmin w przedsięwzięciach transgranicznych. Kluczowym wynikiem jest zaprojektowanie badania ankietowego w taki sposób, aby było one uniwersalnym narzędziem do badania dojrzałości ekologicznej, w sposób cykliczny, niskokosztowy, a dający szereg informacji poprzez weryfikację różnych obszarów aktywności gmin, a następnie sformułowanie wniosków dla polityki klimatycznej, regionalnej itd. Przez badanie z jednej strony pobudzono potrzebę realizacji projektów ekologicznych, zwłaszcza o charakterze transgranicznym, a z drugiej prowadzono działania edukacyjne i wskazywano na różne możliwe rozwiązania.

Ecological Activity of Municipalities from the Cross-border Perspective. The Example of Municipalities at the Polish‑German Border

The ecological activity of municipalities can be a very important element increasing their attractiveness. Modern digital technologies offer intelligent solutions and help fulfil many economic and social demands related to environmental issues. The study primarily looked at the degree of activity of municipalities in the implementation of optional ecological projects and revealed a low level of participation of municipalities in cross-border projects. A questionnaire survey was designed as a universal tool for studying digital maturity in a cyclical, low-cost manner, which provides extensive information by verifying various areas of municipal activity and then formulating conclusions for climate and regional policies, etc. On the one hand, the study fostered the need to implement ecological projects, especially of a cross-border nature, and on the other hand, it disseminated knowledge and indicated various possible solutions.

Migracje edukacyjne absolwentów szkół średnich. Przykład Lublina

Celem artykułu jest ukazanie i ocena zjawiska migracji edukacyjnych jako mechanizmu redystrybucji zasobów kapitału ludzkiego między regionami. Badanie losów 8,5 tys. absolwentów szkół średnich w Lublinie pozwoliło na zgromadzenie danych jednostkowych o mobilności młodzieży oraz wyniku maturalnym traktowanym jako miara kapitału ludzkiego. Wyniki wskazują, że odsetek młodzieży migrującej poza region wynosi około 20% i na tle ustaleń w literaturze jest niski. Rozkład stopy migracji oraz wyniki regresji logistycznej potwierdziły wysokie prawdopodobieństwo odpływu najbardziej uzdolnionej młodzieży. Silną pozytywną selekcję do migracji studenckich uznano za ważny mechanizm redystrybucji zasobów kapitału ludzkiego między regionami, który może wpływać negatywnie na akumulację kapitału ludzkiego obszaru wysyłającego.

Educational Migration of Secondary School-leavers. The Example of Lublin

The article aims to present and assess educational migration as a driver of human capital redistribution across regions. The unique research on academic careers of 8.5 thousand secondary school-leavers in Lublin (Poland) allowed to gather microdata on the mobility of young people along with the school-leaving examination results being a proxy of human capital. The results indicate that the ratio of youth out-migration from their home region amounts to roughly 20%, which seems a low figure against comparative studies. However, the distribution of migration rate along with the logit regression proved high propensity of the most talented youth to move out. Hence, strong positive migration selectivity is regarded as an important driver of human capital redistribution across regions, which might negatively affect human capital accumulation in the sending area.

Partnerzy bez partnerstwa? Realizacja zasady partnerstwa w procesie wdrażania regionalnych programów operacyjnych w Polsce w perspektywie finansowej 2014–2020

W niniejszym artykule podjęto próbę określenia stopnia realizacji zasady partnerstwa w procesie wdrażania regionalnych programów operacyjnych (RPO) w Polsce w obecnej perspektywie finansowej (2014–2020). Przyjęto założenie, że instytucjonalnym sposobem realizacji zasady partnerstwa jest powołanie i funkcjonowanie komitetów monitorujących (KM). Analizą porównawczą objęto praktyczne aspekty działania komitetów w ramach RPO w trzech województwach: lubuskim, świętokrzyskim i kujawsko-pomorskim. Do celów porównawczych wykorzystano następujące parametry instytucjonalno-organizacyjne: liczba posiedzeń komitetów w perspektywie finansowej 2014–2020, liczba przeprowadzonych procedur głosowania obiegowego, udział partnerów społeczno-gospodarczych w ogólnej liczbie członków KM, poziom frekwencji, poziom aktywności w dyskusjach w trakcie obrad komitetów, liczba grup roboczych w ramach KM, a także liczba spotkań grup roboczych. Hipoteza badawcza przyjęta w niniejszym artykule zakłada, że działania regulacyjne wyrażające się przygotowaniem wytycznych dotyczących stosowania zasady partnerstwa w ramach RPO w perspektywie finansowej 2014–2020 okazały się niewystarczające do tego, by wykształciły się w ramach RPO partnerstwa rozwinięte.

Partners without Partnership? Application of the Partnership Principle in the Process of Implementing Regional Operational Programmes in Poland in the 2014–2020 Financial Perspective

The aim of the paper is to examine the level of application of the partnership rule in the process of implementing regional operational programmes (ROP) in Poland in 2014–2019. It has been assumed that the Monitoring Committees (MC) operate as the institutional manifestation of the partnership principle. The scope of comparative analysis includes practical aspects of the functioning of MCs within ROPs in three voivodships: Kujawsko-Pomorskie, Lubuskie and Świętokrzyskie. The analysis focused on five institutional factors: number of Committee meetings in the financial perspective 2014–2020, number of circular voting events, percentage of socio-economic partners in the total number of Committee members, number of working groups within the MCs, as well as the number of meetings of working groups. The research hypothesis adopted in this article assumes that the regulatory activities expressed in the preparation of guidelines for the application of the partnership principle under the regional operational programs in the 2014–2020 financial perspective turned out to be insufficient for disseminating developed partnerships under ROPs.

Orzeczenia sądów administracyjnych dotyczące studiów uwarunkowań i kierunków zagospodarowania przestrzennego gmin. Perspektywa polityki publicznej i geograficzna

Praca ma dwa cele: 1) rozpoznanie dominujących zarzutów kierowanych w skargach do sądów administracyjnych odnośnie do studiów uwarunkowań i kierunków zagospodarowania przestrzennego gmin, ocena ich zasadności i skuteczności oraz klasyfikacja podmiotów wnoszących skargi; 2) wykazanie, że zdarzenia orzecznicze są powiązane ze zróżnicowaniem gmin, tj. ich charakterem (morfologią, funkcjami społeczno-gospodarczymi itp.) oraz cechami rozwoju społeczno-gospodarczego. Przeanalizowano wszystkie wydane w latach 2010–2019 wyroki wojewódzkich sądów administracyjnych dotyczące skarg na studia gminne (531). Problemem okazuje się niedookreślony przez ustawodawcę zakres ustaleń studiów, co jednak nie wpływa na stopień skuteczności podważania tych aktów przez właścicieli nieruchomości. Wykazano też wysoką koncentrację skarg w miastach wojewódzkich i ich strefach podmiejskich.

Rulings of Administrative Courts Concerning Studies of Conditions and Directions of Spatial Development of Communes. Public Policy and Geographical Perspective

The work has two goals: 1) to identify the dominant charges in complaints to administrative courts regarding land use plans for municipalities (gminy), to assess their legitimacy and effectiveness, and to classify the complainants; 2) to show that the court rulings are related to the diversity of municipalities, i.e., their character (morphology, social and economic functions, etc.) and characteristics of socio-economic development. All the judgments of voivodship (regional) administrative courts issued in 2010–2019 concerning complaints about municipal plans were analysed (531). The problem turns out to be the undefined scope of such plans, which, however, does not affect the extent to which these instruments are challenged by property owners. A high concentration of complaints in the regional capitals and their suburban areas is also demonstrated.

Jednostki pomocnicze i ich rola w miastach na prawach powiatu na przykładzie Wrocławia

Artykuł podejmuje problematykę jednostek sublokalnych w ramach rządzenia metropoliami na przykładzie Wrocławia w kontekście rządzenia wielopoziomowego i good governance. W Polsce jednostki takie są umocowane jako jednostki pomocnicze gminy. Artykuł obrazuje ich status prawny i funkcjonowanie w ramach polskiego samorządu, a następnie koncentruje się na sytuacji w wybranym mieście na prawach powiatu. Analiza oparta jest na aktach prawnych oraz wywiadach z osobami zaangażowanymi w samorząd lokalny i sublokalny Wrocławia. Organizacja rządzenia metropolią w oparciu o mniejsze, samodzielne jednostki to efektywne rozwiązanie stosowane w wielu miastach na świecie, jednakże w przypadku Wrocławia model osiedli pozostawia istotne pole do rozwijania tego elementu struktury miejskiego rządzenia. Obecnie brakuje jednoznacznej koncepcji, jaka powinna być ich rola w mieście.

Ancillary Units and Their Role in Cities with District Rights – the Example of Wrocław

The paper refers to sublocal units within metropolitan governance, focusing on Wrocław in the context of multi-level governance and good governance. In Poland, such units function as ancillary units of municipalities (gminy). The paper describes their legal status and functioning within the Polish territorial government and discusses selected urban districts (powiaty). The analysis is based on legal acts and interviews with people involved in the local and sublocal government in Wrocław. The organisation of metropolitan governance based on smaller units is an efficient solution applied in cities worldwide, however, in the case of Wrocław, the borough model leaves a broad potential to develop this element of municipal management structure. Currently, a clear concept of their role in the city is needed.

Sprawiedliwość społeczna a przestrzenne zróżnicowanie rozwoju społeczno-gospodarczego Polski – kilka refleksji dyskusyjnych

Autor wskazuje na różne sposoby definiowania sprawiedliwości społecznej w kategoriach równości wyników lub równości szans, argumentując, że w ujęciu terytorialnym uzasadnione jest dążenie do wyrównywania szans poprzez ograniczenie wykluczenia społecznego, a nie minimalizowanie regionalnych dysproporcji w poziomie życia. Polemizuje z tezą Roberta Perdała i in. (2020), że preferencje polityczne mieszkańców Ziem Zachodnich i Północnych oraz wyborców zamieszkujących Polskę wschodnią i południowo-wschodnią wynikają z różnic w poziomie lub współczesnej dynamice rozwoju społeczno-gospodarczego i odpowiadają podziałowi na rdzeń i peryferie, wskazując, iż to właśnie regiony północne i zachodnie cechuje najwolniejszy rozwój gospodarczy i nasilenie negatywnych zjawisk społecznych.

Social Justice and Spatial Differentiation of Socio-economic Development of Poland – Some Reflections

The author discusses different definitions of social justice related to equality of outcome and equality of opportunity. It is argued that, in the territorial perspective, public policy should aim at improving the equality of opportunity by means of reducing social exclusion rather than at fighting regional disparities in the standards of living. What is challenged is the interpretation of the relationship between political preferences and the core–periphery division of Poland into Northern and Western Territories on the one hand and Eastern and South-Eastern regions on the other, as presented by R. Perdał et al. (2020).

Niniejszy tekst odnosi się do trzech kluczowych zagadnień omawianych w artykule Roberta Perdała i in. (2020) oraz w polemice Bolesława Domańskiego, publikowanej w niniejszym numerze SRiL. Są to: problemy sprawiedliwości społecznej w odniesieniu do układów terytorialnych, zagadnienia przestrzennych relacji między kompleksami zjawisk społeczno-gospodarczych a postawami i zachowaniami politycznymi w Polsce oraz problem spełnienia wymogów sprawiedliwości społecznej w odniesieniu do układów terytorialnych znajdujących się w szczególnie trudnej sytuacji, wynikającej głównie z depopulacji.

Regional Disparities – Political Preferences – Social Justice

This text addresses three key issues presented in the article by Perdał et al. (2020) and in the polemic by Bolesław Domański, published in this issue of Studia Regionalne i Lokalne: territorial aspects of social justice, the relationships between territorial differentiation of socio-economic phenomena and political attitudes and behaviour in Poland, and the problem of meeting the requirements of social justice in relation to territorial systems that are in a particularly difficult situation, mainly due to their depopulation.
