The article seeks to identify socio-economic conditions that affect the demand of individual consumers for cars and to analyze spatial differences in these conditions. To achieve this objective, econometric modelling is conducted. The analysis was conducted in all poviats in Poland and covered the years 2010-2015. The findings show that the demand for new cars is stimulated by incomes of potential consumers and by a net in-migration, while the level of unemployment together with prices of complementary goods (especially petrol prices) negatively affect the demand for cars. Moreover, geographically weighted regression shows that the identified conditions differ across the country, which may explain the noticeable differences in the level of motorization between poviats.
The paradigm of analysis of the reality and its management, based on vertical hierarchic structures, cannot be used to characterize situations of resources concentration in the hands of many social actors. Nowadays, the paradigm seems to be less popular. First scientific diagnoses of the described situations seemed to prove their chaotic and ungovernable character, but they were gradually replaced with approaches which allowed to penetrate and govern composed systems. The notion of ‘governance’ (i.e. a multi-layered network process whose participants have different statuses and resources, and which results in a consensus achieved in an interactive play of all partners) has a high heuristic value. France is a perfect illustration of this phenomenon. The process can be observed especially in metropolitan areas that create their own compounded authority systems.
The notion of a network is one of the key terms used to describe the contemporary world. The role of cooperation networks is also stressed in the context of innovation and its spatial aspects. In this particular case, most attention is given to metropolises as major networks of flows not only of people, capital or goods, but also of information and knowledge. The paper discusses selected spatial aspects of collaborative networks in Polish science. The discussion of examples is preceded by a theoretical introduction intended to outline various aspects of innovation networks at national and regional levels, with particular emphasis on the role of metropolises in collaborative networks.
Creditworthiness, similar to the ability of generating profit and efficient disposal of financial resources, is one of the basic elements of local governments’ financial potential, since it enables gaining additional funds for investment purposes. However, the possibility of obtaining credit is limited not only by law regulations, but also by economic restraints, which determine creditworthiness. Each time, before deciding about incurring debts or about financial involvement, banks as well as local governments themselves should analyze thoroughly the current and future budgets in respect of credit facilities.
The author discusses different definitions of social justice related to equality of outcome and equality of opportunity. It is argued that, in the territorial perspective, public policy should aim at improving the equality of opportunity by means of reducing social exclusion rather than at fighting regional disparities in the standards of living. What is challenged is the interpretation of the relationship between political preferences and the core–periphery division of Poland into Northern and Western Territories on the one hand and Eastern and South-Eastern regions on the other, as presented by R. Perdał et al. (2020).
Democratic end economic transformations that occurred after 1989 in Central and Eastern Europe Countries have resulted in a new political situation in the Baltic Sea region. They created opportunities for unrestricted development of cooperation not only at international, but also at regional and local communities level. Those initiatives are a consequence of the necessity for social and economic activation, the belief in opportunity of achieving economic benefits for everybody and they are motivated by cross-sborder transport links, cultural and language similarities between communities living at both sides of the border. The paper aims at presenting the scope and scale of regional cooperation in the Baltic Sea region with particular focus on the current effects and potential of that cooperation in the border areas of Poland. The paper presents the results of questionnaire based on investigations encompassing representatives of local governments from border municipalities of the Baltic Sea Euroregion.
The article is devoted to the problems of the handicapped people with special reference to the functioning of the Railway Missions in a metropolitan environment. From the beginning of industrialization process the railway stations in Europe were creating a specific social environment, including such phenomena as prostitution, slaves trade, drugs dealing or just individual stories of the travelers. Specifically to deal with these problems, a social institutions called `missions` were established at the railway stations in Germany and Poland. This article shows the historical development of the German and Polish Railway Missions with special reference to its role for the local societies.
The article presents the main topics of the European debate on the EU Cohesion Policy after 2013, i.e. a discussion of territorial cohesion, the new EU economic strategy 2010-2020, and the next EU financial perspective after 2013. The debate has been continuing in the shadow of the financial and economic crises (2008-2010) and the trouble in the Euro zone (2010), which were caused by continued structural differences between the Member States. The Cohesion Policy is too weak an instrument to solve these problems. The author’s analysis focuses on the main proposals of changes in the Cohesion Policy put forward during the debate, which were shaped mainly by political interests of the dominant actors, and based on experts’ opinions and scientific concepts. In the conclusion, the author presents some recommendations for future Cohesion Policies.
The revitalisation process in Polish cities – here by the example of Poznan – is still rather on a modest level. Nevertheless the needs are urgent if we consider the continuing degradation of inner-city areas, the insufficient quality and quantity of housing resources and increase of suburbanisation. The legal, financial, and socioeconomic conditions do not allow the application of Western patterns. Yet there exist in Poznan various examples of renewal of old housing stock as well as of revitalisation of whole inner-city areas. They may be regarded as starting points for the realisation of future revitalisation ventures, also with regard to expected European funding.
The "Baltic" Euroregion after 7 years of functioning still is a developing structure, which implements the priorities identified in its charter and identifies new goals to achieve. Those goals are to be supported by appropriate information policy concerning e.g. publicizing the Euroregion activities through organization and participation in conferences, seminars and lectures on all aspects of cross-border cooperation within the"Baltic" Euroregion as well as organization of sports and cultural events for children and youth. However, at present, the Euroregion is not generally recognized, which might indicate lack of adequately wide promotional policy of the "Baltic" Euroregion concerning its activities on one hand and lack of active community participation in the political and economic life of the place of residence on the other. The paper discusses the issues of public relations activities and in particular their role in creating the image of the institution. That is important because the organization or institution can achieve the identified goals and priorities more easily when it has community support and understanding. During the conducted empirical studies the focus was on the level of knowledge of Warmia and Mazury province residents on the idea of cross-border cooperation and the "Baltic" Euroregion, including the information reaching the local community through the media.
The article presents a model of functional-spatial structure in the strategy of supra-local development, which is an attempt to translate the assumptions of the new planning paradigm, referred to in the world literature as strategic spatial planning, into Polish ground. In this regard, the new legal regulations set forth in the Act of July 15, 2020 on amending the Act on the principles of development policy and certain other acts were used, which, due to their high generality, allowed the authors’ approach to their interpretation and implementation. The paper presents the various dimensions of integration of strategic and spatial planning undertaken in the Polish legal system over the years up to the present day. In addition, the role of supra-local development strategies in integrated development planning in Poland is defined, and different types of functional areas are described, which are the starting point for differentiating the scope of the functional-spatial structure model. Then the description of the most important elements of the model was deepened, and other elements of the spatial dimension in the new supra-local development strategies were presented. The added value of integrating the spheres of strategic and spatial planning was pointed out, which is important for improving their effectiveness and efficiency, as well as for increasing public acceptance of the measures taken.

The notion of replacement migration is frequently used in recent literature on migration policy and demographic forecasts. Such migration streams could theoretically compensate for the natural decrease and population ageing, observed in most of developed countries. In the long run, however, international migration can only slow down, rather than reverse these processes. In this respect, the situation in Poland is unique as its migration balance will most likely remain negative until around 2020. Nevertheless, the population outflow abroad could to some extent be offset by the population inflow. This would require, among other conditions, a reformulation of Poland`s migration policy, with an increase of provisions enabling selective legal immigration, preventing at the same time the so-called irregular immigration. Such provisions are already being implemented in some EU countries (including Germany), and in the future will probably form the basis of EU migration policy.
Income disproportions that occur in Eastern Poland are becoming an important contemporary diagnostic problem due to their influence on human capital-related development of households. The diversity of incomes and of expenditures on human capital is the result of great differences in socio-economic situation of Eastern Polish regions, which are shaped by historical, technical and organizational, production-related, socio-cultural and natural conditions. Among the voivodeships with the lowest incomes there are those with low so-called ‘prosumptional’ expenditures – the expenditures related to investments in human capital.
Internet shops are becoming an increasingly popular form of trading. In 2006, their turnover in Poland reached 1.3 billion zlotys, or about 1% of total retail trade in the country. According to different experts, the sales and turnover indices are on an upward trend as the numbers of shoppers buying on-line and also e-shops are still increasing. Interestingly, a lot of research show that the central points of e-business concentration are metropolitan areas although the administration of e-shops is possible from virtually any place in the world. This indicates that economic, technological and social factors have an impact on the growth and concentration of e-shops.
The article presents the results of a questionnaire received in Autumn 2013 from over 1,300 Polish municipalities whose population does not exceed 50 thousand people. The material obtained from this questionnaire offers exact data concerning the performance of local governments in promoting local economic development, as well as opinions and values shared by these governments. The research is related to a similar undertaking performed in mid-1990s, and confirms earlier hypotheses indicating that spatial differentiation of performance of the local governments in Poland has deep historical roots.
This article shows the profiles of people who hold at least the second cadence on the position of village mayor, mayor or president of the city. According to the paradigm New Public Management, the person who manages the community is often antidote on its problems, the key for its economical success and the chance of better life its inhabitants. Doubtlessly, it is connected with a charisma of the leader. What is hidden under this term? The aim of this article is to answer the question whether it is possible to show some personality features and the model of management which decide on the chance of holding the position of the mayor of community on the next cadence. The method of the studies contain the interpretation of the personality test NEO-FFI and the questionnaire concerning the model of management of the community. The results show that the people which are the managers of the community must have some level of the main personality features in fact. Only then it is possible to hold the next cadence. It relates mainly to extraversion and conscientiousness. The model of management chosen by them is of great significance too.
The goal of the paper is to indicate similarities and differences between strategic priorities of socio-economic development on the basis of research conducted in two local communities: Tymbark and Slopnice. The paper is based on a methodological approach called the AHP method, which is used to evaluate the benefits and costs of the basic criteria of socio-economic development and prioritizing models of development. The research indicates key factors of local development in the framework of the endogenous development paradigm. Moreover, the preferred development models have been chosen in the compared communities.

This paper includes the general overview of the architectural and urban order issue in respect to Polish space. It focuses both on the problems of large cities as the peripheral and rural areas. Also the problems of rural areas losing their traditional character are discussed. Special attention was paid to the historical reasons staying behind the urbanization processes and their influence on the current situation. In this respect both the diagnosis of the current situation as well as the proposal for building the complex upgrade strategy were presented. Also the set of available implementation instruments were presented as a part of this proposal. Finally, the concept of urban regeneration was discussed. This concept can become the key element in the process of upgrading the condition of the Polish space. As a summary, a set of conclusions concerning the possible actions leading to desired change in the spatial order was presented.
The authors have determined that the healthcare system is on the verge of collapse, as it is unable to meet the population’s growing needs for medical care. An analysis of demographic situation and health indices of the adult population in the north-eastern region of Ukraine (based on the example of the Sumy region) was carried out. The study confirms the number of deaths caused by COVID-19, the growth of new cases of coronavirus, and the excessive burden on primary care physicians and infectious disease specialists. It has been determined that the negative state of the domestic healthcare system is due to the shortcomings of public administration and organisation of this system in terms of COVID-19. One of the most important priorities of public policy should be to preserve and strengthen the health of the population, the development of intersectoral cooperation on the principle of ‘healthcare – in all state policies’, and the priority of the nation itself, i.e. the formation of healthy behaviour.
The study contains a review of websites of local governments in Podlaskie voivodship. The authors address the problem of demand for internet services, provide the inventory of available websites and evaluate the importance of this form of communication. The popularity of Internet services is clearly growing, especially with respect to interactive solutions, saving time and money of citizens. The quality of website’s contents is also a strong determinant of it’s success.
The text aims to analyse the patterns of immigrants’ settlement in Warsaw agglomeration, especially their settlement in the area of the city of Warsaw. The subject of the study is: the emergence of places where immigrants concentrate and a relation between their places of residence with other types of concentration; factors that determine the places of immigrants’ residence and how migrants operate in the urban environment, as well as a relation between the places of immigrants’ settlement and their economic activity and its localization, cultural characteristics and the adapted acculturation strategies. To study these problems the authors use the example of the population of the Vietnamese and Ukrainians possessing a permission for settlement in the Mazowieckie Province. The article discuses differences in the patterns of settlements of both groups and shows the emergence of small clusters in the case of the Vietnamese.
The aim of the article was to present the methods of operationalisation and measurement of intellectual capital of the region. The methods of fuzzy sets and structural equation modelling were used. The obtained results were the following: (1) the verification of the conceptual model of intellectual capital of the region and (2) measurement of intellectual capital of region.

The article focuses on the discussion over attempts to re-interpret causes and effects of the state of permanent socio-economic under-development of peripheral regions in Europe invoking Italian Mezzogiorno as a case. Mezzogiorno widely held to be a monolith paradigm of unsuccessful modernization, is being cognitively deconstructed in the face of a two-way running stream of analyses and enunciations. Ideologically imbued political discourse originating in the separatist North reinforces and emphasizes an image of South as a lawless consumer of the Italian state’s resources produced in the North. As a response arises an equally ideologically motivated discourse of academic and cultural elites of the South, whose aims to produce a new, positive image of the South as a space alternative to northern egoism and materialism, a space bridging Europe and the rest of non-Atlantic world. In this context, a discourse of social sciences ever stronger marks its presence; considering conditions of socio-economic development of peripheral regions it forfeits a unidimensional neoliberal approach and instead turns to multidimensional analyses of institutional environment as a primary source of socio-economic dynamics. The debate surrounding Italian Mezzogiorno may constitute at the same time a useful vantage point for a debate over the Polish model of development, especially with regard to peripheral and backward regions in Poland.
The majority of major local actors of the city of Mielec have united in the idea of creating the Special Economic Zone (SEZ) in the 1st half of 90s. The informal coalition of representatives of various bodies and institutions quickly started to have access to institutional resources, that enabled them to control the decision-making and took over the social leadership. The young coalition managed also to gain the support from the government. Such informal deal was characterised by the most typical features for urban regime of symbolic type and develop to all actors a great mobilisation for finding new progress tendencies of the city. The strength of the coalition and the success of the regime may be measured by the first SEZ in Poland that has been created in 1995 in Mielec. The legal regulations for functioning of SEZs in Poland were developed mainly by participants of this regime having a visible stigma of local city problems.
Local referenda are a special form of direct democracy in Poland. As a result of some legal solutions and in the light of practice, now reaching back for over ten years, they must be considered as a populist and ineffective instrument. This refers primarily to the referenda on recalling local authorities such as city council and mayor, accounting for 85%-90% of all such events. The practice of local referenda in Poland embraces approximately 400 cases. During the first three terms in office of the territorial self-government (1990-2002), 347 referenda concerned recalling the communal councils. Such referenda may be initiated only by the residents of the commune. Only 37 of these referenda proved to be decisive, as their attendance turnout exceeded 30%. The effectiveness of referenda is limited mostly to small towns (up to 20 thousand residents), where the threshold turnout is usually reached.
For more than 20 years, social capital has been gaining popularity both among researchers and policy makers. However, this theory has just reached its maturity. The paper presents classical and critical approaches to the concept. Main aspects and types of social capital are distinguished, followed by a description of the most relevant model for empirical research. Finally, the most important research fields are discussed, including mechanisms explaining the influence of social capital on other social, political and economical phenomena.
The article presents a comparison of the dynamic for the increase in the number of enterprises as set against the population of working age in the private sector in the years 2001–2004 (the immediate pre-accession period) and 2004–2007 (the immediate post-accession period). The study was conducted with regard had to the main sectors of economic activity (agriculture, industry, lower-order services and higher-order services), as well as the functional diversity of gminas (urban and suburban categories, transportation corridors, tourism, etc. – in total 16 categories). The research points to decline, inertia, spatial polarization and a mosaic like spatial structure to the dynamic for the development of private enterprises.
The turn of the eighties and nineties was a particular moment for the natural environment in Poland. Two important factors occurred at that time. First was the post-communist transformation of the country, which affected all spheres of socio-economic life in Poland. On the other hand, new ideas of sustainable development taking into account both quality of human life and quality of natural environment have been spreading all around the world. Changes in the system of environmental protection in Poland which occurred after the year 1989, took into consideration the consequences of both processes. It seems therefore interesting to find out how the new instruments worked and what effects they have brought to Poland in the nineties. This article describes the changes in the quality of different components of natural environment in the areas of environmental risk in Poland between 1982 and 2000. Using the results and methodology of Rolewicz and Kassenberg (1985), the situation in 27 such areas was analyzed.
The main question of this paper is a problem of importance of the National Strategy of Regional Development (NSRD), as a leading instrument for strategic planning of regional policy in Poland. I present the main characteristic of recent NSRD arranged for period 2001–2006. My basic interest is focused on structure of this document, its main priorities and basic implementation instruments. Particularly important is the analysis of effectiveness of the main NSRD priorities in practice. It is crucial problem, especially for Polish central-government regional policy which was implemented basically by voivodship contracts. My research proves that effectiveness of the NSRD implementation by the voivodship contracts was low. Recommendation for future Polish government regional policy is given.
The article describes the important problem of increasing regional competitiveness through the international (interregional and cross-border) cooperation. Activities supporting the competitiveness of companies and whole regions are described in the article using the examples of transregional projects carried out by different partners dealing with logistics. The first project ECO4LOG carried out in the framework of interregional cooperation programme INTERREG III C promotes the usage of the intermodal infrastructure located in the transport corridor along Polish and German border and further through Austria, Hungary and Slovenia to the Adriatic sea. One of the main tasks of this project is the improvement of cross-border cooperation in goods transport among bodies which are interested in such cooperation (also public authorities). Another important target of ECO4LOG is the increase of effectiveness of the existing transport network through the improvement of information flows. The second project has the acronym CORELOG and is carried out in the framework of INTERREG III B CADSES. Its target is the development of logistics solutions favourable for enterprises, logistics operators and the whole region – propagating co-ordination of activities of different organisations, feasibility studies of developed co-operation models. Analysis and evaluation of the most important factors influencing the strategies of supply chain management and evaluation of activities carried out by administrations (of the national, regional and local level) affecting transport development and economic growth in the region will provide background for the implementation phase. Several pilot actions will test the ideas for coordinated regional logistics development.
Debates on urbanization usually present benefits of big cities. We agree that only metropolis offers prospects for economic growth and prosperity. We tend to forget that big cities of the South remain the areas of poverty, joblessness, social alienations and ecological disasters. But already in 2015 population of sixteen cities will be larger than 10 million people and fourteen of them will belong to the poor urban regions. Therefore, the greatest challenge of our century is urbanization of the South, creating a real threat to global social, political and ecological stability. The idea of metropolitan cities is not the answer.
The aim of this paper was to analyse the role of borders and types of borderlands in cross-border cooperation. Almost 600 projects from seven Interreg IIIA Programmes, in which Polish border regions participated in the years 2004–2006, were examined. The authors paid special attention to the question whether the structure of co-operation fields is uniform or diversified along all borders. Although many similarities did exist, there were also important differences. It turned out that the common legal framework of Interreg Programmes did not guarantee exactly the same realisation of trans-border cooperation. The so called ‘integrating factor’ also played an important role. The type of border and neighbouring country, as well as different local conditions also had an impact on the programmes’ implementation. Therefore, the effectiveness of trans-border programmes depends on their adjustment to specific regional conditions.
The aim of this paper is to evaluate the importance of innovation in the formation of regions of development and those of economic stagnation in Poland. The test procedure adapted by the authors consists of two stages. In the ?rst one, the authors use cluster analysis to group voivodeships into two categories according to the strength and weakness of their economies, on the basis of socio-economic development indicators, structured according to the following aspects: (1) population and settlement, (2) the structure of the economy and the job market, (3) technical infrastructure and easy access, and (4) the ?nancial situation and wealth. In the second stage the authors use canonical analysis to identify the relationship between regional differences in the level of innovation and the distribution of development and stagnation regions in Poland. The results of the analysis shows a strong correlation between the level of innovativeness of a region and its level of socio-economic development in all highlighted aspects of this process, particularly in the relationship between the level of innovation development of a region and its ?nancial situation and wealth.
The article deals with the analysis of the anticipated middle-term demand for dwellings in Poland. On the basis of the empirical research this demand has been considered as being determined by the two groups of factors: demographic and economic, together with the level of the state of fulfillment of the basic housing needs. The finale set consisted of eight factors of the diverse wage. These were: the percentage of deficient flats counted as the difference between the number of households and the number of flats, the average space floor per capita, the population growth in 1998-2002, the percentage of people in the age from 20 to 39, prognosis of the number of inhabitants in 2002-2010, the unemployment rate, average wages, and the number of the business entities per 1000 inhabitants. The analyze has been carried out in the commune-scale pattern and can be useful for spatial planners and persons professionally involved in the housing market.
The article is an attempt at a brief overview of the development strategies of Polish voivodeships in terms of the role of culture as a factor in regional development. The author compares the ‘old-generation’ strategies (applicable until 2005/2006) and the ‘new-generation’ ones (developed for the programming period of 2007–2013). Culture plays an important role in the development of regions as after the administrative reform of 1998 cultural policy became an element of the local government activities. The overview is preceded by a description of the constituents of cultural policy such as 1) the cultural industry as a sector of culture creation and development of cultural products, 2) cultural institutions, and 3) cultural heritage as a pool of resources to be used in the cultural creation process and promotion through the cultural institutions network. Each component analysis is accompanied by a brief discussion of the related ideas and opinions expressed in academic literature by experts from cultural institutions and culture-related academic centres. The author also offers his own concept of describing elements of cultural policy. He juxtaposes the perception of culture as presented in the available publications with the aims of cultural activity and the philosophy of cultural development in voivodeships. Consequently, the author assesses the usefulness of the widely available cross-sectional literature on culture in Poland for the building of the cultural development philosophy in the Polish regions.
The aim of the French territorial reform from December 2010 was to change the structure of the French local political and administrative system thanks to institutional solutions that would strengthen the biggest agglomerations and lead to their progressive metropolization. The announced changes were meant to adjust the model of territorial organization to the requirements of contemporary economy and to enhance national economic growth of the country in stagnation. The introduction in the law of metropolises as new local-government territorial units that took over the most important competences of municipalities and departments was meant as a “territorial revolution”. Unfortunately, it failed. Meanwhile, the regulations that would make it possible to create a rather loose form of interterritorial cooperation, a so-called Metropolitan Pole, that were inserted into the project at the last moment, gave results unexpected by the legislator. This situation shows the growing importance of flexible solutions regarding competences and territory, solutions that use multilevel governance as an effective tool for inter-territorial management in the situation of inertia of the classical territorial structure and obstacles to its reform.
The paper presents the evaluation of Cohesion Policy impacts on diffusion of development processes from cities to their regional hinterlands. We evaluated two things: a) the indicators illustrating metropolitan and regional concentration of population, enterprises, employers, and local governments revenues, and b) the impact of EU funds on the development of municipalities located in the surroundings of large cities (based on local governments survey results). For the first type of analysis, we delimitated the regional surroundings into two zones: metropolitan area and regional hinterlands (the former was only applicable in case of capital cities of voivodships). The outcome of the analysis in this dimension indicates a lack of any significant impact of Cohesion Policy on agglomeration processes in the analyzed spatial scales. However, the studies in the second dimension allow us to identify the thematic categories of public intervention that have the largest relative impact on spread effects from developing large cities to their regional surroundings.
Municipal authorities should implement measures in order to balance their ecological, economic and social development. In order to do that, they need a method of assessing the environmental impact and a decision regarding the environmental conditions. The aim of this paper is to assess the impact of such a decision, issued by the municipal executive authorities, on the local development management. The author attempts to explain all of the above-mentioned problems: he analyzes the number and object of decisions regarding environmental conditions in twenty-three municipalities. In addition, he carries out a survey among the representatives of municipalities in order to assess the impact of the decision on the system community management.
The article analyzes the problem of delays in the preparation of local spatial development plans in Polish communes. Data from the annual survey sent to local governments and carried out in cooperation with the Ministry of Economic Development and Technology and the Statistics Poland were used. On this basis, the categories of communes in which there is highly possible to identify occurring of planning works prolongation (referred to in the article as delays in drawing up plans), as well as its reasons, were identified. No territorial differentiation in this scope was found. The basic differentiation is related to the population of communes, i.e. the larger the commune in this respect, the greater the delays are. The interviews obtained from 16 communes (at 68 over 50,000 inhabitants, where the highest number of delays in preparing plans was identified) show that the main reasons for delays include problems related to public consultations and arrangements of draft plans, changing legal regulations, and staff shortages in commune offices. The article shows how these issues are related to the broader problems of the Polish spatial planning system. Further research directions were also proposed.
The authors have suggested analytical tools to evaluate levels of internal social responsibility by developing an aggregate set of indicators. The reference indicators values were substantiated on the basis of average industry ones, which provided an opportunity to determine the multiple coefficients. The suggested tools provide the opportunity to define enterprises’ tendency for change in the level of responsibility level by years. This research can have important practical impacts due to its quantitative assessment having been based on published financial statements. The study creates additional opportunities for stakeholders to evaluate current internal corporate social responsibility levels and predict their own development direction.
The article studies determinants influencing the socially-vulnerable population of Ukraine in the period of the Russo-Ukrainian War. The research encompasses three directions: first, the study of the current number of socially vulnerable groups of the population within the boundaries of the Carpathian area; second, the study and analysis of the determinants influencing the number of socially-vulnerable groups of the population; third, the investigation of the degree of the determinants’ impact on the number of the socially-vulnerable population within the Carpathian area. The authors of the work have shaped five groups of determinants influencing socially-vulnerable population, namely national, administrative, economic, demographic, and social ones. The research confirms that before the war started in Ukraine, the number of socially-vulnerable population had been reducing both in the country and within the Carpathian area. In particular, in 2001–2021, the number of vulnerable groups of the population reduced by 23% in Ukraine, in the Chernivtsi region – by 24.5%, in the Ivano-Frankivsk region – by 10%, in the Transcarpathian region – by 8.6%, and in the Lviv region – by 6.1%. The situation has changed since the war started. Based on the conducted calculations, it is determined that the greatest impact on the socially-vulnerable population is created by the national and economic determinants, whilst the smallest one – by the demographic determinants, whereas the last ones depend on the geographic position of the region. It is also confirmed by calculations of the radar of determinants influencing socially-vulnerable population. During the Russo-Ukrainian War, the greatest impact of the determinants on socially-vulnerable population is marked in the Lviv region.
Planned large-scale animal farms are often the subject of protests by local communities due to the nuisance they generate. The active participation of local residents occurs at an early stage of the investment process, namely the proceedings for issuing an environmental decision, because it is at this stage that location and characteristics of the facility are determined. The article analyses 52 cases of proceedings to set the environmental conditions for the construction of animal farms in which there were documented protests of local residents. The aim of the paper is to determine the course of environmental proceedings for animal farms under the influence of residents’ protests, as well as to determine whether environmental conditions are eventually established. The statements of protesting residents are presented by means of references to the category of knowledge in decision-making (Glicken 1999, 2000; Edelenbos 2011). The study showed that despite the binding rule that public opposition cannot be the basis for refusing to set environmental conditions, the protesting residents indirectly influence the final, usually negative, result of the environmental impact assessment. By blocking the realisation of unwanted investments, they have a real impact on the shaping of the local space.
The aim of the article is to analyse the strategies undertaken by urban movements in the process of advocacy promoting the interests of the inhabitants of Polish cities. The strength of urban movements in the first years of their activity in Poland was their grassroots nature, lack of connections with the public policy system, and therefore independence and being able to put forth uncompromising postulates. Over time, urban movements began to undergo transformations, and the strategies of representing the interests of the residents they implemented evolved as well. When starting research on this text, the author assumed that the results of the analyses would be the observation of a clear trend from bottom-up activities to professionalisation. However, an in-depth analysis of the issue showed that there is no uniform trend in the development of urban movements nor in the strategies of advocacy for the interests applied by them. The study was based on desk research analysis; additionally several individual in-depth interviews were conducted.
This article examines the potential risks of permanent population loss in Ukraine on account of Russian military actions dating back to 2014, which has hindered the ability of the stronghold territorial communities to recover. It outlines the context of displacement in Ukraine over the past eight years, assesses displaced people’s direct needs and considers both national and local policies to meet them. Finally, it forecasts factors that will impact the reluctance of displaced persons to return to the stronghold territories and details the necessary national and local responses.
Article assesses the administrative capacity of the regional institutions in Poland for implementation of the Integrated Regional Development Operational Programme 2004-2006. Organizational works has been delayed, mainly because of slowing down of the negotiation between Poland and European Commission, lack of required legislative framework and postponement of decisions on central government level. Author presents recommendations for improvement of pace and quality of administrative works in Polish regions. The main conclusion is also importance for general rebuilding of administrative regional framework for future implementation of European funds after 2006. The basic directions for this reform are recommended.
This text addresses three key issues presented in the article by Perdał et al. (2020) and in the polemic by Bolesław Domański, published in this issue of Studia Regionalne i Lokalne: territorial aspects of social justice, the relationships between territorial differentiation of socio-economic phenomena and political attitudes and behaviour in Poland, and the problem of meeting the requirements of social justice in relation to territorial systems that are in a particularly difficult situation, mainly due to their depopulation.
A city is a reflection of the society and flows its fate. The situation of Warsaw is therefore related to the situation of the whole of Poland – a country relatively big, but still poorly developed country, located at the peripheries of Europe. Due to these general conditions Warsaw has not become one of the most important European metropolises. However, a massive inflow of FDI and location of several offices of TNCs in the city has begun a process of metropolisation of this city – severely damaged during the war and later badly reconstructed according to the principles of real socialism. Juxtaposition of the “old” and the “new” leads to emergence of contrasts and imbalances – in a similar way as it happens in the cities of the so-called Third World. An important question arises – do these contrasts have a tendency to diminish, or are they persistent or even growing? This article aims at providing an answer to this question.
This paper addresses the changes in the demographic development of Ukraine in the last 125 years in quantitative parameters of demographic sustainability: alterations in population size, its gender and age structure, and natural and migration movement. Demographic sustainability is considered to be the capacity of a country’s or a region’s demography to preserve a consistent population size with optimal proportions between its age categories. Eight historical-demographic stages related to specific military-political and socio-economic events are outlined and analysed. Demographic catastrophes and crises in Ukraine were directly related to the aggression of totalitarian regimes. They occurred at the initial stages of demographic transition, so Ukraine was capable of restoring the population size, albeit with deeply disturbed demographic structures. The large-scale Russian invasion of Ukraine increases the risk of the occurrence of a modern demographic catastrophe. Nowadays, the demographic sustainability of Ukraine cannot be achieved autonomously without the positive impact of external factors – the respective governmental demographic and socio-economic policies.
The accident at the Chornobyl Nuclear Power Plant was one of the largest in human history. It is often referred to as a global event because its effects were felt not only by Ukrainians but also by the populations of Belarus, Russia, Central Europe, the Balkans and the Scandinavian Peninsula. 2022 marked the 36th anniversary of this terrible occurrence, when the history of Ukraine in the late twentieth century was divided into two parts: before the tragedy of 26 April 1986, and after it.
Today, it is important for Ukrainian society not only to recognise the significance of the catastrophe and remember its victims but also to find ways to overcome its grave consequences. This requires comprehensive research useful for developing new approaches to minimising the environmental and socio-demographic problems caused by the Chornobyl tragedy. Thus, this research has practical scientific, humanitarian and socio-political significance. The novelty of the obtained results lies in the study’s critical rethinking of the achievements of predecessors and its analysis of historical sources concerning the environmental and socio-demographic consequences of the accident at the Chornobyl Nuclear Power Plant as they manifested from 1986 to 2022.
The methodological basis of the work is empirical cognition. The use of logical-analytical methods of grouping and typology allows us to classify homogeneous events and coherently present the material of the article. The study additionally uses comparative judgment, historical-statistical and problem-chronological methods. The principles of objectivity and impartiality also play an important role in the work.
The purpose of the study is to investigate the consequences of the Chornobyl Nuclear Power Plant accident on the environmental and socio-demographic aspects of the population of Ukraine from 1986 to 2022 based on the identified set of sources. From a historical perspective, the level of pollution in the territories of Ukraine is traced, the demographic situation is monitored, and parallels are drawn between the Chornobyl disaster and the increase in incurable diseases and mortality.
In conclusion, the authors note that although 36 years have passed, the echo of this catastrophe remains tangible for the population of Ukraine. Several issues still must be solved. The first is the return to life, namely, the safe living and management of areas that have been exposed to radiation contamination, as well as the continuation of work aimed at restoring agricultural soils. Second, purposeful work must be conducted by the state to minimise social and demographic problems resulting from the Chornobyl catastrophe. In our opinion, the government should increase expenditures aimed at providing quality medical services to the population of Ukraine, as well as conduct constant monitoring of the health of those people who are at high risk in order to better detect diseases in their early stages.
These groups of people include liquidators of the consequences of the accident and migrants. Such measures can stabilise the demographic situation by increasing birth rates and reducing mortality, as well as improve the health and living standards of the population of Ukraine.
The suburban zone of Wroclaw is characterised by dynamic population changes and increased construction traffic. However, the pace of the changes taking place is not fully reflected in official population statistics, based on registration data, presenting a much lower population than actually resides in the suburban municipalities. The purpose of the article is to estimate the actual population of the Wroclaw suburban zone for data from 2012/13 and 2020, and to show the degree of the differentiation of the population transition taking place in individual reference units. The estimation of the population size was made on the basis of the author’s method, based on the aggregation and comparison of statistical data on registrations from the register of the General Electronic System of Population Registration (PESEL) and vector spatial data from the Database of Topographic Objects (BDOT10k). From 2012/13 to 2020, the population of suburban zone of Wrocław almost doubled compared to official statistics data. The highest level of the underestimation of the actual population was observed in villages located near main communication routes and in the closet vicinity to Wrocław city. Those are places where the suburbanistion processes were observed the earliest.
Evaluation is an important element of the public policy cycle, providing information for improving the effectiveness of implemented policies and designing future ones. In Poland, the need for the diffusion of this practice from the field of structural funds to other public policy fields has been discussed for at least 15 years. Although one such obvious direction of diffusion is local government, very little is known about evaluation at this level, and in studies summarising the general evaluation practice in Poland, this strand is omitted. The aim of this study was to assess the extent and characteristics of evaluation practices in the period 2010–2021 in cities with county [Pol. powiat] status. The analysis was based on the information on evaluation studies provided by city halls. Out of the 55 cities that were included in the analysis, 62% carried out evaluations and they completed a total of 469 studies. A systematic increase in the number of studies and the number of cities carrying them out was also observed. The dominant thematic areas were civic budgeting, social policy, and development strategy. The shares of studies carried out internally and those commissioned from external companies turned out to be similar. In contrast, studies of intervention implementation processes dominate over evaluations of intervention effects. This research can serve as a starting point for further, more detailed analyses of the organisation of the evaluation process and its use in local government.
The article presents the achievements of the “Diagnosis of the state of Poland’s spatial economy”, developed in 1981–1983, which critically analyses the effects of the thirty-year impact of the principles of building socialism on Poland’s spatial economy. These effects are related to the elements of the current state of the country’s spatial management, which leads to the conclusion that many of the unfavourable phenomena and processes of that time also occur today, after 30 years of market economy and the democratic system. The article ends with a proposal of research on the contemporary spatial conditions of the country’s development.
The French territorial system is marked by a historical very large communal dispersion. Strangely the French State, although considered very strong, has never managed to impose the merger of these municipalities, as was the case in most other European countries. This resistance of local elected representatives, often also national parliamentarians, then led the central government to use another strategy: their grouping in public institutions of intermunicipal cooperation (EPCI). The creation of the Metropolis of Lyon is, therefore, very original. Created by the law of 27th January, 2014, it is the only “metropolis” with the status of territorial collectivity and merges on its territory the Rhône department and the former “urban community” of Lyon. This metropolis is thus unique in France, and the authors will tend to verify whether it could serve as a model to follow by other metropolises, considering the case of the first institutionalised metropolis in Poland, namely the GZM Metropolis, which is struggling with structural problems. The GZM Metropolis was established in 2017 by the Polish Parliament’s law and provided with a specific governance regime comparable to the “manager and council model” and decision-making based on a double majority of the municipalities and population. After the first five years of functioning, the leaders of this first Polish metropolis seem to be ready to adjust their metropolitan institutions, understanding its limits and searching for inspiration at the international level.
Local governments in the Western Balkan countries are dependent on central governments’ transfers, with low fiscal autonomy and limited efforts for own-source revenue mobilisation. The paper identifies that besides central government transfers, other significant factors in determining municipal own-source revenues include central and local public investment, current expenditures, human development index, and population density. Municipal own-source revenue is adversely affected by intergovernmental transfers, implying their de-incentivising effect in collecting local revenues. Local capital expenditure is a significant and strong determinant with a higher strength than central government investments, suggesting their importance for local fiscal autonomy. The human development index as a composite measure, unlike GDP per capita, positively affects the municipal fiscal autonomy.
It is expected that people from all over the world will visit Ukraine after its victory in the war against Russian aggression, turning Ukraine into a world-popular tourist destination. Hence, Ukrainian egislation on tourism must be improved in the post-war period. The authors analysed the current legislation on tourism in Ukraine and identified major problems that must be addressed systematically and those that should be settled in the post-war period in view of the post-war humanitarian, socio-economic, institutional, and cultural challenges. In this context, the authors proposed a set of changes to improve Ukraine’s legislation on tourism on the national and institutional levels. Such changes should positively impact other socio-economic processes of reconstruction in post-war Ukraine.
Polish farmers, including rural pensioners, make up a social group which is difficult to define. It is a diversified population, dominated (in numbers) by ‘quasi-farmers’ – those who run small subsistence farms and do not sell their products in the market. This category has many negative, economic, social and psychological features. In their political choices, farmers often choose to support populist agrarian parties. The author, referring to her earlier concept of ‘blocking development’ and ‘moderating changes’, describes the political mechanisms of slowing down the reforms, triggered by a broadly understood community of Polish farmers.
The aim of this paper is to analyze the effectiveness of raising and spending EU funds by the local government in Lublin in the first period of the Polish accession (2004–2006). The criteria of effectiveness we use are: increase of city competitiveness (attractiveness) and creating conditions for diffusion of development processes into the region. Compared to other Polish cities, Lublin had trouble raising EU funds. Besides, there was no innovative strategic vision of their spending. As a result, EU Cohesion Policy improved Lublin’s competitiveness and contributed to the development of the relations between the city and its region only to a small extent.
The aim of this study was a synthetic evaluation of EU funds’ distribution between 16 voivodships. It was found out that the regional EU funds’ distribution in the years 2000–2005 is an effect of a method, according to which the voivodships that more populated are privileged. In absolute numbers the biggest recipients were: Masovia, Silesia and Malopolska – regions with a high level of urbanization, equipped with a broad business environment and with a relatively rich scientific background. At the same time, these voivodships win the most direct foreign investments. Thus we deal with a double privilege of these voivodships in relation to other regions. In relative numbers, described by an index of received funds in relation to the share of produced GPD, the dominating regions are: Warmia and Mazury, Podlasie and Western Pomerania. But it does not mean that in this way the distance between these voivodships and the most developed regions is reduced. The research did not prove that there is a connection between GDP per capita and the amount of aid per one inhabitant. The lack of any connection (positive or negative), which is a logic effect of the assumption that the regional distribution of EU funds is conditioned mainly by the number of inhabitants, indicates that the criteria do not differentiate voivodships according to the anticipated economic effects. They take an egalitarian approach – every inhabitant should receive statistically equally.
The article discusses the idea of co-production, understood as informed and intentional participation of citizens in the organisation and provision of public services in the context of the global ageing process, a phenomenon which necessitates actions aimed to secure the needs of older people. The basis for the empirical investigation was a study carried out under the aegis of a WHO agency, the Centre for Health Development in Kobe, Japan. It offers an analysis of the case studies of initiatives addressed to elderly people in the local communities of 10 selected developing countries (Chile, China, Iran, Libya, Russia, Serbia, Sri Lanka, Thailand, Ukraine, Vietnam). The key criterion in the selection of the analysed projects was direct involvement of institutional and non-institutional representatives of local communities in their implementation. As a participant (researcher) of this international survey, the author analyses the observable manifestations of silver co-production characterising the individual initiatives.
Structural funds – instruments of cohesion policy – are aimed to support local and regional development and to speed up regional convergence. For the last few years they have been the main source that enable realization of different activities and investments on local level in Poland. In the light of systematic extension of financial resources provided within structural funds effective absorption of those funds becomes a matter of great importance. Experience of previous implementation period gives some clues on the perspective of use of structural funds provided for Polish regions in 2007–2013 period. The results of previous research showed that effective absorption of pre-accession and structural funds depends on many both material and untouchable factors but the most important for effective absorption is adequate institutional system with procedures of programming, financial management, monitoring, evaluation etc. This paper presents the results of research conducted in 2008. The authors focused on three main areas: experience of 2004–06 period of implementation – identification of successes and barriers of structural funds implementation system, practical use of these experiences to improve institutional system for 2007–13 period and finally priorities of 16 Regional Operational Programmes realized in Polish voivodeships.
This paper presents analysis of different connections between institutional participants of three area-based partnerships (LEADER Local Action Groups) that have been created in rural areas to coordinate actions which contribute to social and economic development of the respective regions. The relations in three partnerships located in different historical-cultural regions of Poland were analysed in the context of the social capital concept, using basic network relation indexes. Various types of interactions between agents (coordination, conflict, co-operation, control and competition) and flows (information, financial assets, human resources and tangible resources) have been analysed.
The subject of the paper is the participation of non-partisan candidates in local elections in Poland after 2002. The analysis of the prevalence of non-partisanship provides information on the political parties’ performance at the local level. The paper presents analyses of electoral data from the local elections held in 2002, 2006, and 2010. We have used various indicators of non-partisanship which demonstrate the performance of non-partisans in municipalities of different size, the domination of non-partisan mayors over other candidates, the strength of their clubs in councils, and the disproportions of political support between them and their committees. The results of the research show that although the share of non-partisans in local authorities is still very high, it has been gradually decreasing since 2002.
The absorption the European Union structural aid, available in 2007–2013 period, provides Poland the opportunity of fast development and improvement of life quality. A regional policy that will effectively use the structural funds may contribute to the improvement of infrastructure, development of entrepreneurship and restructuring of rural areas. The issue of absorption ability has to be considered with particular attention. This study – on the basis of experiences in implementing the Integrated Regional Operational Programme – points out some threats and bottlenecks limiting the potential absorption of funds. The barriers have been identified using the questionnaire based research on the experiences of local governments in the swietokrzyskie region.
The article provides a comparison of the dynamic increase in the number of enterprises relative to the working-age population in the private sector in the years 2001–2004 (the immediate pre-accession period) and 2004–2007 (the immediate post-accession period). The study was conducted with regard to the main sectors of economic activity (agriculture, industry, lower-order services and higher-order services), as well as the functional diversity of municipalities, or gminas (urban and suburban categories, transportation corridors, tourism, etc., for a total of 16 categories). The study indicates a decline, inertia, spatial polarisation and tessellated spatial structure of the development dynamic of private enterprises.
The ecological activity of municipalities can be a very important element increasing their attractiveness. Modern digital technologies offer intelligent solutions and help fulfil many economic and social demands related to environmental issues. The study primarily looked at the degree of activity of municipalities in the implementation of optional ecological projects and revealed a low level of participation of municipalities in cross-border projects. A questionnaire survey was designed as a universal tool for studying digital maturity in a cyclical, low-cost manner, which provides extensive information by verifying various areas of municipal activity and then formulating conclusions for climate and regional policies, etc. On the one hand, the study fostered the need to implement ecological projects, especially of a cross-border nature, and on the other hand, it disseminated knowledge and indicated various possible solutions.
The work described here has sought to investigate differences between the statistical features of large (annual) datasets of laboratory results from 23 regions of Poland. Collections of results for total protein, haemoglobin, cholesterol and glucose levels were analyzed. An original computer method called JEG, devised at the Institute of Biocybernetics and Biomedical Engineering of the Polish Academy of Sciences was used. Differences in mean values ranged from –2.81 to 2.01 standard deviations from the mean value for all results. The dependence of results on the sex and age classes differed greatly in the two extreme regions. In the comprehensive valuation of regions, the north-west region stood out in a positive sense, while the Wielkopolska region fared surprisingly poorly, and Upper Silesia and the north-east were also far from ideal. This situation in the Malopolska region looked extremely serious. The usefulness of the method was demonstrated by the research carried out, so it would seem advisable for the investigation to be continued with, in order that the picture for the country as a whole might be made complete.

Theory and empirical literature relate educational quality to two main explanatory factors: family education (intergenerational transfer of human capital) and the quality of schools. The model proposed in this paper is intended to verify the significance of these factors in explaining territorial disparities in educational quality in Poland. The dependent variable is the test score of sixth grade pupils in 2002, averaged at municipality level. The test results prove to be strongly correlated with human capital stock in the municipality`s adult population, which points to the key role of intergenerational transfer for educational quality. On the other hand, the role of school resources (understood as expenditure on education) is rather small. Average test results differ significantly between Poland`s historical divisions. Surprisingly, the more urbanised and relatively affluent regions, like Greater Poland (Wielkopolska), Pomerania (Pomorze) and the so-called Regained Territories (ziemie odzyskane) reveal a substantially lower educational quality than the territories in the east and south-east of the country, generally less developed and with a significant share of agriculture in the economy. These differences can only be partly explained by an additional environmental factor, related to the prevalence of state-owned economy before 1990 (e.g. state farms PGRs) and today`s high structural unemployment. Interestingly, the dissimilarities between the historical regions are not only illustrated by average test score levels, but also by parameters of the determining functions for these results. It can be concluded therefore that location in a historical region has a substantial impact on the flexibility of educational outcomes with regard to different explanatory factors.
The article presents the analysis of spatial planning process in communities at the end of 2004, based on information by Ministry of Transport and Construction and Central Statistical Office survey. Briefly discussed are the most important indicators reflecting the advancement of planning works. As a result of the research carried out, the practical conclusions for the regional politics were formulated. The research helped to identify and judge the state of the preparation of planning works in relation to the forming of spatial structure in the country. The analysis shows that the state of the planning works in the municipalities especially in relation to local plans, is unsatisfactory especially in urban areas. The planning predictions, contained in Priorities and Conditions… should be also critically judged. They are unrealistic, inconsistent with the real socio-economic situation. In the future it is necessary to develop a detailed monitoring system for the spatial planning on a regional, sub-regional and local scale.
Several theories of regional development (e.g. new economic geography) claim positive relationship between administrative status of capital cities and their economic and population growth. Availability of capital goods as well as direct and indirect demand generated by administrative institutions are among factors which accelerate development. However, most of empirical studies so far have concentrated either on national capitals or on federal states. In our article we conduct empirical tests comparing the impact of reforms implemented in 1975 and 1999 in Poland on the development of cities gaining or losing their regional capital functions. On the basis of those results the article indicates differences in impacts of both reforms and attempts to explain those differences.
In this paper, we present the most important problems and development perspectives concerning the collection and analysis of data on Polish metropolises. The basic issues described in this context are: the definition of metropolis and functional city, sources of statistical information, methods of estimating missing data, and some persisting organizational and methodological problems. A special attention is paid to advantages and challenges of Poland’s participation in various international projects relating to regional statistics, such as URBAN AUDIT, EURAREA, etc. The former project provides many interesting propositions concerning assessment of living conditions of urban population and delimitation of metropolitan areas based mainly on a concept of the city’s scope of action. The latter is aimed at construction, development and research on the usefulness of theoretical tools of small area estimation. Moreover, we look at the potential of Polish regional statistics in terms of observation of metropolises and stimulation of their functioning, from the analytical point of view and in order to support decision-making at the local level.
The article describes EU policy towards its outermost regions. The regions are an example of integration of various streams of EU policies on the territorial level, as well as a playing field for EU pilot measures and innovative modes of governance. The European approach provides special privileges for peripheral regions in EU policies and the meaning of these regions in European public debates is increasing. The author examines the development of EU policy towards its outermost regions since 2004 in relation to two basic contemporary European debates: about territorial cohesion and the future of EU cohesion policy after 2013. At the end of the article, some conclusions are given for Polish decision-makers.
Integrated forms of planning and managing local development are seen today as essential for implementing a successful development policy. This is emphasized by the high priority of these forms in EU local development approaches. In his analysis, the author contrasts the Polish and the German planning system in order to evaluate the compatibility of the Polish spatial planning system with the requirements of integrated local development planning and management. The analysis concerns the areas defined as having key importance for integrated form of local development, i.e. the organization of planning and participation processes, the role given to planning documents in spatial management, and the availability of operational planning tools. The identified major differences between the two systems lead to the assumption that the Polish planning system hardly sustains integrated forms of planning and managing local development, as it is solely oriented towards regulating spatial development schemes.
European regional support has grown in parallel with European integration. The funds targeted at achieving greater economic and social cohesion and reducing disparities within the EU have more than doubled in relative terms since the end of the 1980. making development policies the second most important policy area in the EU. The majority of the development funds have been earmarked for Objective 1 regions, i.e. regions where GDP per capita is below the 75% of the EU average. However, the European development policies have come under increasing criticism based on two facts: the lack of upward mobility of assisted regions and the absence of regional convergence. This paper assesses, using cross-sectional and panel data analyses, the failure so far of European development policies to fulfil their objective of delivering greater economic and social cohesion by examining how European Structural Fund support is allocated among different development axes in Objective 1 regions. We find that, despite the concentration of development funds on infrastructure and, in less extent on business support, the returns to commitments of these axes are not significant. Support to agriculture has short term positive effects on growth, but these wane quickly, and only investment in education and human capital which only represents about one-eight of the total commitments has medium-term positive and significant returns.
After partitions of Poland in 1795 its west territory (Wielkopolska) became a part of Prussia. Poland and Prussia were parts of east European complex of economy, but Prussia was more developed and better organized than Poland. During the XIX century Prussian elites were romantically oriented and dealt with bastion policy which was oriented towards defending the Germans against the Slavs. Prussian state played main role in economy and subordinated it to the military oriented goals. Prussian case was extremely popular among Polish elites at the beginning of XX century. At the base of Prussian patterns the Poles learnt that main actor in economy is not individual unit but the state, and Prussian case was the source of inspiration for strong nationally oriented ideology in Poland after 1918. Research on Polish communes proved that impact of Prussia on contemporary development in Poland was rather damaging than uncourageous.
The article discusses the differences in the mayors’ political strength in European countries and the implications of their role in horizontal power relationships for the operation of the local government scene. First, it shows how the role of the mayor is measured, taking into account various institutional settings such as the election system, the scope of competences vis-?-vis the legislative body and possibilities of recall before the end of the term of office. Second, it demonstrates how such dissimilar contexts of the mayor’s political strength impact on several selected aspects of their activity, including the propensity to be formally affiliated with a political party, perception of the mayor’s autonomy in their day-to-day management of the municipality and the possibilities to keep the mandate for several terms in a row.
Along with time-related changes in the migration of Poles to Germany, the invisibility that has been ascribed to them has also evolved: from intentional hiding to deliberate merging into local social and spatial structures. The city of Berlin, perceived as an open, modern and multicultural metropolis, is an exceptional laboratory of transformations and diversity of social behaviours shown by Polish migrants. It attracts new citizens who not only want to make a living here, but also – and more frequently – to achieve self-fulfilment. While the invisibility of the economic migrants is mainly a result of their alienation in a new country, the representatives of lifestyle migration deliberately merge into the culturally diverse society of Berlin and they try to identify with other social groups. The aim of this article is to identify the existence and forms of every-day functioning of Polish migrants in Berlin in the context of invisibility.
The article analyses the participation of nation-wide parties in the elections of local authorities: municipal councils and mayors. There is no empirical confirmation of the assumption that along with the democratic consolidation in Poland, political parties strengthen their presence in local governments. Between 2002 and 2018 the overall spread of national parties in local elections decreased, even though the national party system (at the parliamentary arena) was relatively consolidated. The level of political parties’ engagement in local authorities, despite the changes in the level of parties’ support, is relatively stable – and low: no more than one third of elected local officials in Poland are affiliated with political parties. Among parliamentary parties, only four: PO, PiS, PS and SLD, maintained their significant representation in local governments, but the share of power at the local level which they were able to win varied considerably. LPR and Samoobrona rapidly lost their significance after their defeat in the 2007 parliamentary elections. The “new parties” established later failed to secure representation at the local level. The analyses confirm a positive (and stable over time) relationship between the level of party politicisation of local governments and the size of the municipality.
Decentralisation in Ukraine is an important factor in the development of a democratic system of government. The reform of local self-government aims to create new relations between citizens, local authorities, and the state. The aim of the article is to conduct a comprehensive analysis of the local government reform in Ukraine and other countries in order to identify its main advantages and disadvantages as well as indicate ways to overcome the existing shortcomings in this area. The study determined that decentralisation in the country leads to democratic transformations of society based on civic initiative and responsibility, as well as provides a decent standard of living and quality services at the local level. The introduction of decentralisation can be observed in almost all areas, including administrative, political, financial, and social. This significantly affects the potential of the population and increases the responsibility of public authorities to the population. There is an increase in the level of public services with regard to economic, legal, political, social, and ethnic issues. Finally, proposals were made to make changes in the field of local self-government in order to overcome the existing problems in this area.
The rising costs of educational tasks due to the decreasing number of students force municipal authorities to take cost-saving measures, including the most radical form, that is closing down schools. Such decisions are not popular with the local residents and in all the examined municipalities have caused conflicts between the stakeholders of local educational policy. The aim of the article is to present actions taken by municipal authorities to reduce the negative effects of conflicts arising in connection with the liquidation of schools. The authors focus on the activities of municipal authorities to curb the negative consequences of the conflict, but turn out to be financially ineffective. The article was based on the analysis of the subject literature, as well as the results of empirical research conducted by the authors. The theoretical framework draws on selected concepts of conflict management and the polarity management model.
Information Society technologies are aimed at raising productivity while reducing time and costs of materials and energy for the economy. Specialists have also observed that ICTs, which have become significantly cheaper, are in huge demand for individual (household) use. Individual applications of ICT in Poland’s economy lead to a growth in different human activities. They impact the economies of Poland in a similar way to the well-known take-back (rebound) effect, which increases the efficiency of resource use and electrical energy consumption in households.
Theory and empirical literature relates educational quality to two main explanatory factors: intergenerational transfer of human capital and the quality of schools, school composition and economic conditions. Based on these findings a model explaining territorial differentiation of educational quality is proposed. The dependent variable is test score of 6th grade students, averaged at municipality level. As it turns out, educational outcome is highly conditioned on local human capital stock. The role of traditionally meant school quality (resources) is minor (although higher in rural areas than in cities. Average school outcome differs significantly along historical divisions of Poland, not only in levels, but also in parameters of determining function. Legacies of the past and related socioeconomic processes have a substantial impact on the sensitivity of educational quality to different explanatory factors.
The authors consider the problem of limited supply of candidates for mayors. Since 2002, most electoral committees in Polish municipalities have only participated in the elections for municipal councils and not for the principal executive office. Between 2002 and 2010, there was also a growing share of municipalities in which only one candidate ran. The logistic regression analysis demonstrates that the electoral committees’ decision whether or not to nominate a candidate is influenced by their size (popularity), as well as the size of the municipality. If there is a dominating committee and competing incumbents, it is less probable that another candidate would run. It is evident that the well-known effect of incumbency advantage works not only during the elections but also before them (when candidates are registered).
The paper analyses the changes in the scale of the rural economic activity and identifies their selected determinants. The socio-demographic characteristics of the labour resources and the economic differences between rural regions in Poland were analysed as reasons for the dissimilar levels of rural employment. Analyses have demonstrated that, in 2010–2016, rural economic activity measured by the employment rate increased from 50% to 53%, primarily as a result of the impact of cyclical determinants, reflected in the increase in the number of the employed being higher than the number of inactive persons, with a reduced scale of unemployment overall. The studies indicated similar values of the employment rate for urban and rural areas, while the differences in its level within the selected social categories were much more visible for rural populations. This reflected a persistence of territorial disparities in labour markets as well as a trend towards their convergence. The level of territorial differences in the rural employment in Poland was moderate and should be linked with regional economic characteristics. In this context, the allocation of rural labour supply could be attributed to the impact of cities and their functional areas and to the progress in economic diversification of villages located in a particular region. The discussion section of the paper outlines the institutional opportunities and barriers increasing rural economic activity. The presented conclusions were based on the Central Statistical Office data (mainly the Labour Force Survey and the Local Data Bank) and statistical and comparative analysis methods.
After the fall of communism local communities in Poland stress the history of their own. This phenomenon is still going up, being a part of a larger rebirth of local communities’ life. Even small communities are building monuments of people with local or national merits, who lived in this place. The pope John Paul II (a pope from Polandl) is frequently remembered in this context. His monuments are built – especially when he visited a given town as a pope and/or had some contact with it when he lived in Poland.
The aim of the paper is to present spatial variation of social capital in Poland, especially in relation to historical differences between various regions (resulting from the country’s partitions and border changes) and the level of urbanization. Previous studies indicate that such variation exists. However, they were carried out on the basis of declarations, an approach which has its drawbacks. This study uses a novel approach to assessing social capital: observing the behaviour of a study group using experimental economics, used in conjunction with a questionnaire which enables us to study the intention-behaviour gap. The study group consisting of 1540 individuals indicates very little variation between the regions. However, there are differences concerning the gap between declarations and behaviour in questions related to trust, trustworthiness, and cooperation, and our results confirm the conclusions from previous studies only weakly.
The main focus of the text is the city tourism viewed as a form of city promotion on which the city development depends to a great extent. At the beginning of the industrial age, tourism concentrated around the sea resorts and spas. The first changes in tourism resulted from the decline of the paradigm of the industrial progress in western countries. The decaying cities previously bound up with industry started then to change the image in order to improve their economic situation. The new image pointed out culture in the first place, because culture started being perceived as the tourist attraction. The article presents the different ways of city promotion. The particular stress is placed here upon public space investments – such as revitalization phenomena, theme space and commercialization of urban landscape and constructing the museums and other public use buildings by the outstanding architects. The development of the urban tourism is also closely tied up with the changes in tourists’ behaviour and preferences. The phenomena presented in this article explain the increasing interest in the city as the tourist attraction and emphasise the indispensability of the promotion efforts.
Investment policy is a driving force in the transformation of cities. It plays a significant role both in terms of daily living conditions and in the long-term consequences of decisions that are taken. The residents’ opinions about the investment policy should be accorded a special value. The aim of this paper is to analyse and estimate the scale of empowerment of the investment policy of all 71 cities of the Śląskie Voivodeship. Three models of residents’ participation are used in the paper: symmetric, consultative and asymmetric. The questionnaire survey and desk research form the basis for assigning cities to the proposed models. The analysis reveals that the mechanism of empowerment is becoming more and more important for Silesian local governments, although residents’ involvement in urban investment policies is still far from satisfactory.
The study focuses on the mutual relations between the quality of government and the implementation of the EU Cohesion Policy in various regional contexts. The research shows quite significant differences in this respect between “convergence-oriented” regions and „competitiveness and employment-oriented” ones. The quality of government has a positive impact on the efficiency of spending of EU funds in both groups of regions, although the dependence is much stronger in the „convergence-oriented” regions. In turn, the scale of EU funds contributes to the improvement of the quality of government, but only in the „convergence-oriented” regions. In this group, changes in the quality of government took place immediately before and after accession to the EU, when the process of adapting the institutional system to the needs related to the implementation of Cohesion Policy occurred. Although the differences in the quality of government between the two groups of regions have decreased, the research shows that in the „convergence-oriented” regions, the potential causative power of EU funds was rather poorly used in this respect.
The paper presents an analysis of usability of regional operational programmes 2007?2013 (ROP) evaluations. The elements of usability under study are: quality, relevance, and credibility of the evaluation assumptions. The study consists in desk research of a representative sample (n = 71) of the evaluation reports completed between 2008 and 2012. The results show that many reports do not contain important recommendations and do not answer key research questions. In most cases, the evaluations fail to supply an answer on the impact of ROP on the socio-economic development of regions. The limited usefulness of evaluation reports leads to conclusions about negative trends in the development of the ROP evaluation system, which is focused on providing simple information, reports production, and does not respond to actual demand for knowledge.
Apart from traditional fashion trade fairs understood as specialist events addressed to a limited number of business clients, a growing popularity of B2C fashion fairs has been observed in recent years in Poland, in particular in large cities. Such events provide opportunities for purchasing unique clothing, offering possibilities for cultural distinction but also for spending leisure time, engaging in social interactions, and participating in urban arenas. They are in line with broader phenomena such as the festivalisation of urban space, the development of the experience economy, and the ecologisation of consumption. The aim of this article is to show the scope of this phenomenon in the Polish context. Proposing a typology according to this sort of fashion events as well as places where they occur, the authors attempt to show the intraurban and interurban specificity of fashion fairs, pointing to main centres and important factors of their location.
The paper is devoted to the observed and anticipated impact of CAP on the modernisation of Polish agricultural sector and the attitudes of Polish farmers towards EU. Since Poland’s accession the approach of this group to the European community evolutes from the extreme scepticism to enthusiasm. CAP improved the financial situation of farms, stabilised farmers income and contributed to the fall of social tension in rural areas. Some structural changes are also noticeable: polarisation of area structure, specialisation of output in small farms, dualisation. There is a threat that Polish farmers will not be able to exploit all opportunities of the CAP, since they eagerly benefit from the traditional services and remain unconfident towards the innovative instruments, creating so called “rural policy”.
The aim of the paper is to define and evaluate the level of local socio-economic development of largest cities in Poland, as well as the differences and disproportions which appeared between them in the years 2010-2012. The subject of the research were 30 cities in Poland whose population exceeded 120 thousand. These cities fulfil key roles in the country. A literature review and an empirical analysis were used as the base for this work. The data from the Local Data Bank (by CSO) were analyzed with the use of one of the taxonomic methods – the Hellwig development pattern method. Originally, 67 diagnostic variables were examined which, after verification, were cut down to 42 variables. Five groups of variables were distinguished: demographic figures, quality and availability of cultural and educational services, labour and social security conditions, housing conditions, and economic potential. Statistical description of the cities was prepared for all the groups of variables. The differences and disproportions between the cities were revealed. After reduction, 21 variables were used. Four groups of cities representing different levels of local development were distinguished. The results of the research allow for a comparative assessment of each city with reference to its characteristics. The research results showed substantial differences and disproportions in the level of local socio-economic development of the surveyed cities. The used method proved to be an adequate tool for local development analysis. The synthetic measures and indexes proved to be a useful tool of city management.
The paper deals with the issue of filling seats without voting in elections to councils in municipalities with up to 20,000 inhabitants. In comparison to the local elections held in 2014, the number of such cases increased by 77% in the 2018 elections. It appears that the applicable election law, in particular Article 418 § 1 (the division of municipalities into single-seat constituencies), Article 434 § 1 and 2 (the election organisation rules applicable when the number of candidates equals the number of available seats), and Article 478 § 2 (the procedure for proposing candidates for the position of municipal leader or town mayor) of the Electoral Code, combined with the conditions determining local electoral competition, may facilitate the occurrence of the phenomenon of non-competitive elections that results, among other things, in low voter turnout.
The main purpose of this article is to systematize issues related to recognizing and measuring the gentrification process using quantitative methods. The article discusses the definition of gentrification, its phases and types, factors influencing the creation and development of the process, as well as gentrification indicators, and it briefly reviews existing research of their use. Although there are Polish publications on the process of gentrification, there is a perceptible lack of comparison of gentrification indicators and the conditions in which they are used. Thanks to the selection of indicators that are appropriate for gentrification analysis in Polish cities and their testing in a case study of the gentrification process in Kraków, Poland, this article may help to create a methodology for empirical research.
One of the most important features of Eastern Poland is its peripheral character. This region is often associated with various negative socio-economic phenomena. Population processes, including the problem of depopulation, affect a large part of rural areas of the macroregion. The main aim of this paper is to analyze the impact of the demographic changes occurring in rural areas of Eastern Poland in 2002–2015 on selected areas of socio-economic life, as well as to attempt to determine the scale of the changes and their spatial consequences in the field of education, entrepreneurship, construction, housing, and public finances.
The author explores the problem of territorial reorganization of the metropolitan area within the Canadian evolutionary federal system, taking as an example the cities of Toronto and Montreal. The results of the research indicate that adaptation strategies, applied by states aiming at empowering the metropolis, depend on the general level of the territorial units’ autonomy. The existence of strong local self-government favours creation of intercommunal cooperation structures without dissolution of current local territorial units. Territorial reorganization in the case of states with a low level of local autonomy may facilitate elimination of former local units by theirs amalgamation in new, larger metropolitan self-government structures. As far as this context is concerned, Canada constitutes a very interesting study case. Taking into consideration Canadian evolutionary federal system, highly limited local autonomy of the cities, and its mix of European and American traditions, one can observe almost all the above-mentioned dimensions of reform and adaptation strategies. Advanced and institutionalized intercommunal cooperation, developed in Toronto and Montreal in the middle of the 20th century, was interrupted by amalgamation imposed by provincial government, which resulted in creation of new, enlarged metropolitan cities of Toronto in 1998 and Montreal in 2002. In both cases the amalgamation has not been accepted by a part of the population and destabilized cooperation in these metropolitan areas. The trouble with amalgamation led to abandonment of further structural and territorial reforms, which were replaced by functional ones, taking the form of special agreements between Toronto and Montreal and their respective provinces (Ontario and Quebec), giving them both new competences and financial resources. Regardless of any difficulties in pursuing an appropriate metropolitan regime and the suitable position for the metropolis in the structure of a political and territorial system, both cities have achieved strong economic performance and high quality of life.
The article presents the factors influencing the choice of local transport delivery modes in Poland. It is the first quantitative study conducted on a representative sample of municipalities since the 1990s, and it concerns three service delivery modes: contracting-out, cooperation, and corporatization. Most local governments do not invest their own resources to deliver local transport, but rather act as a private market supply regulator and contract the service out to private enterprises. Some of them act based on functional connections within metropolitan areas, joining forces with other local governments. More affluent and densely populated cities opt for corporatization, which gives them greater political control over the delivery process. The presented results are useful for decision-makers who have to select the mode of local transport service provision, as they characterize the municipalities which, in 2017, chose one of the three analyzed modes.
For many years, public participation has been a very popular subject of research and of interest for practitioners. Little attention has been devoted, however, to the issues of formal and organizational tools of managing this process. The paper contains the results of research aimed at creating the concept of participation infrastructure and at measuring its application in 17 Polish cities. For these purposes, the authors develop their own method of examining the practical use of participation tools. Typologies of participation tools are created and cities are classified according to their advancement, basing on the results of the research. The most popular and most willingly used tools are indicated, together with the levels of their implementation.

After 1990, the number of local public transport passengers has been systematically decreasing at the expense of individual transport, which led to an increase in traffic congestion and deterioration of air quality in cities. However, for the last few years, a reversal of this trend has been observed in some cities. The article, using the data on the present number and recent changes in the number of passengers in nearly 100 Polish cities, discusses regression models to explain the factors influencing the diversity of demand for public transport services and its dynamics. The independent variables of the model refer both to the characteristics of cities (their socio-economic environment) and the organisation of services (e.g. organisational and legal forms of local transport companies, tariff policies, etc.). The results show that the density of the public transport network is the most significant factor explaining variation of the demand, while the level of ticket prices is almost insignificant. Demand in the largest cities has also recently been on the increase, but the relationship between the demand and the population size of the city is not a linear one.
The article aims to identify the geographical dimension of social (in)justice in the context of the existing permanent differences in the level of socio-economic development in Poland from the geographical and historical point of view. It also discusses the consequences of these inequalities for development policy on regional and local levels. The study consists of two essential parts. The first one presents synthetic deliberations on the geographical aspect of the social justice discussed. In the second part, an attempt was made to exemplify a geographical dimension of social (in)justice through the analysis of the spatial distribution of the socio-economic development level (a synthetic indicator) and selected partial indicators. In addition, the presence of dependencies of the socio-economic development level and the degree of political support for political fractions proclaiming the slogan of “social justice” was verified. The results of the conducted research confirm the existence of considerable developmental differences in the Polish space. Their strength is historically determined and, despite the passage of time, their pattern invariably corresponds to the former partition boundaries. These disparities are not minimised and the influence of economic growth on the income rise remains limited, especially in economically weaker areas, which leads to growing social dissatisfaction. As a result, one can conclude that in Poland those differences constitute the geographical dimension of social (in)justice.
As a consequence of the global financial crisis which began in 2008, the amount of debt of the local government sector in OECD countries has remarkably increased. In Poland, the debt of local governments has started to fall gradually after reaching its peak in nominal terms in 2014. In this article, we examine how the ability of local governments to repay their debts changed over the 2007-2016 period. The analysis reveals that, despite their considerable nominal indebtedness, local governments had already returned to a strong debt repayment capacity at the end of 2016, observed formerly at the end of 2009. However, at the end of 2016, one in eight local governments had become overindebted in terms of their repayment capacity, despite the rigorous statutory debt limits imposed in Poland. The most worrying situation is in towns with county rights: in 33% of these entities, the debt repayment period is estimated at longer than 15 years. This category represents 33% of Poland’s population, and therefore it is of a systemic importance.
After 10 years of discussions about the need to empower the metropolitan areas in Poland, finally a metropolitan union law for the Śląskie Voivodeship [Silesian region] has been adopted. Defining two million people as a population level required for the creation of the metropolitan union confirmed that the legislator’s intention was to establish the first metropolitan union in Poland specifically in the Silesian conurbation due to its unique territorial structure. The establishment of the Upper Silesian and Zagłębie Metropolis [Górnośląsko-Zagłębiowska Metropolia] should be seen as an important social experiment and significant innovation in the Polish local – government system. The large territorial delimitation of the metropolitan union with 41 local units is a courageous step that proves a high level of mobilisation and strong involvement of Silesian local decision makers. The specific decision-making procedure based on double majority voting should entourage dialogue between the large and small member cities of the metropolitan union. The generally formulated competences of the metropolitan union allow considerable freedom to the authorities in prioritising tasks and projects. The author’s analyses the institutional architecture of the first Polish metropolitan union, which is a hybrid organisation combining an inter-municipal association and a local government unit, from the perspective of turning the Upper Silesian metropolitan area into an efficient system of metropolitan governance.
Migration management is one of the key tasks faced by regional authorities in Poland, which experience deepening processes of shrinking and ageing of population. The aim of the article is to determine whether policy makers are aware of the role of migration processes and migration policy, to show their presence in demographic development strategies, and to describe the activities undertaken at the regional level in response to the ongoing demographic processes. The analysis is based on the example of the Łódzkie, Opolskie, and West Pomeranian voivodships. The article proposes an analytical model assuming a gradual process of decision-makers’ reaction to demographic changes. An analysis of documents and interviews with people responsible for regional demographic policy confirms they are aware of ongoing population processes and their consequences, at the same time, however, there is a lack of actions aimed at stimulating inflows of foreigners. The initiatives aimed at stopping the population from emigrating are more important.
The main purpose of this paper is to analyze depopulation processes of rural areas in Lower Silesia in the years 1995–2015. The authors intend to determine the scale, durability and spatial distribution of depopulation in rural areas, as well as to analyze the factors of population changes which contribute to population loss. It helps them to identify depopulating rural areas and to draw up their typology according to the specificity of contemporary demographic changes. With reference to the scale of depopulation, four types of rural areas are distinguished (developing, stagnating, depopulating, intensively depopulating), and according to the durability of depopulation five types are identified (constantly developing, episodically depopulating, temporarily depopulating, prevalently depopulating, constantly depopulating). The analysis shows that depopulation is a problem in the rural areas of the Sudety Mts., Sudety Foreland, and in peripheral areas, in main urban centres. What is more, the processes of depopulation in Lower Silesia should not be associated exclusively with villages located in the Sudetes. In depopulating rural areas of Lower Silesia, the population decline is compounded by negative demographic trends (low birth rate, increase in post-working age population).
The author attempts to determine the size, structure and diversification of the economic base of towns and cities in the Warmińsko-Mazurskie Voivodship, as well as their evolution in the years 2008-2015. An additional objective is to determine the relationship between the level of economic growth of the examined units and the state of their economic base. The obtained results confirm the hypothesis that the economic sector is not a significant part of total employment in the surveyed units. At the same time, the exogenous employment structure is poorly diversified, and in the period under study it decreased even further, exposing local economies to external shocks. There is also a positive, although weak effect of the increase in local specialization on the level of revenue in local self-government units and on their level of unemployment.
Tourism is often treated as a solution for all development problems of every Polish local government. However, even the most popular tourism resorts do not always take the economic advantage of it. The economic impact of tourism is often lower that it could have been expected. The case study given in the article is Mikolajki – the most popular tourism resort in Mazury region, but very common as far as local government’s revenues are concerned. Why? This article gives at least a partial response for the question.
The paper is devoted to a meta-analysis of the Cohesion policy influence on the development in Poland in the last decade. The meta-analysis is based on statistical data and analyses in the context of the Cohesion policy development objectives. The author hypothesizes that in the period, Cohesion policy contributed mostly to the improvement of the quality of life. The reasons of that should be sought in the mechanism of so-called objective replacement, an informal compromise between the expectations of the main beneficiaries, and loosened requirements set by those managing the Cohesion policy. On the basis of the data and reports available, the author confirms the hypothesis.
The paper’s main objective is to present the importance of the quality of life in the context of one’s emotional attachment to one’s city. The paper offers an in-depth discussion of some aspects of quality of life and place attachment. The relationships between the phenomena are also discussed. The analyses were conducted based on empirical data from the research project: Social and human capital as factors of the development of the region of Łódź. The project was funded by the European Union. The survey research was conducted on a representative sample of inhabitants of the Łódź voivodeship aged 16–65. The total number of conducted interviews was 2005. However, in the paper, the authors focused exclusively on the inhabitants of Łódź (N = 560). This post-industrial city was chosen on purpose. Firstly, this former centre of Polish textile industry lost much of its industrial function as a result of globalization and transformation. Secondly, the city authorities are planning to conduct a comprehensive process of city revitalization. The aim of the revitalization is to improve the quality of life. This is why the quality of life and place attachment in this post-industrial city were considered very interesting from a scientific point of view.
The purpose of this study is to identify the determinants of innovation of enterprises in the Regional Innovation System context. We analyse factors that determine regional innovation in a less developed region, taking the Podkarpackie region in Poland as our empirical counterpart. We examine how the EU economic policy instruments influence the innovation of enterprises within the context of the Regional Innovation Systems. We propose a model for the implementation of innovations and test our hypotheses based on the data drawn from the period of 2011–2014. The paper provides insights on a rather successful story from Poland. We posit that enterprises use only specific public policy instruments and that companies’ demand for innovation-supporting instruments changes, reacting to the business cycle phase and to financial incentives.
The right to the city is being able to co-decide about the city by its inhabitants. It can be implemented by means of urban participation that consists of two elements – a formal framework created by municipal authorities that enables city residents to join decision-making processes as well as readiness and willingness of the inhabitants to engage in such processes. In recent years, we have witnessed a “participation boom” that manifests itself through an increasing number of public consultations. In this context, the aim of the article is to describe the category of urban participation and offer a critical analysis of participatory processes and their determinants. At the same time, it should be emphasised that the article is theoretical in nature, and the analysed factors determining participation should be treated as a set of the author’s hypotheses that require empirical verification.
The paper aims to discuss the major trends in changes of regional differences of economic wellbeing and the resulting spatial mobility of population as well as some regional consequences of these processes. The research is based on an empirical methodology, and visual analysis of mapped data is the main research method. Since the collapse of the Soviet Union, fast decrease of employment in industry and agriculture has damaged, first of all, peripheral regions and, later, resulted in mass emigration, which is still evident in most Lithuanian municipalities. The decrease of the number of jobs in these sectors and its increase in those located in different places meant that most residents of non-metropolitan regions had to find new jobs outside the localities in which they resided. This resulted in growing mobility of the population, expressed by growing foreign emigration, inner migrations, and commuting, which continue to shape the social structure of the country to the present day, as spatial structures change more slowly than modes of production. Differences in wellbeing, which appeared at the end of the 20th century, played a role in accelerating emigration processes, which are still damaging local labour supply and economic development in many regions.
The article offers a multidimensional analysis of the dynamics of population ageing in Poland. To this end, the spatial dynamic shift-share method is used. The data used in the analysis include the number of people aged 65 or over per 1,000 population, based on the criteria of sex and place of residence (urban or rural areas) in 72 Polish subregions in the period from 2003 to 2016. The study analyses the pace of changes in the scale of the phenomenon and identifies structural and local factors underpinning the net effect in specific subregions. In effect, subregions with the greatest pace of change and its underpinning factors are identified.
The objective of this paper is to demonstrate how the development of European peripheries can be strengthened by cooperative clusters, viewed as loose business organizations where cooperation of partners results in a synergy effect. The existence of clusters in peripheral areas may give efficient solutions to many problems, such as unemployment or the need of restructuring regional economy. Partnership of clusters may add up to their competitiveness thanks to the home demand. The present paper presents an example of the Lubelskie Region, the most neglected region in Poland. It is argued here that cooperation among local clusters provides a chance for an increase in the region’s social activity and for its economic growth.
The paper’s main objective is to introduce into the topic of regional development in the postindustrial regions Ruhr and Upper Silesia taking aspects of economic and spatial planning under consideration. The region Ruhr has lived through a difficult period of development. A lot of self-given objectives could be accomplished. Anyway various long-term problems like the relative high unemployment rate, the demographic challenges or industrial waste lands are still present and are awaiting solutions. In some problem areas Upper Silesia might orient oneself to the strategies conducted in the Ruhr agglomeration and adapt strategies which delivered positive results and prevent failures which resulted by middle-rate measures.
The article presents selected results of studies presented in the Report of the State and Conditions of Planning Works as at the End of 2006. The report was prepared in the Institute of Geography and Spatial Organization, Polish Academy of Sciences, for the Ministry of Construction in autumn 2007. In this article attention is focused on the analysis of the Local Development Spatial Plans coverage and agricultural land changes in 2004–2006. In the studies, delimitation and classification based on the administrative-settlement structure, routes of the transport corridors and land use kind and intensity were taken into consideration.
The article describes the phenomenon of urban space in Lodz being transformed by graffiti and wall-writings. The graffiti samples selected for analysis may be described as conveying a message that is easily understood by every local. This seemingly meaningless composition of wall-writings is highly influential in fact and transforms the surrounding city space. The author, by analysing the content of the graffiti, its graphical form and space context in which it appears, explores the way in which graffiti transforms urban space in the city of Lodz. The subject of the research is photographic documentation made in 2006 and 2008 in the city centre and some of the residential areas situated on the outskirts of the city.
Accessibility indicators can be defined to reflect both within-region transport infrastructure and infrastructure outside the region which affect the region (interregional infrastructure). The new geography models show that increase of accessibility may have no positive impact on poor regions development. The only regions on which it may have an effect are those which are rich or those situated on transport corridors. In countries like Poland transport infrastructure might be effective. However the main result of SASI model and IASON project is that socio-economic trends such as ageing of the population and increases of labour productivity have much stronger impact on cohesion indicators (GDP or employment) than regional transport accessibility.
University-industry collaboration seems to be crucial to the transfer of knowledge and innovation in a modern world economy in which knowledge, information flows and the level of innovation of countries and regions are the center of attention. The article presents the specifics of university-industry linkages, and the instruments that operate in support of such relationships, the focus being on the French CIFRE (Industrial Agreement for Training through Research) procedure. A description of the functioning of this scheme in France leads on to an analysis of its influence on the development of French regions as regards their levels of innovation and the nature of strength of the linkages between the world of science and academe on the one hand and enterprises on the other.
Warmia-Mazury region, one of the poorest in Poland, faces the deepest (as compared to all regions of the EU) labour market crisis. The mixture of social and economic problems represents a huge challenge for regional authorities. The chances for fast improvement are limited by several factors, such as low quality of transport infrastructure, low innovation potential and productivity, large share of unskilled labour force, etc. One necessary condition of the improvement is the reform of public finances at country level. Nonetheless, regional authorities should undertake the activity in order to increase the potential of human capital in the region, e.g. by improving the quality of schools. While directly fighting unemployment more effort should be put on stimulating the demand side of the labour market and co-operation with NGOs.
Urban renewal in derelict sites has become a focal point of interest in many traditional industrial cities. Having adopted the case study of the Cork City (Ireland), the authors presented four urban renewal schemes which were implemented in this city over a 25–year period. It ought to be emphasised that not only has Cork implemented various rejuvenation programmes since 1979, but also revived three entirely different urban sites: the former industrial areas, the historic centre and the docklands. However, the latter still requires further regeneration. The urban renewal schemes contributed to an enhancement of the quality of life and a rise in local and inward investment. Moreover, the number of tourists increased considerably. In consequence, the image of the city was improved. Hence, the urban renewal has become a factor of Cork’s redevelopment.
The purpose of this paper is to analyze cities’ promotion and information policy regarding the development of economic activity. The study was carried out in the form of electronic audit and evaluation of the official websites of 306 cities in Poland. On this basis, promotion and information policy was assessed and its spatial diversity analyzed. The analysis revealed significant diversity of actual involvement of local self-governments in enhancing investment attractiveness of cities. It seems that in most cases such policy either does not exist at all, or is hardly implemented. The study also shows a lack of cohesion as well as temporariness of marketing activities undertaken.
The notion of replacement migration is frequently used in the recent literature on migration policy and demographic forecasts. Such migration streams could theoretically compensate for the natural decrease and population ageing, as observed in most of developed countries today. In the long run, however, international migration can only slow down, rather than reverse these processes. The situation of Poland in this respect is specific, as its migration balance will most likely remain negative until around the year 2020. Nevertheless, the population outflow abroad could to some extent be matched by the population inflow. This would require, among other conditions, a reformulation of Poland`s migration policy an increase of provisions for legal, selective immigration.
Career paths of modern politicians have increasingly become diversified and drifter away from the classical hierarchical career pattern. The article addresses new theoretical concepts and empirical studies, which have been developed since the beginning of the 21st century by the multilevel government school (MLG) in relation to the careers of regional politicians and new career paths in general. As being a regional politician has become a profession, the investigation of the MLG school focuses on the political careers of such politicians, and most of all reflects the transformation of modern states as a result of regionalization and development of supranational European institutions. As a central theoretical contribution of the MLG school, Bochert’s “Conceptual Approach to Political Careers in Multilevel Systems” is discussed as the most comprehensive and advanced model of addressing the impact of the institutional setting on Carter opportunities. The final part of the article presents an overview of MLG research, which has led to a recognition of new types of political careers.
Due to a dynamic increase of the number of tourists, to demand and supply changes, or – in short – to changes of paradigm, tourism has been recently considered as an important factor of regional development. Countries and regions attempt to encourage tourism development with modern planning. An overview of selected planning documents, mostly regional, leads to the conclusion that in spite of a declarative adoption of the new paradigm on the strategic level, the operational level is still dominated by the old approach, based on a number of myths. These myths should be considered main obstacles in tourism development in Poland.
Polish farmers are hardly definable social group. It is a diversified population dominated (in numbers) by “quasi-farmers” – running small farms for own consumption, not selling their products at the market. This category has many negative, economic, social and psychological features. Their political choices are often to support the populist, agricultural parties. The author, referring to the concepts of “blocking development” and “moderating the changes”, describes the political mechanisms of slowing down the reforms applied by the (broadly considered) Polish farmers.
A measure of economic development for regions is proposed in the form of a multicomponent index. This measure is composed of the following aspects: technology, infrastructure, human capital and social capital and defied by an array of indicators. Such a measure has significant advantages over the most commonly used indicator of GDP per capita. The statistical data based on which it is built are freely available and with a much shorter time lag than GDP at the regional level. This indicator makes it possible to depict economic factors behind long-run economic growth as well as to include less measurable factors such as social change, environmental degradation, etc. On the one hand, the proposed indicator comprises symptoms of the quality of life, and on the other hand, it includes factors which are essential for long-run economic growth and productivity. The authors show usefulness of such an indicator for policy formulation, which is rarely pointed out in the case of other indexes and is especially important at a time when long-run economic growth, and also development, in high-developed countries is endangered. The authors also discuss some general aspects of constructing indexes of economic development for regions, e.g., the often omitted problem of inclusion of cyclical indicators in the indexes of development. Empirical analysis of the proposed indicator is made for the NUTS-2 regions of Poland for the years 2009–2011.
This paper provides a review of structure and contents of Local Economic Development (LED) programmes. It also offers a list of data and information necessary to develop and implement such programmes. The author emphasises the difference in approach to LED by the researchers (theorists) and the practitioners, dealing with LED on every day basis. This gap, according to the author is in part a legacy centrally managed economy and is typical for the countries in transition period.
The paper discusses selected tools within Cohesion Policy that stimulate cooperation between cities. Subject to analysis are two programmes from 2004?2006: INTERRREG and URBACT. In the case of INTERREG programmes, the analysis pertains to the largest Polish cities (31 most populous cities and the Silesian and Tri-City conurbations), while in the case of URBACT, all the cities that were beneficiaries of the programme were taken into account. The results of the projects are usually of the soft type and involve transfer of good practices, building institutional capacity, and human capital. In this respect, the results of the analyzed projects should be considered at least satisfactory, although the number and scale of the completed projects does not allow for clear and measurable effects to be perceptible in a country-wide perspective.
Rock mining is popular and characterized by the exploitation of local deposits, which are used as a bargaining chip in local economic and socio-political politics. The aim of the paper is to analyze the impact of rock mining on the local economy of Polish communes. A contextual analysis was performed of inflows to the communes’ budgets resulting from the exploitation of rock minerals, the contribution of rock mining in the creation of local jobs was assessed, and the benefits from reclamation and development of post-mining areas were estimated. To do all that, the Author used the method of indicator analysis of local government units and stochastic methods of data analysis, as well as inference based on collected data. Studies have shown that rock mining is a factor supporting the local economy. Benefits from the exploitation of rock minerals should be taken into consideration in the development of plans concerning mineral rock deposits.
Parishes possess a wide selection of instruments for stimulating the development of entrepreneurship, unfortunately the instruments are rarely used as part of a complex, well thought-out strategy that brings about multi-level results. The instruments for entrepreneurship stimulation belong to two major categories: financial and non-financial. One of the primary reasons for investors to select a particular parish can be the existence of a planned and long-term fiscal policy, connected to a stable system of tax preferences in taxes and local fees, and an active strategy for parish investment expenditures. Creating positive conditions for the emergence of new enterprises is the best source of social-economical activation of the local population.
The article is demonstrates the differentiation of the intensity and characteristics of entrepreneurial activities in Belarus. With respect to many features, Belarus seems to be divided into the western and eastern part, that is, between the territory belonging before World War II to Poland and USSR. The eastern part is more urbanized (76% of urban population comparing to 60% in the west), includes largest cities and has better education indicators that the western part. As the entrepreneurship is highly correlated with education level and the degree of urbanization, it is not surprising that small business is most intense in Minsk and eastern Belarus. However, of the areas characterized by similar urbanization and education level, but located at different sides of the pre-war border, the entrepreneurship is decidedly more developed in the west. The research was conducted in the two regions: Grodziensk (western Belarus) and Witebsk (eastern Bealrus). It showed that the entrepreneurs from the western part of the republic are more free market oriented. While they main request from the central government was simply: less regulations, their counterparts in the east demanded rather more direct support from the state. This difference is the legacy of historical divisions and closer links of the western Belarus with the market economies of Poland and Lithuania.
The paper analyzes statistical relationships between the inflow of EU financial resources to Polish territorial units (voivodeships, NUTS3 and poviats) and the pace of their economic growth. Correlation analysis reveals that the less developed units which enjoyed relatively more massive inflows per capita grew more slowly than the better developed ones – the correlation coefficients are negative (for the voivodeships) or close to zero (for NUTS3 and poviats). This suggests that until now, the EU funds have led to a stronger demand effect than the supply effect in the Polish economy. It may therefore be claimed that in the next programming period 2014–2020, more funds received from the EU should be devoted to the support of economic development than to the improvement of living conditions.
As a result of interaction of many factors, the conditions of academic institutions have changed significantly over the last decades. Globalization and internationalization, demographic and economic challenges, as well as growing international competition between universities causes these institutions to take up new functions, restructure and change their character. Top universities respond to the changing context by developing new strategic solutions aiming at sustaining and strengthening their high position in international rankings. Some of the strategic solutions are similar for most universities, but some are unique and specific. The aim of this article is to identify latest trends in strategic management of top universities and present selected case studies to illustrate the most interesting solutions.
The author of this article describes residential segregation of foreigners in Barcelona. She presents some theoretical considerations, makes statistical calculations pertaining to the problem, and defines causal factors of residential segregation. What is important, residential segregation in Barcelona may be far deeper than in other cities because of the relatively strong separatism in Catalonia and the required knowledge of the Catalan language. These factors make full access to local labour market very difficult for immigrants and lead to their marginalization. In the statistical calculations a measure of residential segregation (Duncan, Duncan 1955) is used which allows a comparison of the situation in Barcelona and in other cities, as well as an analysis of changes in Barcelona in recent years.
The article presents the regional differentiation of several phenomena economic, social, political of the Polish space. It is striking to notice that the patterns of these differentiations are very similar, which proves a well-known thesis of mutual interrelationships that exist between several dimensions of development. The historical underpinnings of these differentiations prove once again that they are the product of "long duration". Both these characteristics the similarity of differentiations and their historical roots lead to a conclusion that the regional policy should assume a modest attitude, since it can change the objective reality only gradually and to some extent. The article ends with some extent. The article ends with some suggestions for this policy.
Education is a field which is not subject to unification in the European Union. Education systems in the EU countries differ, among others, in terms of: sources of funding, provision of basic education, participation in the education and training system, and functioning of higher education. The main aim of the present study is to compare education systems in EU Member States using statistical methods of linear ordering of objects. The study posits lower effectiveness of individual indicators that characterize education. It is focused on a synthetic evaluation of education in EU countries using Hellwig’s modelling method. This approach makes it possible to prepare a ranking and to determine the distance separating Poland from the best (model) education system.
The aim of the article is to present the process of changes which occurred from the 1970s until 2012 in the areas of urban agglomerations in Poland. In contemporary agglomerations in Poland, their socio-economic function is centralized while land use and building development become progressively decentralized, which results in dynamic growth of the central metropolitan area, and in simultaneous deurbanization of its zone of influence. The described problem is typical of the Warsaw Urban Agglomeration (Warszawski Zespół Miejski, WZM), where the population of the metropolitan zone increases while the importance of the surrounding towns, particularly in their central areas, decreases. The objective of this paper is to present these contemporary trends in the communes of the northern zone of WZM. The analysis involves three towns: Legionowo, Nowy Dwór Mazowiecki, and Zakroczym, and two communes – Jabłonna and Wieliszew. The results are compared with relevant changes occurring in the communes of the Piaseczno district. The examined processes are also confronted with the proposals and arrangements included in planning concepts prepared in different periods for the agglomeration. The escalating suburbanization, characterized by deurbanization visible in spatial planning, affects the effectiveness of newly created building developments and their rank of service centres, and also shows the failure of long-term planning, which is not supported by detailed analysis and research.
Over the past few decades, voivodeship-level spatial planning has been the subject of numerous theoretical studies and legal regulations. During this period, the authorities of the Lublin voivodeship prepared a number of spatial development plans, sometimes referred to as regional plans. In theoretical dissertations, this spatial planning (especially the regional one) was usually seen as a plan of the future spatial structure and of activities aimed at achieving it, whereas regulations on spatial planning and its practice increasingly shaped voivodeship plans as documents defining only the desired spatial structure – first of all its socioeconomic and environmental functions. A strong impact of political and legal conditions on the practice of voivodeship-level spatial planning is undoubtedly the reason for this difference.
The article focuses on objective predictors of voting behaviour in the EU referendum and confronts them with the actual outcomes of the referendum. Major dependent variable is support for EU entry on a county (powiat) level. The aggregate data for counties show territorial distribution of support. The differences between counties are analyzed in terms of employment in agriculture, historic regions, and unemployment. Analysis reveals an absolute dominance of employment in agriculture in explaining territorial differences in EU support. Nevertheless, historic regions preserve their significance, and, to a lesser degree, unemployment rate.
Of all the arts, architecture is the one with the closest links to ideology – not only because in many cases it serves as an instrument of power, but also because any structure is invariably preceded by words. A poet writes poems which need no design beforehand; a painter may occasionally prepare sketches for his painting, but these drafts potentially contain the entire painting which is to be produced. Conversely, there are at least three stages to any building or structure. First, there comes an idea – expressed in words – which determines its function, form and meaning, then comes a hand drawing, which contemporarily is more and more frequently replaced by computer simulation, after that a scale model, and finally – a building.
The article presents innovation issues in public administration in the Podkarpacie region. In the situation of progressing territorial development, widely understood innovation is the ability to create, put into practice and disseminate it. This ability is the condition to raise competitiveness of the regional economy, while increasing the opportunity to achieve success in the escalating competition between the regions. Taking into account that local and regional authorities play the major role in the modernizational and developmental processes, the analyses and characteristics included in the article are concentrated on the diagnosis of the competence of public administration employers. The range of the above mentioned competence is the management of the local and regional development and the economy development based on the knowledge. Identification and description of the restrictions and barriers of innovation in the council and government administration were considered as well. The study is based on the results of the empirical research which aim was to recognize attitudes and actions of public administration in the Podkarpacie region, realized within the confines of the purposeful project of the Science and Informatics Ministry: "The Regional Strategy of Innovation of the Podkarpacie Province".
The aim of the study is to indicate the importance of rural areas in the system of inter-communal migrations in Poland. Internal migration in rural areas was analysed for the years 1995–2019, with particular focus on the state of migration registered in 2019. The study used basic indicators determining the intensity of migration, which made it possible to conclude that rural areas play an important role in the system of internal migration in Poland, contributing to the spatial redistribution of population. However, this influence varies due to the fact that, on the one hand, there is a strong influence of suburbanisation on migration processes in rural areas in suburban zones of large and medium-sized cities in Poland. On the other hand, migration outflows caused by an unfavourable socio-economic situation are visible in the case of external and inner peripheries.
The aim of the study is to examine the impact of the amendment to the Municipal Self-Government Act (hereinafter: MSGA; Journal of Laws 2018, item 994) on the implementation of participatory budgeting (PB) in 2019 and 2020 in Polish voivodship cities. Using the desk research method, 36 PB regulations and over 3.4 thousand projects were selected for implementation in 10 categories: 1) sports (investment and other), 2) leisure and recreation (investment and other), 3) construction or modernisation of sidewalks, 4) construction or modernisation of streets, 5) pedestrian walkways, 6) parking lots, 7) lighting, 8) city bicycles (bicycle infrastructure), 9) modernisation of buildings, and 10) other (e.g. educational, cultural, training). Detailed studies were carried on the influence of legislative changes on: 1) financial mechanisms; 2) principles and organisation of the budgeting process; 3) generic structure of projects; 4) participatory budgeting model. In order to verify the results obtained, changes in the PB regulations not resulting from the MSGA provisions were additionally analysed. It was shown that the amendment to the Act had a significant impact on the implementation of PB in all the analysed cities. The changes mainly concerned the financial and formal-organisational aspects of participatory budgeting process. The most crucial ones include: increase in the size of the overall subsidies (in 15 cities), modification of the distribution of the financial means (9), introduction of letters of support at the stage of project submission (7) and appeal procedure (9). Among the “non-statutory” activities, the abolition of age limits in the remaining 7 cities should be mentioned. These activities brought positive effects on the increase in turnout (15), the number of projects selected for implementation (12) and their average value (13). On the other hand, the changes in MSGA did not affect the generic structure of the projects (in both years, in 10 cities the category “leisure and recreation” prevailed, and 1149 projects from this category were selected for implementation). The final unification of the PB implementation model in Polish voivodship cities has been completed. Finally, three modes of PB implementation according to the new rules were indicated: financial, procedural and combined.
Changes caused by transformation of political system such as comeback of ground rental and other market factors caused some changes in socio-spatial structure in Eastern Europe cities. One of them was segregation, which means increase of differences between social status of dwellers of particulars zones and quarters. These changes occur mostly in Eastern European greatest cities. Meanwhile socio-spatial structure of industrial "dependent cities" is less crystallized. Changes in these cities are still in initial phase. In four concentric spatial zones of the city social status of dwellers is similar. Meanwhile at the level of settlements there is clear, although weak statistical connection, which reveals some degree of socio-spatial differentiation. Social status of dwellers in eastern part of the city, especially in the Widzew quarter is higher, than in the other parts of Lodz. But in general differences of social status of particular spatial units are small, what corroborates basic hypothesis about weak differentiation of socio-spatial structure of lodz. It means, that processes of segregation and polarization are at the very beginning phase. For now, its negative consequences of globalization which occur in Western metropolises such as ethnic ghettos and “dualization" of city are no threat for lodz, but, on the other hand, this result reveals small dynamics of development of the city. There are some negative effects of transformation process, such as decrease of social status of dwellers of standard housing units. On the other hand, there is no concentration of the poorest people in particular parts of the city, and existing enclaves of poverty are the margin of urban space; however, this margin is growing. Also people of the highest status don`t live in particular parts of the city and there are very few settlements of the very high standard. There are some enclaves of such houses, which don`t cause the clear increase of standard in broader units. Trend of increase of social status of dwellers in the Eastern parts of lodz may be the response to the expectations for very far future perspectives of common Warsaw lodz metropolis. Basic hypothesis, verified during the research, claimed, that socio-spatial structure of lodz is differentiated in small degree. Survey was run at the turn of 2001 and 2002 on the sample of 797 dwellers. Method of selection caused, that demographic structure of sample in particular zones, quarters and smaller settlements was the same, as in population. We analyzed three attributive variables: character of employment, level of education and financial standard, measured with number and quality if durables. These variables were the basis for indicator of social status.
The purpose of this paper is to discuss cyberspatial visibility of Polish cities and their connections. The visibility of cities is determined based on the results obtained by Googling phrases connected with cities. The connections in cyberspace are approximated using the analysis of co-occurrence of terms (shared presence) connected with pairs of cities. On the basis of the research, it can be stated that the position and the connections between the cities in cyberspace are closely related to those found in the real world. The research indicates that the information analysis of Web resources can be applied to determine the significance of cities and connections between them.
The author of the paper describes the process and conceptions of regional development which have been used in the past 40 years of the economic transformation in the Ruhr Region in Germany. The article describes the socio-economic situation and explains the need for transformation in the region. It also presents a wide range of possible solutions for restructured mining regions and discusses the effects of implementation of the development methods used in the Ruhr Region. Finally, it describes the main points of the current strategy of development for the Ruhr Region. The data presented in the paper have been collected and developed thanks to a scholarship at the University of Duisburg-Essen, financed by The Foundation of Polish-German Cooperation.
This paper is a comparative study of main social theories of urban development in the last fifty tears. The author presents various approaches and social theories from across the world. He divides the after-war period into three phases according to the profound social changes. the first one covers the years of ending the post-war reconstruction of economy, infrastructure and cities damaged by the war. the second phase includes "the golden years" between approximately 1955 and 1975, when the formation of different types of welfare state, but mainly the urban population growth, suburbanization and metropolization processes and improvement of living conditions and urbanities took place. the third phase, covering the years between 1975 and 2000, is marked by the first signs of the decline of the welfare state accompanied by deepening social inequalities increasing urban poverty, marginalization of some groups of the population, political radicalization and urban conflicts as well as by urban and regional polarization.
The tourism sector plays an important role in regional economies. Its growth could become a driver of socio-economic development of different areas in Poland. The increasing number of visiting tourists has a positive impact on the labour market, and it stimulates entrepreneurship in other regions’ service sectors. Even though some Polish regions have great potential, there persist some substantial barriers to development of tourism: poor state of technical infrastructure, especially transport, significant dispersion of the sector, lack of tourism products, and poor promotion. As no separate policy dedicated to tourism is provided at the European Union level, the development of this sector can be financed from cohesion policy funds. The paper focuses on the use of EU funds for the development of tourism in the Warmia-Mazury region. The results of the analysis show a positive – albeit limited – impact of implemented projects on tourist attractiveness and on competitiveness of tourism sector firms. The effectiveness of the projects is limited due to low interest in cooperation in creating tourism products and to over-investment effects in some projects.
The article presents an overview of opinions on climate change and the ways of adapting to it held by representatives of Polish local authorities (political leaders and local administration representatives) in a recently conducted survey. The author briefly describes the institutional context in which the new field of local policy has emerged and local adaptation strategies are established. The empirical analyses, based on survey data, demonstrate that local authorities in many municipalities remain relatively sceptical about the human impact on climate change: 32% feel convinced by the existing evidence. The analyses also demonstrate that there is a relationship between attitudes of local authorities towards climate change and the population size of the municipalities, as well as its previous exposure to extreme weather events. The results suggest that local adaptation policies have more chance of being developed in municipalities with specialized environmental administration.
The results of this study substantiate and compare the trends observed in the global labour market and the corresponding trends in the Ukrainian labour market in 2017–2022. With regard to the annual trend specification, this study has established the extent to which the Ukrainian labour market participants focus on the key areas of its development and has identified the problematic aspects that hinder the socio-economic recovery of the country. These findings have important implications for substantiating the course for the strategic development of the Ukrainian labour market, which should form the base for enhancing both life quality for the population and the socio-economic growth of the country.
The main aim of the article is to test Richard Butler’s model of tourist destination lifecycle in relation to Benidorm – one of the most important Spanish seaside resorts. Benidorm is an example of extreme changes in the landscape caused by a large number of skyscrapers. The analysis of Benidorm’s history from 14th to 16th century and its photographs allowed us to identify phases of this resort’s cycle. Supply and demanded features, infrastructure, the degree of landscape change and management priorities were also taken into consideration. Particular attention was paid to the reorientation stage. Using statistical data, the authors verified how effective the reorientation of Benidorm’s tourism economy was. Moreover, in order to show a wide background of the issues discussed, the main characteristics of development stages of mass tourism were presented (based on ten examples of second generation seaside resorts).
The effectiveness of the measures implemented under the EU cohesion policy has become a significant issue. The relevance of the topic is undeniable, given the ongoing discussion of the results of public interventions conducted at the EU level, and the resulting concept of an integrated approach used to study the effects of actions undertaken within the cohesion policy. Based on various studies conducted to date, the authors argue that the effectiveness of the funds allocated in Polish regions could be greater if we focused more on complementarity of the undertaken actions. The paper concentrates on issues related to complementarity between programmes and projects implemented under the EU Cohesion Policy in Polish regions. A case study of a Polish region – namely, Łódzkie – shows that the adopted methods and tools, intended to ensure complementarity, do not work in a proper way. The results suggest the existence of severe restrictions of assessing the actual scope of complementarity and the resulting synergy effects. As both analyses of documentation and in-depth participant interviews indicate that the concept of complementarity in the projects is misunderstood or deliberately distorted (so that the highest score during the application stage can be obtained), it can be stated that the scale of complementarity is far from satisfactory. Based on their research, the authors make conclusions and recommendations regarding the solutions that should be taken into account in order to improve the implementation of the complementarity concept in the next financial perspective for the years 2014–2020.
The paper analyzes the functional aspect of metropolitan processes in one of the most densely populated areas in Poland. The purpose of the article is to study metropolitan functions, as well as to analyze the intrinsic structure of the Upper-Silesian Metropolitan Area, which used to be an industrial conurbation that evolved into a polycentric settlement arrangement. The analysis is based on selected qualitative features of international and domestic standings, and uses the centrality indicator. The selected functional metropolitan area is formed by 15 municipalities, including 13 towns with county rights, and is inhabited by 1.9 million people. The functions are dispersed in different towns and seem polarized. The metropolitan centre of utmost importance and holding well-developed metropolitan functions is the city of Katowice, whereas Gliwice and Chorzow are first-class auxiliary centres. The remaining towns are centres of developing metropolitan functions.
