Polish farmers, including rural pensioners, make up a social group which is difficult to define. It is a diversified population, dominated (in numbers) by ‘quasi-farmers’ – those who run small subsistence farms and do not sell their products in the market. This category has many negative, economic, social and psychological features. In their political choices, farmers often choose to support populist agrarian parties. The author, referring to her earlier concept of ‘blocking development’ and ‘moderating changes’, describes the political mechanisms of slowing down the reforms, triggered by a broadly understood community of Polish farmers.

The authors have determined that the healthcare system is on the verge of collapse, as it is unable to meet the population’s growing needs for medical care. An analysis of demographic situation and health indices of the adult population in the north-eastern region of Ukraine (based on the example of the Sumy region) was carried out. The study confirms the number of deaths caused by COVID-19, the growth of new cases of coronavirus, and the excessive burden on primary care physicians and infectious disease specialists. It has been determined that the negative state of the domestic healthcare system is due to the shortcomings of public administration and organisation of this system in terms of COVID-19. One of the most important priorities of public policy should be to preserve and strengthen the health of the population, the development of intersectoral cooperation on the principle of ‘healthcare – in all state policies’, and the priority of the nation itself, i.e. the formation of healthy behaviour.
The article presents the context of formation of the European Union Emission Trading Scheme (EU ETS), and describes the mechanisms of its functioning in the past years, nowadays and in the future (in the period defined in directive 2009/29/WE). The author focuses on economy phenomena that have impact on effectiveness of emissions trading and tries to answer the question if this system has the ability to adjust to changes that affect the global market. Special emphasis has been laid on the difficult situation of Poland, as its national economy is not very innovative and requires huge investment expenditure, especially because of its energetic system that is based on coal in 93%. The article calls into question the effectiveness of the emissions trading program that has been designed in the times of good global economic situation and which, in fact, in the face of global crisis seems to cause only economic losses to the countries involved therein, without achieving intended ecological objectives.
The article is based on a systematic review of the scientific literature addressing the phenomenon of corruption in Poland’s local governments after 1989. It covers the leading scientific disciplines dealing with this issue and discusses the sources of research data, the diversity of research problems within the respective disciplines and their major conclusions. The article concludes with a recommendation of more robust interdisciplinarity and conducting research on both bottom-up anticorruption mechanisms and political repercussions of local government corruption.
For more than 20 years, social capital has been gaining popularity both among researchers and policy makers. However, this theory has just reached its maturity. The paper presents classical and critical approaches to the concept. Main aspects and types of social capital are distinguished, followed by a description of the most relevant model for empirical research. Finally, the most important research fields are discussed, including mechanisms explaining the influence of social capital on other social, political and economical phenomena.
The reform of the EU cohesion policy for the period 2007–2013 resulted with policy adjustments in member states. The changes, as showed by the analysis for EU 15, new member states (with particular attention given to Poland) and Norway – take various forms, depending on specific local factors. Some of discussed reforms seem to be the consequence of changing the paradigm of development. The authors offer a review of the most important issues and define the subjects requiring further studies.
The article explores resilience of the Czech NUTS3-level regions to an external economic shock in the form of the latest global economic crisis of 2008-2009. It begins with a brief introduction of the concept of resilience and of terminological and methodological issues associated with operationalizing it. Next, regional resistance to the external economic shock is assessed using sensitivity indices of relative output and employment contractions. Finally, the nature and severity of the shock as well as regional disparities in recoverability are investigated using employment data.
Tourism can cause changes in various areas of life of receptive societies. Each of them can be of functional or dysfunctional character. A lot depends on the type of tourism and the visited society itself. Tourism is seen as a vital development factor in the Podhale region. It is therefore crucial to know what the local people think about tourism. Their negative attitude to this particular sector of the economy can hinder or limit its development.
The article presents a comparison of the dynamic for the increase in the number of enterprises as set against the population of working age in the private sector in the years 2001–2004 (the immediate pre-accession period) and 2004–2007 (the immediate post-accession period). The study was conducted with regard had to the main sectors of economic activity (agriculture, industry, lower-order services and higher-order services), as well as the functional diversity of gminas (urban and suburban categories, transportation corridors, tourism, etc. – in total 16 categories). The research points to decline, inertia, spatial polarization and a mosaic like spatial structure to the dynamic for the development of private enterprises.
The risk and the threats of modern world became the problem of day-to-day life of millions of people. They are tightly linked to different dimensions of globalization. In the sphere of nature we have greenhouse effect together with its all real and assumed consequences. In the economic dimension we have financial flows causing the threats to the stability of international economy, in technological dimension there is oversensitivity for terrorist attacks or simple breakdown of the computer systems. The political dimension brings the threats of war and terrorism. Number of these threats is related to spatial economy. These specific types of risk are discussed in this article.
The turn of the eighties and nineties was a particular moment for the natural environment in Poland. Two important factors occurred at that time. First was the post-communist transformation of the country, which affected all spheres of socio-economic life in Poland. On the other hand, new ideas of sustainable development taking into account both quality of human life and quality of natural environment have been spreading all around the world. Changes in the system of environmental protection in Poland which occurred after the year 1989, took into consideration the consequences of both processes. It seems therefore interesting to find out how the new instruments worked and what effects they have brought to Poland in the nineties. This article describes the changes in the quality of different components of natural environment in the areas of environmental risk in Poland between 1982 and 2000. Using the results and methodology of Rolewicz and Kassenberg (1985), the situation in 27 such areas was analyzed.
The paper analyzes the sources of economic growth in the regions of Central and Eastern European countries (CEEC) using a multi-dimensional approach that takes into account: a) disaggregation of the economic structure; b) the international and national contexts of regional development processes; and c) the main types of regions. The results corroborate the validity of such an approach, showing the interrelationships between the development dynamics of individual regions and the structural changes that are difficult or impossible to identify using an analysis of aggregated values. In particular, the analyses conducted as part of the study help identify the key constituents of metropolization processes taking place in the regions of major city centres, the progress of reindustrialisation processes occurring in transitional regions, and the mechanisms underpinning development of peripheral regions. Based on these differences, the author formulates some general recommendations for policies implemented in these types of regions.
The transformation of the German economy, which has been in progress for the last twenty years, determines the changes of the labour market. Since the reuni?cation in 1989, a major increase in atypical forms of employment has been observed as a result of deregulation processes of the labour market. The aim of this paper is to present the spectrum of problems regarding the diverse development of these forms in the eastern and western parts of the Federal Republic of Germany, with particular focus on the different situation of men and women. The author assumes that in order for non-standard forms of employment to ?ourish, the employment of women has to be considerable. The differences appearing in both parts of Germany are caused not only by economic factors, but also to a high degree by social and institutional ones.
The article gives the description and analysis of regional ownership changes in Poland at the end of 2004 with close attention to the privatization process. The research proves that in both dimensions - the whole-Poland and regional there have not been noticed any dominant privatization methods, though in particular voivodships there are some differences concerning their usage frequency mostly determined by the number and profile of state enterprises from particular voivodships. The privatization analysis in a regional aspect reveals an area differentiation of the process advancement.
The scale and structure of EU funds are one of the key determinants of Cohesion Policy impacts on socio-economic regional development, along with the magnitude of the Keynesian multiplier mechanism, spill-over elasticities, initial stocks of infrastructure, or human and physical capital. The aim of the paper is to analyze how changes in forecasts of Cohesion Policy public financial resources (available in NDPs & NSRFs) affect a counterfactual analysis of the Cohesion Policy impacts on the Polish NUTS-2 regional economies. On the basis of the financial data from the Polish Ministry of Infrastructure and Development which were made available in the years 2008?2013, simulations were carried out for the period 2004?2020 using 16 macroeconomic HERMIN models for the Polish regions. The results show that yearly forecast errors of the EU funds at the regional level account for up to 229%, and the forecast errors of allocations of the EU funds amount even to 32%. The inaccuracy of the forecasts of the EU payments and their volatility considerably distort the results of macroeconomic research of the Cohesion Policy impacts on development processes – even by 88% in the case of the yearly results, and by 49% in the case of cumulative results.
The paper is devoted to analysis of the changes of Cohesion policy (more broadly: development policy) in the period 2014?2020. The author analyzes key documents influencing final solutions for that period. On top of that, he analyzes phenomena that can hamper changes, in particular, indecisiveness and leniency of managing services, tolerating negative phenomena like goal substitution and other manoeuvres leading to money spending instead of goal attainment. The author also considers why and to what extent the analyzed hazards may reduce the revolutionary character of long expected reforms.
The present article aims to determine which factors contributed most to a differentiation of productivity levels of Polish voivodeships in the years 1998-2008. The author applied a non-parametric DEA method (Data Envelopment Analysis) and the Malmquist productivity index. The use of the latter allowed the author to distinguish three components of changes in productivity: changes in relative efficiency, technological progress and accumulation of real capital. As a result, sources of changes of productivity in the studied time period were found and recommendations for regional policies were formulated.
The purpose of this article is to analyse opinions and attitudes of inhabitants of a Silesian town of Tychy toward the civil society and local democracy. Basing on sociological research done in the spring 2003 and reinterpretation of sociological research of the town, the article shows an activity related to and awareness of these issues among the local community in times of democracy and free market economy. The example of Tychy is specific because during the socialist period sociologists emphasised the fact that it was a socialist town. After political transition, scientists and researchers have pointed that urban community has a disintegrated character and that social bonds must be created in order to cope with regional development. The present article is especially focused on changes which have taken place over the past few years in Tychy.
The aim of this work is to analyze urban development of Mexico City in its broader, macro-regional context which also describes the term megalopolis, and in its narrower, metropolitan sense. Without attempting to reach premature conclusions, we can say that a metropolis like Mexico City is exposed to processes typical of such cities: more and more extensive land use, changes in economic, social and demographic structures, etc. What is more, like other emerging or accelerating processes, also globalization had an important impact on cities, resulting in both positive and negative changes. This work is an attempt to identify and, if possible, to analyze some of these changes in Mexico City.
The paper examines whether EU funds may encourage local and regional development in the Lubelskie voivodship. The authors compare the actual structure of support in 2007?2013 with the necessary conditions of a positive and sustainable result of financial assistance found in the literature. In addition, six case studies were carried out to explore the mechanisms of support at the local level. The analysis shows the dominance of infrastructure spending and support for rural areas. Low expenditure on economic and knowledge capital is accompanied by virtually no support for social capital and administration quality improvement. Funds at the local level are often used purely as social aid. The observed ways of spending the funds may lead to petrifaction of an unfavourable regional economic structure, and do not ensure growth of production factors productivity
The article presents selected results of studies presented in the Report of the State and Conditions of Planning Works as at the End of 2006. The report was prepared in the Institute of Geography and Spatial Organization, Polish Academy of Sciences, for the Ministry of Construction in autumn 2007. In this article attention is focused on the analysis of the Local Development Spatial Plans coverage and agricultural land changes in 2004–2006. In the studies, delimitation and classification based on the administrative-settlement structure, routes of the transport corridors and land use kind and intensity were taken into consideration.
This paper is based on data collected during a study (questionnaire survey and in-depth interviews) conducted in selected Polish gminas and focused on selected road corridors. On this basis, social perception of the accessibility of selected services is assessed as well as changes in frequency of road use, quality of life, and road safety. In the case of three road corridors (highways A1 and A4; express road S8), changes in accessibility have occurred as a result of road investments.
The paper discusses the development of gated and guarded housing estates in the Polish capital city of Warsaw. It contains a presentation of recent empirical findings based on a series of field research carried out since the 1990s in the city with a special focus on its largest residential district of Ursynów. Detailed mappings of the researched housing estates are included, which evidence their rapid spread in the district. An attempt at classifying the housing estates according to different clusters of their physical design is made. A functional analysis of their physical features is carried out against the background of a global discourse of in/security which is presumed to play a major role in the development of contemporary cities. However, several local factors, which have a bearing on gating the city of Warsaw, are also reflected upon.
The notion of replacement migration is frequently used in the recent literature on migration policy and demographic forecasts. Such migration streams could theoretically compensate for the natural decrease and population ageing, as observed in most of developed countries today. In the long run, however, international migration can only slow down, rather than reverse these processes. The situation of Poland in this respect is specific, as its migration balance will most likely remain negative until around the year 2020. Nevertheless, the population outflow abroad could to some extent be matched by the population inflow. This would require, among other conditions, a reformulation of Poland`s migration policy an increase of provisions for legal, selective immigration.
The article addresses the nature of offshoring, a phenomenon which names the migration of jobs, but not the people who perform them, from rich countries to the poor ones. Due to fast development of technology, information flow around the globe is getting cheaper and easier. Thus, the group of tradable goods and services is constantly growing. This change will become as meaningful in its consequences as two Industrial Revolutions. The development of offshoring will become a massive challenge bringing wrenching social changes. Moreover, rich countries will have to modify their systems of education or social security net in order to adjust. themselves to new reality, and they have not done much yet. The conclusion presents the possible directions of these changes.
Due to a dynamic increase of the number of tourists, to demand and supply changes, or – in short – to changes of paradigm, tourism has been recently considered as an important factor of regional development. Countries and regions attempt to encourage tourism development with modern planning. An overview of selected planning documents, mostly regional, leads to the conclusion that in spite of a declarative adoption of the new paradigm on the strategic level, the operational level is still dominated by the old approach, based on a number of myths. These myths should be considered main obstacles in tourism development in Poland.
The paper aims to show the relationship between changes in the number of the unemployed in the six largest cities in Poland and the corresponding suburban and peripheral areas. The performed analyses use VAR models. The results indicate that the number of the unemployed is the most flexible in cities, and the smallest in peripheral areas. Long-term relationships in unemployment occurred only between some cities and their suburbs. Stronger short-term relationships were found between cities and their suburbs, but the results varied depending on the city.
According to its development strategy and currently defined physical planning policy Warsaw should become the European metropolis, with a good quality of life, high culture, a durable physical order and public areas of high standard. These are the goals of the municipal authorities, but a short walk through the downtown shows that they are far from being reached. The obvious way for Warsaw to meet the ambitions of its authorities is through physical planning – transparent, with a high level of a public participation. That is – completely different from how it is now, what can be confirmed by some spectacular examples. If bad governance will be continued, Warsaw may soon become closer to the cities of the Third World, than to the European metropolis.
Knowledge based economy, new economy. In context of changes we can observe that in last years in world economy these ideas are starting to have completely new meaning. Nowadays, it is the knowledge as the fourth factor of production, that is the most important source of creating the economic development in the highly developed states. Researches done in this paper proved that the Polish expenditures on research and development in years 1994-2003 were on the much lower level, than in many other European countries. Furthermore, their structure is not adequate to the needs of modern economy based on knowledge.
The development of Lithuania was deeply affected by the recent world economic crisis, which had a negative impact on most countries in Europe. However, the degree of impact was quite differentiated spatially, and various localities suffered from the crisis unevenly. The economic sectors that suffered the most in Lithuania, were concentrated in metropolitan areas, so the crisis damaged urban economy most seriously. How the economy of the capital city was affected at this time is a central question for researchers. Different areas and sectors of the urban economy were affected differently, so the impact on urban space was fragmented. Our analysis is mainly seeking to understand changes in the construction sector and housing market. The paper also tries to reveal the main features of the development of the whole Vilnius urban region, which occupies much wider territories than the city municipality. The capability to withstand economic threats depends both on urban economy and on the situation in the surrounding region or hinterland of the city. The process of the transformation of rural areas into urban regions is constantly taking place and in the case of metropolitan regions, it depends on the situation in the urban, country, and global economies. The rise of discussion about possible paths of prospective development of the Vilnius city region is also among the tasks of this paper.
Territorial entitles and thus has influenced relations between them. In particular, these changes influenced the relations between the metropolis and its hinterland. Contemporary metropolis became a concentration of innovative activities that led to development of flows within world cities network. As a result its ties with regional surrounding, that offers mainly "simple" resources, has became relatively weaker. The article demonstrates these new processes by the empirical research of three Polish metropolises: Warsaw, Poznan and so called Triple-city (Gdansk-Gdynia-Sopot).
Financial independence is considered to be a crucial instrument of self-governance. This issue is treated in a dynamic and structural approach. The aim of the research was the evaluation of the level of changes in local government units` financial independence. The highest level of independence is found in the cities with poviat rights, whereas the lowest is found in self-governing voivodeships and in poviats. In the communes, the level is average, but there are big differences between them in this aspect. The urban communes and those situated near big cities have a much higher level of financial independence than rural communes, situated far away from major cities.
The article presents 4 capital model as an evaluation method of the region development strategy implementation as well as strategy document analysis. The introduction provides definition of these types of capitals that might be adapted to analysis of sustainable development. Than the authors describes a result of exercise conducted together with representatives of self-government authorities consists of impact assessment of the strategy implementation in the context of selected forms of capital. The results were confronted with opinions of local self-governments authorities as well as small and medium size enterprises. These breakdown enabled authors to indicate weakness of the strategy and potentials trade-offs between different types of capital. As the final result recommendations regarding the updating processes of the strategy were formulated.
The author of this essay argues that, in a longer time perspective, four major processes have been taking place in the countryside and changing its character in Polish as well as in other countries in Western and Central Europe: de-ruralization, de-agrarianization, development of a new model of agriculture (peasantization/ de-peasantization) and re-stratification. These processes are affecting 1) the place of the countryside in society, 2) the place of agriculture in society and in national economy, 3) the structure of the countryside as a social subsystem. These changes have been taking place throughout the last two decades, albeit with different speed in different time periods. Three of them, de-ruralization, de-agrarianization and re-stratification, are continuations of processes which took place before 1989. Their dynamics does not differ from that in Western and Central-Eastern Europe. The fourth, more original process can also be detected in the development of a new agrarian model: the adjustment of the post-communist structure of agricultural production to the market economy.

Article assesses the administrative capacity of the regional institutions in Poland for implementation of the Integrated Regional Development Operational Programme 2004-2006. Organizational works has been delayed, mainly because of slowing down of the negotiation between Poland and European Commission, lack of required legislative framework and postponement of decisions on central government level. Author presents recommendations for improvement of pace and quality of administrative works in Polish regions. The main conclusion is also importance for general rebuilding of administrative regional framework for future implementation of European funds after 2006. The basic directions for this reform are recommended.
The article considers the peculiarities of local government reform based on the examples of Ukraine, Poland, and Latvia. It is substantiated that the Ukrainian vector of European integration requires the implementation of the principles of deconcentration, decentralisation, and subsidiarity in the local governance systems. It is indicated that regional disproportions in the development of the territory of Ukraine, the inability to implement the reform on the ground in specific administrative-territorial units, the spread of corruption schemes – all these are the consequences of an ineffective model of local self-government and public administration of regional development, inherited from the Soviet system, which requires fundamental changes. Broad powers for sub-regional units characterise the Polish model of the administrative-territorial structure. However, this model is underpinned by a high level of political activity and community self-awareness. The Latvian experience of decentralisation of power emphasises the basic principle of success: the volunteer approach to the reform’s implementation. In conclusion, it is proved that for the successful implementation of the Ukrainian local self-government reform, the following factors are necessary: firstly, the victory of Ukrainian armed forces against the military aggression of Russia; secondly, the elaboration of a legal framework for the development of local self-government and the support of society; thirdly, qualified personnel capable of continuing the implementation of the local self-government reform.
The article presents the analysis of spatial planning process in communities at the end of 2004, based on information by Ministry of Transport and Construction and Central Statistical Office survey. Briefly discussed are the most important indicators reflecting the advancement of planning works. As a result of the research carried out, the practical conclusions for the regional politics were formulated. The research helped to identify and judge the state of the preparation of planning works in relation to the forming of spatial structure in the country. The analysis shows that the state of the planning works in the municipalities especially in relation to local plans, is unsatisfactory especially in urban areas. The planning predictions, contained in Priorities and Conditions… should be also critically judged. They are unrealistic, inconsistent with the real socio-economic situation. In the future it is necessary to develop a detailed monitoring system for the spatial planning on a regional, sub-regional and local scale.
To assess the development level of Polish regions, it is necessary to observe changes in the country taking into account its sustainable development. Differences between regions are due mainly to their nature, their social, economic and institutional conditions and their political functions. The character of a region has a strong impact on the direction and the pace of development of individual spheres of sustainable order. Research shows that regions with big urban areas have much higher economic and social points than non-industrialised areas. However, agricultural and tourist regions deal with environment problems better. That is why all actions concerning region development and meant to decrease disproportions have to depend on the type of region. The taxonomical analysis can be a base for further research.
Many people wonder how suburban shopping centres and hypermarkets emerged and what are the economic foundations of their dynamic development in the last decade. The answer to the question is not impossible, although hard. It is based on the presumption that the expansion of this form of distribution may result from changes in the transport system, which additionally have a rather weak economic basis.
The paper presents the principles regarding the protection and shaping of rural settlement landscape, drawn up on the basis of literature analyses. The authors confront the principles with the provisions of local planning documentation and the actual changes in the commune that have taken place since the plan was adopted. Finally, the authors determine the degree of implementation of the provisions. They identify some irregularities and shortcomings in the provisions and some differences between the provisions and actual spatial development. They also indicate the main directions of changes of local spatial policy.
The military aggression of the Russian Federation against Ukraine, which started in 2014 and came to another active phase in February 2022, may change Ukraine’s foreign trade in terms of both its geography and product structure. The regions of Ukraine will not only have to recover from the consequences of destruction, but also to seek new directions of foreign economic activity and build connections with reliable partners such as the European Union and the United States. The paper presents an analysis of changes in the foreign trade of Ukraine and its regions since 2014 and examines shifts in trade flows in the direction of Western leaders of global trade. The case of Georgia, another target of Russian military intervention, in the reorientation of its trade flows, is also considered.
The suburban zone of Wroclaw is characterised by dynamic population changes and increased construction traffic. However, the pace of the changes taking place is not fully reflected in official population statistics, based on registration data, presenting a much lower population than actually resides in the suburban municipalities. The purpose of the article is to estimate the actual population of the Wroclaw suburban zone for data from 2012/13 and 2020, and to show the degree of the differentiation of the population transition taking place in individual reference units. The estimation of the population size was made on the basis of the author’s method, based on the aggregation and comparison of statistical data on registrations from the register of the General Electronic System of Population Registration (PESEL) and vector spatial data from the Database of Topographic Objects (BDOT10k). From 2012/13 to 2020, the population of suburban zone of Wrocław almost doubled compared to official statistics data. The highest level of the underestimation of the actual population was observed in villages located near main communication routes and in the closet vicinity to Wrocław city. Those are places where the suburbanistion processes were observed the earliest.
Nowadays, the development of local communities is hindered by crises, external shocks, and disturbance. Under such circumstances, an important characteristic is their resilience, i.e. the ability to withstand negative external influences and ensure further growth. Border communities are particularly sensitive to external stresses stemming from geopolitical and economic changes. The article aims to identify key determinants and indicators of territorial community resilience in the EU-Ukraine cross-border area. The methodological foundations of the research comprise the main provision of economic theory, regional development, and spatial economy theory, etc. The methods of comparative, economic, and statistical analysis are used in the study of various dimensions of community resilience. The main results of the study of the peculiarities of socioeconomic development of Ukraine’s border communities and existing opportunities for the use of instruments of cross-border cooperation derive from a sociological survey based on the expert opinion method.
The article presents a synthetic assessment of the diversity of the housing situation in Polish communes in the context of ongoing demographic changes. In addition, it presents an original method of typological research combining measures of the housing and demographic situation for all 2,477 communes in Poland as at the end of 2021. The scope of the study covered the years 2011–2021. The article identified that both functional urban areas and coastal municipalities have their own specificity in terms of housing and demographic situation, to a lesser extent this phenomenon affects mountain municipalities. It was also pointed out that the lack of a place-based policy in the National Housing Program makes it difficult to shape the national housing policy in a manner adapted to local and regional conditions.
It is expected that people from all over the world will visit Ukraine after its victory in the war against Russian aggression, turning Ukraine into a world-popular tourist destination. Hence, Ukrainian egislation on tourism must be improved in the post-war period. The authors analysed the current legislation on tourism in Ukraine and identified major problems that must be addressed systematically and those that should be settled in the post-war period in view of the post-war humanitarian, socio-economic, institutional, and cultural challenges. In this context, the authors proposed a set of changes to improve Ukraine’s legislation on tourism on the national and institutional levels. Such changes should positively impact other socio-economic processes of reconstruction in post-war Ukraine.
The war initiated by the Russian Federation against Ukraine in 2022 can be seen as a drastic shock event with unpredictable long-term socio-political consequences at the national, regional and global levels. This study aims to identify the impact of war-related disturbances on the dynamics of social cleavages in Ukraine, in particular the possibility of deepening or diminishing such cleavages or promoting the occurrence of new ones. For decades, the internal partition of Ukraine into East and West has been attributed to national self-identification, linguistic and religious peculiarities and the geopolitical preferences of residents of different regions. Shortly before and after the outbreak of the Russian invasion, fundamental changes in Ukrainian society and domestic politics became evident, some of which can be interpreted as signs of the mitigation of social cleavages. Our findings revealed at least two significant shifts in these ‘old’, traditional cleavages: one occurred after the Revolution of Dignity and the annexation of Crimea by Russia in 2014, and the second one is emerging now, due to the full-scale war on Ukrainian territory against the Ukrainian people. More broadly, this research aims to assess the resilience of social cleavages in the face of a shock event.
This paper addresses the changes in the demographic development of Ukraine in the last 125 years in quantitative parameters of demographic sustainability: alterations in population size, its gender and age structure, and natural and migration movement. Demographic sustainability is considered to be the capacity of a country’s or a region’s demography to preserve a consistent population size with optimal proportions between its age categories. Eight historical-demographic stages related to specific military-political and socio-economic events are outlined and analysed. Demographic catastrophes and crises in Ukraine were directly related to the aggression of totalitarian regimes. They occurred at the initial stages of demographic transition, so Ukraine was capable of restoring the population size, albeit with deeply disturbed demographic structures. The large-scale Russian invasion of Ukraine increases the risk of the occurrence of a modern demographic catastrophe. Nowadays, the demographic sustainability of Ukraine cannot be achieved autonomously without the positive impact of external factors – the respective governmental demographic and socio-economic policies.
Human capital stock affects economic growth by raising the productivity of labour in a given area or by enhancing the ability of the regional economy to create and absorb innovations. From the perspective of an academic city, this process can be reinforced by attracting students and researchers to study and work at the local universities. To do this successfully, the city needs not only high quality academic institutions but also a wider labour market for educated individuals and, more generally, the ability to attract the creative class to settle down. The article provides a comparative analysis of the capacity of the largest Polish cities to attract and absorb human capital. The research is based on a unique dataset coming from the nasza-klasa.pl website (which allows users to contact their former classmates). The research concludes with the typology of Polish cities with respect to benefits from performing the academic function.
The aim of the research was to evaluate disproportions in Polish local governments’ income and their connection with the level of economic development of voivodeships. The basis of this evaluation was an analysis including the income of governments at a voivodeship, district and commune levels in 16 voivodeships in the years 2002–2006. In the initial stage of the research, a hypothesis was made that in the voivodeships that are at a higher level of economic development the income of local governments is also higher. The changes in law introduced on l January 2004 caused an increase of local governments’ income. The income increased at the fastest pace in the most developed regions, thus contributing to the deepening of development disproportions between voivodeships in Poland. These differences were only partially decreased by subventions from the state budget.
In Western Europe, the model of local government has been changing in the previous decades: from a council-committee model to more executive-oriented ones, like the parliamentary and the presidential models. Political leadership lies at the heart of many of the recent institutional reforms of local government. An explicit aim of these reforms has been to strengthen the executive power, and to provide strong, visible and effective leadership. For example, the position of the mayor in Britain and Germany and of the board in the Netherlands has changed. The direct election of mayors is one of the ways to strengthen the political executive. Not all countries are undergoing such kind of transformation. In some of them, changes have been restricted to few municipalities. Others have been relatively immune to this international trend towards institutional reforms.
The paper proposes a model in which centre-periphery relations defined at a high level of generality (from the global level down to regional structures) can be analysed from a perspective of a number of disciplines, including political science (e.g. Rokkan’s theory of peripheries and centre-periphery cleavages), sociology (e.g. Bourdieu’s theory of the forms of capital) and linguistics (discourse analysis including code switching and politeness theories). It focuses on the nature of the discourse of peripheral elites which, as it is argued, live in a two or more dimensional social space and communicate in at least two separate codes (particularly languages): peripheral and central. Using the above mentioned theoretical concepts, the paper offers an attempt at theorisation of the mechanism of mutual perception of the centre and the periphery.
The article addresses the structural–temporal changes in the characteristics of the labour market in the oblasts of the Carpathian region of Ukraine (Lvivska, Zakarpatska, Ivano-Frankivska and Chernivetska) due to the large-scale Russian military invasion of Ukraine. Regional, sectoral and market condition–related changes in the labour market and employment in the region during the war are identified. The article defines the threats to the functioning of the regional labour market, which are related to growing unemployment, increasing pressure on social infrastructure and the domestic labour market, reduction in human resources and the growing trend of relocation of business and skilled workers from the western oblasts of Ukraine to other countries. The policy for social-labour stabilisation of the oblasts in the Carpathian region of Ukraine in conditions of war and post-war recovery is substantiated.
The article presents the main topics of the European debate on the EU Cohesion Policy after 2013, i.e. a discussion of territorial cohesion, the new EU economic strategy 2010-2020, and the next EU financial perspective after 2013. The debate has been continuing in the shadow of the financial and economic crises (2008-2010) and the trouble in the Euro zone (2010), which were caused by continued structural differences between the Member States. The Cohesion Policy is too weak an instrument to solve these problems. The author’s analysis focuses on the main proposals of changes in the Cohesion Policy put forward during the debate, which were shaped mainly by political interests of the dominant actors, and based on experts’ opinions and scientific concepts. In the conclusion, the author presents some recommendations for future Cohesion Policies.
The main purpose of this paper is to present selected methods of spatial-economic research with a special focus on Michalski`s method. The enlargement of the European Union by new countries is an important opportunity to carry out comparative studies, making it possible to analyse and assess the competitiveness of regions as well as spatial and regional diversity of growth centres. The presented visualisation methods are the authors` modest contribution to literature on this subject. This contribution includes collecting domestic methods, their implementation in research and some modifications. The purpose of these methods was to examine spatial processes (in such areas as: economy, demography, agriculture, quality of life or building) in different spatial sections, in the years 1990–1992. There are many methods of examining similarity (dissimilarity) of regional structures. All of them fundamentally depend on the concept of structure. In this paper, two different approaches of this concept and the relevant measures shall be presented. Furthermore, various methods of visualisation of the obtained measures shall be presented.
The aim of the French territorial reform from December 2010 was to change the structure of the French local political and administrative system thanks to institutional solutions that would strengthen the biggest agglomerations and lead to their progressive metropolization. The announced changes were meant to adjust the model of territorial organization to the requirements of contemporary economy and to enhance national economic growth of the country in stagnation. The introduction in the law of metropolises as new local-government territorial units that took over the most important competences of municipalities and departments was meant as a “territorial revolution”. Unfortunately, it failed. Meanwhile, the regulations that would make it possible to create a rather loose form of interterritorial cooperation, a so-called Metropolitan Pole, that were inserted into the project at the last moment, gave results unexpected by the legislator. This situation shows the growing importance of flexible solutions regarding competences and territory, solutions that use multilevel governance as an effective tool for inter-territorial management in the situation of inertia of the classical territorial structure and obstacles to its reform.
The question as to whether Warsaw is becoming a Third World city may be regarded as a metaphorical question, which expresses concern about whether the changes being wrought now are moving in the right direction and how the city’s spatial values are adhered to. Shaped as a traditional city, Warsaw lay in ruins in consequence of World War II. Imposed on it was an order of a total character, which, in chosen places, gave rise to forms dominating over the city huge areas which might be described as having a blurring and diluting effect. In the years of transformation, the spatial values leading to the expected balanced development, whose result would be the order of freedom with due regard for the sprit of the place, were not reasserted, and were not incorporated in the public dimension.
The article deals with the evolution of the regional policy in the UK whose traditions in this respect are the richest among West European countries. Its genesis is linked with attempts to reduce unemployment in industrialised regions. It is commonly agreed that state interventionism in regional development began with the publication of the Special Areas Development and Improvement Act of 1934 which covered Wales, Scotland, Northern Ireland, and northern England. The article focuses on the assumptions behind the regional policy, its objectives, scope, instruments used, and institutions responsible for its implementation indicating changes made by subsequent Conservative and Labour governments. While the former restricted the scope and volume of support in aid of assisted areas, the latter did the opposite. The regional policy defined and modified by the European Community plays a significant role in determining its shape as much as deregulation, reinforcement of the regional tier itself, predominance of social matters over economic ones as well affective and selective nature of support.
For some time local governments and urban politics have been undergoing significant changes related to the change of the traditional welfare state model. These changes have concerned economic, political and management dimensions. While describing these processes numerous authors refer to the notion of New Public Management. This article discusses three theories which have been created to help in interpretation of on-going processes. New Political Culture theory by T.N. Clark stresses value and economic changes and underlines their implications for changes in styles of local politics. Local governance theory developed mostly by Peter John concentrates on shape of local government institutions. Another T.N. Clark’s theory of the “city as an entertainment machine” focuses on evolving mechanisms of local economic development and their impact on policies adopted by urban governments. The paper formulates questions and initial hypothesis about applicability of these concepts to Polish environment.

The notion of replacement migration is frequently used in recent literature on migration policy and demographic forecasts. Such migration streams could theoretically compensate for the natural decrease and population ageing, observed in most of developed countries. In the long run, however, international migration can only slow down, rather than reverse these processes. In this respect, the situation in Poland is unique as its migration balance will most likely remain negative until around 2020. Nevertheless, the population outflow abroad could to some extent be offset by the population inflow. This would require, among other conditions, a reformulation of Poland`s migration policy, with an increase of provisions enabling selective legal immigration, preventing at the same time the so-called irregular immigration. Such provisions are already being implemented in some EU countries (including Germany), and in the future will probably form the basis of EU migration policy.
The paper offers a comparison of changes which have been taking place in the eastern regions of Poland and Germany in the recent years. It sets out to identify the main problems of these areas and explain how they have affected economic development processes. The development trajectories of the eastern regions of Poland and Germany are discussed in the context of the reuni?cation and trans-formation processes, and are related to the policies implemented by the public authorities. In its conclusions, the study evaluates the relevance and scale of the problems affecting the eastern parts of Germany and Poland, among them the effectiveness of their regional policies.
The paper uses the advanced spatial shift-share method to examine the tendency of some occupational diseases to occur in particular regions and sectors of the economy. The analysis, conducted in the years 2003–2010, concerned groups of diseases, and was based on regional data on occupational disease incidence in Poland according to disease groups. The analyzed variables were relative increments (of rates of changes) of the number of diagnosed occupational diseases, whereas the reference variable was the share of the diagnosed occupational diseases (in particular regions and groups of diseases) in the general number of diagnosed occupational diseases in the country (regional weights). The results of that research were then used to compare classical and non-classical methods of shift-share analysis.
The article presents the course of the territorial and administrative changes ongoing in Warsaw from the inter-War period to the present day. It draws upon many documents and studies from the period during which the system by which the capital city was administered changed many times, with different innovative ideas being put forward very often. Although the present shape of Warsaw is still very much based upon that set out in the Act of 18 May 1990, every new Act relating to the administrative system of Warsaw has meant major changes for the way the city is administered and functions. The modifications and transformations in question are discussed in detail in the article, along with their consequences.

Monofunctional industrial towns, born during the socialist industrialization and dominated by big industrial plants, faced some important problems during Poland’s economic transformation. Due to changes in the Polish industrial sector, its previous role in the peripherally located towns needs to be redefined. Based on the example of two towns from the Podkarpackie voivodeship, the author analyzes different development concepts of former industry-based local economies, considering the notions of endogenous development and path dependence.
The aim of the paper is to analyze the level of economic development and its dynamics in the cities and towns in the eastern region between 1995 and 2015. The objects of the study were 54 cities and towns of the region. The source of the data for the analysis was the Local Data Bank of the Central Statistical Office. Taxonomic analysis, no-pattern method was used for the study. Ten variables were analyzed during the studied period. They were divided into those referring to budgets of municipalities/communes, national economy entities, and the labor market. As a result of the analysis, it was discovered that 50 cities and towns showed signs of development in the period. It was observed that the diversification of the level of economic development of cities and towns of the eastern region in the spatial layout did not decrease. It was also stated that the accession of Poland to the European Union had an impact on the growth of dynamics indexes of changes for the towns and cities.
This paper is a comparative study of main social theories of urban development in the last fifty tears. The author presents various approaches and social theories from across the world. He divides the after-war period into three phases according to the profound social changes. the first one covers the years of ending the post-war reconstruction of economy, infrastructure and cities damaged by the war. the second phase includes "the golden years" between approximately 1955 and 1975, when the formation of different types of welfare state, but mainly the urban population growth, suburbanization and metropolization processes and improvement of living conditions and urbanities took place. the third phase, covering the years between 1975 and 2000, is marked by the first signs of the decline of the welfare state accompanied by deepening social inequalities increasing urban poverty, marginalization of some groups of the population, political radicalization and urban conflicts as well as by urban and regional polarization.
The aim of the paper is to define and evaluate the level of local socio-economic development of largest cities in Poland, as well as the differences and disproportions which appeared between them in the years 2010-2012. The subject of the research were 30 cities in Poland whose population exceeded 120 thousand. These cities fulfil key roles in the country. A literature review and an empirical analysis were used as the base for this work. The data from the Local Data Bank (by CSO) were analyzed with the use of one of the taxonomic methods – the Hellwig development pattern method. Originally, 67 diagnostic variables were examined which, after verification, were cut down to 42 variables. Five groups of variables were distinguished: demographic figures, quality and availability of cultural and educational services, labour and social security conditions, housing conditions, and economic potential. Statistical description of the cities was prepared for all the groups of variables. The differences and disproportions between the cities were revealed. After reduction, 21 variables were used. Four groups of cities representing different levels of local development were distinguished. The results of the research allow for a comparative assessment of each city with reference to its characteristics. The research results showed substantial differences and disproportions in the level of local socio-economic development of the surveyed cities. The used method proved to be an adequate tool for local development analysis. The synthetic measures and indexes proved to be a useful tool of city management.
The article attempts to indicate the hypothetical spatial extent of the process of rural gentrification. To this end, using the extended case method, the author elaborates on the rural gentrification index that has been developed by describing demographic, social, economic, and spatial changes. This approach made it possible to identify areas where the phenomenon in question is the most active. It turns out that the potential range of gentrification in Poland mainly includes counties located near large cities – especially those located in central, northern, western and, south-western parts of Poland – which could be described with the English-language term as city’s countryside.
The last decades have brought intensive development of urban areas. In many Polish cities, including Warsaw, such development takes place without obligatory local plans. Thus, administrative permission decisions concerning any investment are prepared on the basis of so-called studies of conditions and directions of spatial planning. The aim of the present paper is to discuss how general plans of spatial development in Warsaw can influence some features of its climate which are important for the quality of life of Warsaw citizens. Special attention is paid to Urban Heat Island.
The paper attempts to analyze the intensity and regional differentiation of uses of the noble heritage and its social reception. It is based on a survey conducted on representative groups of students in the Kraków, Poznań, and Warsaw urban areas. The key question of the study was the scale and reception of the milieu of the direct heirs of the landowning and aristocratic elites in the three main Polish cities. The results point to the largest presence of that group in Warsaw, which may be seen as a paradoxical finding given the image of Warsaw as the most socially open city, with the highest rate of social advance based on meritocratic principles. The paper proposes two interpretations of that phenomenon, in particular one based on the crucial role of the cultural capital in the former Russian zone of the 19th-century Poland. It is also related to the fact that the results point to successful integration of the old feudal elites in the modern intelligentsia elite.
The article discusses the political and legal aspects and the dynamics of Ukraine’s interaction with the EU and its Member States in the field of integrated border management in order to improve interagency and international cooperation, introduce joint control at checkpoints, organise joint patrols, improve the level of security and openness of state borders and enhance their integration function. The issues of construction and modernisation of checkpoints, implementation of European border standards, customs and other types of control at the state border of Ukraine and the EU countries have been researched. The perspectives of Ukraine’s entry into the integrated border management system at the present stage have been outlined. The mechanisms of in-depth cooperation in the field of integrated border management under conditions of implementing the Association Agreement between Ukraine and the EU have been elucidated.
The paper describes the creation of the Greater Paris metropolitan area (Métropole du Grand Paris, MGP), with special emphasis on the changes and challenges related to the implementation of the housing policy at the metropolitan level. MGP is an inter-municipal cooperation structure with its own budget and special status. It embraces Paris, 123 municipalities located in the neighbouring departments, and fie external municipalities. MGP will take the responsibilities in the field of: management of resources to support social housing, renovation of housing, elimination of low-quality buildings. The implementation of the housing policy at the metropolitan level is associated with a number of challenges mainly in terms of consolidation of activities undertaken by the institutions of social housing, reservation of land for social housing investments, increase in the amount of new housing, including attempts for their more even distribution at the metropolitan scale. In addition, a set of new challenges appeared due to the changing socio-demographic structure of households, which in turn require innovative architectural solutions.
The paper is an attempt to answer few questions, which are of crucial importance for the assessment of local government financing in Poland. The main focus of the paper is on inter-governmental financial transfers. What are goals and principles of inter-governmental grants in the theory of fiscal federalism? How these principles are applied in European countries? How the practice of local finance in Poland is related to these principles and to international experience? The first section deals with theoretical issues of grants` transfers and equalization schemes. The second part includes a brief description of grant systems in selected European countries. The third section concentrates on the evaluation of the Polish practice, and includes recommendation fo future changes. However, the paper skips a detail description of the Polish grant system (which is well-known and described in Polish academic literature).
Decentralisation in Ukraine is an important factor in the development of a democratic system of government. The reform of local self-government aims to create new relations between citizens, local authorities, and the state. The aim of the article is to conduct a comprehensive analysis of the local government reform in Ukraine and other countries in order to identify its main advantages and disadvantages as well as indicate ways to overcome the existing shortcomings in this area. The study determined that decentralisation in the country leads to democratic transformations of society based on civic initiative and responsibility, as well as provides a decent standard of living and quality services at the local level. The introduction of decentralisation can be observed in almost all areas, including administrative, political, financial, and social. This significantly affects the potential of the population and increases the responsibility of public authorities to the population. There is an increase in the level of public services with regard to economic, legal, political, social, and ethnic issues. Finally, proposals were made to make changes in the field of local self-government in order to overcome the existing problems in this area.
Public space of the post-modern epoch is a conglomerate or blend of discontinuous functions, a collection of loosely connected fragments, increasingly more frequently unrelated to a city. People compose for themselves their own town from individual trajectories that are outlined by means of motor roads. Neo-liberal logic of city development recognizes the rule of spontaneity wherever the interest of big capital groups dominates, pushing onto the sidelines the more important task of contemporary urban planning – the protection and development of public spaces. Due to the crisis it is undergoing at present (commercial pressure), the efforts are taken to regain its social and spatial significance. The purpose of these transformations is bonding public spaces with broader surroundings (with open terrains, waterside zones, promenades, playgrounds, etc). These changes use programmed connections, contacts, passages, links, connecting areas and other relations that invest new sociological and cultural meanings into public spaces. The integration process gives positive results in numerous cities of Western Europe. One of them, perhaps the most essential, is development of more attractive and deeper relationships of inhabitants with their urban environment. Although the task fails to be easy (integrating tendencies compete with inclinations for disintegration), it is an important step towards the enhancement of urban life quality. The evidence can be numerous discussions and conferences on the issue of public space.
The main aim of this article is to apply the concept of “identity” to the analysis of phenomena and processes associated with the formation and functioning of clusters and cluster initiatives. Cluster structure is a kind of social group, and therefore should be subject to the same trends as other social groups. One of its most important characteristics (directly related to identity), observed particularly in groups whose aim is to survive for a long time, is their willingness to create mechanisms that distinguish the group and its members, and that build internal coherence and a sense of belonging of its members to the structure as a whole, and their attachment to each other.
The aim of this paper is to present the first 16 coherent regional input-output tables for Poland, together with the methodology applied to their regionalization from the national level. On the basis of the tables – especially the use and trade tables aggregated to the 19 NACE sections – the structure as well as intra- and inter-regional trade is presented for all 16 NUTS2 regions. Based on the example of the R & D sector, the usefulness of the tables as an analytical tool is confirmed. Like in network analysis, the authors present the links and exchanges of this sector with other sectors of the regional economies in individual voivodships and between them. The regional input-output tables together with their methodology presented here is the first attempt, to the best knowledge of the authors, to publish methodologically coherent 16 input-output tables at NUTS2 level for Poland. They path the way for further research in such directions as: higher regional and sectoral disaggregation, application of the tables to the analysis of different regional economic policies in Poland, and for international comparisons.
The paper describes the effects of the policy of Polish cities concerning climate change. The study uses a questionnaire carried out in all Polish municipalities, and four case studies. The analysis is based on the concept of local knowledge orders. In Polish local government policy, instead of talking of climate change, the officials prefer referring to efficiency in obtaining external funds, savings, or actions meant to raise the quality of life. The term climate change policy is rarely used.
Along with time-related changes in the migration of Poles to Germany, the invisibility that has been ascribed to them has also evolved: from intentional hiding to deliberate merging into local social and spatial structures. The city of Berlin, perceived as an open, modern and multicultural metropolis, is an exceptional laboratory of transformations and diversity of social behaviours shown by Polish migrants. It attracts new citizens who not only want to make a living here, but also – and more frequently – to achieve self-fulfilment. While the invisibility of the economic migrants is mainly a result of their alienation in a new country, the representatives of lifestyle migration deliberately merge into the culturally diverse society of Berlin and they try to identify with other social groups. The aim of this article is to identify the existence and forms of every-day functioning of Polish migrants in Berlin in the context of invisibility.
The article analyses the participation of nation-wide parties in the elections of local authorities: municipal councils and mayors. There is no empirical confirmation of the assumption that along with the democratic consolidation in Poland, political parties strengthen their presence in local governments. Between 2002 and 2018 the overall spread of national parties in local elections decreased, even though the national party system (at the parliamentary arena) was relatively consolidated. The level of political parties’ engagement in local authorities, despite the changes in the level of parties’ support, is relatively stable – and low: no more than one third of elected local officials in Poland are affiliated with political parties. Among parliamentary parties, only four: PO, PiS, PS and SLD, maintained their significant representation in local governments, but the share of power at the local level which they were able to win varied considerably. LPR and Samoobrona rapidly lost their significance after their defeat in the 2007 parliamentary elections. The “new parties” established later failed to secure representation at the local level. The analyses confirm a positive (and stable over time) relationship between the level of party politicisation of local governments and the size of the municipality.
The rising costs of educational tasks due to the decreasing number of students force municipal authorities to take cost-saving measures, including the most radical form, that is closing down schools. Such decisions are not popular with the local residents and in all the examined municipalities have caused conflicts between the stakeholders of local educational policy. The aim of the article is to present actions taken by municipal authorities to reduce the negative effects of conflicts arising in connection with the liquidation of schools. The authors focus on the activities of municipal authorities to curb the negative consequences of the conflict, but turn out to be financially ineffective. The article was based on the analysis of the subject literature, as well as the results of empirical research conducted by the authors. The theoretical framework draws on selected concepts of conflict management and the polarity management model.
This paper examines the impact of the implementation of participatory budget (PB) projects on the development and creation of public spaces in the city. The first part of the paper describes the main assumptions and models of participatory budgeting as well as the legal basis and rules of PB implementation and financing in Poland. In the second part, those are confronted with the implementation of PB (civic and green) in Lublin in 2015-2019. In the third one, detailed analysis of the PB rounds 2015-2017 show that 86% of investment projects submitted and 87% of projects selected for implementation were directly associated with activities in public space. Furthermore, the spatial distribution and thematic scope of those investments in 27 districts of Lublin in relation to 10 categories selected by the authors as well as the motivation and activity of residents of individual districts in applying for projects were presented. The fourth part shows the changes in Lublin’s public spaces caused by the implementation of PB projects and Lublin’s experience in relation to other cities in Poland. The summary includes recommendations on how to effectively implement BP to create a high quality public space in cities. Three aspects are distinguished: 1) organizational and procedural; 2) mobilisation of the stakeholders and 3) implementation of projects.
The paper presents the basic consequences of the introduction of single-member districts (the FPTP system) in municipal elections in Poland. The authors analyze the results of the 2010 and 2014 elections (before and after the electoral reform). Basing on the difference-in-differences research scheme, the paper presents changes in the municipalities where either block- -voting or proportional representation systems were replaced by the FPTP. The empirical analyses demonstrate that the change from the BV to the FPTP system brought only marginal effects. The replacement of the PR system by the FPTP was more visible. Quite paradoxically, it increased the number of committees competing in the elections. However, the disproportionality and the share of wasted votes increased significantly, while the fragmentation of local councils decreased. In the municipalities previously using a proportional representation system, the number of candidates decreased visibly; contrary to the initial assumptions, its impact was neutral to the share of elected female councillors. The introduction of the FPTP system significantly limited the already weak presence of nation-wide political parties in local councils.
The objective of this paper is to present the role of the relationship between the location and financial performance of local government units. One of Poland’s largest voivodships, Wielkopolskie, was used as an example. Recent acceleration of suburbanisation processes not only results in socioeconomic changes in municipalities surrounding cities but also affects their financial performance. To attain the aforesaid objective, this study used variance analysis to investigate the significance of the differences in the financial ratios between the units analysed by location (measured as the distance of rural municipalities from district towns and from Poznań, the region’s capital). The research proved that the closer a municipality is to an urban centre, the greater its financial autonomy, liquidity and investments, yet at a higher level of debt. Also, the proximity to Poznań is a better determinant of the differences in financial performance than the location close to smaller urban centres.
Migration management is one of the key tasks faced by regional authorities in Poland, which experience deepening processes of shrinking and ageing of population. The aim of the article is to determine whether policy makers are aware of the role of migration processes and migration policy, to show their presence in demographic development strategies, and to describe the activities undertaken at the regional level in response to the ongoing demographic processes. The analysis is based on the example of the Łódzkie, Opolskie, and West Pomeranian voivodships. The article proposes an analytical model assuming a gradual process of decision-makers’ reaction to demographic changes. An analysis of documents and interviews with people responsible for regional demographic policy confirms they are aware of ongoing population processes and their consequences, at the same time, however, there is a lack of actions aimed at stimulating inflows of foreigners. The initiatives aimed at stopping the population from emigrating are more important.
The article aims to verify the relationship between the value of real estate and urban renewal. The analysis was conducted for undeveloped land properties traded between 2006 and 2014. In that period, a time trend was set for the real estate from the areas covered by the Local Revitalization Programmes and the areas located in their immediate vicinity. The observed trends of the changes were compared with those occurring at the same time throughout Krakow, as well as in the areas specified in the Urban Revitalization Programme for Krakow as potential revitalization complexes, for which no local revitalization programmes were eventually prepared. In addition, the author analyzed how transaction prices were distributed in space over the specific years. The obtained land value maps were compared with the records of the documents which formed the basis for the urban renewal of Krakow.
The paper focuses on problems related to modelling the development of maritime economic space. This entirely new issue has emerged from the recent changes in the intensity of use of marine areas. First, the economic significance of maritime space is discussed, followed by a simple model based on maritime spatial rent which aims at explaining the patterns of its development. This model encapsulates the interplay between both market and public choice factors that affect the development of maritime space. The paper also includes a discussion of attempts to obtain a monetary value of maritime spatial rent for key offshore maritime sectors in Poland. The paper concludes with suggestions on further developments in this field.
One of the most important features of Eastern Poland is its peripheral character. This region is often associated with various negative socio-economic phenomena. Population processes, including the problem of depopulation, affect a large part of rural areas of the macroregion. The main aim of this paper is to analyze the impact of the demographic changes occurring in rural areas of Eastern Poland in 2002–2015 on selected areas of socio-economic life, as well as to attempt to determine the scale of the changes and their spatial consequences in the field of education, entrepreneurship, construction, housing, and public finances.
The article discusses political leadership in local government. Change from traditional local government to local governance requires also institutional changes and new roles played by local leaders. The notion of political leader is limited to persons having democratic legitimacy for their role played in local politics. It excludes people, who might be influential but remain outside formal democratic institutions of local government. The article distinguishes between type (which depends on formal institutional settings) and style (more dependent on personal characteristics) of leadership. The article discusses selected theoretical concepts of type and style of leadership and tries to refer them to Polish local governments. Recent Polish reforms have brought a change from the type which was close to a collective model to one closer to a strong mayor form. Analysis of four initiative in 2 Polish cities (Poznan and Ostrow Wielkopolski) allows to formulate some conclusions on citizens’ perception of actual styles of local political leadership. The largest proportion of citizens in analysed cities prefers a style which is close to consensus facilitator. But in a real behaviour of leaders, citizens see more of city boss style, which might be characterized by the implementation of an own vision with internal resources existing within local government structures. Comparison of citizens’ preferences with the perception of actual behaviour of leaders allows to compute an Expectation Gap Index. The gap is usually quite narrow in initiatives focused on the construction of broad development programmes, but it becomes wider if we turn to more concretely focused projects.
The paper aims to identify the scope and propose a systematisation of the contemporary redefinition of regional development factors, influenced by global conditions. The research process comprised three stages: (1) a brief review of the theoretical foundations and changes in the understanding of regional development factors; (2) presentation of the findings relating to the directions and impact of contemporary socio-economic megatrends on changes of regional development factors, and (3) the main body of the analysis, which identifies and describes the nature of changes in the perception of regional development factors as a consequence of contemporary global conditions.

After 1990, the number of local public transport passengers has been systematically decreasing at the expense of individual transport, which led to an increase in traffic congestion and deterioration of air quality in cities. However, for the last few years, a reversal of this trend has been observed in some cities. The article, using the data on the present number and recent changes in the number of passengers in nearly 100 Polish cities, discusses regression models to explain the factors influencing the diversity of demand for public transport services and its dynamics. The independent variables of the model refer both to the characteristics of cities (their socio-economic environment) and the organisation of services (e.g. organisational and legal forms of local transport companies, tariff policies, etc.). The results show that the density of the public transport network is the most significant factor explaining variation of the demand, while the level of ticket prices is almost insignificant. Demand in the largest cities has also recently been on the increase, but the relationship between the demand and the population size of the city is not a linear one.

The main purpose of this paper is to analyze depopulation processes of rural areas in Lower Silesia in the years 1995–2015. The authors intend to determine the scale, durability and spatial distribution of depopulation in rural areas, as well as to analyze the factors of population changes which contribute to population loss. It helps them to identify depopulating rural areas and to draw up their typology according to the specificity of contemporary demographic changes. With reference to the scale of depopulation, four types of rural areas are distinguished (developing, stagnating, depopulating, intensively depopulating), and according to the durability of depopulation five types are identified (constantly developing, episodically depopulating, temporarily depopulating, prevalently depopulating, constantly depopulating). The analysis shows that depopulation is a problem in the rural areas of the Sudety Mts., Sudety Foreland, and in peripheral areas, in main urban centres. What is more, the processes of depopulation in Lower Silesia should not be associated exclusively with villages located in the Sudetes. In depopulating rural areas of Lower Silesia, the population decline is compounded by negative demographic trends (low birth rate, increase in post-working age population).
Modern cities are developing dynamically in search of ever newer concepts of management. One of them, developed in Poland since the 1990s, is the concept of the marketing management of the city, which is based on the marketing mix concept. The city authorities also look for new sources of the competitive advantage (this is how the concept of slow city management was born). At the same time, in addition to competition, there is a desire for cooperation between cities, manifested by the development of the Citt?slow city network. The study identifies the marketing mix instruments of cities which are used by Polish cities after they joined the Citt?slow network. The method employed was a questionnaire survey, which was sent to 26 Polish Citt?slow member cities in 2017. It was observed that the greatest changes occur in the product strategies under which cities are obliged to develop these urban sub-products that are necessary for the city to function in accordance with the slow city philosophy. As part of promotional efforts, PR activities should be emphasised, whose aim is to create the image of a slow city. The “hospitality” of the city and openness to contacts with the external environment has also increased.
The purpose of this study is to identify the determinants of innovation of enterprises in the Regional Innovation System context. We analyse factors that determine regional innovation in a less developed region, taking the Podkarpackie region in Poland as our empirical counterpart. We examine how the EU economic policy instruments influence the innovation of enterprises within the context of the Regional Innovation Systems. We propose a model for the implementation of innovations and test our hypotheses based on the data drawn from the period of 2011–2014. The paper provides insights on a rather successful story from Poland. We posit that enterprises use only specific public policy instruments and that companies’ demand for innovation-supporting instruments changes, reacting to the business cycle phase and to financial incentives.
Transport exclusion is currently a serious social problem, especially in the counties of the Low Beskids and the Bieszczady Mountains. To better illustrate this problem, it is necessary to observe changes in the suburban public transportation network and, in particular, to identify areas where its quality has deteriorated significantly. The starting point of the research is the year 1990, when on the one hand, the economy was already shifting to the new free market principles, while on the other hand, PKS enterprises still dominated the public transport. The endpoint of the study is the beginning of the year 2019. The article also discusses the background of the described changes. The summary also includes the consequences of those processes as well as the recommendations on how to neutralise some of their negative effects.
The article offers a multidimensional analysis of the dynamics of population ageing in Poland. To this end, the spatial dynamic shift-share method is used. The data used in the analysis include the number of people aged 65 or over per 1,000 population, based on the criteria of sex and place of residence (urban or rural areas) in 72 Polish subregions in the period from 2003 to 2016. The study analyses the pace of changes in the scale of the phenomenon and identifies structural and local factors underpinning the net effect in specific subregions. In effect, subregions with the greatest pace of change and its underpinning factors are identified.
The purpose of the article is open to debate. It presents the main conclusions from a study made in March 2017 for the Office of Analysis and Expertise of the Senate of the Republic of Poland on the merits of changes in the territorial division of the Warsaw Metropolitan Area. In this study was carried out a synthesis of the research conducted mainly by the author on the development of Warsaw Metropolitan Area and the Mazowieckie voivodship, including the impact of the capital and delimitation of its functional urban area. In its summary were formulated the most important conclusions, arguing for finding a compromise solution, aimed at establishing a new administrative division system, taking into account both the daily urban system, spatial cohesion needs, and the interests of residents and entrepreneurs. Due to the importance of the area, including Warsaw’s functions as a capital city, the conclusions apply to the whole Poland.
The paper aims to discuss the major trends in changes of regional differences of economic wellbeing and the resulting spatial mobility of population as well as some regional consequences of these processes. The research is based on an empirical methodology, and visual analysis of mapped data is the main research method. Since the collapse of the Soviet Union, fast decrease of employment in industry and agriculture has damaged, first of all, peripheral regions and, later, resulted in mass emigration, which is still evident in most Lithuanian municipalities. The decrease of the number of jobs in these sectors and its increase in those located in different places meant that most residents of non-metropolitan regions had to find new jobs outside the localities in which they resided. This resulted in growing mobility of the population, expressed by growing foreign emigration, inner migrations, and commuting, which continue to shape the social structure of the country to the present day, as spatial structures change more slowly than modes of production. Differences in wellbeing, which appeared at the end of the 20th century, played a role in accelerating emigration processes, which are still damaging local labour supply and economic development in many regions.
This paper focuses on the changes in transport accessibility at the regional scale in terms of individual car transport due to the introduction to the regional road network of the bypasses of Łódź in the meridian course. The changes are determined on the basis of measures of the time and potential accessibility of the network, conducted before and after the ring roads were implemented. The results are presented in both relative and absolute terms for each of the 4956 settlement units and 177 communes of the Łódź region. The author determines that the construction of motorways and expressways, especially those representing bypasses of large urban centres, helps to increase the cohesion of a region and increase accessibility of peripheral areas, while the size and spatial extent of the impact of road investments are clearly differentiated.
In the study, the impact of tramline construction on changes of apartment prices was investigated. The object of study was Podgórze, i.e. district XIII of Kraków, where a tramline towards Mały Płaszów was built in 2010. The authors used the base of transaction prices from 2008-2013 for apartments located within 500 m of the newly built tramline. Statistical analysis using the multiple regression model showed a 91% coefficient of price determination by the adopted attributes. It was shown that the „communication/transport” attribute explains 27.8% of property values, which gives the average real estate price increase by over PLN 600 per sq. m calculated per unit price after the construction of the new tramline.
The author of this article describes residential segregation of foreigners in Barcelona. She presents some theoretical considerations, makes statistical calculations pertaining to the problem, and defines causal factors of residential segregation. What is important, residential segregation in Barcelona may be far deeper than in other cities because of the relatively strong separatism in Catalonia and the required knowledge of the Catalan language. These factors make full access to local labour market very difficult for immigrants and lead to their marginalization. In the statistical calculations a measure of residential segregation (Duncan, Duncan 1955) is used which allows a comparison of the situation in Barcelona and in other cities, as well as an analysis of changes in Barcelona in recent years.

On the basis of data from six Polish cities, the authors discuss the role of sub-municipal (neighbourhood, city district) councils as paths to political career in big Polish cities. The analysis of social composition of neighbourhood councils is based on Putnam’s law of increasing disproportionality, while various theoretical concepts inform the division of the selection process into three stages: self-selection, pre-selection (top-down selection), and bottom-up selection. Neighbourhood councils are considered as incubators and respirators of political career.
The aim of the article is to measure the sustainable development of rural areas of the Wielkopolska region and define the role of the Rural Development Programme for 2007-2013 in reinforcing developmental changes. The conducted research measured sustainable development for the year 2015 (in three dimensions: economic, social and environmental), and shows the spatial variations of the analysed phenomenon. As the next step, the awarded funds were measured and their impact on sustainable development was assessed. The measurements were carried out with the use of a synthetic measure, while the relationship between the level of development and the level of the awarded funds was assessed using analysis of variance. The research comprised rural and rural urban municipalities in the region. The findings demonstrate significant variations in the level of sustainable rural development in the Wielkopolska region.
The aim of the article is to present the process of changes which occurred from the 1970s until 2012 in the areas of urban agglomerations in Poland. In contemporary agglomerations in Poland, their socio-economic function is centralized while land use and building development become progressively decentralized, which results in dynamic growth of the central metropolitan area, and in simultaneous deurbanization of its zone of influence. The described problem is typical of the Warsaw Urban Agglomeration (Warszawski Zespół Miejski, WZM), where the population of the metropolitan zone increases while the importance of the surrounding towns, particularly in their central areas, decreases. The objective of this paper is to present these contemporary trends in the communes of the northern zone of WZM. The analysis involves three towns: Legionowo, Nowy Dwór Mazowiecki, and Zakroczym, and two communes – Jabłonna and Wieliszew. The results are compared with relevant changes occurring in the communes of the Piaseczno district. The examined processes are also confronted with the proposals and arrangements included in planning concepts prepared in different periods for the agglomeration. The escalating suburbanization, characterized by deurbanization visible in spatial planning, affects the effectiveness of newly created building developments and their rank of service centres, and also shows the failure of long-term planning, which is not supported by detailed analysis and research.
The article provides the analysis of bottlenecks related to public private partnerships (PPP), and the methods of avoiding them. The study is based on the history of Private Finance Initiative (PFI) in Great Britain, and the changes introduced to this programme in the last years. It is shown, that there are similarities between PPP in today’s Poland and PFI in the UK at the beginning of 90’s. British experience can be helpful in creating better environment for PPP, to avoid (or at least minimize) the potential threats.
Poland has significant, though not researched and depicted in depth asset in the form of manors, palaces and castles. They differ in many ways: by location, technical state, quality of architecture, ownership, function played nowadays. Their contemporary state has been determined by a number of complex economic, political, legal and social factors. Utilisation of those objects for the needs of dynamically developing culture tourism calls for changes in national heredity protection and tourism development strategies. Proposed changes in particular should decisively introduce market mechanism into heredity management. Otherwise those rich assets shall remain troublesome and costly souvenir of the past.
The article, referring to the elaboration offered in 2005 by Swianiewicz, presents the very recent development of the theoretical concepts used in urban political research. It concentrates on the rescaling concept, which assumes the need for territorial reorganization of urban research and practice. Reteritorialization implies an increase in the importance of the sub-state levels, i.e. the levels most affected by globalization. Globalization has forced big cities to compete internationally, which also influences their organization. The debate on metropolitan governance has changed significantly in comparison to the one of the old regionalism – less attention is paid to administrative solutions, more to conditions and mechanisms of international functioning of metropolises. Metropolitan governance has moved from vertical, redistributive and coordinative relations within the state towards a horizontal competition with other metropolises. New relations, cutting across the traditional levels of organization, are being created within the current stable institutional framework. One of the biggest challenges for contemporary urban political studies is the elaboration of conceptual frames for those relations. The challenge is especially important as institutional solutions to metropolitan areas still leave a lot of questions and doubts.
Changes caused by transformation of political system such as comeback of ground rental and other market factors caused some changes in socio-spatial structure in Eastern Europe cities. One of them was segregation, which means increase of differences between social status of dwellers of particulars zones and quarters. These changes occur mostly in Eastern European greatest cities. Meanwhile socio-spatial structure of industrial "dependent cities" is less crystallized. Changes in these cities are still in initial phase. In four concentric spatial zones of the city social status of dwellers is similar. Meanwhile at the level of settlements there is clear, although weak statistical connection, which reveals some degree of socio-spatial differentiation. Social status of dwellers in eastern part of the city, especially in the Widzew quarter is higher, than in the other parts of Lodz. But in general differences of social status of particular spatial units are small, what corroborates basic hypothesis about weak differentiation of socio-spatial structure of lodz. It means, that processes of segregation and polarization are at the very beginning phase. For now, its negative consequences of globalization which occur in Western metropolises such as ethnic ghettos and “dualization" of city are no threat for lodz, but, on the other hand, this result reveals small dynamics of development of the city. There are some negative effects of transformation process, such as decrease of social status of dwellers of standard housing units. On the other hand, there is no concentration of the poorest people in particular parts of the city, and existing enclaves of poverty are the margin of urban space; however, this margin is growing. Also people of the highest status don`t live in particular parts of the city and there are very few settlements of the very high standard. There are some enclaves of such houses, which don`t cause the clear increase of standard in broader units. Trend of increase of social status of dwellers in the Eastern parts of lodz may be the response to the expectations for very far future perspectives of common Warsaw lodz metropolis. Basic hypothesis, verified during the research, claimed, that socio-spatial structure of lodz is differentiated in small degree. Survey was run at the turn of 2001 and 2002 on the sample of 797 dwellers. Method of selection caused, that demographic structure of sample in particular zones, quarters and smaller settlements was the same, as in population. We analyzed three attributive variables: character of employment, level of education and financial standard, measured with number and quality if durables. These variables were the basis for indicator of social status.
The main focus of the text is the city tourism viewed as a form of city promotion on which the city development depends to a great extent. At the beginning of the industrial age, tourism concentrated around the sea resorts and spas. The first changes in tourism resulted from the decline of the paradigm of the industrial progress in western countries. The decaying cities previously bound up with industry started then to change the image in order to improve their economic situation. The new image pointed out culture in the first place, because culture started being perceived as the tourist attraction. The article presents the different ways of city promotion. The particular stress is placed here upon public space investments – such as revitalization phenomena, theme space and commercialization of urban landscape and constructing the museums and other public use buildings by the outstanding architects. The development of the urban tourism is also closely tied up with the changes in tourists’ behaviour and preferences. The phenomena presented in this article explain the increasing interest in the city as the tourist attraction and emphasise the indispensability of the promotion efforts.
The global economic crisis that hit all the national economies in the EU area stimulated the need for new approaches in the planning and implementation of regional development policy. This paper investigates the debates about the role of the city of Riga and its development potential as the biggest city in Latvia, whilst also looking at the challenges and opportunities created by the need to respond to global changes. The article discusses the relevance of certain factors and demonstrates the actions taken by national authorities to promote the more balanced development of Latvia, as well as the opportunities to apply a place-based approach in promoting the development of Riga as the capital city of Latvia.
The global Post-Fordist economy based on permanent flows changes the way we use space. It modifies the processes of functioning of cities, some of which take the role of global hubs or regional networks. It is an open question whether and how the changes concerning territorial and competence range of cities influence institutions and institutionalizations of contemporary city authorities. Although it is difficult to establish a general answer to this question, the author bases his reflection on the case of the evolution, unprecedented in the French conditions, of the local government system of Grand Lyon Urban Community. On 1st January 2015, after 45 years of its existence, Grand Lyon became a Metropolis of Lyon, establishing a new unit of local government with extended range and new competences, combining the prerogative powers of municipalities, an urban community, and a department.
The aim of the study is to examine the impact of the amendment to the Municipal Self-Government Act (hereinafter: MSGA; Journal of Laws 2018, item 994) on the implementation of participatory budgeting (PB) in 2019 and 2020 in Polish voivodship cities. Using the desk research method, 36 PB regulations and over 3.4 thousand projects were selected for implementation in 10 categories: 1) sports (investment and other), 2) leisure and recreation (investment and other), 3) construction or modernisation of sidewalks, 4) construction or modernisation of streets, 5) pedestrian walkways, 6) parking lots, 7) lighting, 8) city bicycles (bicycle infrastructure), 9) modernisation of buildings, and 10) other (e.g. educational, cultural, training). Detailed studies were carried on the influence of legislative changes on: 1) financial mechanisms; 2) principles and organisation of the budgeting process; 3) generic structure of projects; 4) participatory budgeting model. In order to verify the results obtained, changes in the PB regulations not resulting from the MSGA provisions were additionally analysed. It was shown that the amendment to the Act had a significant impact on the implementation of PB in all the analysed cities. The changes mainly concerned the financial and formal-organisational aspects of participatory budgeting process. The most crucial ones include: increase in the size of the overall subsidies (in 15 cities), modification of the distribution of the financial means (9), introduction of letters of support at the stage of project submission (7) and appeal procedure (9). Among the “non-statutory” activities, the abolition of age limits in the remaining 7 cities should be mentioned. These activities brought positive effects on the increase in turnout (15), the number of projects selected for implementation (12) and their average value (13). On the other hand, the changes in MSGA did not affect the generic structure of the projects (in both years, in 10 cities the category “leisure and recreation” prevailed, and 1149 projects from this category were selected for implementation). The final unification of the PB implementation model in Polish voivodship cities has been completed. Finally, three modes of PB implementation according to the new rules were indicated: financial, procedural and combined.
The aim of our research is to evaluate the level of economic independence and its influence on political system changes in different groups of local government. The research shows that the decisive factor in differentiating economic independence of local governments is the level of urbanization. In urban self-government, its own revenues surpass 50% and sometimes even 60%, whereas in rural areas (defined as rural communes and land districts) they reach about 30%. Such marked differences can cause local governments to develop in two structurally different directions.
The main aim of the article is to test Richard Butler’s model of tourist destination lifecycle in relation to Benidorm – one of the most important Spanish seaside resorts. Benidorm is an example of extreme changes in the landscape caused by a large number of skyscrapers. The analysis of Benidorm’s history from 14th to 16th century and its photographs allowed us to identify phases of this resort’s cycle. Supply and demanded features, infrastructure, the degree of landscape change and management priorities were also taken into consideration. Particular attention was paid to the reorientation stage. Using statistical data, the authors verified how effective the reorientation of Benidorm’s tourism economy was. Moreover, in order to show a wide background of the issues discussed, the main characteristics of development stages of mass tourism were presented (based on ten examples of second generation seaside resorts).
The aim of the paper is to describe the material conditions of marginal gentrification in the specific context of the old part of the Nowa Huta district in Kraków. Nowa Huta was planned as an ideal city and is currently becoming an interesting and desirable place to live for new residents. The author focuses on the physical aspects of its gentrification and on the changes in the old part of the district, the local real estate market and the activities of residents-developers.
The aim of the article is to examine if the form of ownership is a base of social identifications as important as a space of living. Author presents results of own research, conducted in Szczecin in Social Housing Associations area. The results show that forms of ownership become important part of social identity, even more than location in urban space.
The article presents an overview of changes and relevant problems that have occurred in Moscow in the period of post-Soviet transformation. Authors briefly discuss historical and contemporary studies on capital city of Russia in the field of social geography. On this background authors comment on contemporary hypothesis related to metropolisation processes including social and spatial polarization observed in global cities.
The article presents the role of territorial units in enterprise stimulation, discusses the factors that encourage local authorities to promote entrepreneurship or discourage them from using supporting instruments. The authors assess the current activity of local governments in the domain and they suggest potential changes in local policy regarding entrepreneurship stimulation. The article points out areas where improvement is possible despite the obstacles due to the existing legal framework
Discounts and rebates in local taxation are a very media-friendly topic, yet the opinions on the stimulating function of taxation are not supported by meaningful research. The article presents the impact of local governments’ decisions regarding reductions in the tax on means of transport on the location of entities subject to such a tax within the community. The article has a multi-dimensional character, as it is impossible to limit oneself to researching a simplistic relation between tax rates and the number of registered payers of the tax. One must consider additional factors, e.g. the location of new tax payers within a community will also indirectly impact estate taxes, CIT revenues, even the additional revenues from the personal income tax paid by employees. Therefore, it is vital to approach the consequences of local government decisions relating to changes in transport taxation multi-dimensionally.
Referring to three case studies, the author makes an attempt to understand the basis of conflicts concerning changes in school catchment areas in rural districts of Poland, and the importance of the implemented changes for local authorities, parents, and rural communities. The research shows that such conflicts arise from misunderstandings between parents and local authorities concerning the essence of new assignments to catchment areas, irrespective of the fact whether schools were closed or not. Additionally, changing school catchment zones resulted in each of the cases in the parents’ increased activity when choosing a school, and made them feel that rural areas were marginalized.
The article presents intersectoral partnerships forming Local Action Groups, and analyzes the mechanisms of emergence of such partnerships in the Podkarpackie region, particularly factors contributing to their emergence, their initiators and partner-recruitment methods, as well as the relations of partnerships with their social milieu, decision-making inside partnerships and expectations regarding their future. The theoretical framework of the study is rooted in the neoinstitutional theory with its historical, normative, rational-choice and network approaches. Based on them, the authors formulate some hypotheses referring to the innovativeness of the partnerships, the supremacy of local authorities over other partners, the utilitarian character of partnerships and the assumptions concerning their future. The hypotheses are then verified on the basis of the results of quantitative research of Local Action Groups in the Podkarpackie region.
The study focuses on the mutual relations between the quality of government and the implementation of the EU Cohesion Policy in various regional contexts. The research shows quite significant differences in this respect between “convergence-oriented” regions and „competitiveness and employment-oriented” ones. The quality of government has a positive impact on the efficiency of spending of EU funds in both groups of regions, although the dependence is much stronger in the „convergence-oriented” regions. In turn, the scale of EU funds contributes to the improvement of the quality of government, but only in the „convergence-oriented” regions. In this group, changes in the quality of government took place immediately before and after accession to the EU, when the process of adapting the institutional system to the needs related to the implementation of Cohesion Policy occurred. Although the differences in the quality of government between the two groups of regions have decreased, the research shows that in the „convergence-oriented” regions, the potential causative power of EU funds was rather poorly used in this respect.
The paper is devoted to the observed and anticipated impact of CAP on the modernisation of Polish agricultural sector and the attitudes of Polish farmers towards EU. Since Poland’s accession the approach of this group to the European community evolutes from the extreme scepticism to enthusiasm. CAP improved the financial situation of farms, stabilised farmers income and contributed to the fall of social tension in rural areas. Some structural changes are also noticeable: polarisation of area structure, specialisation of output in small farms, dualisation. There is a threat that Polish farmers will not be able to exploit all opportunities of the CAP, since they eagerly benefit from the traditional services and remain unconfident towards the innovative instruments, creating so called “rural policy”.
Horizontal transfers in the local government financial equalization system have been raising a lot of controversies in Poland during the last few years. The paper shows similar instruments functioning in other European countries: Spain, Switzerland, Germany, Denmark, Sweden, and Norway. The paper discusses two mechanisms of equalization: that of revenue and of expenditure needs. European experience is discussed in a way which makes it possible to draw comparisons with regulations in Poland as well as with current debates in Poland.
The paper analyses the changes in the scale of the rural economic activity and identifies their selected determinants. The socio-demographic characteristics of the labour resources and the economic differences between rural regions in Poland were analysed as reasons for the dissimilar levels of rural employment. Analyses have demonstrated that, in 2010–2016, rural economic activity measured by the employment rate increased from 50% to 53%, primarily as a result of the impact of cyclical determinants, reflected in the increase in the number of the employed being higher than the number of inactive persons, with a reduced scale of unemployment overall. The studies indicated similar values of the employment rate for urban and rural areas, while the differences in its level within the selected social categories were much more visible for rural populations. This reflected a persistence of territorial disparities in labour markets as well as a trend towards their convergence. The level of territorial differences in the rural employment in Poland was moderate and should be linked with regional economic characteristics. In this context, the allocation of rural labour supply could be attributed to the impact of cities and their functional areas and to the progress in economic diversification of villages located in a particular region. The discussion section of the paper outlines the institutional opportunities and barriers increasing rural economic activity. The presented conclusions were based on the Central Statistical Office data (mainly the Labour Force Survey and the Local Data Bank) and statistical and comparative analysis methods.
The article discusses the problem of restructuring old industrial areas in the context of foreign investment inflow, using the case of Silesia Steelwork (Huta Silesia) in Rybnik. Old industrial areas constitute a complex socioeconomic problem. Their restructuring, resulting from objective economic processes, is necessary and inevitable. One of the incentives for the transformation is foreign capital which can possibly play an important role in the transformation process. The article begins with the general characteristics of the Rybnik area, describes changes in the region and the situation of Huta Silesia. Further on it presents the influence of foreign undertakings in the region. The conclusions bring the final assessment of the role of foreign capital in restructuring old industrial areas.
The article discusses the results of empirical research conducted in ca 50 municipalities located in four Polish regions. The authors conduct desk research of official documents, questionnaires and in-depth interviews with local government staff and politicians, and present differences and similarities in opinions on various Operational Programmes. The article discusses all stages of applying for EU grants: from selection of an Operational Porgramme to the final decision of the Managing Authority on the list of selected projects. It refers to issues arising from formal procedures, the passionate character of the competition for funds in individual Operating Programmes, as well as informal mechanisms of influence on the outcome of the selection processes. Unlike earlier research, the article discusses the changes in the Programmes implemented within the 2004-2006 and 2007-2013 perspectives.
Identification and delimitation of metropolitan areas, as well as measuring their actual metropolitan potential, are complex research problems. They become even more complicated in the case of a metropolis shaped around a polycentric core, consisting of cities which rank similarly in the national or transnational urban network. The paper is an attempt to identify and analyze the crucial problems of internal integration within the Tri-City metropolitan area which significantly hamper the metropolitan discourse and undermine the cooperation indispensible for metropolitan development.
The article presents the results of the analysis of the impact of the National Development Plan (NDP) 2004–2006 and the National Strategic Reference Framework (NSRF) 2007–2013 on divergence/convergence processes taking place in Poland as well as between its regions and the EU average, measured as GDP per capita in PPS. The analysis was made using simulation results received by applying 16 regional HERMIN models and data as well as forecasts concerning NDP and NSRF transfers prepared by the Ministry of Regional Development of the Republic of Poland. The application of HERMIN models allowed the authors to make forecasts regarding the following macroeconomic indicators: GDP per capita (in PPS) in relation to the EU average and to the national average by 2020. The results indicate that NDP and NSRF implementation can accelerate the convergence process between the Polish regions and the EU average and slow down the weak divergence process within the country.
The subject of the paper is the discussion on horizontal redistribution of public revenues among local self-government units. The assumed aim of this redistribution is to equalize the different levels of income and burden of expenditure. The paper lists desirable features of this redistribution, motives for its application, and arguments of its opponents. The analysis of the latter shows that while part of the criticism refers to the essence of horizontal redistribution, significantly more of it concerns the dysfunctions of its mechanism which became apparent after 2008. The criticism focuses, for example, on the criteria for making compensatory payments, the structure of tax revenue indices, the so-called reference period, the amounts of compensatory payments, the criteria for the distribution of the collected amounts. The paper includes suggestions concerning recommended directions of changes in the mechanism of this redistribution.
The aim of the paper is to present spatial variation of social capital in Poland, especially in relation to historical differences between various regions (resulting from the country’s partitions and border changes) and the level of urbanization. Previous studies indicate that such variation exists. However, they were carried out on the basis of declarations, an approach which has its drawbacks. This study uses a novel approach to assessing social capital: observing the behaviour of a study group using experimental economics, used in conjunction with a questionnaire which enables us to study the intention-behaviour gap. The study group consisting of 1540 individuals indicates very little variation between the regions. However, there are differences concerning the gap between declarations and behaviour in questions related to trust, trustworthiness, and cooperation, and our results confirm the conclusions from previous studies only weakly.
The paper is an attempt to analyze the reform of the local government electoral system introduced by the Act of January 11, 2018. The authors of the study describe the most important changes from the point of view of the citizens mentioned in the title of the act as well as of the institutions involved. Among the most important changes the authors list those related to passive voting right, seat allocation method and the structure of constituencies. Because of the lack of an appropriate time perspective, the authors limit themselves to legal and political analysis, pointing only to their possible consequences.
The aim of the research was to identify and measure the level of economic freedom across the EU at the turn of the 20th and 21st centuries. Special attention was paid to the changes in (i.e. liberalization of) the Polish economy. The basis of the comparative analysis between the 25 EU countries (excluding Malta and Cyprus) was provided by data acquired from the annual economic freedom study conducted by the Heritage Foundation and the Wall Street Journal in the years 1996–2008. The overall economic freedom index consisted of the average from marks for 10 different features – more detailed criteria. The average index acquired from all 10 features was the basis of a country’s mark for the level of liberalism (economic freedom) or statism. The proposed methodological approach, in which the two main currents of statism and liberalism are exposed, was especially useful in evaluating the processes occurring in the Polish economy. The results of the research show that, in the group of 15 countries of the “old” EU, 10 can be considered more liberal. This group includes, as the most liberal EU state of all, Ireland. The second group is formed of 5 countries apparently less liberal, i.e. Spain, France, Portugal, Italy and Greece. Poland is found to be the most statist country anywhere in the EU, notwithstanding its status (along with the Czech Republic and Estonia) as one of the three leaders of liberalism in the first years of transformation. In this situation it is hard to identify the Polish economy with advanced or even excessive liberalism. It is – according to the present standards – a rather state-controlled economy, albeit with certain but scarce elements of liberalism. The research shows that the economic crisis which occurred from mid 2007 cannot be identified only with the liberal economy, even though the implemented methods of dealing with the crisis seem to point to such a source. Statist solutions prevail here, but some liberal methods appear as well. A solution to this dilemma can only be anticipated after several years have passed.
