Several theories of regional development (e.g. new economic geography) claim positive relationship between administrative status of capital cities and their economic and population growth. Availability of capital goods as well as direct and indirect demand generated by administrative institutions are among factors which accelerate development. However, most of empirical studies so far have concentrated either on national capitals or on federal states. In our article we conduct empirical tests comparing the impact of reforms implemented in 1975 and 1999 in Poland on the development of cities gaining or losing their regional capital functions. On the basis of those results the article indicates differences in impacts of both reforms and attempts to explain those differences.
Accessibility indicators can be defined to reflect both within-region transport infrastructure and infrastructure outside the region which affect the region (interregional infrastructure). The new geography models show that increase of accessibility may have no positive impact on poor regions development. The only regions on which it may have an effect are those which are rich or those situated on transport corridors. In countries like Poland transport infrastructure might be effective. However the main result of SASI model and IASON project is that socio-economic trends such as ageing of the population and increases of labour productivity have much stronger impact on cohesion indicators (GDP or employment) than regional transport accessibility.
Debates on urbanization usually present benefits of big cities. We agree that only metropolis offers prospects for economic growth and prosperity. We tend to forget that big cities of the South remain the areas of poverty, joblessness, social alienations and ecological disasters. But already in 2015 population of sixteen cities will be larger than 10 million people and fourteen of them will belong to the poor urban regions. Therefore, the greatest challenge of our century is urbanization of the South, creating a real threat to global social, political and ecological stability. The idea of metropolitan cities is not the answer.
The article describes the important problem of increasing regional competitiveness through the international (interregional and cross-border) cooperation. Activities supporting the competitiveness of companies and whole regions are described in the article using the examples of transregional projects carried out by different partners dealing with logistics. The first project ECO4LOG carried out in the framework of interregional cooperation programme INTERREG III C promotes the usage of the intermodal infrastructure located in the transport corridor along Polish and German border and further through Austria, Hungary and Slovenia to the Adriatic sea. One of the main tasks of this project is the improvement of cross-border cooperation in goods transport among bodies which are interested in such cooperation (also public authorities). Another important target of ECO4LOG is the increase of effectiveness of the existing transport network through the improvement of information flows. The second project has the acronym CORELOG and is carried out in the framework of INTERREG III B CADSES. Its target is the development of logistics solutions favourable for enterprises, logistics operators and the whole region – propagating co-ordination of activities of different organisations, feasibility studies of developed co-operation models. Analysis and evaluation of the most important factors influencing the strategies of supply chain management and evaluation of activities carried out by administrations (of the national, regional and local level) affecting transport development and economic growth in the region will provide background for the implementation phase. Several pilot actions will test the ideas for coordinated regional logistics development.
The purpose of this article is to highlight the organisational and financial aspects of managing property at the district level, as well as the role of those aspects in local development, resulting in how property is used and the income it generates. The article contains some suggestions as to how a property-managing program should be constructed, based upon research including both source analysis and questionnaire methods.
The paper focuses on the most significant space management instruments, i.e. local zoning plans. The authors’ purpose is to determine whether and to what extent spatial development is constrained by environmental and nature protection provisions included in local plans. The research has been conducted on the planning documents from the area of the West Pomeranian region. The contents of all local development spatial plans from 2013 have been analyzed, i.e. 92 plans, including 78 adopted in rural and rural-urban communities, and 14 in towns with county rights.
The question as to whether Warsaw is becoming a Third World city may be regarded as a metaphorical question, which expresses concern about whether the changes being wrought now are moving in the right direction and how the city’s spatial values are adhered to. Shaped as a traditional city, Warsaw lay in ruins in consequence of World War II. Imposed on it was an order of a total character, which, in chosen places, gave rise to forms dominating over the city huge areas which might be described as having a blurring and diluting effect. In the years of transformation, the spatial values leading to the expected balanced development, whose result would be the order of freedom with due regard for the sprit of the place, were not reasserted, and were not incorporated in the public dimension.

A socialist city is mainly associated with the imperial architecture of Minsk or East Berlin, the functional division into districts, monumental public buildings, or housing developments. This article aims at restructuring the prospect of city development in the first post-war period, i.e. 1945-1949. Based on the example of Łódź – Poland’s biggest city in view of the demolished Warsaw as well as the working-class capital of textiles – I reconstruct modernisation discourses in press, showing that in the first period of the reconstruction, modest suggestions as to the city development were made, ones adjusted to the needs of its inhabitants and the comfort of everyday life. It was only with the aggravation of the political course after the year 1948 when these were replaced with more daring prospects of a socialist city, gigantic investments, and the construction of new districts for the working-class masses.
The aim of the French territorial reform from December 2010 was to change the structure of the French local political and administrative system thanks to institutional solutions that would strengthen the biggest agglomerations and lead to their progressive metropolization. The announced changes were meant to adjust the model of territorial organization to the requirements of contemporary economy and to enhance national economic growth of the country in stagnation. The introduction in the law of metropolises as new local-government territorial units that took over the most important competences of municipalities and departments was meant as a “territorial revolution”. Unfortunately, it failed. Meanwhile, the regulations that would make it possible to create a rather loose form of interterritorial cooperation, a so-called Metropolitan Pole, that were inserted into the project at the last moment, gave results unexpected by the legislator. This situation shows the growing importance of flexible solutions regarding competences and territory, solutions that use multilevel governance as an effective tool for inter-territorial management in the situation of inertia of the classical territorial structure and obstacles to its reform.
The article is an attempt at a brief overview of the development strategies of Polish voivodeships in terms of the role of culture as a factor in regional development. The author compares the ‘old-generation’ strategies (applicable until 2005/2006) and the ‘new-generation’ ones (developed for the programming period of 2007–2013). Culture plays an important role in the development of regions as after the administrative reform of 1998 cultural policy became an element of the local government activities. The overview is preceded by a description of the constituents of cultural policy such as 1) the cultural industry as a sector of culture creation and development of cultural products, 2) cultural institutions, and 3) cultural heritage as a pool of resources to be used in the cultural creation process and promotion through the cultural institutions network. Each component analysis is accompanied by a brief discussion of the related ideas and opinions expressed in academic literature by experts from cultural institutions and culture-related academic centres. The author also offers his own concept of describing elements of cultural policy. He juxtaposes the perception of culture as presented in the available publications with the aims of cultural activity and the philosophy of cultural development in voivodeships. Consequently, the author assesses the usefulness of the widely available cross-sectional literature on culture in Poland for the building of the cultural development philosophy in the Polish regions.
The aim of this paper is to evaluate the importance of innovation in the formation of regions of development and those of economic stagnation in Poland. The test procedure adapted by the authors consists of two stages. In the ?rst one, the authors use cluster analysis to group voivodeships into two categories according to the strength and weakness of their economies, on the basis of socio-economic development indicators, structured according to the following aspects: (1) population and settlement, (2) the structure of the economy and the job market, (3) technical infrastructure and easy access, and (4) the ?nancial situation and wealth. In the second stage the authors use canonical analysis to identify the relationship between regional differences in the level of innovation and the distribution of development and stagnation regions in Poland. The results of the analysis shows a strong correlation between the level of innovativeness of a region and its level of socio-economic development in all highlighted aspects of this process, particularly in the relationship between the level of innovation development of a region and its ?nancial situation and wealth.
The article is devoted to the problems of the handicapped people with special reference to the functioning of the Railway Missions in a metropolitan environment. From the beginning of industrialization process the railway stations in Europe were creating a specific social environment, including such phenomena as prostitution, slaves trade, drugs dealing or just individual stories of the travelers. Specifically to deal with these problems, a social institutions called `missions` were established at the railway stations in Germany and Poland. This article shows the historical development of the German and Polish Railway Missions with special reference to its role for the local societies.
According to its development strategy and currently defined physical planning policy Warsaw should become the European metropolis, with a good quality of life, high culture, a durable physical order and public areas of high standard. These are the goals of the municipal authorities, but a short walk through the downtown shows that they are far from being reached. The obvious way for Warsaw to meet the ambitions of its authorities is through physical planning – transparent, with a high level of a public participation. That is – completely different from how it is now, what can be confirmed by some spectacular examples. If bad governance will be continued, Warsaw may soon become closer to the cities of the Third World, than to the European metropolis.
The main question of this paper is a problem of importance of the National Strategy of Regional Development (NSRD), as a leading instrument for strategic planning of regional policy in Poland. I present the main characteristic of recent NSRD arranged for period 2001–2006. My basic interest is focused on structure of this document, its main priorities and basic implementation instruments. Particularly important is the analysis of effectiveness of the main NSRD priorities in practice. It is crucial problem, especially for Polish central-government regional policy which was implemented basically by voivodship contracts. My research proves that effectiveness of the NSRD implementation by the voivodship contracts was low. Recommendation for future Polish government regional policy is given.
Among various attempts to create international associations integrating the countries of the South, two cases: Association of Southeast Asian Nations and Mercado Comun del Cono Sur deserve particular attention. Not because of their, rather modest, achievements, but due to the institutional characteristics, economic, political and cultural ambitions and the determination to search for original ways of development. ASEAN and MERCOSUR countries are ready to cooperate with the important global partners but, at the same time, have their own, independent views on many issues, in which in other circumstances, they would rather do easy concessions in favour of the powerful global organizations and countries.
The notion of a network is one of the key terms used to describe the contemporary world. The role of cooperation networks is also stressed in the context of innovation and its spatial aspects. In this particular case, most attention is given to metropolises as major networks of flows not only of people, capital or goods, but also of information and knowledge. The paper discusses selected spatial aspects of collaborative networks in Polish science. The discussion of examples is preceded by a theoretical introduction intended to outline various aspects of innovation networks at national and regional levels, with particular emphasis on the role of metropolises in collaborative networks.
The paradigm of analysis of the reality and its management, based on vertical hierarchic structures, cannot be used to characterize situations of resources concentration in the hands of many social actors. Nowadays, the paradigm seems to be less popular. First scientific diagnoses of the described situations seemed to prove their chaotic and ungovernable character, but they were gradually replaced with approaches which allowed to penetrate and govern composed systems. The notion of ‘governance’ (i.e. a multi-layered network process whose participants have different statuses and resources, and which results in a consensus achieved in an interactive play of all partners) has a high heuristic value. France is a perfect illustration of this phenomenon. The process can be observed especially in metropolitan areas that create their own compounded authority systems.

Human capital stock affects the economic growth by raising the productivity of labour or by improving the ability of the economy to create and absorb innovations. In the scale of the local economy of an academic city, this process can be reinforced by attracting students and researchers to study and work at the local universities. To do this successfully, the city needs not only a high quality academic institutions but also the wider labour market for the educated individuals and – more generally – the ability to attract the creative class to settle down. The article provides the comparative analysis of the ability of the largest Polish cities to attract and absorb human capital. The research is based on the unique dataset coming from nasza-klasa.pl website (allowing users to contact their former class mates). The research concludes with the typology of the Polish cities with respect to the scale of benefits from performing the academic function.
As a result of broad demilitarization process, numerous military bases had been locked out in the last years all over the world. In the regions whose economies depended heavily on military orders, and large share of employment was in the army-oriented services, the closure of the military bases had huge negative impact on the economy, as finding new development path showed to be difficult. The article demonstrates the examples of successful demilitarization and conversion of the cities and regions in France, Germany and USA and formulates recommendations for the Polish communes experiencing military base closure.
The revitalisation process in Polish cities – here by the example of Poznan – is still rather on a modest level. Nevertheless the needs are urgent if we consider the continuing degradation of inner-city areas, the insufficient quality and quantity of housing resources and increase of suburbanisation. The legal, financial, and socioeconomic conditions do not allow the application of Western patterns. Yet there exist in Poznan various examples of renewal of old housing stock as well as of revitalisation of whole inner-city areas. They may be regarded as starting points for the realisation of future revitalisation ventures, also with regard to expected European funding.
The purpose of the article is to provide political analysis of European Groupings of Territorial Cooperation (EGTC), which are being currently established on the Polish-Slovak borderland. First, the author presents the essence and legal basis of this new instrument of the European Union, and describes the origin of the first EGTCs. Second, in the main body of the text, he discusses two Polish-Slovak EGTCs, i.e. Tatra and TRITIA, focusing in particular on their documents of incorporation, internal organization and the planned scope of activities. The article is supplemented with a comparative analysis of previously active euroregions. In the summary, the author offers some conclusions and recommendations regarding further formalization of Polish-Slovak trans-frontier cooperation.
The article explores the issue of social development of the local communes. This development process is defined as growth and differentiation in the fulfilment of needs of the social groups located on the particular area. There is spectrum of measures that allows us to define level of development and specificity of the particular territorial communes. Author presents the concept of Indicator of Development of Territorial Communes (IDTC) calculated for communes. This indicator is calculated according to the portfolio method and it takes into account both growth factors and barriers of development. The practical use of the IDTC is illustrated on the example of the communes in Zachodniopomorskie Region, for years 1999–2001. The results show uneven and incoherent development of the communes in the region discussed. The further conclusion is that this situation would not change in the short-term perspective.
The aim of this paper is to examine the process of issuing decisions on building conditions and land management in rural-urban areas located in the outer zone of the Szczecin Metropolitan Area, and to determine whether the individual municipalities adopt a similar policy in this case. We also study the possible reasons for the differences. In the research, covering the years 2007–2010, we examined four rural-urban municipalities located in the outer zone of the Szczecin Metropolitan Area. We specified the number of decisions regarding the building conditions in each year and in each municipality, we counted the motions which were denied and the decisions to establish the locations of a public purpose investment. In the latter case, we also studied the purpose of such investments. Moreover, in the total number of the decisions issued for economic purposes, we defined the percentage of those made in favour of legal persons and those made in the city’s area.
Democratic end economic transformations that occurred after 1989 in Central and Eastern Europe Countries have resulted in a new political situation in the Baltic Sea region. They created opportunities for unrestricted development of cooperation not only at international, but also at regional and local communities level. Those initiatives are a consequence of the necessity for social and economic activation, the belief in opportunity of achieving economic benefits for everybody and they are motivated by cross-sborder transport links, cultural and language similarities between communities living at both sides of the border. The paper aims at presenting the scope and scale of regional cooperation in the Baltic Sea region with particular focus on the current effects and potential of that cooperation in the border areas of Poland. The paper presents the results of questionnaire based on investigations encompassing representatives of local governments from border municipalities of the Baltic Sea Euroregion.
In light of setting up strategic documents in Poland for regional and developmental policy after 2006 the article proposes arguments for discussion about state-government regional policy in Poland. Nowadays there is no strategic document devoted to state intervention in Polish regions (voivodeships), which could be named governmental strategy for regional development. The article presents basic thesis for such document, including review of Polish regional problems, which needs governmental intervention, key priorities of state action in regions, basic rules of state-government policy for regional development, and major criteria of state financial support for regional self-governments.
The article analyzes the economic basis of Pax Americana over the next 10?20 years and describes the future position of Eastern Europe (New Europe) in the American constellation of interests. The main factors of geopolitical power are wealth – total and per capita, the production of leading goods, and innovations. An analysis of the position of different countries in the advancement of the new economy (knowledge-based economy) proves that in the next 20 years the US will be the most important power of the Western world. The position of Eastern Europe (New Europe) in Pax Americana will be the result of its rather poor impact on the national interests of the US.
Article presents resolutions concerning divisions of estates in Szczecin Metropolitan Area. Each metropolitan area is divided into the centre, i.e. the main town, and the outer zone consisting of communes directly adjacent to the main town or in any other way functionally linked to it. The realization of metropolitan functions in the outer zone of the metropolitan area significantly affects the developing capability of the area. Divisions of the estates could be very important instrument of local development.
The aim of the research was the evaluation of the regional disparities in the economic efficiency of private companies in Poland. An attempt to answer the following question was taken: Do the regional disparities in the economic efficiency of private companies in Poland are increasing or decreasing? On the basis of the research results one can obtain some important conclusions. Regional disparities in the economic efficiency of private companies in Poland during years 1999-2008 have slightly decreased, and still remain at the average level. It was caused by the different dynamics of economic processes occurring in voivodships and also by the processes of the internal convergence and divergence of voivodships.

This article presents, from a sociological perspective, selected methodological issues concerning urban studies. The authors of such studies either create theories of a city’s rise and fall or describe a changing urban reality, investigating the history of cities. Examples of the first approach are the more or less formalized works of Louis Wirth or Richard Florida, as well as Geoffrey West’s and Louis Bettencourt’s quantitative concept.. The second type of studies is represented by Max Weber, Fernand Braudel and others. The author, although he is not denying the merits of the first approach, claims that the descriptive-historical perspective has so far been more useful in explaining the process of urban development.
This paper proposes an analysis of the manner in which knowledge value chains derive specific but differentiated advantage from distinctive categories of knowledge over geographical space and time. It explores the problematic juxtaposition of tacit and codified knowledge transfer as a simple matter of conversations among binary actors, proposing the concept of "complicit` knowledge as a necessary category capturing the multitude of intermediary agents involved in actual knowledge translation to move from the implicit raw state to the explicit innovation representing new knowledge capable of attracting market demand.
In the early 90’s public authorities in Poland considered all kinds of planning as a remaining of the socialist economy, unnecessary under the free-market rules. As a consequence, the chaos became a dominant characteristics of the Polish space at the beginning of the XXI century. This applies also to the situation in Warsaw Metropolitan Area, that exists as a real system of functional relations, but not as an administrative or planning unit. In effect, we observe the “wild urbanization” of the suburbs, and lack of development in the central part of the city. Recent centralization of local government in Warsaw has made the situation even worse, by blocking the investment and planning decisions. All these processes may lead to further marginalization of Warsaw as an European metropolis.
The marketing oriented approach to planning of local development proofs its high economic efficiency, nevertheless its one-sidedness undermines the conceptual basis of sustainable development. One can put forward two competitive hypotheses. (a) The success of many marketing strategies is due to social and cultural capital, but the marketing games basically are not suitable means to reproduce the social sources of their own prosperity. (b) Under
experimentally controlled conditions (such as economic, organizational etc.) organizations and communities learning by solving their current problems are able to reproduce the social capital they have used up or to contribute to an emergence of new kinds of this capital, that reciprocally foster their marketing orientated strategies of development.
This article discusses a particular type of social conflict, which is NIMBY (Not In My BackYard) syndrome. It has been very well studied and described by American sociologists. Although NIMBY syndrome has been present in Poland for relatively short time it is de?nately a sign of organising different types of local communities against interfering processes. Although usually depicted as negative phenomenon in most con?icts in the region of lodz it has proved to increase local activity, created new channels of social communication and leaders. It can be also stated that NIMBY syndrome has its source in omitting or separating local community from decision-making procedures and insufficient information on affair/venture being planned. The research revealed that NIMBY protests were characterised by violent beginning, significant time of existence and appearance of sudden, violent and often abrupt reactions of community during time of the con?ict. Dominating forms of activity were petitions and letters being written form. Another activities covered blockades, manifestations, demonstrations and destruction of construction machines or construction site itself. Most frequent form of extinguishing the con?ict was arbitrage which is forcing administrative decision against community which resulted in increasing distance between the community, local authorities and investor.
One of the challenges for the contemporary Polish village is the transformation of its economic structure. It is necessary not only to create new jobs in the non-agricultural sector, but also to increase the competitiveness of enterprises. In their activities, entrepreneurs may use local resources in an innovative way. The author of the present article focuses on the following question: “What is the potential of entrepreneurs as far as the innovation based on local resources is concerned?”. Innovation is defined as a way of using local resources which emphasizes the specificity of an area. In her research (undertook in 2012), the author analyzed the local resources of the Pilica River Valley and the applications for support (from Rural Development Programme 2007–2013) submitted by the entrepreneurs to the local action group. The entrepreneurs (in their activity) do not use the resources which have been identified in the local development strategy. The additional funding allowed them to increase the competitiveness of their companies, but was not used to make their activities more innovative.
The purpose of this article is to analyse opinions and attitudes of inhabitants of a Silesian town of Tychy toward the civil society and local democracy. Basing on sociological research done in the spring 2003 and reinterpretation of sociological research of the town, the article shows an activity related to and awareness of these issues among the local community in times of democracy and free market economy. The example of Tychy is specific because during the socialist period sociologists emphasised the fact that it was a socialist town. After political transition, scientists and researchers have pointed that urban community has a disintegrated character and that social bonds must be created in order to cope with regional development. The present article is especially focused on changes which have taken place over the past few years in Tychy.
In this paper, we present the most important problems and development perspectives concerning the collection and analysis of data on Polish metropolises. The basic issues described in this context are: the definition of metropolis and functional city, sources of statistical information, methods of estimating missing data, and some persisting organizational and methodological problems. A special attention is paid to advantages and challenges of Poland’s participation in various international projects relating to regional statistics, such as URBAN AUDIT, EURAREA, etc. The former project provides many interesting propositions concerning assessment of living conditions of urban population and delimitation of metropolitan areas based mainly on a concept of the city’s scope of action. The latter is aimed at construction, development and research on the usefulness of theoretical tools of small area estimation. Moreover, we look at the potential of Polish regional statistics in terms of observation of metropolises and stimulation of their functioning, from the analytical point of view and in order to support decision-making at the local level.
The majority of major local actors of the city of Mielec have united in the idea of creating the Special Economic Zone (SEZ) in the 1st half of 90s. The informal coalition of representatives of various bodies and institutions quickly started to have access to institutional resources, that enabled them to control the decision-making and took over the social leadership. The young coalition managed also to gain the support from the government. Such informal deal was characterised by the most typical features for urban regime of symbolic type and develop to all actors a great mobilisation for finding new progress tendencies of the city. The strength of the coalition and the success of the regime may be measured by the first SEZ in Poland that has been created in 1995 in Mielec. The legal regulations for functioning of SEZs in Poland were developed mainly by participants of this regime having a visible stigma of local city problems.
Sustaining the development at the local level is associated with many different issues. One of the major ones is the urban growth policy. This can be justified by the importance of space as one of the most important environmental assets, which has to be treated as non-renewable one. At the same time it is necessary to remember that the shape of this policy is influenced by many factors, i.e. legal regulations and current paradigm of urban development. Along with introduction of the sustainable development concept this paradigm evolves. Currently as some of its most important components one should mention urban regeneration of the degraded areas and limiting urban growth to the areas already urbanized. As far as urban regeneration is discussed, it is possible to mention a number of issues that have to be taken into account. At the same time one can regard the inside growth of cities which means reusing degraded areas – as real alternative to the on-going suburbanization and encroachment of urban structures to the areas still remaining its agricultural or natural character.
The article presents the context of formation of the European Union Emission Trading Scheme (EU ETS), and describes the mechanisms of its functioning in the past years, nowadays and in the future (in the period defined in directive 2009/29/WE). The author focuses on economy phenomena that have impact on effectiveness of emissions trading and tries to answer the question if this system has the ability to adjust to changes that affect the global market. Special emphasis has been laid on the difficult situation of Poland, as its national economy is not very innovative and requires huge investment expenditure, especially because of its energetic system that is based on coal in 93%. The article calls into question the effectiveness of the emissions trading program that has been designed in the times of good global economic situation and which, in fact, in the face of global crisis seems to cause only economic losses to the countries involved therein, without achieving intended ecological objectives.
The objective of this paper is to assess the advance of planning works in the area of the Podlaskie Voivodeship. The authors determined the degree to which districts were covered by local land development plans at the end of 2007. The assessment was done on the basis of plans which were carried out and those that still await implementation. In the assessment, we used one essential indicator of the demanded covering, which accounted for use intensity and the amount of existing functions.
The aim of this paper is to define the relationship between the level of human potential and economic efficiency of companies in different voivodeships. For the purpose of this paper, a synthetic indicator was constructed to evaluate the economic efficiency of companies as well as a synthetic indicator of human potential in a region, based on previously selected set of diagnostic variables. All 16 Polish voivodeships were included in the research. The TOPSIS method, Ward’s method and the PAM method were used in the research to classify different voivodeships. Moreover, correlation analysis and spatial autocorrelation analysis were carried out. The main criterion when selecting variables was their completeness and their accessibility for all objects in the research between the year 2009 and 2013.
Among the features of globalization and metropolization of development, a growing number of mega-events can be observed. Among them are large sport events, as for instance UEFA 2012 in Poland and Ukraine (in preparation). What impact may such an event have on development? The main aim of this article is to present available conclusions of research on the cost-benefit analysis of previous events of a similar type. The data presented lead to a conclusion that – like in many discussed examples – the balance of EURO 2012 will be most likely negative.
The turn of the eighties and nineties was a particular moment for the natural environment in Poland. Two important factors occurred at that time. First was the post-communist transformation of the country, which affected all spheres of socio-economic life in Poland. On the other hand, new ideas of sustainable development taking into account both quality of human life and quality of natural environment have been spreading all around the world. Changes in the system of environmental protection in Poland which occurred after the year 1989, took into consideration the consequences of both processes. It seems therefore interesting to find out how the new instruments worked and what effects they have brought to Poland in the nineties. This article describes the changes in the quality of different components of natural environment in the areas of environmental risk in Poland between 1982 and 2000. Using the results and methodology of Rolewicz and Kassenberg (1985), the situation in 27 such areas was analyzed.
It was in winter 2009/2010, from mid-December to mid-February, that almost all Poland, especially Warsaw, faced exceptionally heavy snow falls. What did the snow falls change in the city? How was city life affected by those winter conditions, how did the inhabitants deal with the snow? What new elements were introduced in the urban space and what new kinds of everyday life practices emerged? We present our own take on the city-users’ attitude toward the heavy winter, based on press news, on-line comments and blog entries. This paper is based on participant observation and discourse analysis, including urban anthropology and anthropology of everyday life.
The article deals with the analysis of the anticipated middle-term demand for dwellings in Poland. On the basis of the empirical research this demand has been considered as being determined by the two groups of factors: demographic and economic, together with the level of the state of fulfillment of the basic housing needs. The finale set consisted of eight factors of the diverse wage. These were: the percentage of deficient flats counted as the difference between the number of households and the number of flats, the average space floor per capita, the population growth in 1998-2002, the percentage of people in the age from 20 to 39, prognosis of the number of inhabitants in 2002-2010, the unemployment rate, average wages, and the number of the business entities per 1000 inhabitants. The analyze has been carried out in the commune-scale pattern and can be useful for spatial planners and persons professionally involved in the housing market.
The aim of the article was to present the methods of operationalisation and measurement of intellectual capital of the region. The methods of fuzzy sets and structural equation modelling were used. The obtained results were the following: (1) the verification of the conceptual model of intellectual capital of the region and (2) measurement of intellectual capital of region.
The article analyses the expenses of local communities in zachodniopomorskie voivodship during the 2000–2005 period, with special regard to capital expenditures and to social care expenditures. Local communities conduct counterbalanced expenditures policy adapted accordingly to incomes. Whereas capital expenditures vary in time with growing tendency to diminishing, the social care expenses continually grow (in analyzed tenure). In spite of this the numbers of people taking advantage of social help diminishing very little (and even growing from time to time). What is more, as can be presumed, the social funds are constantly directed to the same group of beneficiaries without gaining the results in limiting the scale of poverty in community.
The text aims to analyse the patterns of immigrants’ settlement in Warsaw agglomeration, especially their settlement in the area of the city of Warsaw. The subject of the study is: the emergence of places where immigrants concentrate and a relation between their places of residence with other types of concentration; factors that determine the places of immigrants’ residence and how migrants operate in the urban environment, as well as a relation between the places of immigrants’ settlement and their economic activity and its localization, cultural characteristics and the adapted acculturation strategies. To study these problems the authors use the example of the population of the Vietnamese and Ukrainians possessing a permission for settlement in the Mazowieckie Province. The article discuses differences in the patterns of settlements of both groups and shows the emergence of small clusters in the case of the Vietnamese.
Local spatial development is affected by various authorities, including environmental authorities. The purpose of this article is to identify the extent to which national parks (on behalf of which the directors of national parks act) affected spatial development in municipalities in Poland in years 2008–2011 based on the arrangements made by them. In addition, an attempt has been made to verify whether in this period of time there were spatial conflicts between the intended space-related maintenance and development of national parks and other, occurring at the local level allocations. The article analyzed the data obtained from thirteen Polish national parks.
In the last years, the knowledge economy approach has started to gain strength in the analysis of the economic and social reality. The author presents four fields that characterize the knowledge economy, namely: the acceleration of the knowledge production, intangible capital increase in the macroeconomic field, innovation as a dominant activity and revolution in the knowledge means. The main objective of this text is to find a relationship between two great phenomena knowledge economy and regional development landed on a concrete region (Central Region of Mexico). Essential to this analysis is the inclusion of the third great current phenomenon: globalization. Article presents also an overview of the conceptual framework of knowledge economy and its relationships with the Central Region of Mexico. The main hypothesis of this work consists of giving an answer for the question: Are there any possibilities for this region to join the knowledge-based economy, taking into consideration the existing elements of such an economy here? The last part of the article gives some data that describe the development level of the knowledge economy in the Central Region in three aspects: abilities, efforts and outcomes.
The paper is an overview of selected aspects of sustaining the development of Brussels. The mechanism of multi-level governance of the capital of Belgium and the nature of its problems resulted in the emergence of instruments that give local actors greater control over the urban processes. The paper describes two of such instruments, namely the neighbourhood contracts and the Regional Development Plan. Despite some criticism, both are considered valuable tools of urban policy. The way in which they have been adapted and the results they give confirm that Brussels’ sustainable development is achieved most effectively by the application of system solutions, specifically those used in the smallest administrative areas of the city – neighbourhoods.
For many decades, temporary labour migrations from the Opole region have had a significant impact on the social, economic, and demographic situation. They are particularly important for the villages in the region, for most of the migrants are recruited there. What is the situation in farmers’ families? Are their members labour migration participants too? What is migration’s role in the income of farmers’ families? The paper characterizes migration from rural farmers’ families of the region. It is based on the results of an analysis carried out in July 2012 in the Opole province in 383 individual farms the size of 2–30 ha.
The author of this essay argues that, in a longer time perspective, four major processes have been taking place in the countryside and changing its character in Polish as well as in other countries in Western and Central Europe: de-ruralization, de-agrarianization, development of a new model of agriculture (peasantization/ de-peasantization) and re-stratification. These processes are affecting 1) the place of the countryside in society, 2) the place of agriculture in society and in national economy, 3) the structure of the countryside as a social subsystem. These changes have been taking place throughout the last two decades, albeit with different speed in different time periods. Three of them, de-ruralization, de-agrarianization and re-stratification, are continuations of processes which took place before 1989. Their dynamics does not differ from that in Western and Central-Eastern Europe. The fourth, more original process can also be detected in the development of a new agrarian model: the adjustment of the post-communist structure of agricultural production to the market economy.
In the paper we present two neoclassical growth models of Solow-Swan type: with regional budget deficit and without it. The main aim of the paper is to analyze the convergence of regions in Poland towards their stable steady-states and to check the speed of this convergence. We use the method of calibration of parameters in models and numerical methods for calculating capital and output per worker in stable steady-states. The computations were made for the new administration division of Poland. On the base of empirical results we make conclusions about future distribution of wealth among regions and about potential possibilities of growth in regions. We also try to answer the question if in the future there will be convergence or divergence of welfare among regions of Poland.
Article assesses the administrative capacity of the regional institutions in Poland for implementation of the Integrated Regional Development Operational Programme 2004-2006. Organizational works has been delayed, mainly because of slowing down of the negotiation between Poland and European Commission, lack of required legislative framework and postponement of decisions on central government level. Author presents recommendations for improvement of pace and quality of administrative works in Polish regions. The main conclusion is also importance for general rebuilding of administrative regional framework for future implementation of European funds after 2006. The basic directions for this reform are recommended.
The work has two goals: 1) to identify the dominant charges in complaints to administrative courts regarding land use plans for municipalities (gminy), to assess their legitimacy and effectiveness, and to classify the complainants; 2) to show that the court rulings are related to the diversity of municipalities, i.e., their character (morphology, social and economic functions, etc.) and characteristics of socio-economic development. All the judgments of voivodship (regional) administrative courts issued in 2010–2019 concerning complaints about municipal plans were analysed (531). The problem turns out to be the undefined scope of such plans, which, however, does not affect the extent to which these instruments are challenged by property owners. A high concentration of complaints in the regional capitals and their suburban areas is also demonstrated.
The paper provides a comparative analysis of so-called land management and spatial development studies of the biggest Polish cities regarding the scope of functional and morphological delimitation and zoning. Due to the lack of detailed regulations, individual cities developed their own zoning methodologies. The authors of such studies take into account three factors: functional, morphological and administrative aspects. The zoning in the analysed cities is determined by individual factors which vary from city to city.
A city is a reflection of the society and flows its fate. The situation of Warsaw is therefore related to the situation of the whole of Poland – a country relatively big, but still poorly developed country, located at the peripheries of Europe. Due to these general conditions Warsaw has not become one of the most important European metropolises. However, a massive inflow of FDI and location of several offices of TNCs in the city has begun a process of metropolisation of this city – severely damaged during the war and later badly reconstructed according to the principles of real socialism. Juxtaposition of the “old” and the “new” leads to emergence of contrasts and imbalances – in a similar way as it happens in the cities of the so-called Third World. An important question arises – do these contrasts have a tendency to diminish, or are they persistent or even growing? This article aims at providing an answer to this question.

The aim of the paper is to examine the level of application of the partnership rule in the process of implementing regional operational programmes (ROP) in Poland in 2014–2019. It has been assumed that the Monitoring Committees (MC) operate as the institutional manifestation of the partnership principle. The scope of comparative analysis includes practical aspects of the functioning of MCs within ROPs in three voivodships: Kujawsko-Pomorskie, Lubuskie and Świętokrzyskie. The analysis focused on five institutional factors: number of Committee meetings in the financial perspective 2014–2020, number of circular voting events, percentage of socio-economic partners in the total number of Committee members, number of working groups within the MCs, as well as the number of meetings of working groups. The research hypothesis adopted in this article assumes that the regulatory activities expressed in the preparation of guidelines for the application of the partnership principle under the regional operational programs in the 2014–2020 financial perspective turned out to be insufficient for disseminating developed partnerships under ROPs.
The ecological activity of municipalities can be a very important element increasing their attractiveness. Modern digital technologies offer intelligent solutions and help fulfil many economic and social demands related to environmental issues. The study primarily looked at the degree of activity of municipalities in the implementation of optional ecological projects and revealed a low level of participation of municipalities in cross-border projects. A questionnaire survey was designed as a universal tool for studying digital maturity in a cyclical, low-cost manner, which provides extensive information by verifying various areas of municipal activity and then formulating conclusions for climate and regional policies, etc. On the one hand, the study fostered the need to implement ecological projects, especially of a cross-border nature, and on the other hand, it disseminated knowledge and indicated various possible solutions.
The paper focuses on the transformation of human capital in the Silesia province and the formation process of the creative class. In the first part are described some theoretical assumption of human capital and creative class, and the history and specifics of the most important social groups in Silesia. In the second part the authors cite the main results of their research conducted in 2010–2011. In interviews, entrepreneurs, experts and policy makers recognized the existence of regional professionals and active individuals who operated at the level of enterprises and local communities. This confirms the assumption of the enclave nature of the formation process of the creative class in Silesia.
The article presents the analysis of spatial planning process in communities at the end of 2004, based on information by Ministry of Transport and Construction and Central Statistical Office survey. Briefly discussed are the most important indicators reflecting the advancement of planning works. As a result of the research carried out, the practical conclusions for the regional politics were formulated. The research helped to identify and judge the state of the preparation of planning works in relation to the forming of spatial structure in the country. The analysis shows that the state of the planning works in the municipalities especially in relation to local plans, is unsatisfactory especially in urban areas. The planning predictions, contained in Priorities and Conditions… should be also critically judged. They are unrealistic, inconsistent with the real socio-economic situation. In the future it is necessary to develop a detailed monitoring system for the spatial planning on a regional, sub-regional and local scale.
The work described here has sought to investigate differences between the statistical features of large (annual) datasets of laboratory results from 23 regions of Poland. Collections of results for total protein, haemoglobin, cholesterol and glucose levels were analyzed. An original computer method called JEG, devised at the Institute of Biocybernetics and Biomedical Engineering of the Polish Academy of Sciences was used. Differences in mean values ranged from –2.81 to 2.01 standard deviations from the mean value for all results. The dependence of results on the sex and age classes differed greatly in the two extreme regions. In the comprehensive valuation of regions, the north-west region stood out in a positive sense, while the Wielkopolska region fared surprisingly poorly, and Upper Silesia and the north-east were also far from ideal. This situation in the Malopolska region looked extremely serious. The usefulness of the method was demonstrated by the research carried out, so it would seem advisable for the investigation to be continued with, in order that the picture for the country as a whole might be made complete.
The study proposes a method of designating areas at different levels of socio-economic development (problem, success areas, and the intermediate stages between them). In the adopted research procedure, the above-described areas were identified on the basis of a synthetic indicator, which took into account six features assigned to two thematic categories (socio-demographic and economic-technical). The years 2003–2019 were assumed as the research period. The applied dynamic approach made it possible to trace the path of socio-economic development of the surveyed units within the proposed four types of areas. The obtained results refer to rural and urban-rural municipalities of Dolnośląskie (Lower Silesia) Voivodship (województwo), with a particular emphasis on the Kłodzko district (powiat), which has been considered a problem area for many years.
The aim of the article is to analyse the strategies undertaken by urban movements in the process of advocacy promoting the interests of the inhabitants of Polish cities. The strength of urban movements in the first years of their activity in Poland was their grassroots nature, lack of connections with the public policy system, and therefore independence and being able to put forth uncompromising postulates. Over time, urban movements began to undergo transformations, and the strategies of representing the interests of the residents they implemented evolved as well. When starting research on this text, the author assumed that the results of the analyses would be the observation of a clear trend from bottom-up activities to professionalisation. However, an in-depth analysis of the issue showed that there is no uniform trend in the development of urban movements nor in the strategies of advocacy for the interests applied by them. The study was based on desk research analysis; additionally several individual in-depth interviews were conducted.
The article analyzes the problem of delays in the preparation of local spatial development plans in Polish communes. Data from the annual survey sent to local governments and carried out in cooperation with the Ministry of Economic Development and Technology and the Statistics Poland were used. On this basis, the categories of communes in which there is highly possible to identify occurring of planning works prolongation (referred to in the article as delays in drawing up plans), as well as its reasons, were identified. No territorial differentiation in this scope was found. The basic differentiation is related to the population of communes, i.e. the larger the commune in this respect, the greater the delays are. The interviews obtained from 16 communes (at 68 over 50,000 inhabitants, where the highest number of delays in preparing plans was identified) show that the main reasons for delays include problems related to public consultations and arrangements of draft plans, changing legal regulations, and staff shortages in commune offices. The article shows how these issues are related to the broader problems of the Polish spatial planning system. Further research directions were also proposed.
Nowadays, the development of local communities is hindered by crises, external shocks, and disturbance. Under such circumstances, an important characteristic is their resilience, i.e. the ability to withstand negative external influences and ensure further growth. Border communities are particularly sensitive to external stresses stemming from geopolitical and economic changes. The article aims to identify key determinants and indicators of territorial community resilience in the EU-Ukraine cross-border area. The methodological foundations of the research comprise the main provision of economic theory, regional development, and spatial economy theory, etc. The methods of comparative, economic, and statistical analysis are used in the study of various dimensions of community resilience. The main results of the study of the peculiarities of socioeconomic development of Ukraine’s border communities and existing opportunities for the use of instruments of cross-border cooperation derive from a sociological survey based on the expert opinion method.
The purpose of the article is to theoretically analyse the nature and characteristics of territorial capital. The article examines the conceptual framework of this notion to identify its originality and added value. The applied research method is literature review. The concept of territorial capital amalgamates numerous findings from endogenous approaches to development. Its originality derives from a holistic and complementary perspective on territorial resources, which give rise to new development trajectories and foster territorial specificity. This concept emphasises the significance of network relationships and the intangibility of resources, along with their embeddedness. It highlights the importance of place specificity and territorial capabilities in creating new values and resources. It forms the basis for place-based development policy.
The aim of the article is to present the communication by public transport of the towns located within the boundaries of the Municipal Functional Area of Słupsk–Ustka (MOF S–U) with the core cities (Słupsk and Ustka) and to indicate the areas where the phenomenon of transport exclusion may occur. The public transportation network in the area does not meet the needs directed by the residents to local authority decision-makers, which may limit their ability to get around, especially on weekends. During the study, the literature on the subject, documents at local and regional levels, and data contained in timetables were analysed as well as the GIS visualisations were used. Insufficient communication with public transport in the area results in limited transport accessibility and, consequently, may lead to transport exclusion.
Ensuring an appropriate level of transport accessibility of peripheral areas is one of the greatest challenges of regional and local policy. Higher accessibility has a positive impact on the attractiveness of a given area as a place to live and creates favourable conditions for running a business. An example of a region located peripherally and at the same time problematic in the socioeconomic sphere is the Jelenia Góra agglomeration. The aim of this article is to examine the validity of implementing urban rail in the functional area of Jelenia Góra and to determine the scope of its operation as part of shaping sustainable mobility in the Karkonosze subregion. A crucial part of the work is the original concept of the ‘Karkonosze Light-Rail’, which is a reference to previously published plans of the Jelenia Góra agglomeration railway.
The article presents a synthetic assessment of the diversity of the housing situation in Polish communes in the context of ongoing demographic changes. In addition, it presents an original method of typological research combining measures of the housing and demographic situation for all 2,477 communes in Poland as at the end of 2021. The scope of the study covered the years 2011–2021. The article identified that both functional urban areas and coastal municipalities have their own specificity in terms of housing and demographic situation, to a lesser extent this phenomenon affects mountain municipalities. It was also pointed out that the lack of a place-based policy in the National Housing Program makes it difficult to shape the national housing policy in a manner adapted to local and regional conditions.
Planned large-scale animal farms are often the subject of protests by local communities due to the nuisance they generate. The active participation of local residents occurs at an early stage of the investment process, namely the proceedings for issuing an environmental decision, because it is at this stage that location and characteristics of the facility are determined. The article analyses 52 cases of proceedings to set the environmental conditions for the construction of animal farms in which there were documented protests of local residents. The aim of the paper is to determine the course of environmental proceedings for animal farms under the influence of residents’ protests, as well as to determine whether environmental conditions are eventually established. The statements of protesting residents are presented by means of references to the category of knowledge in decision-making (Glicken 1999, 2000; Edelenbos 2011). The study showed that despite the binding rule that public opposition cannot be the basis for refusing to set environmental conditions, the protesting residents indirectly influence the final, usually negative, result of the environmental impact assessment. By blocking the realisation of unwanted investments, they have a real impact on the shaping of the local space.
The level of adaptability of basic administrative units in Poland (municipalities - gminy) has a huge impact on the extent of adverse consequences caused by floods, and therefore on the flood risk in municipalities. As part of the research, we selected 15 characteristics of the municipalities which shape their adaptability processes and allow a diagnosis of the municipalities’ adaptability to be made. The article aims at presenting the methodology of empirical research seeking to obtain observable data (indicators) using quantitative studies. These indicators make to possible to assess the level of the municipalities’ adaptability to flood risk. The empirical research with the use of the questionnaire produced the results which – by preparing a questionnaire –enabled us to obtain data which are unavailable to the general public, but are vital in identifying all characteristics of a municipality which impact its adaptability assessment. The questionnaire was applied in an adaptability research of 18 municipalities located in the Nysa Kłodzka basin, which are most at risk of flooding. Nevertheless, the research tool is a universal one and could be used for analysing any type of natural hazards.
This paper addresses the changes in the demographic development of Ukraine in the last 125 years in quantitative parameters of demographic sustainability: alterations in population size, its gender and age structure, and natural and migration movement. Demographic sustainability is considered to be the capacity of a country’s or a region’s demography to preserve a consistent population size with optimal proportions between its age categories. Eight historical-demographic stages related to specific military-political and socio-economic events are outlined and analysed. Demographic catastrophes and crises in Ukraine were directly related to the aggression of totalitarian regimes. They occurred at the initial stages of demographic transition, so Ukraine was capable of restoring the population size, albeit with deeply disturbed demographic structures. The large-scale Russian invasion of Ukraine increases the risk of the occurrence of a modern demographic catastrophe. Nowadays, the demographic sustainability of Ukraine cannot be achieved autonomously without the positive impact of external factors – the respective governmental demographic and socio-economic policies.
The article deals with determinants of efficient absorption of European Union`s structural funds by local authorities entities. It focuses on factors connected with civil society that distinguish different regions. As it was broadly recognized and explored, the "basis of civil society is the social capital of a region. Social capital includes networks and relationships between people that transmit their shared attitudes and values and therefore influences on structures of common initiatives undertaken by individuals and different groups
in order to fulfill local societies` needs. The author studies to what extent social capital of different regions conditioned by cultural factors influences institutional efficiency of local authorities in Poland in relation to absorption of pre-accession fund SAPARD.
To assess the development level of Polish regions, it is necessary to observe changes in the country taking into account its sustainable development. Differences between regions are due mainly to their nature, their social, economic and institutional conditions and their political functions. The character of a region has a strong impact on the direction and the pace of development of individual spheres of sustainable order. Research shows that regions with big urban areas have much higher economic and social points than non-industrialised areas. However, agricultural and tourist regions deal with environment problems better. That is why all actions concerning region development and meant to decrease disproportions have to depend on the type of region. The taxonomical analysis can be a base for further research.
The paper presents the principles regarding the protection and shaping of rural settlement landscape, drawn up on the basis of literature analyses. The authors confront the principles with the provisions of local planning documentation and the actual changes in the commune that have taken place since the plan was adopted. Finally, the authors determine the degree of implementation of the provisions. They identify some irregularities and shortcomings in the provisions and some differences between the provisions and actual spatial development. They also indicate the main directions of changes of local spatial policy.
The purpose of this paper is to determine whether connections within cyberspace are in any way related to borders in the geographical sense. The author assesses the connections between the websites of local authorities and destinations that can be reached by hyperlinks. He analyzes 29 counties in Lower Silesia and shows that the activity of local self-government units in cyberspace covers their real-life territory. On the whole, it can be said that connections existing in cyberspace largely reflect actual borders. However, the main functional node dominating cyberspace is the country’s capital city.
The author investigates the citizens perception of the impact of Polish-German border on local economies and communities in Western Poland. The research, based on the survey conducted in selected municipalities, reveals also the attitudes of the citizens towards the protection of natural environment and their opinion about the neighbours at both sides of the border. Finally, it attempts to assess the degree of citizens identification with the border area.
Income disproportions that occur in Eastern Poland are becoming an important contemporary diagnostic problem due to their influence on human capital-related development of households. The diversity of incomes and of expenditures on human capital is the result of great differences in socio-economic situation of Eastern Polish regions, which are shaped by historical, technical and organizational, production-related, socio-cultural and natural conditions. Among the voivodeships with the lowest incomes there are those with low so-called ‘prosumptional’ expenditures – the expenditures related to investments in human capital.
Municipal authorities should implement measures in order to balance their ecological, economic and social development. In order to do that, they need a method of assessing the environmental impact and a decision regarding the environmental conditions. The aim of this paper is to assess the impact of such a decision, issued by the municipal executive authorities, on the local development management. The author attempts to explain all of the above-mentioned problems: he analyzes the number and object of decisions regarding environmental conditions in twenty-three municipalities. In addition, he carries out a survey among the representatives of municipalities in order to assess the impact of the decision on the system community management.
The paper reviews issues related to traditional food from the perspective of its producers and region development. Research conducted during the Poznan International Fair “Polagra 2006” among producers was used in the paper. This examination brought attention to problems stemming from the functioning of such basic ideas as regional and traditional products, including consumers awareness of such products, as well as the current possibilities of epidemiological – veterinarian rules and norms. A separate issue discussed in the paper concern barriers in the development of rural areas and possibilities of eliminating them by means of financing from the European Agricultural Fund for Rural Development.
This article aims at creating the foundations for a coherent theoretical concept of cluster structure, meeting high requirements of a continuously changing area of social sciences. Such a concept should provide an opportunity to make comparisons between clusters of various branches and at various stages of development. To construct such a theory, a modified and supplemented Pierre Bourdieu’s concept of capital was used, putting large emphasis not only onto stricte economic sources of influence in the cluster but also onto human beings and their activities, which influence the operation of cluster structure to the greatest degree.
This article presents new risk analysis technique. The People and Property Hazard Analysis (PPHA) is probabilistic, semiquantitative technique, uncomplicated and easy to use. It provides more precise estimates of a risk level than preliminary hazard analysis – probably the most commonly performed technique by local governments in Poland. PPHA is applicable to the analysis of all types of communities and organizations. The purpose of the new technique is to provide a tool that can assist decision-makers in effectively allocating limited resources across the vast array of potential investments that could mitigate risk.
Sociological research on the social bonds so far has analysed causes and a degree in which the community does not meet requirements of the traditional community any more. Modern research on the nature and the structure of local communities have introduced a new typology which reflects the advanced state of modern social bonds. Social relationships between the residents of cities and countries are reduced the number of the partners as well as people who seem to have the role of the partner decrease and the contact circles are homogenous as regards the socio-professional affiliation of partners. Interactions partners are willing to offer their help although they claim that they seldom use it and if only they turn to somebody for help it will be the closest family.
The article presents a model of functional-spatial structure in the strategy of supra-local development, which is an attempt to translate the assumptions of the new planning paradigm, referred to in the world literature as strategic spatial planning, into Polish ground. In this regard, the new legal regulations set forth in the Act of July 15, 2020 on amending the Act on the principles of development policy and certain other acts were used, which, due to their high generality, allowed the authors’ approach to their interpretation and implementation. The paper presents the various dimensions of integration of strategic and spatial planning undertaken in the Polish legal system over the years up to the present day. In addition, the role of supra-local development strategies in integrated development planning in Poland is defined, and different types of functional areas are described, which are the starting point for differentiating the scope of the functional-spatial structure model. Then the description of the most important elements of the model was deepened, and other elements of the spatial dimension in the new supra-local development strategies were presented. The added value of integrating the spheres of strategic and spatial planning was pointed out, which is important for improving their effectiveness and efficiency, as well as for increasing public acceptance of the measures taken.
The paper refers to sublocal units within metropolitan governance, focusing on Wrocław in the context of multi-level governance and good governance. In Poland, such units function as ancillary units of municipalities (gminy). The paper describes their legal status and functioning within the Polish territorial government and discusses selected urban districts (powiaty). The analysis is based on legal acts and interviews with people involved in the local and sublocal government in Wrocław. The organisation of metropolitan governance based on smaller units is an efficient solution applied in cities worldwide, however, in the case of Wrocław, the borough model leaves a broad potential to develop this element of municipal management structure. Currently, a clear concept of their role in the city is needed.
The article presents the course of the territorial and administrative changes ongoing in Warsaw from the inter-War period to the present day. It draws upon many documents and studies from the period during which the system by which the capital city was administered changed many times, with different innovative ideas being put forward very often. Although the present shape of Warsaw is still very much based upon that set out in the Act of 18 May 1990, every new Act relating to the administrative system of Warsaw has meant major changes for the way the city is administered and functions. The modifications and transformations in question are discussed in detail in the article, along with their consequences.
The authors put a hypothesis of positive net agglomeration effect in Polish subregions in 2000–2005. The net agglomeration effect is a relatively new theory explaining spatial differences in economic activity. A production concentration function suggested by Ciccone and Hall is used in analysis. The hypothesis was verified with econometric methods. Multiple scenarios gave ambiguous results. Panel methods appeared to be ineffective, as opposed to pool methods. Cumulated number of patents was used as an approximation of the level of technical development. Among pool scenarios, domestic patents allowed to reduce problems connected with co-relation of explanatory variables. This approach gives conclusions about positive net agglomeration effect.
The aim of this paper is twofold: to demonstrate development challenges of large Polish cities and to assess the extent to which Cohesion Policy in the 2004?2006 programming addresses these issues. The analysis covers different aspects of EU intervention: sums assigned for particular categories, types of beneficiaries as well as types of large cities. The results allow us to formulate the following observations. The thematic structure of the intervention only partially addresses challenges related to contemporary informational economy, which is due to the cities’ relatively low support for innovativeness and their metropolitan functions. In the analyzed period, the bulk of EU Cohesion Policy funds was devoted to the development of basic technical infrastructure (transport and water management), which was the result of huge underdevelopment in these fields in former years. However, EU intervention had some successes: thematic fields were well adapted to types of cities. Furthermore, most funding was allocated to the largest cities because of the strong involvement of their authorities in EU funds projects, while in smaller cities a significant share of the funds was given to large industrial plants.
Many people wonder how suburban shopping centres and hypermarkets emerged and what are the economic foundations of their dynamic development in the last decade. The answer to the question is not impossible, although hard. It is based on the presumption that the expansion of this form of distribution may result from changes in the transport system, which additionally have a rather weak economic basis.
The article is devoted to the role of the local political elites in the process of local commune (gmina) development. The research was made in three municipalities that differ in terms of economic development and their location on the territory of Poland. The author discusses the relation between the social-economic awareness of the councillors and the commune development strategy. She confronts the strengths and weaknesses of the municipalities in question as perceived by the local decision-makers with their communal development strategies and the course of action undertaken. The analysis of the development strategies of the three communes shows different approaches to strategic planning that result from differing attitudes of the councillors towards the creation of economic progress which, in turn, have a fundamental influence on the functioning of local structures.
Multiculturalism is a kind of social policy that depends on cultural neutrality of the state. Huge communities of immigrants of non-European cultures arose in Western Europe. In response to this phenomenon, European states initiated a multicultural social policy. In effect, many behaviours of immigrants turned out to be at variance with human rights, but consistent with multiculturalism. Great cultural distance between European societies and immigrants caused more serious problems with integration than had been expected. Nowadays, we can observe a contestation, but not abandonment, of the multicultural policy, accompanied by anti-immigrant sentiments. A new social policy ought to facilitate the adaptation of immigrants in economic and politic institutions, and to respect human rights as a key value.
In this paper, the author provides a description and an explanation of regional variation in gender wage gaps in Poland, and shows that the gap is especially large in the Silesian Voivodeship (ca 25.44%). He presents several explanations for this phenomenon. First, gender wage discrimination is likely to be especially strong in Silesia. Second, in this region, men typically work in bigger firms than women. Third, the distribution of women between different occupations and industries in Silesia is especially disadvantageous for their relative wages. Fourth, the structure of occupational wage differentials in Silesia is also unfavourable for women, i.e. predominantly female occupations pay relatively less in Silesia than in other regions.
The aim of the paper has been to determine the reasons for technological in effectiveness of the economies of Polish regions (i.e. voivodeships). In order to do so, we have used the modified method of non-radial Data Envelopment Analysis, which allowed us to determine partial indexes of technological effectiveness separately for the labour factor and the material capital factor. As a result, we have been able to state that the main source of tech nological ineffectiveness of technologies used in regional economies lies in relatively lower and spatially differentiated technological effectiveness compared to the technological effectiveness of the material capital factor. In view of the results, we have extended the study over three sectors of the economy and considered the substitution processes occurring between them. Adapting such a research objective has made it possible to identify the reasons of the ineffectiveness of the analyzed economies and of those characterized by a relatively low technological effectiveness. A technology has been proposed which will help to overcome the technological inadequacies in the most effective way.

In the last decades, especially in Europe, a process of the rebirth of national and regional identities of small ethnic groups has been taking place, leading in many cases to a change of language situation and to attempts to stop and even to revert processes of linguistic assimilation. The article presents individual cases of ethnic/regional movements having “language issue” in their programmes, and makes an attempt of a typology of regions and countries according to their language situation and policy. The language question also appears at the European Union level. The EU institutions try to combine the ideological principle of multilingualism (equality of all official languages of the EU members) with pragmatism implying minimizing the number of working languages. At the “civil” level the EU supports the model of multilingualism of the inhabitants as a means to facilitate functioning of the common labour, commodity, service and capital market while maintaining cultural identities of its member states. In individual countries the language policy is competence of national authorities; there are no common binding rules on the territory of the whole EU. As a result, there are differences among countries in their attitudes towards languages of ethnic minorities.
The institutionalized revitalization process is an important tool of contemporary Polish public policy. According to the declarations of local authorities, its programmes are designed to support the development of so-called degraded spaces and the effort against social exclusion of their inhabitants. However, as the analysis of municipal revitalization programmes (GPR) in the biggest cities reveals, planned revitalization leads to gentrification of a urbanized area and is therefore more conducive to segregation than to social inclusion. This paper discusses the relationships between revitalization and gentrification on the basis of the content and assumptions of urban regeneration programmes. It is based on the literature and on selected GPRs.
Apart from traditional fashion trade fairs understood as specialist events addressed to a limited number of business clients, a growing popularity of B2C fashion fairs has been observed in recent years in Poland, in particular in large cities. Such events provide opportunities for purchasing unique clothing, offering possibilities for cultural distinction but also for spending leisure time, engaging in social interactions, and participating in urban arenas. They are in line with broader phenomena such as the festivalisation of urban space, the development of the experience economy, and the ecologisation of consumption. The aim of this article is to show the scope of this phenomenon in the Polish context. Proposing a typology according to this sort of fashion events as well as places where they occur, the authors attempt to show the intraurban and interurban specificity of fashion fairs, pointing to main centres and important factors of their location.
The article attempts to identify and analyze the actions undertaken in the cities of the Wielkopolska Voivodeship in the area of urban renewal in the 1999–2005 period as well as the direct and indirect effects of these actions. In order to reach this objective, we analyze the local renewal programmes as well as other strategic documents launched in the investigated cities. In addition, we employ the survey technique and conduct numerous in-depth interviews with the local actors of the renewal process in order to get better insights into the economic, societal and spatial context of the renewal process. As a result, we show that the actions undertaken by the cities of the Wielkopolska Voivodeship in the realm of urban renewal are hardly integrated (they are not comprehensive and do not complement each other in a given area) and dominated by infrastructural investments. In contrast, the economic and social projects remain rare and their consequences ambiguous. We also identify some unexpected, positive as well as negative, consequences of the renewal process, such as increasing engagement of local property owners, entrepreneurs and associations in the renewal actions as well as the problem of profiteering on the renewed areas.
System transformation is a long-lasting process which is reflected in the model of property relationships and the way inhabited environment is created. This paper discusses the Polish urban area as an example of a neoliberal model of space transformation characterized by: atrophy of the public sector, arbitrary spatial order, and deepening spatial segregation. The transformation of the urban area in a neoliberal model has affected the legal order, spatial planning, privatization of housing resources, and public infrastructure. The paper is based on source literature, official statistics, and an analysis of Polish legal acts.
The article presents intersectoral partnerships forming Local Action Groups, and analyzes the mechanisms of emergence of such partnerships in the Podkarpackie region, particularly factors contributing to their emergence, their initiators and partner-recruitment methods, as well as the relations of partnerships with their social milieu, decision-making inside partnerships and expectations regarding their future. The theoretical framework of the study is rooted in the neoinstitutional theory with its historical, normative, rational-choice and network approaches. Based on them, the authors formulate some hypotheses referring to the innovativeness of the partnerships, the supremacy of local authorities over other partners, the utilitarian character of partnerships and the assumptions concerning their future. The hypotheses are then verified on the basis of the results of quantitative research of Local Action Groups in the Podkarpackie region.

Z kwartalnikiem „Studia Regionalne i Lokalne” jestem związana niemal od początku jego istnienia. Mój pierwszy tekst ukazał się w czwartym numerze pisma w 2000 roku – pierwszym roku jego istnienia. Od tego czasu moje związki ze „Studiami” stopniowo się zacieśniały. Czytałam i recenzowałam artykuły, weszłam w skład redakcji, a teraz staję przed wyzwaniem kierowania naszym kwartalnikiem, zastępując pomysłodawcę i pierwszego redaktora naczelnego, profesora Grzegorza Gorzelaka, który budował kwartalnik z dbałością o jego jakość i rozpoznawalność.
Przejmując funkcję redaktorki naczelnej „Studiów”, czuję dumę i ekscytację. Z jednej strony, wchodzę w nową rolę ze świadomością, że będę kierować jednym z najlepszych czasopism w dziedzinie nauk społeczno-ekonomicznych w Polsce, pismem o uznanej pozycji, indeksowanym w SCOPUS, przyciągającym dobre teksty i świetnych Autorów, pismem, które pełni ważną funkcję w dyskusji naukowej. Z drugiej strony, już dziś wiem, że musimy dokonać wielu zmian, podyktowanych rosnącą konkurencją w zakresie publikacji naukowych i trendami związanymi z koniecznością udostępniania tekstów w formie elektronicznej i wymogami wolnego dostępu do prac naukowych finansowanych ze środków publicznych. Przygotowuję się, wspólnie z dr Dorotą Celińską-Janowicz, która szczęśliwie nadal będzie koordynować prace w redakcji kwartalnika, do podjęcia decyzji wzmacniających prestiż pisma, wykorzystując do tego także nowe możliwości techniczne i finansowe, które współprojektowałam w ramach Inicjatywy Doskonałości Uniwersytet Badawczy, uruchomionej na Uniwersytecie Warszawskim.

The approach the authors use in order to distinguish types of developmental strategies of communes, based on the multi-criteria decision-making tool, is a complex procedure that can be useful in development programming, and in particular in assessing strengths and weaknesses of administrative units, as well as the opportunities and threats in their environment. Unlike the classic (descriptive) methods, the procedure allows the researcher to quantify the importance of the SWOT analysis factors, i.e. both qualitative and quantitative elements. It can be a useful instrument in identifying types of developmental strategies of administrative units. In the present article, the approach has been used to determine the strategic position of the communes in the Miedzyrzecki poviat.
In many European countries local governments, in particular on the municipal level, search for new solutions to improve the governing process. The aim of this paper is to present an innovative model, based on the idea of New Public Governance management, which operates in the city of Tampere, situated in southern Finland. Introduced in 2007, the model is based on three main pillars – strong leadership, effective and responsible service provision, and citizen involvement in the decision-making process. The paper describes each of these elements and indicates its practical advantages and disadvantages. The analysis has been conducted on the basis of official city documents and interviews conducted with experts in Finnish local government as well as leading local politicians from Tampere. In conclusion, it is pointed out that although the Tampere model should certainly be labelled as innovative, the solutions adopted generate some difficulties. These include tensions between politicians and administrators as well as problems related to the coordination of city services and the attitude of politicians and administrators towards citizen participation.
Integrated forms of planning and managing local development are seen today as essential for implementing a successful development policy. This is emphasized by the high priority of these forms in EU local development approaches. In his analysis, the author contrasts the Polish and the German planning system in order to evaluate the compatibility of the Polish spatial planning system with the requirements of integrated local development planning and management. The analysis concerns the areas defined as having key importance for integrated form of local development, i.e. the organization of planning and participation processes, the role given to planning documents in spatial management, and the availability of operational planning tools. The identified major differences between the two systems lead to the assumption that the Polish planning system hardly sustains integrated forms of planning and managing local development, as it is solely oriented towards regulating spatial development schemes.
The main aim of this article is to apply the concept of “identity” to the analysis of phenomena and processes associated with the formation and functioning of clusters and cluster initiatives. Cluster structure is a kind of social group, and therefore should be subject to the same trends as other social groups. One of its most important characteristics (directly related to identity), observed particularly in groups whose aim is to survive for a long time, is their willingness to create mechanisms that distinguish the group and its members, and that build internal coherence and a sense of belonging of its members to the structure as a whole, and their attachment to each other.
The article discusses the differences in the mayors’ political strength in European countries and the implications of their role in horizontal power relationships for the operation of the local government scene. First, it shows how the role of the mayor is measured, taking into account various institutional settings such as the election system, the scope of competences vis-?-vis the legislative body and possibilities of recall before the end of the term of office. Second, it demonstrates how such dissimilar contexts of the mayor’s political strength impact on several selected aspects of their activity, including the propensity to be formally affiliated with a political party, perception of the mayor’s autonomy in their day-to-day management of the municipality and the possibilities to keep the mandate for several terms in a row.
Theory and empirical literature relates educational quality to two main explanatory factors: intergenerational transfer of human capital and the quality of schools, school composition and economic conditions. Based on these findings a model explaining territorial differentiation of educational quality is proposed. The dependent variable is test score of 6th grade students, averaged at municipality level. As it turns out, educational outcome is highly conditioned on local human capital stock. The role of traditionally meant school quality (resources) is minor (although higher in rural areas than in cities. Average school outcome differs significantly along historical divisions of Poland, not only in levels, but also in parameters of determining function. Legacies of the past and related socioeconomic processes have a substantial impact on the sensitivity of educational quality to different explanatory factors.
The study aimed to examine the determinants of car choice in daily trips of the inhabitants of four Polish cities: Białystok, Gdańsk, Kraków, and Warszawa. Data from the Eurostat’s Quality of Life 2019 study was used to achieve this goal. The results of the empirical exercise revealed that the main factors affecting travel mode choice included the respondents’ socio-demographic characteristics. The perceived satisfaction with air quality, the city’s noise level, and public transport quality were found among the important predictors of car choice. The homogeneity of travel mode preferences at the city level was also analysed.
As a form of spatial and social organization, the city has been in deep crisis in the recent years. Nowadays in Poland, we can observe the renaissance of urbanity, as evidenced mostly in the increasing activity of social movements and the growing importance of civic participation. This paper discusses the role public consultation on spatial planning can play in urban policy. The analysis is based on a case study of active and innovative approaches to public consultations carried out during the process. The authors describe the potential of such sociological intervention in solving the crisis of urban communities.
The main objective of this paper is to analyze the reasons of development of the Integrated Territorial Investments in the new 2014-2020 period in the context of EU reforms, and to describe the creation process and the threats this experimental approach may encounter in Poland. The Author’s main thesis is that the experimental ITI concept causes additional conflicts between management authorities and beneficiaries who are used to the fact that declared and implemented intervention aims are different. The Author also assumes that there exist important factors that could potentially hinder the radical reforms and re-establish the status quo (or “domesticate” the policy). The main methods (desk research and involvement in preparatory works as a Ministry expert) determine the structure of the sources used. The paper offers some conclusions.
One of the elements of the implementation of the European Union Strategy for the Baltic Sea Region is completion of the flagship projects. The article presents the results of a study carried out with the participation of the coordinators of the flagship project partners in the Baltic Sea region. The study of the flagship projects was aimed at analysing the implementation of the EUSBSR through these projects and at complementing the quantitative results. As a result of the research, specific results and recommendations for actors affecting the operation of the EUSBSR are presented in the conclusions.
The objective of this article is to analyze the impact of business cycle fluctuations on the regional labour market. The study is based on a less developed Polish region, i.e. Warmia and Mazury. Five variables are selected to describe business cycle fluctuations on the regional labour market: unemployment rate, number of employed persons, number of created jobs, number of unemployed persons who found a job, and the average gross wage. In order to eliminate the effects of seasonality as well as the impact of irregular factors, the TRAMO-SEATS method is used. For the business cycles estimation, the Christiano-Fitzgerald band pass filter is applied, and the Bry--Boschan procedure is applied to date business cycles turning points. The results of the survey imply that some of the labour market variables can be treated as leading, and others as lagged business cycles variables in relation to the reference series, i.e. output of industry.
The aim of the paper is to present spatial variation of social capital in Poland, especially in relation to historical differences between various regions (resulting from the country’s partitions and border changes) and the level of urbanization. Previous studies indicate that such variation exists. However, they were carried out on the basis of declarations, an approach which has its drawbacks. This study uses a novel approach to assessing social capital: observing the behaviour of a study group using experimental economics, used in conjunction with a questionnaire which enables us to study the intention-behaviour gap. The study group consisting of 1540 individuals indicates very little variation between the regions. However, there are differences concerning the gap between declarations and behaviour in questions related to trust, trustworthiness, and cooperation, and our results confirm the conclusions from previous studies only weakly.
The paper is devoted to the problems of development of peripheral regions. It contains a review of theories of endogenous and exogenous development and a description of their evolution. Based on this theoretical discussion two model strategies are presented: (1) modernization of endogenous potential and (2) building the new endogenous potential of a region. In its further part the paper focuses on the experiences of peripheral regions in Portugal and Finland. Finally it offers the recommendations for public policies in the peripheral regions of Eastern Poland.
The paper is an attempt to analyze the reform of the local government electoral system introduced by the Act of January 11, 2018. The authors of the study describe the most important changes from the point of view of the citizens mentioned in the title of the act as well as of the institutions involved. Among the most important changes the authors list those related to passive voting right, seat allocation method and the structure of constituencies. Because of the lack of an appropriate time perspective, the authors limit themselves to legal and political analysis, pointing only to their possible consequences.
The article discusses the problem of restructuring old industrial areas in the context of foreign investment inflow, using the case of Silesia Steelwork (Huta Silesia) in Rybnik. Old industrial areas constitute a complex socioeconomic problem. Their restructuring, resulting from objective economic processes, is necessary and inevitable. One of the incentives for the transformation is foreign capital which can possibly play an important role in the transformation process. The article begins with the general characteristics of the Rybnik area, describes changes in the region and the situation of Huta Silesia. Further on it presents the influence of foreign undertakings in the region. The conclusions bring the final assessment of the role of foreign capital in restructuring old industrial areas.
The article analyzes decision-making councils of Local Action Groups operating in Axis 4 LEADER Rural Development Programme in three Polish regions which were described in the literature as differing significantly in terms of their historical and cultural backgrounds. According to the concept of governance, implemented in programmes such as LEADER, the influence of representatives of various sectors of the economy on local decisions should be balanced and, in accordance with the rules of the support programme, no more than 50% of council members should represent the public sector. This provision, included in formal documents of Local Action Groups, is designed to ensure that non-public sectors do have some impact on council decisions. However, in the three studied regions, the real participation of mayors, officials and executives of the public sector was from 15 to 21% higher than in the official data, and in about one-third of the surveyed organizations it exceeded 50%, which gave the public sector representatives the dominant role in decision-making and selection of eligible projects. This practice was very similar in the studied regions, and is discussed in the context of the concept of governance, as an example of tokenism.
Along with time-related changes in the migration of Poles to Germany, the invisibility that has been ascribed to them has also evolved: from intentional hiding to deliberate merging into local social and spatial structures. The city of Berlin, perceived as an open, modern and multicultural metropolis, is an exceptional laboratory of transformations and diversity of social behaviours shown by Polish migrants. It attracts new citizens who not only want to make a living here, but also – and more frequently – to achieve self-fulfilment. While the invisibility of the economic migrants is mainly a result of their alienation in a new country, the representatives of lifestyle migration deliberately merge into the culturally diverse society of Berlin and they try to identify with other social groups. The aim of this article is to identify the existence and forms of every-day functioning of Polish migrants in Berlin in the context of invisibility.
The paper discusses the subject of intersectoral cooperation in sustainable development projects in order to identify social value created by the cooperating partners. There were several questions posed to find out what kind of social value is created in sustainable development projects undertaken by stakeholders from different sectors, and what is the role of such intersectoral cooperation in the process of creating social value. The empirical part of the work presents case studies from selected projects. As the results demonstrate, the use of mutual potentials allows for a more effective creation and use of value by a wider circle of stakeholders. A higher quality of services is achieved and, what is more, a wider range of social value is created. Social value in the local cooperation model is universal in terms of implementation, creation and use for various crosssectoral sustainable development projects.
The author explores the problem of territorial reorganization of the metropolitan area within the Canadian evolutionary federal system, taking as an example the cities of Toronto and Montreal. The results of the research indicate that adaptation strategies, applied by states aiming at empowering the metropolis, depend on the general level of the territorial units’ autonomy. The existence of strong local self-government favours creation of intercommunal cooperation structures without dissolution of current local territorial units. Territorial reorganization in the case of states with a low level of local autonomy may facilitate elimination of former local units by theirs amalgamation in new, larger metropolitan self-government structures. As far as this context is concerned, Canada constitutes a very interesting study case. Taking into consideration Canadian evolutionary federal system, highly limited local autonomy of the cities, and its mix of European and American traditions, one can observe almost all the above-mentioned dimensions of reform and adaptation strategies. Advanced and institutionalized intercommunal cooperation, developed in Toronto and Montreal in the middle of the 20th century, was interrupted by amalgamation imposed by provincial government, which resulted in creation of new, enlarged metropolitan cities of Toronto in 1998 and Montreal in 2002. In both cases the amalgamation has not been accepted by a part of the population and destabilized cooperation in these metropolitan areas. The trouble with amalgamation led to abandonment of further structural and territorial reforms, which were replaced by functional ones, taking the form of special agreements between Toronto and Montreal and their respective provinces (Ontario and Quebec), giving them both new competences and financial resources. Regardless of any difficulties in pursuing an appropriate metropolitan regime and the suitable position for the metropolis in the structure of a political and territorial system, both cities have achieved strong economic performance and high quality of life.
The aim of the study was to analyse the change in the level of sustainable development of Silesian Province districts. The choice of the unit was determined by the high degree of urbanization of this area. The study was based on 72 statistical indicators describing sustainability of districts in 2011–2014. The data was collected using the Central Statistical Office application Sustainable Development Indicators. To determine diagnostic features the parametric method was used. The Hellwig’s development measure, which is a linear ordering method, was used for the analysis. The results showed that the units were highly differentiated in terms of their characteristics. Therefore, regional authorities should take multidirectional actions and monitor the level of sustainable development of districts on the on-going basis.
Migration management is one of the key tasks faced by regional authorities in Poland, which experience deepening processes of shrinking and ageing of population. The aim of the article is to determine whether policy makers are aware of the role of migration processes and migration policy, to show their presence in demographic development strategies, and to describe the activities undertaken at the regional level in response to the ongoing demographic processes. The analysis is based on the example of the Łódzkie, Opolskie, and West Pomeranian voivodships. The article proposes an analytical model assuming a gradual process of decision-makers’ reaction to demographic changes. An analysis of documents and interviews with people responsible for regional demographic policy confirms they are aware of ongoing population processes and their consequences, at the same time, however, there is a lack of actions aimed at stimulating inflows of foreigners. The initiatives aimed at stopping the population from emigrating are more important.
The paper summarizes the activities, carried out in Poland in the period 2011–2016, which led to the delimitation of Functional Urban Areas of Voivodeship Centres (FUA VC) in the scope of the implementation of Integrated Territorial Investments (ITI). The first part of the paper presents the principles of implementing ITI in Poland, and the results of the delimitation of FUA VC proposed by the central authorities. In the second part, they are confronted with the results of studies conducted in all Polish regions. This makes it possible to assess their mutual relations, and to observe five variants of works related to the delimitation of FUA VC for the implementation of ITI, namely I. Ministerial, II. Cooperation, III. Strategic Planning, IV. Expert, and V. Interim.
The purpose of this article is to establish whether regional convergence is present in Poland in terms of GDP per capita. An analysis was conducted for the years 1995–2005 at the voivodeship (NUTS2), sub-regional (NUTS3 classification) and intra-voivodeship levels. Convergence means a reduction of income disparities between regions. The opposite phenomenon is called divergence. The author of the paper used a method – proposed by Quah (1993, 1996a, 1996b) – that enables an analysis of the full distribution dynamics of relative per capita income. It consists in the estimation of transition matrices derived from Markov’s processes and in the use of nonparametric kernel estimators of the relative density function for relative GDP distribution per capita in subsequent years. The method facilitates verification of the club convergence hypothesis, which is impossible using the classic methodology (Barro and Sala-i-Martin 2003). It is clear that income distribution is stable and that there is no unconditional convergence both between voivodeships and between sub-regions. In general, voivodeships as well as sub-regions were impoverished as a result of a faster-than-normal growth of the richest voivodeships (mazowieckie voivodeship) and sub-regions (large cities, mainly Warsaw and Poznan). The diversification of relative GDP per capita grows in time both in the case of voivodeships and sub-regions. The convergence model that can be seen both at NUTS2 and NUTS3 levels is club convergence (polarisation): relatively the poorest and – separately – the richest regions are becoming similar and converge at different income levels. The analysis also includes the occurrence of sub-region convergence within voivodeships, with the only observable convergence model being club convergence.

After 1990, the number of local public transport passengers has been systematically decreasing at the expense of individual transport, which led to an increase in traffic congestion and deterioration of air quality in cities. However, for the last few years, a reversal of this trend has been observed in some cities. The article, using the data on the present number and recent changes in the number of passengers in nearly 100 Polish cities, discusses regression models to explain the factors influencing the diversity of demand for public transport services and its dynamics. The independent variables of the model refer both to the characteristics of cities (their socio-economic environment) and the organisation of services (e.g. organisational and legal forms of local transport companies, tariff policies, etc.). The results show that the density of the public transport network is the most significant factor explaining variation of the demand, while the level of ticket prices is almost insignificant. Demand in the largest cities has also recently been on the increase, but the relationship between the demand and the population size of the city is not a linear one.
The purpose of this article is to define the phenomenon of regionalism from the sociological perspective. Regionalism as such appeared in Europe around the mid-nineteenth century, and since then has become an object of scientific research. The article proposes an integral definition of regionalism and describes its four dimensions: identity, institutions, ideology and practice. It also identifies the cultural, economic and political types of regionalism and outlines the process of shaping regionalism in the long-term perspective. The article describes the influence of the nation state on the evolution of regionalism and analyses the relationship between regionalism and processes of state decentralisation. It also describes mutual relations of the European Union and its policies with regionalism, which is being transformed due to globalisation.
The article aims to identify the geographical dimension of social (in)justice in the context of the existing permanent differences in the level of socio-economic development in Poland from the geographical and historical point of view. It also discusses the consequences of these inequalities for development policy on regional and local levels. The study consists of two essential parts. The first one presents synthetic deliberations on the geographical aspect of the social justice discussed. In the second part, an attempt was made to exemplify a geographical dimension of social (in)justice through the analysis of the spatial distribution of the socio-economic development level (a synthetic indicator) and selected partial indicators. In addition, the presence of dependencies of the socio-economic development level and the degree of political support for political fractions proclaiming the slogan of “social justice” was verified. The results of the conducted research confirm the existence of considerable developmental differences in the Polish space. Their strength is historically determined and, despite the passage of time, their pattern invariably corresponds to the former partition boundaries. These disparities are not minimised and the influence of economic growth on the income rise remains limited, especially in economically weaker areas, which leads to growing social dissatisfaction. As a result, one can conclude that in Poland those differences constitute the geographical dimension of social (in)justice.
A measure of economic development for regions is proposed in the form of a multicomponent index. This measure is composed of the following aspects: technology, infrastructure, human capital and social capital and defied by an array of indicators. Such a measure has significant advantages over the most commonly used indicator of GDP per capita. The statistical data based on which it is built are freely available and with a much shorter time lag than GDP at the regional level. This indicator makes it possible to depict economic factors behind long-run economic growth as well as to include less measurable factors such as social change, environmental degradation, etc. On the one hand, the proposed indicator comprises symptoms of the quality of life, and on the other hand, it includes factors which are essential for long-run economic growth and productivity. The authors show usefulness of such an indicator for policy formulation, which is rarely pointed out in the case of other indexes and is especially important at a time when long-run economic growth, and also development, in high-developed countries is endangered. The authors also discuss some general aspects of constructing indexes of economic development for regions, e.g., the often omitted problem of inclusion of cyclical indicators in the indexes of development. Empirical analysis of the proposed indicator is made for the NUTS-2 regions of Poland for the years 2009–2011.
The aim of the article is to identify in spatial and thematic terms the so-called special areas in strategic and planning documents at the national and regional levels, and a quantitative and qualitative description of spatial delimitations (comprising the communes categorised in particular special areas). The analysis included documents at the national, supra-regional and regional levels, i.e. 10 country-wide strategies (including 7 industry-specific strategies), 5 supra-regional strategies and 16 regional strategies and voivodeship spatial development plans. All the special areas were vectorised or assigned to the relevant municipalities, and then such issues as the number of special areas within them were examined. The analysis demonstrated significant over-regulation of strategic planning (in one of the communes 87 different categories of special areas at the national or regional level were identified). This article expands the issues examined in the project carried out in 2015-2016 at the Institute of Geography and Spatial Organisation PAS for the Ministry of Development, entitled “Identification of the state intervention strategic areas, including problem areas” (Śleszyński et al. 2017a, 2017b).
The purpose of the research presented in the article is to assess the effects of the 2015 amalgamation of the Zielona Góra city with the rural commune of the same name on the quality of local democracy. The second goal is to examine the phenomenon of free riding on the common pool in the context of the local-level territorial reform. The analysis, based on a quasi-experimental scheme using the synthetic control method, unlike previous studies, did not confirm the free riding hypothesis. The results of the study also indicate that the strategy implemented in Zielona Góra can be useful in achieving an intermediate political goal, which is to ensure the residents’ approval of the reform and legitimization of its results.
The paper presents the state of development and the identity of the city of Biała Podlaska using the analysis of literature and official documents of the municipal authorities. The opinions of 316 PSW students about the city’s image and identity were also presented. The research revealed that the city’s image is strongly determined by its location near the state border and the presence of academic centres in the region. The functioning of universities affects not only the city, the surrounding towns of the municipality, but also the entire region and other places of residence and employment of graduates. The research corroborated the hypothesis that the way in which students perceive the city is important for the further development of the city.
After 10 years of discussions about the need to empower the metropolitan areas in Poland, finally a metropolitan union law for the Śląskie Voivodeship [Silesian region] has been adopted. Defining two million people as a population level required for the creation of the metropolitan union confirmed that the legislator’s intention was to establish the first metropolitan union in Poland specifically in the Silesian conurbation due to its unique territorial structure. The establishment of the Upper Silesian and Zagłębie Metropolis [Górnośląsko-Zagłębiowska Metropolia] should be seen as an important social experiment and significant innovation in the Polish local – government system. The large territorial delimitation of the metropolitan union with 41 local units is a courageous step that proves a high level of mobilisation and strong involvement of Silesian local decision makers. The specific decision-making procedure based on double majority voting should entourage dialogue between the large and small member cities of the metropolitan union. The generally formulated competences of the metropolitan union allow considerable freedom to the authorities in prioritising tasks and projects. The author’s analyses the institutional architecture of the first Polish metropolitan union, which is a hybrid organisation combining an inter-municipal association and a local government unit, from the perspective of turning the Upper Silesian metropolitan area into an efficient system of metropolitan governance.
Małopolska (Lesser Poland) and Śląsk (Silesia) are historical regions which only partly overlap with the present-day borders of the Małopolskie and Śląskie voivodeships. In spite of their geographical proximity, they are historically and culturally dissimilar. A survey has been carried out in order to verify the perception of the regional identity of these voivodeships by their inhabitants. It was found that although old cultural and historical divisions are still important for the people, possible economic advantages seem to prevail. In addition, the Śląsk region as compared to the previous surveys is no longer identified with air pollution and environmental degradation.
Transport exclusion is currently a serious social problem, especially in the counties of the Low Beskids and the Bieszczady Mountains. To better illustrate this problem, it is necessary to observe changes in the suburban public transportation network and, in particular, to identify areas where its quality has deteriorated significantly. The starting point of the research is the year 1990, when on the one hand, the economy was already shifting to the new free market principles, while on the other hand, PKS enterprises still dominated the public transport. The endpoint of the study is the beginning of the year 2019. The article also discusses the background of the described changes. The summary also includes the consequences of those processes as well as the recommendations on how to neutralise some of their negative effects.
The author attempts to determine the size, structure and diversification of the economic base of towns and cities in the Warmińsko-Mazurskie Voivodship, as well as their evolution in the years 2008-2015. An additional objective is to determine the relationship between the level of economic growth of the examined units and the state of their economic base. The obtained results confirm the hypothesis that the economic sector is not a significant part of total employment in the surveyed units. At the same time, the exogenous employment structure is poorly diversified, and in the period under study it decreased even further, exposing local economies to external shocks. There is also a positive, although weak effect of the increase in local specialization on the level of revenue in local self-government units and on their level of unemployment.
The paper attempts to analyze the intensity and regional differentiation of uses of the noble heritage and its social reception. It is based on a survey conducted on representative groups of students in the Kraków, Poznań, and Warsaw urban areas. The key question of the study was the scale and reception of the milieu of the direct heirs of the landowning and aristocratic elites in the three main Polish cities. The results point to the largest presence of that group in Warsaw, which may be seen as a paradoxical finding given the image of Warsaw as the most socially open city, with the highest rate of social advance based on meritocratic principles. The paper proposes two interpretations of that phenomenon, in particular one based on the crucial role of the cultural capital in the former Russian zone of the 19th-century Poland. It is also related to the fact that the results point to successful integration of the old feudal elites in the modern intelligentsia elite.
Tri-City, with the suburban area, like other Polish urban centres with metropolitan aspirations, has real chances for becoming metropolitan area of European importance. According to some European concepts, Tri-City is recognized as a member of the group of European metropolises and regarded as a link in the zone of high dynamic development in the Baltic Sea Region. The main problem for the functional efficiency of Tri-City agglomeration is cooperation and competition between cities and municipalities. The lack of common activities can be the reason of efforts and effects to squander in the field of spatial planning, programming of regional development and functioning of the whole settlement system of the metropolitan area. Pursuing the integration of Gdansk, Gdynia and Sopot and thus creating an integrated metropolitan space of the highest ability to compete in the global economy, is a real challenge for the Tri-City.
Information Society technologies are aimed at raising productivity while reducing time and costs of materials and energy for the economy. Specialists have also observed that ICTs, which have become significantly cheaper, are in huge demand for individual (household) use. Individual applications of ICT in Poland’s economy lead to a growth in different human activities. They impact the economies of Poland in a similar way to the well-known take-back (rebound) effect, which increases the efficiency of resource use and electrical energy consumption in households.
Spatial planning is one of key tasks of regional (voivodship) local government in Poland. A spatial development plan for a voivodship includes many aspects which need to be decided upon. However, the implementation of this plan is largely independent of the will of the local government. The theory of planning (including spatial planning) emphasises that implementation of the plan is an inherent aspect of planning. Therefore, the article analyses to what extent regional spatial planning can actually be considered planning.
Debates on the impact the size of sub-national jurisdiction has on the costs of public service delivery have a very long tradition, but in spite of multiple empirical studies, results are still far from conclusive. Methodologically rigid studies of the relationship, based on data from Poland, have been so far very rare and the paper tries to contribute to filling the gap in our knowledge. The authors apply a quasi-experimental scheme of synthetic control method for Polish county and municipal fragmentation to analyze the impact of territorial reform on administrative spending as well as on the operating surplus of the budget. The analysis clearly confirms the existence of the economy of scale in administrative services. The result concerning operating surplus is less clear. There are signs of scale economies on a county level, but the results for municipalities are more ambiguous – there are unexpected signs of positive impacts of fragmentation (diseconomy of scale) occurring after a transitional period related to the high transaction costs of the reform. The difference between the results for counties and municipalities may be interpreted as a result of: (1) the larger financial autonomy of Polish municipalities; (2) the different scope of services delivered by both tiers; (3) the fact that municipalities are more embedded in local communities, allowing them to utilize potential benefits of small scale, as suggested by public choice theory.
The paper describes the creation of the Greater Paris metropolitan area (Métropole du Grand Paris, MGP), with special emphasis on the changes and challenges related to the implementation of the housing policy at the metropolitan level. MGP is an inter-municipal cooperation structure with its own budget and special status. It embraces Paris, 123 municipalities located in the neighbouring departments, and fie external municipalities. MGP will take the responsibilities in the field of: management of resources to support social housing, renovation of housing, elimination of low-quality buildings. The implementation of the housing policy at the metropolitan level is associated with a number of challenges mainly in terms of consolidation of activities undertaken by the institutions of social housing, reservation of land for social housing investments, increase in the amount of new housing, including attempts for their more even distribution at the metropolitan scale. In addition, a set of new challenges appeared due to the changing socio-demographic structure of households, which in turn require innovative architectural solutions.
Modern cities are developing dynamically in search of ever newer concepts of management. One of them, developed in Poland since the 1990s, is the concept of the marketing management of the city, which is based on the marketing mix concept. The city authorities also look for new sources of the competitive advantage (this is how the concept of slow city management was born). At the same time, in addition to competition, there is a desire for cooperation between cities, manifested by the development of the Citt?slow city network. The study identifies the marketing mix instruments of cities which are used by Polish cities after they joined the Citt?slow network. The method employed was a questionnaire survey, which was sent to 26 Polish Citt?slow member cities in 2017. It was observed that the greatest changes occur in the product strategies under which cities are obliged to develop these urban sub-products that are necessary for the city to function in accordance with the slow city philosophy. As part of promotional efforts, PR activities should be emphasised, whose aim is to create the image of a slow city. The “hospitality” of the city and openness to contacts with the external environment has also increased.
The aim of the paper is to indicate metropolitan areas in Poland as well as to provide the assessment of their situation. The first part is devoted to literature review focused on identification of the most significant trade-offs of metropolisation process in regional and local scale. This constitutes a base for indication of the most important cities in Poland for which delineation of their metropolitan areas are provided. In the next part these metropolitan areas were characterised to reveal obstacles in their development. This enables authors to provide recommendations regarding activates that should be undertaken to facilitate growth of the largest cities and their surroundings.
The purpose of this study is to identify the determinants of innovation of enterprises in the Regional Innovation System context. We analyse factors that determine regional innovation in a less developed region, taking the Podkarpackie region in Poland as our empirical counterpart. We examine how the EU economic policy instruments influence the innovation of enterprises within the context of the Regional Innovation Systems. We propose a model for the implementation of innovations and test our hypotheses based on the data drawn from the period of 2011–2014. The paper provides insights on a rather successful story from Poland. We posit that enterprises use only specific public policy instruments and that companies’ demand for innovation-supporting instruments changes, reacting to the business cycle phase and to financial incentives.
Revitalisation, which is defined as a planned process of restoring deprived areas, entails the difficult challenge of achieving long-lasting spatial, economic and social effects. In Poland, the accompanying inflow of European Union funds not only fosters a wide range of activities for entities involved in urban renewal, but also raises a question about the potential dysfunction of investments in deprived areas. Based on the experiences of Kraków, the paper presents some undesirable effects of projects implemented under the Local Revitalisation Programmes (LRP) in the years 2007-2013. The goal of the LRP projects was to promote the rehabilitation of deprived housing areas. The initial results, however, indicate that these projects are characterised by specific pitfalls, which include touristification, uniformisation, gentrification and social polarisation.
Poland has significant, though not researched and depicted in depth asset in the form of manors, palaces and castles. They differ in many ways: by location, technical state, quality of architecture, ownership, function played nowadays. Their contemporary state has been determined by a number of complex economic, political, legal and social factors. Utilisation of those objects for the needs of dynamically developing culture tourism calls for changes in national heredity protection and tourism development strategies. Proposed changes in particular should decisively introduce market mechanism into heredity management. Otherwise those rich assets shall remain troublesome and costly souvenir of the past.
The aim of this article is the description of growth tendencies and growth factors in subregions (NUTS 3) of Central and Eastern Europe in 1998–2006. Wide range of complementary research methods has been used in order to triangulate results – starting with classical beta and sigma convergence analysis, through kernel density estimation, transition matrices to spatial autocorrelation and multidimensional comparisons. Rarely exposed aspect of influence of capital regions on growth processes was taken into account. Additional analysis of the data in relation to country average allowed to obtain conclusions independent of the country context. As a result, it appeared to be possible to answer the following questions: do the analyzed countries face regional convergence or divergence/polarization process?; what factors determine the dynamics of regional growth?; what are the main dimensions of spatial disparities in Central and Eastern Europe.
The paper discusses the development of gated and guarded housing estates in the Polish capital city of Warsaw. It contains a presentation of recent empirical findings based on a series of field research carried out since the 1990s in the city with a special focus on its largest residential district of Ursynów. Detailed mappings of the researched housing estates are included, which evidence their rapid spread in the district. An attempt at classifying the housing estates according to different clusters of their physical design is made. A functional analysis of their physical features is carried out against the background of a global discourse of in/security which is presumed to play a major role in the development of contemporary cities. However, several local factors, which have a bearing on gating the city of Warsaw, are also reflected upon.
The notion of replacement migration is frequently used in the recent literature on migration policy and demographic forecasts. Such migration streams could theoretically compensate for the natural decrease and population ageing, as observed in most of developed countries today. In the long run, however, international migration can only slow down, rather than reverse these processes. The situation of Poland in this respect is specific, as its migration balance will most likely remain negative until around the year 2020. Nevertheless, the population outflow abroad could to some extent be matched by the population inflow. This would require, among other conditions, a reformulation of Poland`s migration policy an increase of provisions for legal, selective immigration.
The paper focuses on the institutional solutions adopted in different Polish urban regions as a response to the requirement to create the so-called ITI instrument in the framework of 2014–2020 EU financial perspective. This phenomenon is analyzed in the light of the mechanism of launching and functioning of metropolitan cooperation structures and the concept of Europeanization. The authors assume that former – more or less successful – attempts to institutionalize such cooperation in Polish urban functional areas influence the process of creation and functioning of ITI cooperation.
Self-government-owned properties, and especially local ones, are primarily owned by urban and urban-rural communities. Many of them constitute municipal real estate resources and serve the collective needs of both members of the local community and visiting outsiders. These properties need constant budget expenditures (both current and asset-related). Some of them generate income that is a small percentage of total municipal budget revenues. However, the income from their sale can be much higher if the local authority decide to sell it and someone wants to buy it. The interests of both sides do not meet often enough. Not all municipal properties are for sale, and those that are do not always meet buyers’ needs. Very often the value of a property is different in the owner’s and the potential buyer’s opinion. The purpose of the study is to answer the following questions: 1) Do municipal properties have market value and does their sale price reflect their value?, 2) What are the determinants of municipal property price and for what reasons do local authorities decide to sell them?, 3) Are all municipal properties equally attractive to buyers?, 4) What revenues has the sale of municipal real estate generated for municipal budgets in the recent years?
The article presents selected results of studies presented in the Report of the State and Conditions of Planning Works as at the End of 2006. The report was prepared in the Institute of Geography and Spatial Organization, Polish Academy of Sciences, for the Ministry of Construction in autumn 2007. In this article attention is focused on the analysis of the Local Development Spatial Plans coverage and agricultural land changes in 2004–2006. In the studies, delimitation and classification based on the administrative-settlement structure, routes of the transport corridors and land use kind and intensity were taken into consideration.
Warmia-Mazury region, one of the poorest in Poland, faces the deepest (as compared to all regions of the EU) labour market crisis. The mixture of social and economic problems represents a huge challenge for regional authorities. The chances for fast improvement are limited by several factors, such as low quality of transport infrastructure, low innovation potential and productivity, large share of unskilled labour force, etc. One necessary condition of the improvement is the reform of public finances at country level. Nonetheless, regional authorities should undertake the activity in order to increase the potential of human capital in the region, e.g. by improving the quality of schools. While directly fighting unemployment more effort should be put on stimulating the demand side of the labour market and co-operation with NGOs.
This paper is based on data collected during a study (questionnaire survey and in-depth interviews) conducted in selected Polish gminas and focused on selected road corridors. On this basis, social perception of the accessibility of selected services is assessed as well as changes in frequency of road use, quality of life, and road safety. In the case of three road corridors (highways A1 and A4; express road S8), changes in accessibility have occurred as a result of road investments.
The aim of the paper is to analyse the allocation of resources from the Cohesion Policy provided to individual regional programmes in the European Union’s 2021–2027 financial scheme. In addition to the European Regional Development Fund and the European Social Fund Plus funds, funds from the Just Transition Fund distributed under the European Funds for Just Transition programme, as well as funds from the European Funds for the Eastern Poland programme were also analysed. The analysis covers the proposition of allocation of funds to regions in the context of the experience gained so far in Poland in the implementation of regional programmes. The carried out analysis confirmed the decrease in the importance of regional programmes in shaping the Regional Development Policy in the 2021–2027 perspective due to the reduction in allocation.
Referring to the Polish regionalization from the perspective of European integration and globalization, the paper proposes a model of regional analysis based on theoretical conceptions of Pierre Bourdieu and Anssi Paasi. Region as a social field of new generation, regional habitus constructed within it and an imago regionis as a new type of regional identity are the key concepts of the proposed model. Multi-stage institutionalization of region, which results in an idiosyncratic regional identity, is the main process analysed by means of the model. The identity functions on the one hand at the level of territorial marketing, on the other it interacts with mental and behavioural patterns constitutive of regional habitus, conditioning adaptive and innovative potential of regional communities. The proposed approach enables to see region in the perspective of global change on the one hand, while on the other, it draws attention to possibilities of local modification of the conditions, within which it is implemented. While it sustains the weight of socio-cultural factors in regional analyses, at the same time it makes it possible to reach beyond narrowly conceived perspective of cultural identity, dominant in sociologically minded studies of regions.
The global Post-Fordist economy based on permanent flows changes the way we use space. It modifies the processes of functioning of cities, some of which take the role of global hubs or regional networks. It is an open question whether and how the changes concerning territorial and competence range of cities influence institutions and institutionalizations of contemporary city authorities. Although it is difficult to establish a general answer to this question, the author bases his reflection on the case of the evolution, unprecedented in the French conditions, of the local government system of Grand Lyon Urban Community. On 1st January 2015, after 45 years of its existence, Grand Lyon became a Metropolis of Lyon, establishing a new unit of local government with extended range and new competences, combining the prerogative powers of municipalities, an urban community, and a department.
The article is discusses the new concept of harmony limit as an instrument for strategic management of tourism development in tourism destinations. In the author’s opinion, that concept can be used as a basic instrument in creating tourism development strategies, which would help to start or continue the process of developing sustainable tourism. Furthermore, the concept is based on three interdependent elements: pillars of sustainability, multi-stakeholder responsibility and the sphere of needs. The author draws attention to the problems associated with the new concept and offers certain solutions, thereby demonstrating its application value.
The main aim of the paper is an attempt to assess whether academic cooperation is an important component of a region’s innovation potential. First, a preliminary operationalization of the most important components of innovation potential is presented based on a literature review. The components are then verified using factor analysis which makes it possible to identify the main dimensions of a region’s innovation potential. The results suggest that academic cooperation is a significant component of the potential, given that the indicators that illustrate it are part of the potential’s „academic” dimension (betweenness centrality) and of its „core” dimension nternationalization). However, the paper shows that cooperation is not linked with the “technological” dimension that, at the time of the study, played the central role in shaping European regions’ growth dynamic. The ”core” dimension, on the other hand, comprising e.g. internationalization of academic cooperation, proved to be significant in explaining the growth dynamics of three out of nine subtypes of regions, the “academic-technological” among others. It may mean that foreign academic cooperation is important for the development of the regions that are key for European innovation potential.
In transition economies, the size and ownership structure of enterprises determine their economic behaviour as well as their attitudes towards innovations. Many studies show that one of the key factors accelerating economic performance of the companies is technological transfer from abroad, and that successful implementation of the new know-how is mainly undertaken by medium and large enterprises. The domestic micro and small enterprises located in Polish regions proved to be rather risk-averse and therefore not very innovative. However, their innovative activities accelerate over time, and eventually they catch up with foreign and large enterprises.
As a result of interaction of many factors, the conditions of academic institutions have changed significantly over the last decades. Globalization and internationalization, demographic and economic challenges, as well as growing international competition between universities causes these institutions to take up new functions, restructure and change their character. Top universities respond to the changing context by developing new strategic solutions aiming at sustaining and strengthening their high position in international rankings. Some of the strategic solutions are similar for most universities, but some are unique and specific. The aim of this article is to identify latest trends in strategic management of top universities and present selected case studies to illustrate the most interesting solutions.
The paper presents a new interpretation of global space. The most important elements of this space are four megaspaces of America, Europe, China and India. A megaspace is a grand geographical area representing a big demographic, political, economic, and scientific potential. The megaspace is a regionally differentiated area with no important barriers limiting free flows of persons, commodities, information, capital. The innovative studies of four megaspaces are a great theoretical and pragmatic challenge for Regional Studies Association as an organization which should open new chapters in the interpretation of the global space of the XXIst century.
Territorial entitles and thus has influenced relations between them. In particular, these changes influenced the relations between the metropolis and its hinterland. Contemporary metropolis became a concentration of innovative activities that led to development of flows within world cities network. As a result its ties with regional surrounding, that offers mainly "simple" resources, has became relatively weaker. The article demonstrates these new processes by the empirical research of three Polish metropolises: Warsaw, Poznan and so called Triple-city (Gdansk-Gdynia-Sopot).
The article discusses the results of empirical research on the competitiveness of municipalities covered by the Natura 2000 network. Authors conducted a correlation analysis of the share of the Natura 2000 sites in the general area of a municipality and the indicators characterizing dimensions of competitiveness and development. Questionnaire surveys were conducted among local governments in Poland. On this basis conclusions on the socio-economic situation of municipalities with a large share of Natura 2000 areas and the impact of this form of conservation for local development were formulated. The article is also an attempt to answer the question whether Natura 2000 actually delivers sustainable development, or simply forces environmental protection without taking into account social and economic needs of local communities.
Knowledge based economy, new economy. In context of changes we can observe that in last years in world economy these ideas are starting to have completely new meaning. Nowadays, it is the knowledge as the fourth factor of production, that is the most important source of creating the economic development in the highly developed states. Researches done in this paper proved that the Polish expenditures on research and development in years 1994-2003 were on the much lower level, than in many other European countries. Furthermore, their structure is not adequate to the needs of modern economy based on knowledge.
The aim of the research was to identify and measure the level of economic freedom across the EU at the turn of the 20th and 21st centuries. Special attention was paid to the changes in (i.e. liberalization of) the Polish economy. The basis of the comparative analysis between the 25 EU countries (excluding Malta and Cyprus) was provided by data acquired from the annual economic freedom study conducted by the Heritage Foundation and the Wall Street Journal in the years 1996–2008. The overall economic freedom index consisted of the average from marks for 10 different features – more detailed criteria. The average index acquired from all 10 features was the basis of a country’s mark for the level of liberalism (economic freedom) or statism. The proposed methodological approach, in which the two main currents of statism and liberalism are exposed, was especially useful in evaluating the processes occurring in the Polish economy. The results of the research show that, in the group of 15 countries of the “old” EU, 10 can be considered more liberal. This group includes, as the most liberal EU state of all, Ireland. The second group is formed of 5 countries apparently less liberal, i.e. Spain, France, Portugal, Italy and Greece. Poland is found to be the most statist country anywhere in the EU, notwithstanding its status (along with the Czech Republic and Estonia) as one of the three leaders of liberalism in the first years of transformation. In this situation it is hard to identify the Polish economy with advanced or even excessive liberalism. It is – according to the present standards – a rather state-controlled economy, albeit with certain but scarce elements of liberalism. The research shows that the economic crisis which occurred from mid 2007 cannot be identified only with the liberal economy, even though the implemented methods of dealing with the crisis seem to point to such a source. Statist solutions prevail here, but some liberal methods appear as well. A solution to this dilemma can only be anticipated after several years have passed.
The author investigates the problem of convergence of Polish regions towards their stationary stable states in the Solow model. The article shows how it is possible to estimate the conditional and unconditional ?-convergence with the panel methods. The estimations using panels with fixed effects are performed, which allows to estimate the growth rates of labor productivity (technical progress) and to check the differences between regions with respect to the productivity.
The purpose of this paper is to perform a cross-sectional ex-post evaluation of the impact of interventions carried out in the framework of EU Cohesion Policy on social cohesion of Polish cities. Social cohesion has been understood as the ability of modern society to ensure long-term prosperity for all its members, including the provision of equal access to resources, respect for human dignity and diversity, personal and collective autonomy and responsible participation. The study shows a concentration of resources in large system projects, and the greatest progress is seen in the case of education, labour market access for women and availability of medical services. A relatively slower improvement can be observed in programmes concerning social exclusion, supporting disabled people, and culture.
University-industry collaboration seems to be crucial to the transfer of knowledge and innovation in a modern world economy in which knowledge, information flows and the level of innovation of countries and regions are the center of attention. The article presents the specifics of university-industry linkages, and the instruments that operate in support of such relationships, the focus being on the French CIFRE (Industrial Agreement for Training through Research) procedure. A description of the functioning of this scheme in France leads on to an analysis of its influence on the development of French regions as regards their levels of innovation and the nature of strength of the linkages between the world of science and academe on the one hand and enterprises on the other.
Due to a dynamic increase of the number of tourists, to demand and supply changes, or – in short – to changes of paradigm, tourism has been recently considered as an important factor of regional development. Countries and regions attempt to encourage tourism development with modern planning. An overview of selected planning documents, mostly regional, leads to the conclusion that in spite of a declarative adoption of the new paradigm on the strategic level, the operational level is still dominated by the old approach, based on a number of myths. These myths should be considered main obstacles in tourism development in Poland.
Rock mining is popular and characterized by the exploitation of local deposits, which are used as a bargaining chip in local economic and socio-political politics. The aim of the paper is to analyze the impact of rock mining on the local economy of Polish communes. A contextual analysis was performed of inflows to the communes’ budgets resulting from the exploitation of rock minerals, the contribution of rock mining in the creation of local jobs was assessed, and the benefits from reclamation and development of post-mining areas were estimated. To do all that, the Author used the method of indicator analysis of local government units and stochastic methods of data analysis, as well as inference based on collected data. Studies have shown that rock mining is a factor supporting the local economy. Benefits from the exploitation of rock minerals should be taken into consideration in the development of plans concerning mineral rock deposits.
Parishes possess a wide selection of instruments for stimulating the development of entrepreneurship, unfortunately the instruments are rarely used as part of a complex, well thought-out strategy that brings about multi-level results. The instruments for entrepreneurship stimulation belong to two major categories: financial and non-financial. One of the primary reasons for investors to select a particular parish can be the existence of a planned and long-term fiscal policy, connected to a stable system of tax preferences in taxes and local fees, and an active strategy for parish investment expenditures. Creating positive conditions for the emergence of new enterprises is the best source of social-economical activation of the local population.
The aim of the article was to characterise ESPON as a network-based international research programme and the evaluation of capacity of network analysis in studying scientific cooperation. Results of the study show that institutions involved in ESPON projects create a dense, closely interconnected network of cooperation. The network is dominated by a limited number of institutions, which are involved in large share of the projects and have the most expanded cooperation network. Spatial analysis proves, that there is significant lack of institutions from Central-Eastern Europe in the Programme. Network analysis allowed to identify the most efficient methods for improving the presence of Polish institutions in the ESPON Programme.
The global economic crisis that hit all the national economies in the EU area stimulated the need for new approaches in the planning and implementation of regional development policy. This paper investigates the debates about the role of the city of Riga and its development potential as the biggest city in Latvia, whilst also looking at the challenges and opportunities created by the need to respond to global changes. The article discusses the relevance of certain factors and demonstrates the actions taken by national authorities to promote the more balanced development of Latvia, as well as the opportunities to apply a place-based approach in promoting the development of Riga as the capital city of Latvia.
The aim of the study is to indicate the importance of rural areas in the system of inter-communal migrations in Poland. Internal migration in rural areas was analysed for the years 1995–2019, with particular focus on the state of migration registered in 2019. The study used basic indicators determining the intensity of migration, which made it possible to conclude that rural areas play an important role in the system of internal migration in Poland, contributing to the spatial redistribution of population. However, this influence varies due to the fact that, on the one hand, there is a strong influence of suburbanisation on migration processes in rural areas in suburban zones of large and medium-sized cities in Poland. On the other hand, migration outflows caused by an unfavourable socio-economic situation are visible in the case of external and inner peripheries.
The aim of the article is to answer the question about the effects of Poland’s accession to the European Union from the point of view of regional inequalities in Poland. We present a neoclassical model of exogenous growth with the balance of European Union’s resources allocated to the cohesion and convergence policy implementation. The model is a generalization of the standard growth model of Solow and Swan. in the paper, we describe the methods of establishing the values of the model variables in a steady state. We perform a retrospective analysis of regional inequalities in Poland for the period 2004–2006 and a prospective analysis based on the models of growth of the Polish economy and the regional economies of voivodships. We draw conclusions about the first effects of the cohesion and convergence programme in Poland and the postulates for the principles of construction of new regional growth models as instruments of description and analysis of convergence and regional inequalities.
Neoclassical economists usually think of “microfoundations” before they come to macroeconomics. We claim exactly the opposite: every microeconomic theory should be grounded in a credible macroeconomic model. Such a model may be the classical paradigm and Kaleckian economics, which are fundamentally different from the neoclassical paradigm. Thus, we will prove the following thesis: political economy is better than the neoclassical theory at describing and explaining contemporary regional development processes. State policy has a fundamental role to play in shaping regional development, while local authorities may perform an auxiliary function.
The article provides the analysis of bottlenecks related to public private partnerships (PPP), and the methods of avoiding them. The study is based on the history of Private Finance Initiative (PFI) in Great Britain, and the changes introduced to this programme in the last years. It is shown, that there are similarities between PPP in today’s Poland and PFI in the UK at the beginning of 90’s. British experience can be helpful in creating better environment for PPP, to avoid (or at least minimize) the potential threats.
The aim of the paper is to describe the material conditions of marginal gentrification in the specific context of the old part of the Nowa Huta district in Kraków. Nowa Huta was planned as an ideal city and is currently becoming an interesting and desirable place to live for new residents. The author focuses on the physical aspects of its gentrification and on the changes in the old part of the district, the local real estate market and the activities of residents-developers.
Article presents results of the analysis of 15 regional innovation strategies prepared by the Polish regions in the years 2002–2005. The stress was put on their conformity with the standards. In particular, adequacy of the diagnosis and objectives and character and scope of the first implementation activities were taken into account. The strategies in question turned out to be quite different as far as methodology and conceptual underpinnings adopted or objectives and activities proposed are concerned. The efforts put into RIS preparation were not in vain, however, there is a need to upgrade them up (wider use of qualitative criteria in diagnosis, improved compatibility of methodology used) and first of all to get full picture of innovativeness of Polish regions. And this is what cannot be achieved on the basis of those 15 strategies. Strongly recommended nationwide research on regional innovativeness may serve as a starting point to create national Innovation Support and Technology Transfer System SWIFT which is considered by Authors a precondition for effective utilization of regional efforts for the benefit of the country as a whole.
Branches of international corporations are a significant element of the economic structure of towns and regions, and depending on the degree of their integration with (‘embeddedness’ in) the regional and local economic milieux, they can play an important role in their development. The location of a branch of an international corporation has a multitude of effects in a variety of spheres: economic, social, spatial, and environmental. The effects in the social sphere include the formation of attitudes of the residents towards the investor, which takes place on the basis of the knowledge about the investor and his/her image, and then gives rise to some forms of behaviour towards him. This paper compares the attitudes towards foreign investors of the residents of a big city and a small rural commune. The analysis is based on a survey research carried out among the inhabitants of Poznan city and the commune of Zbaszynek. The attitudes examined in the first case were those towards a branch of the international corporation EXIDE Technologies, which has been operating in the city since 1995, and in the other case, the attitudes towards a branch of the Swedwood corporation, present in the commune since 1999.
The article presents innovation issues in public administration in the Podkarpacie region. In the situation of progressing territorial development, widely understood innovation is the ability to create, put into practice and disseminate it. This ability is the condition to raise competitiveness of the regional economy, while increasing the opportunity to achieve success in the escalating competition between the regions. Taking into account that local and regional authorities play the major role in the modernizational and developmental processes, the analyses and characteristics included in the article are concentrated on the diagnosis of the competence of public administration employers. The range of the above mentioned competence is the management of the local and regional development and the economy development based on the knowledge. Identification and description of the restrictions and barriers of innovation in the council and government administration were considered as well. The study is based on the results of the empirical research which aim was to recognize attitudes and actions of public administration in the Podkarpacie region, realized within the confines of the purposeful project of the Science and Informatics Ministry: "The Regional Strategy of Innovation of the Podkarpacie Province".
The objective of this paper is to demonstrate how the development of European peripheries can be strengthened by cooperative clusters, viewed as loose business organizations where cooperation of partners results in a synergy effect. The existence of clusters in peripheral areas may give efficient solutions to many problems, such as unemployment or the need of restructuring regional economy. Partnership of clusters may add up to their competitiveness thanks to the home demand. The present paper presents an example of the Lubelskie Region, the most neglected region in Poland. It is argued here that cooperation among local clusters provides a chance for an increase in the region’s social activity and for its economic growth.
Interaction between human beings and their environment is a relatively new science domain, placed between geography and sociology. Therefore, a theoretical part of this article aims at familiarizing the readers with perception issue. In the following part one can find a description of perception of the Bieszczady National Park by tourists, adult inhabitants and pupils from Bieszczady region. It is compared to the similar research conducted in the Tatra National Park. One of the findings is that tourists are better familiarized with the mountain geography than any other group. What is also interesting, people find national parks bigger and more empty than they are in reality. Some of the theories presented at the beginning of the article were confirmed by the
author’`s reseearch.
The article presents an overview of changes and relevant problems that have occurred in Moscow in the period of post-Soviet transformation. Authors briefly discuss historical and contemporary studies on capital city of Russia in the field of social geography. On this background authors comment on contemporary hypothesis related to metropolisation processes including social and spatial polarization observed in global cities.
The purpose of the paper is to point out the characteristic features of spatial development in cities of the Metropolitan Union of Silesia (GZM), located in the central subregion of the Upper Silesian region. The specificity of its development is the result of both historical conditions arising from the exploitation of natural resources, which were taking place for many centuries, as well as the contemporary economic and social impacts that are affecting the functioning of highly integrated territorial units that co-create the GZM. The presented research results refer to a selected area of interest in urban morphology. In this case, it is the comparison of a combination of building types located in the GZM cities with buildings in other cities of the Upper Silesian region and all other Polish cities.
The aim of this paper is to evaluate the activity of local governments’ planning and investment service in the environmentally valuable areas of Podlaskie Voivodeship. Spatial planning at the local level is extremely important, especially in the environmentally valuable areas. It makes it possible to preserve the natural environment for future generations and to maintain ecological processes. However, protective measures should not disturb municipal investments. One of the appropriate solutions is the introduction of local land development plans – a framework of rational management of natural resources and of marketing development. This is particularly important in the areas of municipalities which, beside ecological functions, play an important role in the development of tourism and transport, and are situated in suburban areas.
The Act of 11 January 2018 amending certain acts in order to increase participation of citizens in the process of selecting, functioning and controlling certain public bodies (Journal of Laws 2018, item 130) obliged all local government units to establish a citizens’ resolution initiative and to regulate the basic procedures related to the preparation and submission of applications by a resolution of their law-making body. The article analyses the implementation activities undertaken in cities with county rights. It indicates that before the entry into force of the Act, 55 cities out of 66 had already implemented such an arrangement, and, in their case, the Act helped unify the procedures. The article also points out that some cities did not implement these regulations before the beginning of the 8th term of office of local governments, and in several cases there were problems with the implementation, which prevented citizens from exercising their resolution initiative. The article presents the legal status as of 31 December 2019.
Over the past few decades, voivodeship-level spatial planning has been the subject of numerous theoretical studies and legal regulations. During this period, the authorities of the Lublin voivodeship prepared a number of spatial development plans, sometimes referred to as regional plans. In theoretical dissertations, this spatial planning (especially the regional one) was usually seen as a plan of the future spatial structure and of activities aimed at achieving it, whereas regulations on spatial planning and its practice increasingly shaped voivodeship plans as documents defining only the desired spatial structure – first of all its socioeconomic and environmental functions. A strong impact of political and legal conditions on the practice of voivodeship-level spatial planning is undoubtedly the reason for this difference.
The study discusses the processes of reactivation of passenger rail traffic in Poland in the years 2000–2020. After the reductions of the railroad network carried out before 2000, a renaissance of passenger transport could be observed. In the period under study, 63 sections of the railway lines were reconstructed. The total length of the reactivated routes was 1992 km, of which the electrified sections covered 549 km of the network. The largest areas of the concentration of reactivation activities were identified in south-eastern and northern Poland. The average speed on most routes was 65 km/h. The transport offer for 55% of the lines was based on more than six connections per day. Inconsistencies were also identified: out of 63 routes, passenger traffic was suspended again in 20 sections. Three types of reactivated routes can be identified, most of which are blindly terminated routes. The identified processes of reconstruction of traffic systems after 2000 represent yet another phase of railroad operations in Poland, after the previous phase of intensive regression and underfunding.
The paper begins with an analysis of policymaking principles and responsibilities of local authorities in Poland. Next, outputs of local policies at the level of the gmina are presented in a case study of the suburban area of the Gdansk agglomeration. Chosen features of local policies are pointed out as a basis for comparison of the local districts. The decisions taken by local governments allow to classify types o local policy. For instance, while some of the local districts prefer investments in social infrastructure, other are more inclined to invest in technical infrastructure. Only two out of seven local governments create and implement policies which can be identified as sustainable.
The aim of this paper is to discuss urban renewal policy implemented in France over the 20th and the 21st century. Referring to selected examples from the agglomeration of Paris, special attention is paid to the social dimension of urban renewal. The diversified tools in the field of urbanism and contract policy led to vertical and horizontal cooperation between different entities. The key element was the differentiation of housing supply, especially in the case of apartments for rent. In the areas with better potential and likely to become more multi-dimensionally attractive, the effects of renewal were more spectacular, whereas urban renovation carried out in deprived areas still brings mixed outcomes.
The aim of the following article is a comprehensive review of the cluster theory. Article starts with the discussion on the new approach towards regional and local development. In the first part author presents and discusses spectrum of concepts related to clusters such as: Marshallian industrial district, Italian industrial districts, new industrial spaces, mezo-systems, local innovative milieu, learning regions, and regional innovation systems. The core of the article is the analysis of the cluster approach: its theoretical inspiration and background, definitions, its specificity, effects of clusters described in literature, strength and weaknesses of this approach. The last part of the article is devoted to the practical issues – examples of cluster-based policies. This short review covers the initiatives undertaken in the countries of European Union.
The aim of the study is to examine the impact of the amendment to the Municipal Self-Government Act (hereinafter: MSGA; Journal of Laws 2018, item 994) on the implementation of participatory budgeting (PB) in 2019 and 2020 in Polish voivodship cities. Using the desk research method, 36 PB regulations and over 3.4 thousand projects were selected for implementation in 10 categories: 1) sports (investment and other), 2) leisure and recreation (investment and other), 3) construction or modernisation of sidewalks, 4) construction or modernisation of streets, 5) pedestrian walkways, 6) parking lots, 7) lighting, 8) city bicycles (bicycle infrastructure), 9) modernisation of buildings, and 10) other (e.g. educational, cultural, training). Detailed studies were carried on the influence of legislative changes on: 1) financial mechanisms; 2) principles and organisation of the budgeting process; 3) generic structure of projects; 4) participatory budgeting model. In order to verify the results obtained, changes in the PB regulations not resulting from the MSGA provisions were additionally analysed. It was shown that the amendment to the Act had a significant impact on the implementation of PB in all the analysed cities. The changes mainly concerned the financial and formal-organisational aspects of participatory budgeting process. The most crucial ones include: increase in the size of the overall subsidies (in 15 cities), modification of the distribution of the financial means (9), introduction of letters of support at the stage of project submission (7) and appeal procedure (9). Among the “non-statutory” activities, the abolition of age limits in the remaining 7 cities should be mentioned. These activities brought positive effects on the increase in turnout (15), the number of projects selected for implementation (12) and their average value (13). On the other hand, the changes in MSGA did not affect the generic structure of the projects (in both years, in 10 cities the category “leisure and recreation” prevailed, and 1149 projects from this category were selected for implementation). The final unification of the PB implementation model in Polish voivodship cities has been completed. Finally, three modes of PB implementation according to the new rules were indicated: financial, procedural and combined.
The main aim of the article is to test Richard Butler’s model of tourist destination lifecycle in relation to Benidorm – one of the most important Spanish seaside resorts. Benidorm is an example of extreme changes in the landscape caused by a large number of skyscrapers. The analysis of Benidorm’s history from 14th to 16th century and its photographs allowed us to identify phases of this resort’s cycle. Supply and demanded features, infrastructure, the degree of landscape change and management priorities were also taken into consideration. Particular attention was paid to the reorientation stage. Using statistical data, the authors verified how effective the reorientation of Benidorm’s tourism economy was. Moreover, in order to show a wide background of the issues discussed, the main characteristics of development stages of mass tourism were presented (based on ten examples of second generation seaside resorts).
The aim of our research is to evaluate the level of economic independence and its influence on political system changes in different groups of local government. The research shows that the decisive factor in differentiating economic independence of local governments is the level of urbanization. In urban self-government, its own revenues surpass 50% and sometimes even 60%, whereas in rural areas (defined as rural communes and land districts) they reach about 30%. Such marked differences can cause local governments to develop in two structurally different directions.
A high ranking position of Lower Silesia among Polish voivodeships based on its competitiveness, attractiveness for investors and accessibility as well as on its innovative potential is a good starting point for achieving the goals of the Renewed Lisbon Strategy as well as for making it a Region of Knowledge. Innovativeness and attractiveness for investors however are a dynamic status which a region has to compete for in an incessant rivalry with the best ones involving institutional and social partners. The Structural Funds – aptly streamed to and implemented – are only some efficient tools and not a goal itself. An apt profiting by the strong position of Wroclaw agglomeration as well as by experience of Wroclaw Technical University being a local leader of innovation, combined with wider than up till now learning from the experience of Lower Silesia’s partner regions and building an attractive offer for investors in high tech and services will make it possible to achieve final goals indicated in strategies.
The purpose of this paper is to determine whether it is feasible to ensure neo-endogenous sustainable development of valuable natural areas of the Lublin voivodship. In order to do that, the author analyzed the literature and documents on local development strategies, and the results of research carried out in 2013 in the Lublin voivodship, in 30 communes with the greatest natural value. As part of the study, she conducted a survey among 383 councillors – 86% of the total. The author shows that due to accumulation of many serious problems of sustainable development, such as deficiencies in environmental infrastructure, or underutilized (economic) potential of protected areas, it is difficult to implement neo-endogenous development – only 13% of the councillors said opportunities for development depended on a favourable arrangement of external and internal conditions.
The aim of the article is to present the process of changes which occurred from the 1970s until 2012 in the areas of urban agglomerations in Poland. In contemporary agglomerations in Poland, their socio-economic function is centralized while land use and building development become progressively decentralized, which results in dynamic growth of the central metropolitan area, and in simultaneous deurbanization of its zone of influence. The described problem is typical of the Warsaw Urban Agglomeration (Warszawski Zespół Miejski, WZM), where the population of the metropolitan zone increases while the importance of the surrounding towns, particularly in their central areas, decreases. The objective of this paper is to present these contemporary trends in the communes of the northern zone of WZM. The analysis involves three towns: Legionowo, Nowy Dwór Mazowiecki, and Zakroczym, and two communes – Jabłonna and Wieliszew. The results are compared with relevant changes occurring in the communes of the Piaseczno district. The examined processes are also confronted with the proposals and arrangements included in planning concepts prepared in different periods for the agglomeration. The escalating suburbanization, characterized by deurbanization visible in spatial planning, affects the effectiveness of newly created building developments and their rank of service centres, and also shows the failure of long-term planning, which is not supported by detailed analysis and research.
Education is a field which is not subject to unification in the European Union. Education systems in the EU countries differ, among others, in terms of: sources of funding, provision of basic education, participation in the education and training system, and functioning of higher education. The main aim of the present study is to compare education systems in EU Member States using statistical methods of linear ordering of objects. The study posits lower effectiveness of individual indicators that characterize education. It is focused on a synthetic evaluation of education in EU countries using Hellwig’s modelling method. This approach makes it possible to prepare a ranking and to determine the distance separating Poland from the best (model) education system.
Endogenous growth theories presume knowledge plays the key role in economic growth (1). Yet, new economic geography along with empirical findings suggest the possibility of divergence occurring in development processes (2). Combining (1) and (2) indicates the importance of studying knowledge factors’ distribution. To obtain the fully fledged picture of a given economy one shall go beyond simply analyzing knowledge factors but include also their spatial location. The article touches upon this issue. It is devoted to Germany and examines three territorial and administrative levels: one referring to former country division (DDR & BRD), the second relating to NUTS 1 (16 Bundesländer) and third represented by 41 Regierungsbezirke (NUTS 2). Results are obtained by investigating 5 factors (e.g. expenditure on R&D, human resources in S&T, patent applications) and applying 4 measures (Gini, Rosenbluth, Ellison–Glaeser and Herfindahl–Hirschman Coefficients). This paper is meant to supplement earlier studies as well as a good starting point for further research devoted to country’s knowledge landscape.
The paper attempts to evaluate the impact that the projects co-financed by European funds within the Cohesion Policy in the programming period 2004?2006 had on the competitiveness of large Polish cities. In the first part of the paper, we define competitiveness of cities and regions and operationalize it with indicators used in further analysis. Our evaluation is based on different quantitative methods of measuring correlations between competitiveness of cities and Cohesion Policy expenditures, which enables us to triangulate the results. The outcome is a set of hypothetical cause-effects relationships between public intervention and competitive position of cities. For their verification we employ qualitative case studies (See Report EUROREG 2010 and the articles by Marek Kozak and Andrzej Miszczuk in this issue).
The aim of the article is to measure the sustainable development of rural areas of the Wielkopolska region and define the role of the Rural Development Programme for 2007-2013 in reinforcing developmental changes. The conducted research measured sustainable development for the year 2015 (in three dimensions: economic, social and environmental), and shows the spatial variations of the analysed phenomenon. As the next step, the awarded funds were measured and their impact on sustainable development was assessed. The measurements were carried out with the use of a synthetic measure, while the relationship between the level of development and the level of the awarded funds was assessed using analysis of variance. The research comprised rural and rural urban municipalities in the region. The findings demonstrate significant variations in the level of sustainable rural development in the Wielkopolska region.
The paper analyses the Irish way of implementation of the structural assistance from the European Social Fund within a context of Ireland`s development strategy. Identification of the factors influencing considerable efficiency and effectiveness of Ireland`s performance is the article`s main focus. The paper begins with a review of the Irish labour market situation and, responding to it, human capital development policy of 1990s. Then, implementation and evaluation of the measures supported by the ESF within a programming period 1994-1999 are examined in detail. Finally, some conclusions and recommendations from the Irish case for Poland are outlined.
