The revitalisation process in Polish cities – here by the example of Poznan – is still rather on a modest level. Nevertheless the needs are urgent if we consider the continuing degradation of inner-city areas, the insufficient quality and quantity of housing resources and increase of suburbanisation. The legal, financial, and socioeconomic conditions do not allow the application of Western patterns. Yet there exist in Poznan various examples of renewal of old housing stock as well as of revitalisation of whole inner-city areas. They may be regarded as starting points for the realisation of future revitalisation ventures, also with regard to expected European funding.
The main purpose of this article is the analysis of differences in dynamics and directions of development policy between Eastern Poland and the rest of the country. The authors analyze the structure and value of investments supported by EU structural funds in the years 2004–2006. The results obtained allow to identify some regularities characteristic for this region, namely high territorial and capital dispersion of the investments and a lower general financial value of all EU-supported projects. The tendencies may have a negative impact on the expected results of the cohesion policy. There is no significant qualitative change in development policy in Easter Poland. Most of the investment projects entrench the existing socio-economic structures.
The paper is devoted to analysis of the changes of Cohesion policy (more broadly: development policy) in the period 2014?2020. The author analyzes key documents influencing final solutions for that period. On top of that, he analyzes phenomena that can hamper changes, in particular, indecisiveness and leniency of managing services, tolerating negative phenomena like goal substitution and other manoeuvres leading to money spending instead of goal attainment. The author also considers why and to what extent the analyzed hazards may reduce the revolutionary character of long expected reforms.
The article is an attempt at a brief overview of the development strategies of Polish voivodeships in terms of the role of culture as a factor in regional development. The author compares the ‘old-generation’ strategies (applicable until 2005/2006) and the ‘new-generation’ ones (developed for the programming period of 2007–2013). Culture plays an important role in the development of regions as after the administrative reform of 1998 cultural policy became an element of the local government activities. The overview is preceded by a description of the constituents of cultural policy such as 1) the cultural industry as a sector of culture creation and development of cultural products, 2) cultural institutions, and 3) cultural heritage as a pool of resources to be used in the cultural creation process and promotion through the cultural institutions network. Each component analysis is accompanied by a brief discussion of the related ideas and opinions expressed in academic literature by experts from cultural institutions and culture-related academic centres. The author also offers his own concept of describing elements of cultural policy. He juxtaposes the perception of culture as presented in the available publications with the aims of cultural activity and the philosophy of cultural development in voivodeships. Consequently, the author assesses the usefulness of the widely available cross-sectional literature on culture in Poland for the building of the cultural development philosophy in the Polish regions.
The paper analyzes the sources of economic growth in the regions of Central and Eastern European countries (CEEC) using a multi-dimensional approach that takes into account: a) disaggregation of the economic structure; b) the international and national contexts of regional development processes; and c) the main types of regions. The results corroborate the validity of such an approach, showing the interrelationships between the development dynamics of individual regions and the structural changes that are difficult or impossible to identify using an analysis of aggregated values. In particular, the analyses conducted as part of the study help identify the key constituents of metropolization processes taking place in the regions of major city centres, the progress of reindustrialisation processes occurring in transitional regions, and the mechanisms underpinning development of peripheral regions. Based on these differences, the author formulates some general recommendations for policies implemented in these types of regions.
The article deals with the analysis of the anticipated middle-term demand for dwellings in Poland. On the basis of the empirical research this demand has been considered as being determined by the two groups of factors: demographic and economic, together with the level of the state of fulfillment of the basic housing needs. The finale set consisted of eight factors of the diverse wage. These were: the percentage of deficient flats counted as the difference between the number of households and the number of flats, the average space floor per capita, the population growth in 1998-2002, the percentage of people in the age from 20 to 39, prognosis of the number of inhabitants in 2002-2010, the unemployment rate, average wages, and the number of the business entities per 1000 inhabitants. The analyze has been carried out in the commune-scale pattern and can be useful for spatial planners and persons professionally involved in the housing market.
The turn of the eighties and nineties was a particular moment for the natural environment in Poland. Two important factors occurred at that time. First was the post-communist transformation of the country, which affected all spheres of socio-economic life in Poland. On the other hand, new ideas of sustainable development taking into account both quality of human life and quality of natural environment have been spreading all around the world. Changes in the system of environmental protection in Poland which occurred after the year 1989, took into consideration the consequences of both processes. It seems therefore interesting to find out how the new instruments worked and what effects they have brought to Poland in the nineties. This article describes the changes in the quality of different components of natural environment in the areas of environmental risk in Poland between 1982 and 2000. Using the results and methodology of Rolewicz and Kassenberg (1985), the situation in 27 such areas was analyzed.
The scale and structure of EU funds are one of the key determinants of Cohesion Policy impacts on socio-economic regional development, along with the magnitude of the Keynesian multiplier mechanism, spill-over elasticities, initial stocks of infrastructure, or human and physical capital. The aim of the paper is to analyze how changes in forecasts of Cohesion Policy public financial resources (available in NDPs & NSRFs) affect a counterfactual analysis of the Cohesion Policy impacts on the Polish NUTS-2 regional economies. On the basis of the financial data from the Polish Ministry of Infrastructure and Development which were made available in the years 2008?2013, simulations were carried out for the period 2004?2020 using 16 macroeconomic HERMIN models for the Polish regions. The results show that yearly forecast errors of the EU funds at the regional level account for up to 229%, and the forecast errors of allocations of the EU funds amount even to 32%. The inaccuracy of the forecasts of the EU payments and their volatility considerably distort the results of macroeconomic research of the Cohesion Policy impacts on development processes – even by 88% in the case of the yearly results, and by 49% in the case of cumulative results.
The aim of this paper is to define the relationship between the level of human potential and economic efficiency of companies in different voivodeships. For the purpose of this paper, a synthetic indicator was constructed to evaluate the economic efficiency of companies as well as a synthetic indicator of human potential in a region, based on previously selected set of diagnostic variables. All 16 Polish voivodeships were included in the research. The TOPSIS method, Ward’s method and the PAM method were used in the research to classify different voivodeships. Moreover, correlation analysis and spatial autocorrelation analysis were carried out. The main criterion when selecting variables was their completeness and their accessibility for all objects in the research between the year 2009 and 2013.
The objective of this paper is to assess the advance of planning works in the area of the Podlaskie Voivodeship. The authors determined the degree to which districts were covered by local land development plans at the end of 2007. The assessment was done on the basis of plans which were carried out and those that still await implementation. In the assessment, we used one essential indicator of the demanded covering, which accounted for use intensity and the amount of existing functions.
Currently, cultural heritage is often thought of as a development resource in development strategies, monument protection and regeneration programmes. It is considered as an obligation and its potential is recognized by specialists and public administration of all levels. The aim of the article is to show that since heritage is a multi-faceted resource, its protection and usage is important for many stakeholders. Many individuals and organisations representing the public, the private and the third sector operate in various segments of the heritage market. Taking into account their expectations and goals is necessary to avoid or at least weaken potential conflicts brought about by using heritage for present day purposes.
The aim of this paper was to analyse the role of borders and types of borderlands in cross-border cooperation. Almost 600 projects from seven Interreg IIIA Programmes, in which Polish border regions participated in the years 2004–2006, were examined. The authors paid special attention to the question whether the structure of co-operation fields is uniform or diversified along all borders. Although many similarities did exist, there were also important differences. It turned out that the common legal framework of Interreg Programmes did not guarantee exactly the same realisation of trans-border cooperation. The so called ‘integrating factor’ also played an important role. The type of border and neighbouring country, as well as different local conditions also had an impact on the programmes’ implementation. Therefore, the effectiveness of trans-border programmes depends on their adjustment to specific regional conditions.
The aim of the paper is to present the impact of ICT on the spatial behaviour of the main actors (households, enterprises, public administration) that constitute the regional economic system. The results are based on the regional case study developed within the ESPON 1.2.3 project. The research has been conducted in 2006 in the Podlaskie Voivodship – an example of peripheral Polish region. In particular the analysis covers the range and effects of new technologies implementation both in private and public sectors.
The article presents the main topics of the European debate on the EU Cohesion Policy after 2013, i.e. a discussion of territorial cohesion, the new EU economic strategy 2010-2020, and the next EU financial perspective after 2013. The debate has been continuing in the shadow of the financial and economic crises (2008-2010) and the trouble in the Euro zone (2010), which were caused by continued structural differences between the Member States. The Cohesion Policy is too weak an instrument to solve these problems. The author’s analysis focuses on the main proposals of changes in the Cohesion Policy put forward during the debate, which were shaped mainly by political interests of the dominant actors, and based on experts’ opinions and scientific concepts. In the conclusion, the author presents some recommendations for future Cohesion Policies.
The article is devoted to the problems of the handicapped people with special reference to the functioning of the Railway Missions in a metropolitan environment. From the beginning of industrialization process the railway stations in Europe were creating a specific social environment, including such phenomena as prostitution, slaves trade, drugs dealing or just individual stories of the travelers. Specifically to deal with these problems, a social institutions called `missions` were established at the railway stations in Germany and Poland. This article shows the historical development of the German and Polish Railway Missions with special reference to its role for the local societies.

The article explores the issue of social development of the local communes. This development process is defined as growth and differentiation in the fulfilment of needs of the social groups located on the particular area. There is spectrum of measures that allows us to define level of development and specificity of the particular territorial communes. Author presents the concept of Indicator of Development of Territorial Communes (IDTC) calculated for communes. This indicator is calculated according to the portfolio method and it takes into account both growth factors and barriers of development. The practical use of the IDTC is illustrated on the example of the communes in Zachodniopomorskie Region, for years 1999–2001. The results show uneven and incoherent development of the communes in the region discussed. The further conclusion is that this situation would not change in the short-term perspective.
In light of setting up strategic documents in Poland for regional and developmental policy after 2006 the article proposes arguments for discussion about state-government regional policy in Poland. Nowadays there is no strategic document devoted to state intervention in Polish regions (voivodeships), which could be named governmental strategy for regional development. The article presents basic thesis for such document, including review of Polish regional problems, which needs governmental intervention, key priorities of state action in regions, basic rules of state-government policy for regional development, and major criteria of state financial support for regional self-governments.
This paper includes the general overview of the architectural and urban order issue in respect to Polish space. It focuses both on the problems of large cities as the peripheral and rural areas. Also the problems of rural areas losing their traditional character are discussed. Special attention was paid to the historical reasons staying behind the urbanization processes and their influence on the current situation. In this respect both the diagnosis of the current situation as well as the proposal for building the complex upgrade strategy were presented. Also the set of available implementation instruments were presented as a part of this proposal. Finally, the concept of urban regeneration was discussed. This concept can become the key element in the process of upgrading the condition of the Polish space. As a summary, a set of conclusions concerning the possible actions leading to desired change in the spatial order was presented.
The article is based upon the results of National General Survey conducted in December 2002. It is focused on differences in professional activity and the levels of unemployment among various subregions in Poland. Considering this issue two subregions were pointed - the "Central" and the "West". They both vary in levels of economic activity of inhabitants. There are more ownership and self-employment in the "West" region, but nevertheless there is higher rate of unemployment. The reasons lay in character of enterprises - they are very small, vulnerable and unstable. They produce the streams of inflows and outflows from unemployment to job and vice versa.
The article offers a forecast of GDP per capita growth in Polish regions (NTS2) and subregions (NTS3) between 2006 and 2015, based on the past deviations of regional economies from the national growth path. The simulation shows that highest rates are expected in two metropolitan areas – Warsaw and Poznan. The Mazowieckie region (the one including Warsaw) will become the first to surpass the average level of GDP per capita in EU27. Although Poland will generally close the GDP gap to EU, further polarisation between regions is expected. The per capita income of the most lagging Polish regions will in 2015 reach (in real terms) the 2006 level of Polish national economy.
The main question of this paper is a problem of importance of the National Strategy of Regional Development (NSRD), as a leading instrument for strategic planning of regional policy in Poland. I present the main characteristic of recent NSRD arranged for period 2001–2006. My basic interest is focused on structure of this document, its main priorities and basic implementation instruments. Particularly important is the analysis of effectiveness of the main NSRD priorities in practice. It is crucial problem, especially for Polish central-government regional policy which was implemented basically by voivodship contracts. My research proves that effectiveness of the NSRD implementation by the voivodship contracts was low. Recommendation for future Polish government regional policy is given.
The main purpose of this paper is to present selected methods of spatial-economic research with a special focus on Michalski`s method. The enlargement of the European Union by new countries is an important opportunity to carry out comparative studies, making it possible to analyse and assess the competitiveness of regions as well as spatial and regional diversity of growth centres. The presented visualisation methods are the authors` modest contribution to literature on this subject. This contribution includes collecting domestic methods, their implementation in research and some modifications. The purpose of these methods was to examine spatial processes (in such areas as: economy, demography, agriculture, quality of life or building) in different spatial sections, in the years 1990–1992. There are many methods of examining similarity (dissimilarity) of regional structures. All of them fundamentally depend on the concept of structure. In this paper, two different approaches of this concept and the relevant measures shall be presented. Furthermore, various methods of visualisation of the obtained measures shall be presented.
The article describes the important problem of increasing regional competitiveness through the international (interregional and cross-border) cooperation. Activities supporting the competitiveness of companies and whole regions are described in the article using the examples of transregional projects carried out by different partners dealing with logistics. The first project ECO4LOG carried out in the framework of interregional cooperation programme INTERREG III C promotes the usage of the intermodal infrastructure located in the transport corridor along Polish and German border and further through Austria, Hungary and Slovenia to the Adriatic sea. One of the main tasks of this project is the improvement of cross-border cooperation in goods transport among bodies which are interested in such cooperation (also public authorities). Another important target of ECO4LOG is the increase of effectiveness of the existing transport network through the improvement of information flows. The second project has the acronym CORELOG and is carried out in the framework of INTERREG III B CADSES. Its target is the development of logistics solutions favourable for enterprises, logistics operators and the whole region – propagating co-ordination of activities of different organisations, feasibility studies of developed co-operation models. Analysis and evaluation of the most important factors influencing the strategies of supply chain management and evaluation of activities carried out by administrations (of the national, regional and local level) affecting transport development and economic growth in the region will provide background for the implementation phase. Several pilot actions will test the ideas for coordinated regional logistics development.
A socialist city is mainly associated with the imperial architecture of Minsk or East Berlin, the functional division into districts, monumental public buildings, or housing developments. This article aims at restructuring the prospect of city development in the first post-war period, i.e. 1945-1949. Based on the example of Łódź – Poland’s biggest city in view of the demolished Warsaw as well as the working-class capital of textiles – I reconstruct modernisation discourses in press, showing that in the first period of the reconstruction, modest suggestions as to the city development were made, ones adjusted to the needs of its inhabitants and the comfort of everyday life. It was only with the aggravation of the political course after the year 1948 when these were replaced with more daring prospects of a socialist city, gigantic investments, and the construction of new districts for the working-class masses.
The aim of the article is to describe the phenomenon of non-partisanship of local governments in large Polish cities. It is a report from a research conducted in Wroclaw, Gdynia and Katowice. The article contains a description of typical justifications of non-partisanship, an identification of differences between partisan and non-partisan city councillors and a description of quasi-partisan organizations functioning as political support for non-partisan mayors. The results of the research confirm the existence of a specific category of local activists consistently rejecting party politics and very often having no political ambitions concerning higher levels of government; this category is typical for quasi-partisan organizations. The research demonstrates that non-partisanship can be a means of institutionalization of a particular manner of understanding and making politics. One of the final conclusions is that the problems of partisanship and non-partisanship at the local level are derivatives of a vague relationship between public administration and politics at the local level.
Tourism can cause changes in various areas of life of receptive societies. Each of them can be of functional or dysfunctional character. A lot depends on the type of tourism and the visited society itself. Tourism is seen as a vital development factor in the Podhale region. It is therefore crucial to know what the local people think about tourism. Their negative attitude to this particular sector of the economy can hinder or limit its development.

The study contains a review of websites of local governments in Podlaskie voivodship. The authors address the problem of demand for internet services, provide the inventory of available websites and evaluate the importance of this form of communication. The popularity of Internet services is clearly growing, especially with respect to interactive solutions, saving time and money of citizens. The quality of website’s contents is also a strong determinant of it’s success.
The paper presents the spatial and socio-economic transformation of one of Warsaw’s large-scale housing estates – Sluzew nad Dolinka, especially after 1989. In spite of potential threat of physical and social degradation, the area has not converted into a city slum and still offers attractive living conditions for its inhabitants. Continuous and regular actions of the local housing association, city authorities, entrepreneurs and dwellers, as well as propitious circumstances of the Warsaw real estate market, protect the estate from physical and social decline.
The paper deals with the analysis of spatial identification treated as the process of individual identification with the particular space by taking the role of the inhabitant of the particular territory as well as the sense of the connection with the territorial community which makes the social group of positive reference for the individual. The paper analyses two measures of spatial identification: individual identification and collective one. The analyse results in answering the question what is the range of coherence of spatial references of Lodz inhabitants. In order to do that the typology including indicated aspects of spatial identification was created. Obtained results present that within investigated individuals category including the process of identification with the city in individual measure and treating the neighbour community as the reference group dominates. That is why it is necessary to notice the lack of the coherence between individual and collective measure of spatial identification of Lodz inhabitants.
The article focuses on the discussion over attempts to re-interpret causes and effects of the state of permanent socio-economic under-development of peripheral regions in Europe invoking Italian Mezzogiorno as a case. Mezzogiorno widely held to be a monolith paradigm of unsuccessful modernization, is being cognitively deconstructed in the face of a two-way running stream of analyses and enunciations. Ideologically imbued political discourse originating in the separatist North reinforces and emphasizes an image of South as a lawless consumer of the Italian state’s resources produced in the North. As a response arises an equally ideologically motivated discourse of academic and cultural elites of the South, whose aims to produce a new, positive image of the South as a space alternative to northern egoism and materialism, a space bridging Europe and the rest of non-Atlantic world. In this context, a discourse of social sciences ever stronger marks its presence; considering conditions of socio-economic development of peripheral regions it forfeits a unidimensional neoliberal approach and instead turns to multidimensional analyses of institutional environment as a primary source of socio-economic dynamics. The debate surrounding Italian Mezzogiorno may constitute at the same time a useful vantage point for a debate over the Polish model of development, especially with regard to peripheral and backward regions in Poland.
Local referenda are a special form of direct democracy in Poland. As a result of some legal solutions and in the light of practice, now reaching back for over ten years, they must be considered as a populist and ineffective instrument. This refers primarily to the referenda on recalling local authorities such as city council and mayor, accounting for 85%-90% of all such events. The practice of local referenda in Poland embraces approximately 400 cases. During the first three terms in office of the territorial self-government (1990-2002), 347 referenda concerned recalling the communal councils. Such referenda may be initiated only by the residents of the commune. Only 37 of these referenda proved to be decisive, as their attendance turnout exceeded 30%. The effectiveness of referenda is limited mostly to small towns (up to 20 thousand residents), where the threshold turnout is usually reached.
The article describes EU policy towards its outermost regions. The regions are an example of integration of various streams of EU policies on the territorial level, as well as a playing field for EU pilot measures and innovative modes of governance. The European approach provides special privileges for peripheral regions in EU policies and the meaning of these regions in European public debates is increasing. The author examines the development of EU policy towards its outermost regions since 2004 in relation to two basic contemporary European debates: about territorial cohesion and the future of EU cohesion policy after 2013. At the end of the article, some conclusions are given for Polish decision-makers.
Sociological research on the social bonds so far has analysed causes and a degree in which the community does not meet requirements of the traditional community any more. Modern research on the nature and the structure of local communities have introduced a new typology which reflects the advanced state of modern social bonds. Social relationships between the residents of cities and countries are reduced the number of the partners as well as people who seem to have the role of the partner decrease and the contact circles are homogenous as regards the socio-professional affiliation of partners. Interactions partners are willing to offer their help although they claim that they seldom use it and if only they turn to somebody for help it will be the closest family.
One of the challenges for the contemporary Polish village is the transformation of its economic structure. It is necessary not only to create new jobs in the non-agricultural sector, but also to increase the competitiveness of enterprises. In their activities, entrepreneurs may use local resources in an innovative way. The author of the present article focuses on the following question: “What is the potential of entrepreneurs as far as the innovation based on local resources is concerned?”. Innovation is defined as a way of using local resources which emphasizes the specificity of an area. In her research (undertook in 2012), the author analyzed the local resources of the Pilica River Valley and the applications for support (from Rural Development Programme 2007–2013) submitted by the entrepreneurs to the local action group. The entrepreneurs (in their activity) do not use the resources which have been identified in the local development strategy. The additional funding allowed them to increase the competitiveness of their companies, but was not used to make their activities more innovative.
In this paper, we present the most important problems and development perspectives concerning the collection and analysis of data on Polish metropolises. The basic issues described in this context are: the definition of metropolis and functional city, sources of statistical information, methods of estimating missing data, and some persisting organizational and methodological problems. A special attention is paid to advantages and challenges of Poland’s participation in various international projects relating to regional statistics, such as URBAN AUDIT, EURAREA, etc. The former project provides many interesting propositions concerning assessment of living conditions of urban population and delimitation of metropolitan areas based mainly on a concept of the city’s scope of action. The latter is aimed at construction, development and research on the usefulness of theoretical tools of small area estimation. Moreover, we look at the potential of Polish regional statistics in terms of observation of metropolises and stimulation of their functioning, from the analytical point of view and in order to support decision-making at the local level.
The majority of major local actors of the city of Mielec have united in the idea of creating the Special Economic Zone (SEZ) in the 1st half of 90s. The informal coalition of representatives of various bodies and institutions quickly started to have access to institutional resources, that enabled them to control the decision-making and took over the social leadership. The young coalition managed also to gain the support from the government. Such informal deal was characterised by the most typical features for urban regime of symbolic type and develop to all actors a great mobilisation for finding new progress tendencies of the city. The strength of the coalition and the success of the regime may be measured by the first SEZ in Poland that has been created in 1995 in Mielec. The legal regulations for functioning of SEZs in Poland were developed mainly by participants of this regime having a visible stigma of local city problems.
The aim of the present research is to describe the role of the Warmia and Mazury University in the formation of the functional macroregion in the Olsztyn agglomeration. The main criterion used to delimitate the macroregion of Olsztyn is the range of educational services of the biggest university in Warmia and Mazury. The authors use data relating to the place of living of the candidates who registered during the recruitment process in 2011 and 2012. They also analyze the impact of selected factors on the size of the area of Olsztyn university’s spatial influence. The research results show that the functional macroregion of the Olsztyn agglomeration covers, apart from the Warmia and Mazury voivodship, also the neighbouring districts of the Podlaskie and the Mazowieckie voivodships.
Sustaining the development at the local level is associated with many different issues. One of the major ones is the urban growth policy. This can be justified by the importance of space as one of the most important environmental assets, which has to be treated as non-renewable one. At the same time it is necessary to remember that the shape of this policy is influenced by many factors, i.e. legal regulations and current paradigm of urban development. Along with introduction of the sustainable development concept this paradigm evolves. Currently as some of its most important components one should mention urban regeneration of the degraded areas and limiting urban growth to the areas already urbanized. As far as urban regeneration is discussed, it is possible to mention a number of issues that have to be taken into account. At the same time one can regard the inside growth of cities which means reusing degraded areas – as real alternative to the on-going suburbanization and encroachment of urban structures to the areas still remaining its agricultural or natural character.
In the last years, the knowledge economy approach has started to gain strength in the analysis of the economic and social reality. The author presents four fields that characterize the knowledge economy, namely: the acceleration of the knowledge production, intangible capital increase in the macroeconomic field, innovation as a dominant activity and revolution in the knowledge means. The main objective of this text is to find a relationship between two great phenomena knowledge economy and regional development landed on a concrete region (Central Region of Mexico). Essential to this analysis is the inclusion of the third great current phenomenon: globalization. Article presents also an overview of the conceptual framework of knowledge economy and its relationships with the Central Region of Mexico. The main hypothesis of this work consists of giving an answer for the question: Are there any possibilities for this region to join the knowledge-based economy, taking into consideration the existing elements of such an economy here? The last part of the article gives some data that describe the development level of the knowledge economy in the Central Region in three aspects: abilities, efforts and outcomes.
The paper presents the ways public space is socially used in three cities: Jastrzebie Zdroj, Tychy and Zory. The theoretical background is the culturalist perspective of urban sociology and the theory of public space. In the socialist era, the space in the researched cities was dominated by production and monofunctional housing estates. Public space did not exist. In the recent years, some unfinished structures may have been completed, but creating integrative urban public space is still a challenge. As a result, it is interesting to research and describe contemporary ways of using space in the “socialist” cities. The results of qualitative research show that inhabitants appreciate multifunctional market places and public squares wherever they exist. Such places constitute multifunctional public space. However, in cities lacking functional public space, shopping centres replace traditional city space. Unfortunately, they do not have the social integration function and do not promote social interactions. In every city, recreational areas are important for inhabitants.
The aim of this paper is to discuss the situation of the EU-10 CEE capital cities during the years since the 2008 financial crisis. The paper concentrates on metropolisation processes that became particularly pronounced at the end of the first stage of the transformation, long before the accession of these countries to the European Union. The main hypothesis is that these processes also continued in the conditions of the economic crisis. As a result, the capital cities in most CEE countries should have done relatively well coming out of the crisis, mainly due to the nature of their diversified economies and the significant share of advanced business services in their structure. As a result, the crisis provided an opportunity to ‘verify’ the viability of the current economic model in the short term, in the specific conditions of transformation economies.
For many decades, temporary labour migrations from the Opole region have had a significant impact on the social, economic, and demographic situation. They are particularly important for the villages in the region, for most of the migrants are recruited there. What is the situation in farmers’ families? Are their members labour migration participants too? What is migration’s role in the income of farmers’ families? The paper characterizes migration from rural farmers’ families of the region. It is based on the results of an analysis carried out in July 2012 in the Opole province in 383 individual farms the size of 2–30 ha.
The objective of the research was to analyze the patterns of behaviours in the urban space of the rich inhabitants of Warsaw. The targeted group can be classified as members of the rising metropolitan class. The research covered interviews with 132 inhabitants of the luxury apartments. The location of the apartments in Warsaw is in fact the result of the former socio-spatial structure of Warsaw and the subjective valorisation of urban space. The research revealed that one of the main motives for choosing the apartments as a place for living was the need of security. Another reason given by the interviewee was a sense of belonging to the own class – sense of being in a “peer group” and the prestige of the place. The inhabitants of the apartments create “a separate world” around themselves. It consists of well secured, protected, isolated houses, luxury consumption, top restaurants, malls, pubs, private schools and travels to exotic, foreign countries (for business purposes or just for vacations). The inhabitants of the apartments have spots of interests in the urban space and they travel between these isolated points of the city in their luxury cars. Thus, these members of rising metropolitan class have very limited contact with the “life on the ordinary streets”.
The text aims to analyse the patterns of immigrants’ settlement in Warsaw agglomeration, especially their settlement in the area of the city of Warsaw. The subject of the study is: the emergence of places where immigrants concentrate and a relation between their places of residence with other types of concentration; factors that determine the places of immigrants’ residence and how migrants operate in the urban environment, as well as a relation between the places of immigrants’ settlement and their economic activity and its localization, cultural characteristics and the adapted acculturation strategies. To study these problems the authors use the example of the population of the Vietnamese and Ukrainians possessing a permission for settlement in the Mazowieckie Province. The article discuses differences in the patterns of settlements of both groups and shows the emergence of small clusters in the case of the Vietnamese.
The essay concerns “widely closed spaces” in today’s metropolises. By this term I understand territories that belong to private firms and syndicates and are predominantly situated in big office buildings. These places have certain features both of the public and the private space. They also co-create one of the zones in which the processes of fragmentation and appropriation of the urban space take place. It is so because they construct symbolic and literal barriers to access. The text provides an analysis of the functioning of “widely closed spaces” and their role in today’s metropolises.
Regional differentiation of the state may be caused by geopolitical factors. Different European states have seen the formation of so-called ideological regions. In Germany, such a region was Prussia and in Poland – East Borderland (Kresy Wschodnie). Both of them were relatively undeveloped, and peripherally situated. These features were accompanied by strong cultural position that is great significance of regional problems in cultural circulation of Germany and Poland. An analysis of long-term processes shows that after Germany’s reunion, Prussian areas play the same economical role as in the 19th century.
This paper presents the urban space from the perspective of “memory traces” functioning in Warsaw and Krakow. The authors analyzed the nature of these traces and their elements – monuments and other places of historical meaning, and the roles they play in the cities and the social memory of their inhabitants – both in their material and symbolic meanings. The research concentrated on the themes of the “memory traces”, their elements and influence on the cities’ spaces.
The reform of the EU cohesion policy for the period 2007–2013 resulted with policy adjustments in member states. The changes, as showed by the analysis for EU 15, new member states (with particular attention given to Poland) and Norway – take various forms, depending on specific local factors. Some of discussed reforms seem to be the consequence of changing the paradigm of development. The authors offer a review of the most important issues and define the subjects requiring further studies.
The paper discusses urban renewal projects implemented in Polish cities in the framework of Cohesion Policy 2004?2006. Renewal projects constituted only a small portion of the intervention under the Cohesion Policy programmes in cities. Relatively small outlays and a small number of projects resulted in a clear diffusion of the intervention, which undoubtedly affected the scale of results. Most undertakings classified as renewal projects were not comprehensive, i.e. they did not consist in restructuring of spatial, social and economic structures, but were rather repair and modernization investments. The general influence of the projects classified as renewal projects at the domestic level was small, even though most individual projects had a definitely positive impact on their direct surroundings or even the whole city (especially the projects concerning larger public spaces).
The paradigm of analysis of the reality and its management, based on vertical hierarchic structures, cannot be used to characterize situations of resources concentration in the hands of many social actors. Nowadays, the paradigm seems to be less popular. First scientific diagnoses of the described situations seemed to prove their chaotic and ungovernable character, but they were gradually replaced with approaches which allowed to penetrate and govern composed systems. The notion of ‘governance’ (i.e. a multi-layered network process whose participants have different statuses and resources, and which results in a consensus achieved in an interactive play of all partners) has a high heuristic value. France is a perfect illustration of this phenomenon. The process can be observed especially in metropolitan areas that create their own compounded authority systems.
European Union programs are a vital source of financial help in the field of employment increase. Such initiatives are available both in structural programs, Community Initiatives and Community Programs. A great number of them are designed for communities, which, as an independent beneficiary or a partner in a project, can influence the improvement of local and regional labour market situation. One of the essential factors which influence the commitment to the initiatives for employment increase is the way beneficiaries perceive their attractiveness. Therefore, in the article the author presented results of the research in which communities’ attitudes to each activity connected to a labour market, available in EU programs, had been analyzed and assessed. This allowed to determine the initiatives which are perceived as the most desirable and which, according to communities, can best contribute to decreasing of the unemployment rate, and the ones which are the least attractive in this respect. Another part of the above research is the analysis of communities’ expectations regarding creating new initiatives for employment increase, which are not available within the limits of the current programs. This scrutiny allowed to estimate more precisely to what extent current activities match communities requirements. These results made it possible to assess to what degree the presumable lack of desirable initiatives for employment increase constitutes a factor that limits the commitment to the implementation of the currently available initiatives
The article presents the analysis of spatial planning process in communities at the end of 2004, based on information by Ministry of Transport and Construction and Central Statistical Office survey. Briefly discussed are the most important indicators reflecting the advancement of planning works. As a result of the research carried out, the practical conclusions for the regional politics were formulated. The research helped to identify and judge the state of the preparation of planning works in relation to the forming of spatial structure in the country. The analysis shows that the state of the planning works in the municipalities especially in relation to local plans, is unsatisfactory especially in urban areas. The planning predictions, contained in Priorities and Conditions… should be also critically judged. They are unrealistic, inconsistent with the real socio-economic situation. In the future it is necessary to develop a detailed monitoring system for the spatial planning on a regional, sub-regional and local scale.
The ecological activity of municipalities can be a very important element increasing their attractiveness. Modern digital technologies offer intelligent solutions and help fulfil many economic and social demands related to environmental issues. The study primarily looked at the degree of activity of municipalities in the implementation of optional ecological projects and revealed a low level of participation of municipalities in cross-border projects. A questionnaire survey was designed as a universal tool for studying digital maturity in a cyclical, low-cost manner, which provides extensive information by verifying various areas of municipal activity and then formulating conclusions for climate and regional policies, etc. On the one hand, the study fostered the need to implement ecological projects, especially of a cross-border nature, and on the other hand, it disseminated knowledge and indicated various possible solutions.
This article contains the in-depth analysis of the distribution of funds from the Road Development Fund (RDF), the Local Government Investment Fund (LGIF), the 100 Bypass Road Programme, and the Strategic Investment Fund for possible alignment bias. It was demonstrated that in the case of every fund except the 100 Bypass Road Programme, municipalities ruled by the United Right received government grants significantly more often, or received higher grants. In the case of the LGIF, the scope of favouring was meaningful. To make the results robust, a set of control variables was used.
The aim of the paper is to examine the relation between pupil movement between school catchment areas and the examination results of primary and secondary schools. The problem is analyzed in a broader context of educational disparities related to the spatial organization of educational activity. The results show that the non-rigorous approach to educational zoning by the city authorities, school directors, parents, and their children, causes an intensive movement of pupils between school catchment areas (especially at the level of secondary school). It was found that pupil movement between catchment areas accounted for almost 50 per cent of variation in examination results in the secondary schools in Poznan. The consequences of this situation for the city’s educational policy and school management are discussed.
The absorption the European Union structural aid, available in 2007–2013 period, provides Poland the opportunity of fast development and improvement of life quality. A regional policy that will effectively use the structural funds may contribute to the improvement of infrastructure, development of entrepreneurship and restructuring of rural areas. The issue of absorption ability has to be considered with particular attention. This study – on the basis of experiences in implementing the Integrated Regional Operational Programme – points out some threats and bottlenecks limiting the potential absorption of funds. The barriers have been identified using the questionnaire based research on the experiences of local governments in the swietokrzyskie region.
The aim of this study was a synthetic evaluation of EU funds’ distribution between 16 voivodships. It was found out that the regional EU funds’ distribution in the years 2000–2005 is an effect of a method, according to which the voivodships that more populated are privileged. In absolute numbers the biggest recipients were: Masovia, Silesia and Malopolska – regions with a high level of urbanization, equipped with a broad business environment and with a relatively rich scientific background. At the same time, these voivodships win the most direct foreign investments. Thus we deal with a double privilege of these voivodships in relation to other regions. In relative numbers, described by an index of received funds in relation to the share of produced GPD, the dominating regions are: Warmia and Mazury, Podlasie and Western Pomerania. But it does not mean that in this way the distance between these voivodships and the most developed regions is reduced. The research did not prove that there is a connection between GDP per capita and the amount of aid per one inhabitant. The lack of any connection (positive or negative), which is a logic effect of the assumption that the regional distribution of EU funds is conditioned mainly by the number of inhabitants, indicates that the criteria do not differentiate voivodships according to the anticipated economic effects. They take an egalitarian approach – every inhabitant should receive statistically equally.
Researchers do not study territorial origins of students very often. However, it is a very important determinant of connections between universities and their social surroundings. A regional character of a university may be an essential value for local communities, who need well-educated employees capable of working in local administration, economy, education, social care, security, culture, research etc. In the article, territorial and social origins of the Szczecin University students were analysed and it was proved that several regional ranges of recruitment existed. A range is determined by distances between students’ houses and the university, although evidences of local loyalty can be also seen.
Structural funds – instruments of cohesion policy – are aimed to support local and regional development and to speed up regional convergence. For the last few years they have been the main source that enable realization of different activities and investments on local level in Poland. In the light of systematic extension of financial resources provided within structural funds effective absorption of those funds becomes a matter of great importance. Experience of previous implementation period gives some clues on the perspective of use of structural funds provided for Polish regions in 2007–2013 period. The results of previous research showed that effective absorption of pre-accession and structural funds depends on many both material and untouchable factors but the most important for effective absorption is adequate institutional system with procedures of programming, financial management, monitoring, evaluation etc. This paper presents the results of research conducted in 2008. The authors focused on three main areas: experience of 2004–06 period of implementation – identification of successes and barriers of structural funds implementation system, practical use of these experiences to improve institutional system for 2007–13 period and finally priorities of 16 Regional Operational Programmes realized in Polish voivodeships.
The Integrated Regional Operational Programme (IROP) management system in a weak manner prevents possibility of administrative and political corruption. Particularly susceptible to corruption are procedures of choosing projects and new public procurement system. We could list following reasons, why IROP management system is vulnerable to corruption: (1) system is very complicated, (2) division of competences between various public authorities is incorrect, as well as between politicians and civil servants, (3) some institutions are wrongly designed (particularly regional steering committees), (4) blur regulations, for instance not clearly supporting transparency of administrative procedures, (5) lack of special anti-corruption regulations, (6) Polish administrative and political culture. Decision makers preparing a new system for regional programs (2007–2013) should take into consideration conclusions of this paper and revise this system from the point of view of preventing corruption.
There are three Social Economy Support Centres (OWES) operating in the Łódzkie region. The basic role of such centres is to provide advisory services to the existing social economy entities and train people interested in setting up a social enterprise. The aim of the article is to present the activities of social economy support centres aimed at supporting social enterprises and promoting the development of social economy in the Łódzkie region. Evaluation of their activities and conclusions from this analysis may be of practical importance for the development of social economy. The research material is based on the desk research for the projects: “OWES – support to social economy”, “Social Economy Support Centre in Łódź”, “Social Economy Support Centres KLUCZ”, “OWES – development of social economy” implemented in 2016–2017, research of the Regional Centre for Social Assistance in Łódź and CATI interviews conducted with coordinators of social economy support centres operating in the Łódzkie region.
The aim of the study is to examine the relationship between the socioeconomic potential and the financial condition of regions (voivodeships) in Poland. The authors hypothesise that there is a linear relationship between the potential of regions, manifested by the wealth and economic activity of people living and entities operating in their area, and the income potential of these local government units, and thus their ability to meet the needs of the local government community. For the purposes of the analysis, eleven measures were selected from four areas, reflecting the social and economic potential of the regions, and seven measures of financial condition, reflecting the structure of their budget income and expenditure, as well as their selected values on a per capita basis. In connection with the above, the study used descriptive statistics methods, linear correlation r-Pearson, and the method of standardised sums (Perkal index) in order to typologise the studied entities.
The aim of the study is to examine how and at what stage in the evolution of the cohesion policy rural areas have been incorporated, thus gaining space for empowerment. The role of the territorial instrument, CLLD, will also be considered. The research problem was verified through a review of literature and EU legislative documents as well as empirical material from two evaluation projects. It was found out that the extension of the cohesion policy to include the objective of territorial cohesion was of particular importance for rural areas. In the 2014–2020 financial perspective, due to the territorialisation of cohesion policy – previously perceived as mainly urban – rural areas were considered for participation. CLLD has been proven to strengthen the sense of empowerment of local communities.
The suburban zone of Wroclaw is characterised by dynamic population changes and increased construction traffic. However, the pace of the changes taking place is not fully reflected in official population statistics, based on registration data, presenting a much lower population than actually resides in the suburban municipalities. The purpose of the article is to estimate the actual population of the Wroclaw suburban zone for data from 2012/13 and 2020, and to show the degree of the differentiation of the population transition taking place in individual reference units. The estimation of the population size was made on the basis of the author’s method, based on the aggregation and comparison of statistical data on registrations from the register of the General Electronic System of Population Registration (PESEL) and vector spatial data from the Database of Topographic Objects (BDOT10k). From 2012/13 to 2020, the population of suburban zone of Wrocław almost doubled compared to official statistics data. The highest level of the underestimation of the actual population was observed in villages located near main communication routes and in the closet vicinity to Wrocław city. Those are places where the suburbanistion processes were observed the earliest.
Decision-making in a conflict situation in public policy practice is most often associated with conflicts of interest. One of the frequent forms of this conflict is the so-called NIMBY phenomenon, which has become a subject of interest mainly because of the distinctive spatial characteristics of the conflicts. A very rich base of empirical research has been provided by the Polish geographical sciences, which allowed us to attempt in this study to propose an analysis of NIMBY-type conflicts in terms of different types of collectivised interests. Hypothetically, on this basis, it would be possible to find a new approach to the resolution of these conflicts no longer only in the processes of participation of stakeholders but based on merit-based criteria. When making these decisions, it is necessary, first, to check whether there are legitimate supra-individual (group) interests at stake, since sometimes this legitimacy is questionable, and it may be only an individual interest. Different types of individual interests are justified and collectivised according to different criteria. When it comes to legitimate interests, there may be a conflict between the vertically differentiated bearers of these interests. However, even in this case, the higher hierarchical position of one of the bearers cannot imply a preference for his/her legitimate interest. As in the case of a horizontally-situated conflict, the decisive factor is the content, where interests with a higher degree of substance should be privileged over others: interests that are already concerned at the individual level with values such as human life, health, etc., must be privileged over others. They must be privileged over the interests of an economic nature, etc., and these over ordinary short-term interests. It turns out to be obvious that it is the degree of legitimate collectivised supraindividual interests that is the primary criterion for assessing preferences in decision-making in conflicts of public interests, rather than the simple preference of legitimate supra-individual interests only according to the position of their bearers in the vertical hierarchy.
In the article, the authors present the distribution of human capital in Poland in general and in the Podkarpackie Voivodeship in particular with respect to demographic and socio-economic characteristics. In the analyses, they applied a composite indicator of human capital. In order to construct, validate and test the reliability of the indicator, its authors carried out an exploratory and confirmatory factor analysis and a principal component analysis for categorical variables. They used data from the Social Diagnosis 2009. The results show that human capital in the Podkarpackie Voivodeship was slightly higher than the average for Poland, but more dispersed according to selected demographic and socio-economic characteristics than in the whole country.
The aim of the article is to depict the issue of commemorating foreign partnerships of municipalities present in the public space. The municipalities of the Gniezno district were selected as a case study. The author initially verified the following hypothesis: although foreign cooperation is an optional and secondary task of municipalities, their authorities commemorate it as a manifestation of their international ambitions. The source base was: secondary data, first-hand sources (information from town halls), as well as photographic documentation made during field trips. The identified commemorations took various forms: welcome boards at the entrance to the municipality, monuments, and the name of the square. They were established in locations important to the municipalities. In the case of one of the monuments, state diplomacy and paradiplomacy merged.
The article presents a synthetic assessment of the diversity of the housing situation in Polish communes in the context of ongoing demographic changes. In addition, it presents an original method of typological research combining measures of the housing and demographic situation for all 2,477 communes in Poland as at the end of 2021. The scope of the study covered the years 2011–2021. The article identified that both functional urban areas and coastal municipalities have their own specificity in terms of housing and demographic situation, to a lesser extent this phenomenon affects mountain municipalities. It was also pointed out that the lack of a place-based policy in the National Housing Program makes it difficult to shape the national housing policy in a manner adapted to local and regional conditions.
If architectural heritage in cities is recognisable for the masses, it does not raise doubts as to its value. However, if the architecture is controversial, relatively young, or can be associated with a problematic legacy and difficult past, its valuation raises ambiguities. Unconventional valuation methods can help resolve these uncertainties, making it easier for local decision-makers to make sounder decisions. This paper presents a proposal for valuing Warsaw’s modernist WKD Ochota train station, using a combination of cost-benefit analysis and a Delphi panel. The study carried out for the purposes of this article revealed that such architecture, although ambiguous, is treated by the local community as valuable not only in economic terms, but also in social and cultural terms.
The article analyzes the problem of delays in the preparation of local spatial development plans in Polish communes. Data from the annual survey sent to local governments and carried out in cooperation with the Ministry of Economic Development and Technology and the Statistics Poland were used. On this basis, the categories of communes in which there is highly possible to identify occurring of planning works prolongation (referred to in the article as delays in drawing up plans), as well as its reasons, were identified. No territorial differentiation in this scope was found. The basic differentiation is related to the population of communes, i.e. the larger the commune in this respect, the greater the delays are. The interviews obtained from 16 communes (at 68 over 50,000 inhabitants, where the highest number of delays in preparing plans was identified) show that the main reasons for delays include problems related to public consultations and arrangements of draft plans, changing legal regulations, and staff shortages in commune offices. The article shows how these issues are related to the broader problems of the Polish spatial planning system. Further research directions were also proposed.
Planned large-scale animal farms are often the subject of protests by local communities due to the nuisance they generate. The active participation of local residents occurs at an early stage of the investment process, namely the proceedings for issuing an environmental decision, because it is at this stage that location and characteristics of the facility are determined. The article analyses 52 cases of proceedings to set the environmental conditions for the construction of animal farms in which there were documented protests of local residents. The aim of the paper is to determine the course of environmental proceedings for animal farms under the influence of residents’ protests, as well as to determine whether environmental conditions are eventually established. The statements of protesting residents are presented by means of references to the category of knowledge in decision-making (Glicken 1999, 2000; Edelenbos 2011). The study showed that despite the binding rule that public opposition cannot be the basis for refusing to set environmental conditions, the protesting residents indirectly influence the final, usually negative, result of the environmental impact assessment. By blocking the realisation of unwanted investments, they have a real impact on the shaping of the local space.
The article deals with determinants of efficient absorption of European Union`s structural funds by local authorities entities. It focuses on factors connected with civil society that distinguish different regions. As it was broadly recognized and explored, the "basis of civil society is the social capital of a region. Social capital includes networks and relationships between people that transmit their shared attitudes and values and therefore influences on structures of common initiatives undertaken by individuals and different groups
in order to fulfill local societies` needs. The author studies to what extent social capital of different regions conditioned by cultural factors influences institutional efficiency of local authorities in Poland in relation to absorption of pre-accession fund SAPARD.
Poland as a rightful member of European Union has got a chance to participate in structural funds and Cohesion Fund as well. Taking into consideration the limited financial opportunities of territorial self-government units in projects co-financed by structural funds, presence of private sector means may be considered as a crucial factor. The scope and typology of public-private partnerships PPP have been presented in this study. The chances as well threats which may occur during the execution of investment ventures within the framework of public-private partnership have been presented there as well.
The "Baltic" Euroregion after 7 years of functioning still is a developing structure, which implements the priorities identified in its charter and identifies new goals to achieve. Those goals are to be supported by appropriate information policy concerning e.g. publicizing the Euroregion activities through organization and participation in conferences, seminars and lectures on all aspects of cross-border cooperation within the"Baltic" Euroregion as well as organization of sports and cultural events for children and youth. However, at present, the Euroregion is not generally recognized, which might indicate lack of adequately wide promotional policy of the "Baltic" Euroregion concerning its activities on one hand and lack of active community participation in the political and economic life of the place of residence on the other. The paper discusses the issues of public relations activities and in particular their role in creating the image of the institution. That is important because the organization or institution can achieve the identified goals and priorities more easily when it has community support and understanding. During the conducted empirical studies the focus was on the level of knowledge of Warmia and Mazury province residents on the idea of cross-border cooperation and the "Baltic" Euroregion, including the information reaching the local community through the media.
In the paper we present two neoclassical growth models of Solow-Swan type: with regional budget deficit and without it. The main aim of the paper is to analyze the convergence of regions in Poland towards their stable steady-states and to check the speed of this convergence. We use the method of calibration of parameters in models and numerical methods for calculating capital and output per worker in stable steady-states. The computations were made for the new administration division of Poland. On the base of empirical results we make conclusions about future distribution of wealth among regions and about potential possibilities of growth in regions. We also try to answer the question if in the future there will be convergence or divergence of welfare among regions of Poland.
This article presents new risk analysis technique. The People and Property Hazard Analysis (PPHA) is probabilistic, semiquantitative technique, uncomplicated and easy to use. It provides more precise estimates of a risk level than preliminary hazard analysis – probably the most commonly performed technique by local governments in Poland. PPHA is applicable to the analysis of all types of communities and organizations. The purpose of the new technique is to provide a tool that can assist decision-makers in effectively allocating limited resources across the vast array of potential investments that could mitigate risk.
The article presents a model of functional-spatial structure in the strategy of supra-local development, which is an attempt to translate the assumptions of the new planning paradigm, referred to in the world literature as strategic spatial planning, into Polish ground. In this regard, the new legal regulations set forth in the Act of July 15, 2020 on amending the Act on the principles of development policy and certain other acts were used, which, due to their high generality, allowed the authors’ approach to their interpretation and implementation. The paper presents the various dimensions of integration of strategic and spatial planning undertaken in the Polish legal system over the years up to the present day. In addition, the role of supra-local development strategies in integrated development planning in Poland is defined, and different types of functional areas are described, which are the starting point for differentiating the scope of the functional-spatial structure model. Then the description of the most important elements of the model was deepened, and other elements of the spatial dimension in the new supra-local development strategies were presented. The added value of integrating the spheres of strategic and spatial planning was pointed out, which is important for improving their effectiveness and efficiency, as well as for increasing public acceptance of the measures taken.

Neither the history nor the theory of economics indicates unambiguously the sources of high yet stable economic growth. The aim of this paper is a thorough assessment of various growth determinants in German Bundesländer in the years 1991-2009 in terms of both current levels and recent developments. In order to evaluate the economic growth potential the summary index (SG) encompassing various dimensions of economy has been constructed and carefully calculated. Such an approach gives a holistic and comprehensive view on economic growth factors, encompassing business and political dimensions prevailing in the media and a scientific approach drawing on a specific methodology. Our results confirm to some extent earlier studies pointing to existing West-East discrepancies in Germany. However, one must not ignore achievements of the new Bundesländer as measured by positive time developments. Conceptual framework put forward shall be seen as scaffolding, at the same time synthesizing and differentiating various growth determinants, a possible “navigation tool” for other case studies.
In this essay the author explores the relation between fragmentation, segregation, and reconstitution of urban order. Although metaphors of cohesiveness are usually applied to the past, and fragmentations to the present, nevertheless the city of fragmentations coexists recently with another image of the city – a nostalgic city of lived body. It will be hard to speak in simple notions of true and false experience here; the difference is in the very idea of Aristotelian “the good life”. Dealing with Edward Soja’s concept of somatography she will argue that in an age of informational technologies, mobility, and consumer culture, such old metaphors like city as a fragmented dead body and city as a lived body are more important than ever. Acts of differentiation, separation, and segregations are based both on urban somatophobia and urban somatophilia. The question to be asked here is what is reconstitution of urban order in the first sense, or revitalisation of city space in the second.
The Information Society’s phenomenon is a subject of interest of many scientific disciplines, among them geography, economy and sociology. The ESPON 1.2.3 project differ against a background of research on the Information Society because of its thematic and spatial scope of the analyses. The operational objective of the project was not only the description of Information Society’s state and trends in Europe from the territorial perspective15, but also analysis of Information Society’s effects on spatial development in different types of regions and formulation on that basis of policy recommendations for macro-, meso- and microlevels. The project has been the first attempt to include the issues of the Information Society into research conducted in the field of spatial development within the enlarged European Union and it should be conceived as a pilot study for the future research.
Human capital stock affects the economic growth by raising the productivity of labour or by improving the ability of the economy to create and absorb innovations. In the scale of the local economy of an academic city, this process can be reinforced by attracting students and researchers to study and work at the local universities. To do this successfully, the city needs not only a high quality academic institutions but also the wider labour market for the educated individuals and – more generally – the ability to attract the creative class to settle down. The article provides the comparative analysis of the ability of the largest Polish cities to attract and absorb human capital. The research is based on the unique dataset coming from nasza-klasa.pl website (allowing users to contact their former class mates). The research concludes with the typology of the Polish cities with respect to the scale of benefits from performing the academic function.

As a result of broad demilitarization process, numerous military bases had been locked out in the last years all over the world. In the regions whose economies depended heavily on military orders, and large share of employment was in the army-oriented services, the closure of the military bases had huge negative impact on the economy, as finding new development path showed to be difficult. The article demonstrates the examples of successful demilitarization and conversion of the cities and regions in France, Germany and USA and formulates recommendations for the Polish communes experiencing military base closure.
The purpose of this paper is to determine whether connections within cyberspace are in any way related to borders in the geographical sense. The author assesses the connections between the websites of local authorities and destinations that can be reached by hyperlinks. He analyzes 29 counties in Lower Silesia and shows that the activity of local self-government units in cyberspace covers their real-life territory. On the whole, it can be said that connections existing in cyberspace largely reflect actual borders. However, the main functional node dominating cyberspace is the country’s capital city.
In this paper, we apply the fuzzy hierarchic process to evaluate the goals and strategic activities of the rural commune of Babiak. The procedure consists in building a hierarchic decision schema with a main goal, subordinate goals, and strategic activities, and using experts` (councillors`) opinions on the state and the developmental possibilities of their commune. Our study indicates that the development of a commune depends mainly on communal roads and sewage system construction, the development of agro-tourism and tourism, and securing EU structural funds and non-budgetary funds for the commune`s development.
The aim of the paper has been to determine the reasons for technological in effectiveness of the economies of Polish regions (i.e. voivodeships). In order to do so, we have used the modified method of non-radial Data Envelopment Analysis, which allowed us to determine partial indexes of technological effectiveness separately for the labour factor and the material capital factor. As a result, we have been able to state that the main source of tech nological ineffectiveness of technologies used in regional economies lies in relatively lower and spatially differentiated technological effectiveness compared to the technological effectiveness of the material capital factor. In view of the results, we have extended the study over three sectors of the economy and considered the substitution processes occurring between them. Adapting such a research objective has made it possible to identify the reasons of the ineffectiveness of the analyzed economies and of those characterized by a relatively low technological effectiveness. A technology has been proposed which will help to overcome the technological inadequacies in the most effective way.
Polish health spa are that category of communes whose development do not depend on the inhabitants? activities but on central solutions. The lack of comprehensive solutions that would control legal and financial basics of functioning and development of health spa causes the spa to be subject to one-sided economic development and one-sector employment. The spa must fulfil the tasks, unknown to other communes, connected with maintenance and development of infrastructure of health resorts and their neighbouring areas. The lack for finances to the development of health spa, many tax exemptions and tax relief often cause the communes to allocate their own inhabitants? means to the maintenance of health spa; means intended for the realization of their own statutory tasks. The lack of law about health resorts causes increase financial problems of this category of spa, rising unemployment and degradation of health resort infrastructure.
The aim of this paper is twofold: to demonstrate development challenges of large Polish cities and to assess the extent to which Cohesion Policy in the 2004?2006 programming addresses these issues. The analysis covers different aspects of EU intervention: sums assigned for particular categories, types of beneficiaries as well as types of large cities. The results allow us to formulate the following observations. The thematic structure of the intervention only partially addresses challenges related to contemporary informational economy, which is due to the cities’ relatively low support for innovativeness and their metropolitan functions. In the analyzed period, the bulk of EU Cohesion Policy funds was devoted to the development of basic technical infrastructure (transport and water management), which was the result of huge underdevelopment in these fields in former years. However, EU intervention had some successes: thematic fields were well adapted to types of cities. Furthermore, most funding was allocated to the largest cities because of the strong involvement of their authorities in EU funds projects, while in smaller cities a significant share of the funds was given to large industrial plants.
In this paper, the author provides a description and an explanation of regional variation in gender wage gaps in Poland, and shows that the gap is especially large in the Silesian Voivodeship (ca 25.44%). He presents several explanations for this phenomenon. First, gender wage discrimination is likely to be especially strong in Silesia. Second, in this region, men typically work in bigger firms than women. Third, the distribution of women between different occupations and industries in Silesia is especially disadvantageous for their relative wages. Fourth, the structure of occupational wage differentials in Silesia is also unfavourable for women, i.e. predominantly female occupations pay relatively less in Silesia than in other regions.

This study is devoted to the evaluation of tourist traffic and factors differentiating it between the voivodeships of Poland and the counties of the Podlaskie Voivodeship. Within the country, factors related to the general economic development of a specific region play a more and more significant role in differentiating the tourist traffic. In the Podlaskie Voivodeship, however, there are continuously the natural values which are the main attraction for visiting tourists.
The paper analyses the Irish way of implementation of the structural assistance from the European Social Fund within a context of Ireland`s development strategy. Identification of the factors influencing considerable efficiency and effectiveness of Ireland`s performance is the article`s main focus. The paper begins with a review of the Irish labour market situation and, responding to it, human capital development policy of 1990s. Then, implementation and evaluation of the measures supported by the ESF within a programming period 1994-1999 are examined in detail. Finally, some conclusions and recommendations from the Irish case for Poland are outlined.
Due to the progress in information and communication technologies urban space is more and more under the influence of its virtual representations existing in cyberspace. The concept of a digital shadow of the city is multidimensional and difficult to analyze. One of the methods is „cyberscape” – digital layers forming a palimpsest of the place. An analysis of two streams of social media data from Twitter and Flickr during four months of 2012 showed that Poznan’s cyberscape was highly dynamic during that time and strongly influenced by the Euro 2012 mega event. Additionally, it was possible to pinpoint relatively stable locations in the cyberscape that are probably a result of an underlying socio-spatial structure of the city.
Europe has no language which would be its symbol of identity, which would emotionally integrate its citizens. According to the official stance of the European Union the linguistic symbol of its identity is its multilingualism, which is confirmed by the fact that it has 23 official languages. The official multilingualism causes some problems connected with translation and interpretation. (For simultaneous translation from all 23 to all other 23 official languages theoretically as many as 506 interpreters are needed). There are techniques reducing this number, but at the expense of time and quality of interpretation). For pragmatic reasons EU institutions increasingly use English alone in their internal activity and in their contacts with member states and other institutions, thus de facto promoting English as the contact language of the EU. English, however, is not a specifically European lingua franca. The role of English as lingua franca in Europe is growing, but as English is the global lingua franca and the spread of English is a sign of globalisation, English cannot at the same time unite Europe and separate it from the rest of the world. Even more so that there is political opposition to the growing role of English in Europe. Therefore the link between language and identity in Europe consists not in possessing a single language (or languages) as its symbol of identity and centre of loyalty and as an instrument of internal communication and external separation. It consists in the fact that the use of English and other contact languages and the mechanism of interpretation and translation in the EU enable circulation of information and ideas which eventually may contribute to the creation (strengthening?) of the sense of European identity.
The article discusses the differences in the mayors’ political strength in European countries and the implications of their role in horizontal power relationships for the operation of the local government scene. First, it shows how the role of the mayor is measured, taking into account various institutional settings such as the election system, the scope of competences vis-?-vis the legislative body and possibilities of recall before the end of the term of office. Second, it demonstrates how such dissimilar contexts of the mayor’s political strength impact on several selected aspects of their activity, including the propensity to be formally affiliated with a political party, perception of the mayor’s autonomy in their day-to-day management of the municipality and the possibilities to keep the mandate for several terms in a row.
Theory and empirical literature relates educational quality to two main explanatory factors: intergenerational transfer of human capital and the quality of schools, school composition and economic conditions. Based on these findings a model explaining territorial differentiation of educational quality is proposed. The dependent variable is test score of 6th grade students, averaged at municipality level. As it turns out, educational outcome is highly conditioned on local human capital stock. The role of traditionally meant school quality (resources) is minor (although higher in rural areas than in cities. Average school outcome differs significantly along historical divisions of Poland, not only in levels, but also in parameters of determining function. Legacies of the past and related socioeconomic processes have a substantial impact on the sensitivity of educational quality to different explanatory factors.
The authors consider the problem of limited supply of candidates for mayors. Since 2002, most electoral committees in Polish municipalities have only participated in the elections for municipal councils and not for the principal executive office. Between 2002 and 2010, there was also a growing share of municipalities in which only one candidate ran. The logistic regression analysis demonstrates that the electoral committees’ decision whether or not to nominate a candidate is influenced by their size (popularity), as well as the size of the municipality. If there is a dominating committee and competing incumbents, it is less probable that another candidate would run. It is evident that the well-known effect of incumbency advantage works not only during the elections but also before them (when candidates are registered).

Od tego czasu moje związki ze „Studiami” stopniowo się zacieśniały. Czytałam i recenzowałam artykuły, weszłam w skład redakcji, a teraz staję przed wyzwaniem kierowania naszym kwartalnikiem, zastępując pomysłodawcę i pierwszego redaktora naczelnego, profesora Grzegorza Gorzelaka, który budował kwartalnik z dbałością o jego jakość i rozpoznawalność.
Przejmując funkcję redaktorki naczelnej „Studiów”, czuję dumę i ekscytację. Z jednej strony, wchodzę w nową rolę ze świadomością, że będę kierować jednym z najlepszych czasopism w dziedzinie nauk społeczno-ekonomicznych w Polsce, pismem o uznanej pozycji, indeksowanym w SCOPUS, przyciągającym dobre teksty i świetnych Autorów, pismem, które pełni ważną funkcję w dyskusji naukowej. Z drugiej strony, już dziś wiem, że musimy dokonać wielu zmian, podyktowanych rosnącą konkurencją w zakresie publikacji naukowych i trendami związanymi z koniecznością udostępniania tekstów w formie elektronicznej i wymogami wolnego dostępu do prac naukowych finansowanych ze środków publicznych. Przygotowuję się, wspólnie z dr Dorotą Celińską-Janowicz, która szczęśliwie nadal będzie koordynować prace w redakcji kwartalnika, do podjęcia decyzji wzmacniających prestiż pisma, wykorzystując do tego także nowe możliwości techniczne i finansowe, które współprojektowałam w ramach Inicjatywy Doskonałości Uniwersytet Badawczy, uruchomionej na Uniwersytecie Warszawskim.

After partitions of Poland in 1795 its west territory (Wielkopolska) became a part of Prussia. Poland and Prussia were parts of east European complex of economy, but Prussia was more developed and better organized than Poland. During the XIX century Prussian elites were romantically oriented and dealt with bastion policy which was oriented towards defending the Germans against the Slavs. Prussian state played main role in economy and subordinated it to the military oriented goals. Prussian case was extremely popular among Polish elites at the beginning of XX century. At the base of Prussian patterns the Poles learnt that main actor in economy is not individual unit but the state, and Prussian case was the source of inspiration for strong nationally oriented ideology in Poland after 1918. Research on Polish communes proved that impact of Prussia on contemporary development in Poland was rather damaging than uncourageous.
This paper focuses on the changes in transport accessibility at the regional scale in terms of individual car transport due to the introduction to the regional road network of the bypasses of Łódź in the meridian course. The changes are determined on the basis of measures of the time and potential accessibility of the network, conducted before and after the ring roads were implemented. The results are presented in both relative and absolute terms for each of the 4956 settlement units and 177 communes of the Łódź region. The author determines that the construction of motorways and expressways, especially those representing bypasses of large urban centres, helps to increase the cohesion of a region and increase accessibility of peripheral areas, while the size and spatial extent of the impact of road investments are clearly differentiated.
The paper discusses the subject of intersectoral cooperation in sustainable development projects in order to identify social value created by the cooperating partners. There were several questions posed to find out what kind of social value is created in sustainable development projects undertaken by stakeholders from different sectors, and what is the role of such intersectoral cooperation in the process of creating social value. The empirical part of the work presents case studies from selected projects. As the results demonstrate, the use of mutual potentials allows for a more effective creation and use of value by a wider circle of stakeholders. A higher quality of services is achieved and, what is more, a wider range of social value is created. Social value in the local cooperation model is universal in terms of implementation, creation and use for various crosssectoral sustainable development projects.
The aim of the article is to present an outline of the concept of revitalisation as a public intervention aimed at strengthening local cohesion. The concept emphasises the multi-faceted, participatory and inclusive nature of revitalisation. The article contains arguments in favour of the following theses: (1) Revitalisation should be not only an ad hoc reaction to the accumulation of crisis levels, but also a long-term action for local cohesion; (2) The long-term success of revitalisation depends on the scale and quality of the involvement of residents, especially residents from disadvantaged or excluded communities; (3) The inclusion of social economy entities in the revitalisation process is an important factor in strengthening local cohesion
Integrated forms of planning and managing local development are seen today as essential for implementing a successful development policy. This is emphasized by the high priority of these forms in EU local development approaches. In his analysis, the author contrasts the Polish and the German planning system in order to evaluate the compatibility of the Polish spatial planning system with the requirements of integrated local development planning and management. The analysis concerns the areas defined as having key importance for integrated form of local development, i.e. the organization of planning and participation processes, the role given to planning documents in spatial management, and the availability of operational planning tools. The identified major differences between the two systems lead to the assumption that the Polish planning system hardly sustains integrated forms of planning and managing local development, as it is solely oriented towards regulating spatial development schemes.
The main aim of this article is to apply the concept of “identity” to the analysis of phenomena and processes associated with the formation and functioning of clusters and cluster initiatives. Cluster structure is a kind of social group, and therefore should be subject to the same trends as other social groups. One of its most important characteristics (directly related to identity), observed particularly in groups whose aim is to survive for a long time, is their willingness to create mechanisms that distinguish the group and its members, and that build internal coherence and a sense of belonging of its members to the structure as a whole, and their attachment to each other.
The aim of this paper is to present the first 16 coherent regional input-output tables for Poland, together with the methodology applied to their regionalization from the national level. On the basis of the tables – especially the use and trade tables aggregated to the 19 NACE sections – the structure as well as intra- and inter-regional trade is presented for all 16 NUTS2 regions. Based on the example of the R & D sector, the usefulness of the tables as an analytical tool is confirmed. Like in network analysis, the authors present the links and exchanges of this sector with other sectors of the regional economies in individual voivodships and between them. The regional input-output tables together with their methodology presented here is the first attempt, to the best knowledge of the authors, to publish methodologically coherent 16 input-output tables at NUTS2 level for Poland. They path the way for further research in such directions as: higher regional and sectoral disaggregation, application of the tables to the analysis of different regional economic policies in Poland, and for international comparisons.
The paper includes the most important results of the project of the same title, carried out as part of a larger project “The Development Trends of the Mazovia Region”, implemented for the local government of the Mazowieckie voivodship in 2010?2012. It primarily concerned demographic and settlement issues related to the evolution of functional relations and linkages, spatial availability, as well as infrastructure and land use conditions. The main objective was to formulate the conditions which would ensure development, and to identify the factors and conditions that affected easy flow of development stimuli and better efficiency of the suburban zone and spatial cohesion of the Mazovia region. The horizon time of the project concerned the period after 1990 (diagnosis and retrospective study) and 2030 (forecast). The paper has a survey character, it reports on selected topics only, and its aim is to disseminate important research results.
The institutionalized revitalization process is an important tool of contemporary Polish public policy. According to the declarations of local authorities, its programmes are designed to support the development of so-called degraded spaces and the effort against social exclusion of their inhabitants. However, as the analysis of municipal revitalization programmes (GPR) in the biggest cities reveals, planned revitalization leads to gentrification of a urbanized area and is therefore more conducive to segregation than to social inclusion. This paper discusses the relationships between revitalization and gentrification on the basis of the content and assumptions of urban regeneration programmes. It is based on the literature and on selected GPRs.
The paper is devoted to the problems of development of peripheral regions. It contains a review of theories of endogenous and exogenous development and a description of their evolution. Based on this theoretical discussion two model strategies are presented: (1) modernization of endogenous potential and (2) building the new endogenous potential of a region. In its further part the paper focuses on the experiences of peripheral regions in Portugal and Finland. Finally it offers the recommendations for public policies in the peripheral regions of Eastern Poland.
The article concentrates on vehicle tax, which is interesting not only due to its efficiency, but also high mobility of the tax base. The study aims to examine the correlation between fiscal results and municipal policies, from the perspective of such criteria as the type of municipality and taxpayer category. The study is based on correlation analysis, in which Pearson’s independence test and Spearman’s rho coefficient are used. The results confirm that the tested correlations do exist. Municipal tax policy influences tax revenues of the studied tax, though the results in each unit are different between the current and later periods. Moreover, in the case of vehicle tax, municipal authorities’ main action was to lower the upper tax rates. For municipalities in which these relations were the most visible, econometric models were built. These illustrate the effects of tax policy in relation to certain taxpayer categories.
The main objective of this paper is to analyze the reasons of development of the Integrated Territorial Investments in the new 2014-2020 period in the context of EU reforms, and to describe the creation process and the threats this experimental approach may encounter in Poland. The Author’s main thesis is that the experimental ITI concept causes additional conflicts between management authorities and beneficiaries who are used to the fact that declared and implemented intervention aims are different. The Author also assumes that there exist important factors that could potentially hinder the radical reforms and re-establish the status quo (or “domesticate” the policy). The main methods (desk research and involvement in preparatory works as a Ministry expert) determine the structure of the sources used. The paper offers some conclusions.
One of the elements of the implementation of the European Union Strategy for the Baltic Sea Region is completion of the flagship projects. The article presents the results of a study carried out with the participation of the coordinators of the flagship project partners in the Baltic Sea region. The study of the flagship projects was aimed at analysing the implementation of the EUSBSR through these projects and at complementing the quantitative results. As a result of the research, specific results and recommendations for actors affecting the operation of the EUSBSR are presented in the conclusions.
The paper analyses the changes in the scale of the rural economic activity and identifies their selected determinants. The socio-demographic characteristics of the labour resources and the economic differences between rural regions in Poland were analysed as reasons for the dissimilar levels of rural employment. Analyses have demonstrated that, in 2010–2016, rural economic activity measured by the employment rate increased from 50% to 53%, primarily as a result of the impact of cyclical determinants, reflected in the increase in the number of the employed being higher than the number of inactive persons, with a reduced scale of unemployment overall. The studies indicated similar values of the employment rate for urban and rural areas, while the differences in its level within the selected social categories were much more visible for rural populations. This reflected a persistence of territorial disparities in labour markets as well as a trend towards their convergence. The level of territorial differences in the rural employment in Poland was moderate and should be linked with regional economic characteristics. In this context, the allocation of rural labour supply could be attributed to the impact of cities and their functional areas and to the progress in economic diversification of villages located in a particular region. The discussion section of the paper outlines the institutional opportunities and barriers increasing rural economic activity. The presented conclusions were based on the Central Statistical Office data (mainly the Labour Force Survey and the Local Data Bank) and statistical and comparative analysis methods.
Referring to three case studies, the author makes an attempt to understand the basis of conflicts concerning changes in school catchment areas in rural districts of Poland, and the importance of the implemented changes for local authorities, parents, and rural communities. The research shows that such conflicts arise from misunderstandings between parents and local authorities concerning the essence of new assignments to catchment areas, irrespective of the fact whether schools were closed or not. Additionally, changing school catchment zones resulted in each of the cases in the parents’ increased activity when choosing a school, and made them feel that rural areas were marginalized.
The article attempts to identify and analyze the actions undertaken in the cities of the Wielkopolska Voivodeship in the area of urban renewal in the 1999–2005 period as well as the direct and indirect effects of these actions. In order to reach this objective, we analyze the local renewal programmes as well as other strategic documents launched in the investigated cities. In addition, we employ the survey technique and conduct numerous in-depth interviews with the local actors of the renewal process in order to get better insights into the economic, societal and spatial context of the renewal process. As a result, we show that the actions undertaken by the cities of the Wielkopolska Voivodeship in the realm of urban renewal are hardly integrated (they are not comprehensive and do not complement each other in a given area) and dominated by infrastructural investments. In contrast, the economic and social projects remain rare and their consequences ambiguous. We also identify some unexpected, positive as well as negative, consequences of the renewal process, such as increasing engagement of local property owners, entrepreneurs and associations in the renewal actions as well as the problem of profiteering on the renewed areas.
The following article shows the problem of environmental pollution in contemporary world as an side-effect of economic development. The main aim of the article is to present two political theories of an environmental protection extend – Green Political Theory and environmentalism and ecological modernization as a possibility of solution for the environmental protection problem in the process of development. Action is complex and guided by the state. The role of context is pointed out, which is proved on the example of USA, Germany, Norway, Great Britain, socialist states, Poland and European Union. Additionally, article analyses the directions of environmental policies – ecocentrism, technocentrism, ecoliberalism and ecocollectivism.
Discounts and rebates in local taxation are a very media-friendly topic, yet the opinions on the stimulating function of taxation are not supported by meaningful research. The article presents the impact of local governments’ decisions regarding reductions in the tax on means of transport on the location of entities subject to such a tax within the community. The article has a multi-dimensional character, as it is impossible to limit oneself to researching a simplistic relation between tax rates and the number of registered payers of the tax. One must consider additional factors, e.g. the location of new tax payers within a community will also indirectly impact estate taxes, CIT revenues, even the additional revenues from the personal income tax paid by employees. Therefore, it is vital to approach the consequences of local government decisions relating to changes in transport taxation multi-dimensionally.
Many goods that are used by urban dwellers are common goods. They are used by many entities at the same time, which generates problems typical of public goods. The goods are, among others, public spaces and properties, urban transport and infrastructure, but also such immaterial elements as shared urban values and attitudes, urban culture and identity. Today’s urban commons are subject to dynamic transformations in the way they are created, supplied, and used. The aim of the paper is to present the notion of urban common goods theoretically, from the perspective of urban economics, as well as to review key methodological challenges which are important from the point of view of potential studies on this phenomenon.
Road commuters in major Polish cities were counted regularly in the People’s Republic of Poland. The origin and destination of their journey to work were easy to calculate and analyze. However, since 1989 the commuter research has become very difficult due to the lack of statistical data. For that reason, in case of commuting, opinion polls are the main source of data. The authors used the data gathered by the Warsaw Traffic Survey 2005 and a self-prepared questionnaire concerning commuting in Bialystok and 19 gminas in the Podlaskie region in 2006. The results were compared with the study carried out by the Statistical Office in Poznan based on the POLTAX database. The purpose of this article is to compare the average time of a journey to work with the attractiveness of both Warsaw and Bialystok for road commuters who live outside of these cities. The conclusions are that a city’s attractiveness depends mainly on the time of a journey to work and the relationship between these variables can be described by the power function.
The last decades have brought intensive development of urban areas. In many Polish cities, including Warsaw, such development takes place without obligatory local plans. Thus, administrative permission decisions concerning any investment are prepared on the basis of so-called studies of conditions and directions of spatial planning. The aim of the present paper is to discuss how general plans of spatial development in Warsaw can influence some features of its climate which are important for the quality of life of Warsaw citizens. Special attention is paid to Urban Heat Island.
Migration management is one of the key tasks faced by regional authorities in Poland, which experience deepening processes of shrinking and ageing of population. The aim of the article is to determine whether policy makers are aware of the role of migration processes and migration policy, to show their presence in demographic development strategies, and to describe the activities undertaken at the regional level in response to the ongoing demographic processes. The analysis is based on the example of the Łódzkie, Opolskie, and West Pomeranian voivodships. The article proposes an analytical model assuming a gradual process of decision-makers’ reaction to demographic changes. An analysis of documents and interviews with people responsible for regional demographic policy confirms they are aware of ongoing population processes and their consequences, at the same time, however, there is a lack of actions aimed at stimulating inflows of foreigners. The initiatives aimed at stopping the population from emigrating are more important.
The present paper focuses on creative clusters in Poland. Its main goal is to determine the factors behind the establishment of creative clusters and the factors limiting their activity. The study is based on data provided by cluster facilitators, and the CATI and CAWI methods are used for analysis. The study shows that the most important factors contributing to the creation of clusters are internal: the willingness to cooperate, especially between knowledgeable entities, and to strengthen market position and the range of influence. The barriers are: reluctance to share knowledge, the advantage of rivalry over cooperation, poorly perceived flow of employees in clusters (internal factors), as well as dependence on external financing and lack of interest on the part of local government units (external factors).
The article aims to verify the relationship between the value of real estate and urban renewal. The analysis was conducted for undeveloped land properties traded between 2006 and 2014. In that period, a time trend was set for the real estate from the areas covered by the Local Revitalization Programmes and the areas located in their immediate vicinity. The observed trends of the changes were compared with those occurring at the same time throughout Krakow, as well as in the areas specified in the Urban Revitalization Programme for Krakow as potential revitalization complexes, for which no local revitalization programmes were eventually prepared. In addition, the author analyzed how transaction prices were distributed in space over the specific years. The obtained land value maps were compared with the records of the documents which formed the basis for the urban renewal of Krakow.
The purpose of this article is to establish whether regional convergence is present in Poland in terms of GDP per capita. An analysis was conducted for the years 1995–2005 at the voivodeship (NUTS2), sub-regional (NUTS3 classification) and intra-voivodeship levels. Convergence means a reduction of income disparities between regions. The opposite phenomenon is called divergence. The author of the paper used a method – proposed by Quah (1993, 1996a, 1996b) – that enables an analysis of the full distribution dynamics of relative per capita income. It consists in the estimation of transition matrices derived from Markov’s processes and in the use of nonparametric kernel estimators of the relative density function for relative GDP distribution per capita in subsequent years. The method facilitates verification of the club convergence hypothesis, which is impossible using the classic methodology (Barro and Sala-i-Martin 2003). It is clear that income distribution is stable and that there is no unconditional convergence both between voivodeships and between sub-regions. In general, voivodeships as well as sub-regions were impoverished as a result of a faster-than-normal growth of the richest voivodeships (mazowieckie voivodeship) and sub-regions (large cities, mainly Warsaw and Poznan). The diversification of relative GDP per capita grows in time both in the case of voivodeships and sub-regions. The convergence model that can be seen both at NUTS2 and NUTS3 levels is club convergence (polarisation): relatively the poorest and – separately – the richest regions are becoming similar and converge at different income levels. The analysis also includes the occurrence of sub-region convergence within voivodeships, with the only observable convergence model being club convergence.
The paper summarizes the activities, carried out in Poland in the period 2011–2016, which led to the delimitation of Functional Urban Areas of Voivodeship Centres (FUA VC) in the scope of the implementation of Integrated Territorial Investments (ITI). The first part of the paper presents the principles of implementing ITI in Poland, and the results of the delimitation of FUA VC proposed by the central authorities. In the second part, they are confronted with the results of studies conducted in all Polish regions. This makes it possible to assess their mutual relations, and to observe five variants of works related to the delimitation of FUA VC for the implementation of ITI, namely I. Ministerial, II. Cooperation, III. Strategic Planning, IV. Expert, and V. Interim.

After 1990, the number of local public transport passengers has been systematically decreasing at the expense of individual transport, which led to an increase in traffic congestion and deterioration of air quality in cities. However, for the last few years, a reversal of this trend has been observed in some cities. The article, using the data on the present number and recent changes in the number of passengers in nearly 100 Polish cities, discusses regression models to explain the factors influencing the diversity of demand for public transport services and its dynamics. The independent variables of the model refer both to the characteristics of cities (their socio-economic environment) and the organisation of services (e.g. organisational and legal forms of local transport companies, tariff policies, etc.). The results show that the density of the public transport network is the most significant factor explaining variation of the demand, while the level of ticket prices is almost insignificant. Demand in the largest cities has also recently been on the increase, but the relationship between the demand and the population size of the city is not a linear one.

The paper considers the usefulness of the tax competition theory for the analysis of local tax policies in Poland. The concept has been successfully used for analyses conducted in several European countries, but it has not been systematically tested in Poland yet. There are two types of competition discussed in the paper: classic competition for mobile tax base and yardstick competition, in which local politicians compete for political capital related to a comparison of tax rates with neighbouring municipalities. Due to the limited size and types of local taxes in Poland, it is expected that yardstick competition is more important than classic competition for mobile tax base. The paper also examines regional variation in the intensity of local tax competition, and it formulates the hypothesis that it is more visible in regions with higher bridging social capital. Results of the conducted research indicate that the theory of local tax competition is a useful concept helping to explain the variation in tax policies among Polish municipalities.
The aim of the article is to identify in spatial and thematic terms the so-called special areas in strategic and planning documents at the national and regional levels, and a quantitative and qualitative description of spatial delimitations (comprising the communes categorised in particular special areas). The analysis included documents at the national, supra-regional and regional levels, i.e. 10 country-wide strategies (including 7 industry-specific strategies), 5 supra-regional strategies and 16 regional strategies and voivodeship spatial development plans. All the special areas were vectorised or assigned to the relevant municipalities, and then such issues as the number of special areas within them were examined. The analysis demonstrated significant over-regulation of strategic planning (in one of the communes 87 different categories of special areas at the national or regional level were identified). This article expands the issues examined in the project carried out in 2015-2016 at the Institute of Geography and Spatial Organisation PAS for the Ministry of Development, entitled “Identification of the state intervention strategic areas, including problem areas” (Śleszyński et al. 2017a, 2017b).
The article aims to identify the geographical dimension of social (in)justice in the context of the existing permanent differences in the level of socio-economic development in Poland from the geographical and historical point of view. It also discusses the consequences of these inequalities for development policy on regional and local levels. The study consists of two essential parts. The first one presents synthetic deliberations on the geographical aspect of the social justice discussed. In the second part, an attempt was made to exemplify a geographical dimension of social (in)justice through the analysis of the spatial distribution of the socio-economic development level (a synthetic indicator) and selected partial indicators. In addition, the presence of dependencies of the socio-economic development level and the degree of political support for political fractions proclaiming the slogan of “social justice” was verified. The results of the conducted research confirm the existence of considerable developmental differences in the Polish space. Their strength is historically determined and, despite the passage of time, their pattern invariably corresponds to the former partition boundaries. These disparities are not minimised and the influence of economic growth on the income rise remains limited, especially in economically weaker areas, which leads to growing social dissatisfaction. As a result, one can conclude that in Poland those differences constitute the geographical dimension of social (in)justice.
The purpose of the research presented in the article is to assess the effects of the 2015 amalgamation of the Zielona Góra city with the rural commune of the same name on the quality of local democracy. The second goal is to examine the phenomenon of free riding on the common pool in the context of the local-level territorial reform. The analysis, based on a quasi-experimental scheme using the synthetic control method, unlike previous studies, did not confirm the free riding hypothesis. The results of the study also indicate that the strategy implemented in Zielona Góra can be useful in achieving an intermediate political goal, which is to ensure the residents’ approval of the reform and legitimization of its results.
The paper presents the state of development and the identity of the city of Biała Podlaska using the analysis of literature and official documents of the municipal authorities. The opinions of 316 PSW students about the city’s image and identity were also presented. The research revealed that the city’s image is strongly determined by its location near the state border and the presence of academic centres in the region. The functioning of universities affects not only the city, the surrounding towns of the municipality, but also the entire region and other places of residence and employment of graduates. The research corroborated the hypothesis that the way in which students perceive the city is important for the further development of the city.
The concept of resilience has gained much attention in recent academic and political discussion. However, its application to specific sectors, such as retail, is rather scarce. The aim of this paper is to present the concept of resilience and to analyse its applicability to the retail sector within the context of the town centre. The paper proposes a possible analytical framework for adaptively resilient retail centres that links the performance of retail centres to underlying development paths, the pre-shock position in the adaptive cycle, and other factors that drive their evolutionary reorganisation. The proposed framework has a practical application for spatial and urban planning and can be beneficial to various stakeholders and practitioners, including retailers, policy makers, and town centre managers.
The paper discusses the role of commuting as one of the main indicators of functional linkages and a criterion used in governmental classifications and delimitations of areas, e.g. in the US Metro and Non-metro Classification by US OMB, in the Canadian Census classification, and the ‘Rural and Small Town’ classification. The above methods are presented in the light of selected research findings on the social and economic phenomena which, as either a reason for or a result of commuting, justify the use of the three main parameters, i.e. direction, catchment areas, and intensity, as tools of classification and delimitation of areas.
Tourism is often treated as a solution for all development problems of every Polish local government. However, even the most popular tourism resorts do not always take the economic advantage of it. The economic impact of tourism is often lower that it could have been expected. The case study given in the article is Mikolajki – the most popular tourism resort in Mazury region, but very common as far as local government’s revenues are concerned. Why? This article gives at least a partial response for the question.
Revitalisation, which is defined as a planned process of restoring deprived areas, entails the difficult challenge of achieving long-lasting spatial, economic and social effects. In Poland, the accompanying inflow of European Union funds not only fosters a wide range of activities for entities involved in urban renewal, but also raises a question about the potential dysfunction of investments in deprived areas. Based on the experiences of Kraków, the paper presents some undesirable effects of projects implemented under the Local Revitalisation Programmes (LRP) in the years 2007-2013. The goal of the LRP projects was to promote the rehabilitation of deprived housing areas. The initial results, however, indicate that these projects are characterised by specific pitfalls, which include touristification, uniformisation, gentrification and social polarisation.
The paper is an attempt to answer few questions, which are of crucial importance for the assessment of local government financing in Poland. The main focus of the paper is on inter-governmental financial transfers. What are goals and principles of inter-governmental grants in the theory of fiscal federalism? How these principles are applied in European countries? How the practice of local finance in Poland is related to these principles and to international experience? The first section deals with theoretical issues of grants` transfers and equalization schemes. The second part includes a brief description of grant systems in selected European countries. The third section concentrates on the evaluation of the Polish practice, and includes recommendation fo future changes. However, the paper skips a detail description of the Polish grant system (which is well-known and described in Polish academic literature).
Tri-City, with the suburban area, like other Polish urban centres with metropolitan aspirations, has real chances for becoming metropolitan area of European importance. According to some European concepts, Tri-City is recognized as a member of the group of European metropolises and regarded as a link in the zone of high dynamic development in the Baltic Sea Region. The main problem for the functional efficiency of Tri-City agglomeration is cooperation and competition between cities and municipalities. The lack of common activities can be the reason of efforts and effects to squander in the field of spatial planning, programming of regional development and functioning of the whole settlement system of the metropolitan area. Pursuing the integration of Gdansk, Gdynia and Sopot and thus creating an integrated metropolitan space of the highest ability to compete in the global economy, is a real challenge for the Tri-City.
The aim of the paper is to define and evaluate the level of local socio-economic development of largest cities in Poland, as well as the differences and disproportions which appeared between them in the years 2010-2012. The subject of the research were 30 cities in Poland whose population exceeded 120 thousand. These cities fulfil key roles in the country. A literature review and an empirical analysis were used as the base for this work. The data from the Local Data Bank (by CSO) were analyzed with the use of one of the taxonomic methods – the Hellwig development pattern method. Originally, 67 diagnostic variables were examined which, after verification, were cut down to 42 variables. Five groups of variables were distinguished: demographic figures, quality and availability of cultural and educational services, labour and social security conditions, housing conditions, and economic potential. Statistical description of the cities was prepared for all the groups of variables. The differences and disproportions between the cities were revealed. After reduction, 21 variables were used. Four groups of cities representing different levels of local development were distinguished. The results of the research allow for a comparative assessment of each city with reference to its characteristics. The research results showed substantial differences and disproportions in the level of local socio-economic development of the surveyed cities. The used method proved to be an adequate tool for local development analysis. The synthetic measures and indexes proved to be a useful tool of city management.
This article analyzes the commitment of village residents to creating a village council fund. The research is based on 28 villages which have been adopting the fund in the past 4 years. The author describes the residents’ interest, or rather, the lack thereof, in the village matters and looks to answer why the residents of a given commune hardly execute their rights to take part in village meetings and decide about allocating resources from the village fund. The theoretical framework of the research is based on the rational choice theory and the theory of small groups by M. Olson.
The paper’s main objective is to present the importance of the quality of life in the context of one’s emotional attachment to one’s city. The paper offers an in-depth discussion of some aspects of quality of life and place attachment. The relationships between the phenomena are also discussed. The analyses were conducted based on empirical data from the research project: Social and human capital as factors of the development of the region of Łódź. The project was funded by the European Union. The survey research was conducted on a representative sample of inhabitants of the Łódź voivodeship aged 16–65. The total number of conducted interviews was 2005. However, in the paper, the authors focused exclusively on the inhabitants of Łódź (N = 560). This post-industrial city was chosen on purpose. Firstly, this former centre of Polish textile industry lost much of its industrial function as a result of globalization and transformation. Secondly, the city authorities are planning to conduct a comprehensive process of city revitalization. The aim of the revitalization is to improve the quality of life. This is why the quality of life and place attachment in this post-industrial city were considered very interesting from a scientific point of view.
The purpose of the article is open to debate. It presents the main conclusions from a study made in March 2017 for the Office of Analysis and Expertise of the Senate of the Republic of Poland on the merits of changes in the territorial division of the Warsaw Metropolitan Area. In this study was carried out a synthesis of the research conducted mainly by the author on the development of Warsaw Metropolitan Area and the Mazowieckie voivodship, including the impact of the capital and delimitation of its functional urban area. In its summary were formulated the most important conclusions, arguing for finding a compromise solution, aimed at establishing a new administrative division system, taking into account both the daily urban system, spatial cohesion needs, and the interests of residents and entrepreneurs. Due to the importance of the area, including Warsaw’s functions as a capital city, the conclusions apply to the whole Poland.
Transport exclusion is currently a serious social problem, especially in the counties of the Low Beskids and the Bieszczady Mountains. To better illustrate this problem, it is necessary to observe changes in the suburban public transportation network and, in particular, to identify areas where its quality has deteriorated significantly. The starting point of the research is the year 1990, when on the one hand, the economy was already shifting to the new free market principles, while on the other hand, PKS enterprises still dominated the public transport. The endpoint of the study is the beginning of the year 2019. The article also discusses the background of the described changes. The summary also includes the consequences of those processes as well as the recommendations on how to neutralise some of their negative effects.
The aim of the paper is to indicate metropolitan areas in Poland as well as to provide the assessment of their situation. The first part is devoted to literature review focused on identification of the most significant trade-offs of metropolisation process in regional and local scale. This constitutes a base for indication of the most important cities in Poland for which delineation of their metropolitan areas are provided. In the next part these metropolitan areas were characterised to reveal obstacles in their development. This enables authors to provide recommendations regarding activates that should be undertaken to facilitate growth of the largest cities and their surroundings.
The purpose of this study is to identify the determinants of innovation of enterprises in the Regional Innovation System context. We analyse factors that determine regional innovation in a less developed region, taking the Podkarpackie region in Poland as our empirical counterpart. We examine how the EU economic policy instruments influence the innovation of enterprises within the context of the Regional Innovation Systems. We propose a model for the implementation of innovations and test our hypotheses based on the data drawn from the period of 2011–2014. The paper provides insights on a rather successful story from Poland. We posit that enterprises use only specific public policy instruments and that companies’ demand for innovation-supporting instruments changes, reacting to the business cycle phase and to financial incentives.
The debt of local government units (LGU) is part of the public debt. Therefore, the analysis of the phenomenon of local government debt is important for the financial security of the state. In Poland, in the period 2007–2013, the debt of local government units rapidly increased, in particular in the major cities with poviat rights – metropolises. Due to the dual nature of metropolises, they perform many important tasks in the social and infrastructure sphere that determine the quality of life of their residents and contribute to the socio-economic development of the region and metropolitan areas. However, an excessive increase in debt of the metropolis may in the future be a barrier to achieving a high rate of socio-economic development. The aim of the paper is to analyze the phenomenon of indebtedness in the largest cities with poviat rights – metropolises – in Poland in the years 2007–2013. The study draws on publicly accessible databases compiled by the Ministry of Finance (Wskaźniki do oceny sytuacji fiansowej jednostek samorządu terytorialnego).
The objective of this paper is to demonstrate how the development of European peripheries can be strengthened by cooperative clusters, viewed as loose business organizations where cooperation of partners results in a synergy effect. The existence of clusters in peripheral areas may give efficient solutions to many problems, such as unemployment or the need of restructuring regional economy. Partnership of clusters may add up to their competitiveness thanks to the home demand. The present paper presents an example of the Lubelskie Region, the most neglected region in Poland. It is argued here that cooperation among local clusters provides a chance for an increase in the region’s social activity and for its economic growth.
The paper presents a new interpretation of global space. The most important elements of this space are four megaspaces of America, Europe, China and India. A megaspace is a grand geographical area representing a big demographic, political, economic, and scientific potential. The megaspace is a regionally differentiated area with no important barriers limiting free flows of persons, commodities, information, capital. The innovative studies of four megaspaces are a great theoretical and pragmatic challenge for Regional Studies Association as an organization which should open new chapters in the interpretation of the global space of the XXIst century.
The article presents selected results of studies presented in the Report of the State and Conditions of Planning Works as at the End of 2006. The report was prepared in the Institute of Geography and Spatial Organization, Polish Academy of Sciences, for the Ministry of Construction in autumn 2007. In this article attention is focused on the analysis of the Local Development Spatial Plans coverage and agricultural land changes in 2004–2006. In the studies, delimitation and classification based on the administrative-settlement structure, routes of the transport corridors and land use kind and intensity were taken into consideration.
Accessibility indicators can be defined to reflect both within-region transport infrastructure and infrastructure outside the region which affect the region (interregional infrastructure). The new geography models show that increase of accessibility may have no positive impact on poor regions development. The only regions on which it may have an effect are those which are rich or those situated on transport corridors. In countries like Poland transport infrastructure might be effective. However the main result of SASI model and IASON project is that socio-economic trends such as ageing of the population and increases of labour productivity have much stronger impact on cohesion indicators (GDP or employment) than regional transport accessibility.
The aim of this work is to analyze urban development of Mexico City in its broader, macro-regional context which also describes the term megalopolis, and in its narrower, metropolitan sense. Without attempting to reach premature conclusions, we can say that a metropolis like Mexico City is exposed to processes typical of such cities: more and more extensive land use, changes in economic, social and demographic structures, etc. What is more, like other emerging or accelerating processes, also globalization had an important impact on cities, resulting in both positive and negative changes. This work is an attempt to identify and, if possible, to analyze some of these changes in Mexico City.
University-industry collaboration seems to be crucial to the transfer of knowledge and innovation in a modern world economy in which knowledge, information flows and the level of innovation of countries and regions are the center of attention. The article presents the specifics of university-industry linkages, and the instruments that operate in support of such relationships, the focus being on the French CIFRE (Industrial Agreement for Training through Research) procedure. A description of the functioning of this scheme in France leads on to an analysis of its influence on the development of French regions as regards their levels of innovation and the nature of strength of the linkages between the world of science and academe on the one hand and enterprises on the other.
Warmia-Mazury region, one of the poorest in Poland, faces the deepest (as compared to all regions of the EU) labour market crisis. The mixture of social and economic problems represents a huge challenge for regional authorities. The chances for fast improvement are limited by several factors, such as low quality of transport infrastructure, low innovation potential and productivity, large share of unskilled labour force, etc. One necessary condition of the improvement is the reform of public finances at country level. Nonetheless, regional authorities should undertake the activity in order to increase the potential of human capital in the region, e.g. by improving the quality of schools. While directly fighting unemployment more effort should be put on stimulating the demand side of the labour market and co-operation with NGOs.
Urban renewal in derelict sites has become a focal point of interest in many traditional industrial cities. Having adopted the case study of the Cork City (Ireland), the authors presented four urban renewal schemes which were implemented in this city over a 25–year period. It ought to be emphasised that not only has Cork implemented various rejuvenation programmes since 1979, but also revived three entirely different urban sites: the former industrial areas, the historic centre and the docklands. However, the latter still requires further regeneration. The urban renewal schemes contributed to an enhancement of the quality of life and a rise in local and inward investment. Moreover, the number of tourists increased considerably. In consequence, the image of the city was improved. Hence, the urban renewal has become a factor of Cork’s redevelopment.
As a result of interaction of many factors, the conditions of academic institutions have changed significantly over the last decades. Globalization and internationalization, demographic and economic challenges, as well as growing international competition between universities causes these institutions to take up new functions, restructure and change their character. Top universities respond to the changing context by developing new strategic solutions aiming at sustaining and strengthening their high position in international rankings. Some of the strategic solutions are similar for most universities, but some are unique and specific. The aim of this article is to identify latest trends in strategic management of top universities and present selected case studies to illustrate the most interesting solutions.
The goal of this article was to estimate the regional rates of return of investment in higher education as well as potential benefits of migration of educated people between Polish regions. The results show that the benefits of higher education in Poland are higher for women than for men. Also, wage benefits of education grow with age and work experience, but they are characterized by decreasing marginal value. Internal returns of investment in education, calculated for every region assuming no migration of workers, are weakly correlated with the expected salaries of university graduates. In turn, the returns of interregional migration for people with higher education indicate that the most attractive destination in Mazowieckie, and the least attractive – Podlaskie. A particularly strong motivation for migration is faced by educated women of Podlasie. The research demonstrated also that in some regions (Lodzkie, Lubuskie), the expected earnings of graduates are largely influenced by the opportunity to work in neighbouring regions, offering more attractive salaries.
The paper analyzes statistical relationships between the inflow of EU financial resources to Polish territorial units (voivodeships, NUTS3 and poviats) and the pace of their economic growth. Correlation analysis reveals that the less developed units which enjoyed relatively more massive inflows per capita grew more slowly than the better developed ones – the correlation coefficients are negative (for the voivodeships) or close to zero (for NUTS3 and poviats). This suggests that until now, the EU funds have led to a stronger demand effect than the supply effect in the Polish economy. It may therefore be claimed that in the next programming period 2014–2020, more funds received from the EU should be devoted to the support of economic development than to the improvement of living conditions.
The aim of the paper is to analyse the allocation of resources from the Cohesion Policy provided to individual regional programmes in the European Union’s 2021–2027 financial scheme. In addition to the European Regional Development Fund and the European Social Fund Plus funds, funds from the Just Transition Fund distributed under the European Funds for Just Transition programme, as well as funds from the European Funds for the Eastern Poland programme were also analysed. The analysis covers the proposition of allocation of funds to regions in the context of the experience gained so far in Poland in the implementation of regional programmes. The carried out analysis confirmed the decrease in the importance of regional programmes in shaping the Regional Development Policy in the 2021–2027 perspective due to the reduction in allocation.
The paper discusses the development of gated and guarded housing estates in the Polish capital city of Warsaw. It contains a presentation of recent empirical findings based on a series of field research carried out since the 1990s in the city with a special focus on its largest residential district of Ursynów. Detailed mappings of the researched housing estates are included, which evidence their rapid spread in the district. An attempt at classifying the housing estates according to different clusters of their physical design is made. A functional analysis of their physical features is carried out against the background of a global discourse of in/security which is presumed to play a major role in the development of contemporary cities. However, several local factors, which have a bearing on gating the city of Warsaw, are also reflected upon.
Rock mining is popular and characterized by the exploitation of local deposits, which are used as a bargaining chip in local economic and socio-political politics. The aim of the paper is to analyze the impact of rock mining on the local economy of Polish communes. A contextual analysis was performed of inflows to the communes’ budgets resulting from the exploitation of rock minerals, the contribution of rock mining in the creation of local jobs was assessed, and the benefits from reclamation and development of post-mining areas were estimated. To do all that, the Author used the method of indicator analysis of local government units and stochastic methods of data analysis, as well as inference based on collected data. Studies have shown that rock mining is a factor supporting the local economy. Benefits from the exploitation of rock minerals should be taken into consideration in the development of plans concerning mineral rock deposits.
From the five senses that men have the sense of sight and touch, though seemingly the most acute, are limited when it comes to examining space and all phenomena that occur in it. Moreover, it is much more difficult to examine space through the sense hearing and it is almost impossible to taste it, even if it is humanized. Another human sense i.e. the sense of smell which enables us to recognize different scents may, due to its transitory and temporary nature, appear to be useless when it comes to examining space. Nonetheless, if we concentrate on all the scents that fill the space, they are frequently a more distinctive and prominent landmark than, for example, a building or a road. Therefore, it seems to be vital that the perspective of sociology of scent be adopted if we want to make a more in-depth analysis and interpretation of space dynamics. The scents that fill a chosen urban and suburban old industrial region are analysed and observed in this study. What are the scents that fill urban space? On the one hand there is the tempting scent of private space, which is filled with artificial perfumes and air fresheners. However, on the other hand there is the unpleasant and offensive odour from neglected backyards and outhouses; the odour coming from a local beer stand and an aromatic bouquet of cognac in a hotel bar; obnoxious odours emitted by mine slag heaps and the scent of the pine forest. We aim to show that a wide range of different smells, ranging from delicate and lovely scents to offensive and foul odours, have a growing influence on fragmentation and privatization of urban space.
EU Funds received by the Polish economy in 2007–2013 in some part have also been used for revitalization activities. However, the rank of these activities was not the same in particular regions, as evidenced by, among others, the rank of revitalization in the Regional Operational Programmes and the amount of funds earmarked for regeneration. A significant difference was observed in relation to the selection process of the projects. This procedure examined on the examples of the Lower Silesia, Lesser Poland and Podkarpackie voivodships determined the final result of the revitalization at the regional scale, varying the type of beneficiaries, as well as the number and size of co-financed projects. Conclusions that follow from the analysis become particularly important in view of the new programming period 2014–2020.
This paper provides a review of structure and contents of Local Economic Development (LED) programmes. It also offers a list of data and information necessary to develop and implement such programmes. The author emphasises the difference in approach to LED by the researchers (theorists) and the practitioners, dealing with LED on every day basis. This gap, according to the author is in part a legacy centrally managed economy and is typical for the countries in transition period.
The subject of this article is historical urban development, localization-specific and cultural urban heritage of the Georgian capital city of Tbilisi. All the urban development periods, from the very beginning until today, are described in a chronological order. Also, the author discusses general legal principles of urban space development applicable in this country. In all the cases, the author seeks to clarify the legislation problems and to discuss some examples of urban management of the twenty-hundred-years-old urban space. The text is based on the: (1) urban rehabilitation and revitalization documentation of Tbilisi, prepared in 2000 within an international project financed by the European Council and The Georgian Cultural Heritage Foundation, published in Strasburg in Georgian, French and English languages (Tumaniszwili 2001), (2) empirical documentation prepared in 2003–2006 within the international Project AIA and (3) historical documentation gathered in Georgian and foreign libraries in 1998–2008.
The article addresses the nature of offshoring, a phenomenon which names the migration of jobs, but not the people who perform them, from rich countries to the poor ones. Due to fast development of technology, information flow around the globe is getting cheaper and easier. Thus, the group of tradable goods and services is constantly growing. This change will become as meaningful in its consequences as two Industrial Revolutions. The development of offshoring will become a massive challenge bringing wrenching social changes. Moreover, rich countries will have to modify their systems of education or social security net in order to adjust. themselves to new reality, and they have not done much yet. The conclusion presents the possible directions of these changes.
The privatization of the Center of Contemporary Art (CCA) area in Torun allows us to observe relatively new processes in Polish urban reality. The case shows how private-public partnership and place marketing are constructed and how partners combine spheres of culture and commerce to realize the investment. Private investor, using the cultural arguments, tries to create a shopping mall in the recreation area located next to the historical center of the city. The aim of the paper is to analyze the dynamics of the process of privatization and strategies used to privatize the public space in an attractive district of Torun.
Parishes possess a wide selection of instruments for stimulating the development of entrepreneurship, unfortunately the instruments are rarely used as part of a complex, well thought-out strategy that brings about multi-level results. The instruments for entrepreneurship stimulation belong to two major categories: financial and non-financial. One of the primary reasons for investors to select a particular parish can be the existence of a planned and long-term fiscal policy, connected to a stable system of tax preferences in taxes and local fees, and an active strategy for parish investment expenditures. Creating positive conditions for the emergence of new enterprises is the best source of social-economical activation of the local population.
The main objective of this paper is to analyze the possibilities of using information on historical residences to study regional differences and the technical state and features of residences preserved in the Czech Republic and Poland. An analysis of data referring to countries of significant historical differences helps to identify differences of the state of residences and the results of the differences. The Author carries out an analysis of the structure and state of residences and of factors determining it in the past and in the period just after World War II.
The aim of the article was to characterise ESPON as a network-based international research programme and the evaluation of capacity of network analysis in studying scientific cooperation. Results of the study show that institutions involved in ESPON projects create a dense, closely interconnected network of cooperation. The network is dominated by a limited number of institutions, which are involved in large share of the projects and have the most expanded cooperation network. Spatial analysis proves, that there is significant lack of institutions from Central-Eastern Europe in the Programme. Network analysis allowed to identify the most efficient methods for improving the presence of Polish institutions in the ESPON Programme.
The main aim of the paper is an attempt to assess whether academic cooperation is an important component of a region’s innovation potential. First, a preliminary operationalization of the most important components of innovation potential is presented based on a literature review. The components are then verified using factor analysis which makes it possible to identify the main dimensions of a region’s innovation potential. The results suggest that academic cooperation is a significant component of the potential, given that the indicators that illustrate it are part of the potential’s „academic” dimension (betweenness centrality) and of its „core” dimension nternationalization). However, the paper shows that cooperation is not linked with the “technological” dimension that, at the time of the study, played the central role in shaping European regions’ growth dynamic. The ”core” dimension, on the other hand, comprising e.g. internationalization of academic cooperation, proved to be significant in explaining the growth dynamics of three out of nine subtypes of regions, the “academic-technological” among others. It may mean that foreign academic cooperation is important for the development of the regions that are key for European innovation potential.
The author of the paper describes the process and conceptions of regional development which have been used in the past 40 years of the economic transformation in the Ruhr Region in Germany. The article describes the socio-economic situation and explains the need for transformation in the region. It also presents a wide range of possible solutions for restructured mining regions and discusses the effects of implementation of the development methods used in the Ruhr Region. Finally, it describes the main points of the current strategy of development for the Ruhr Region. The data presented in the paper have been collected and developed thanks to a scholarship at the University of Duisburg-Essen, financed by The Foundation of Polish-German Cooperation.
The article focuses on objective predictors of voting behaviour in the EU referendum and confronts them with the actual outcomes of the referendum. Major dependent variable is support for EU entry on a county (powiat) level. The aggregate data for counties show territorial distribution of support. The differences between counties are analyzed in terms of employment in agriculture, historic regions, and unemployment. Analysis reveals an absolute dominance of employment in agriculture in explaining territorial differences in EU support. Nevertheless, historic regions preserve their significance, and, to a lesser degree, unemployment rate.
The aim of the study is to indicate the importance of rural areas in the system of inter-communal migrations in Poland. Internal migration in rural areas was analysed for the years 1995–2019, with particular focus on the state of migration registered in 2019. The study used basic indicators determining the intensity of migration, which made it possible to conclude that rural areas play an important role in the system of internal migration in Poland, contributing to the spatial redistribution of population. However, this influence varies due to the fact that, on the one hand, there is a strong influence of suburbanisation on migration processes in rural areas in suburban zones of large and medium-sized cities in Poland. On the other hand, migration outflows caused by an unfavourable socio-economic situation are visible in the case of external and inner peripheries.
The article provides the analysis of bottlenecks related to public private partnerships (PPP), and the methods of avoiding them. The study is based on the history of Private Finance Initiative (PFI) in Great Britain, and the changes introduced to this programme in the last years. It is shown, that there are similarities between PPP in today’s Poland and PFI in the UK at the beginning of 90’s. British experience can be helpful in creating better environment for PPP, to avoid (or at least minimize) the potential threats.
Article presents results of the analysis of 15 regional innovation strategies prepared by the Polish regions in the years 2002–2005. The stress was put on their conformity with the standards. In particular, adequacy of the diagnosis and objectives and character and scope of the first implementation activities were taken into account. The strategies in question turned out to be quite different as far as methodology and conceptual underpinnings adopted or objectives and activities proposed are concerned. The efforts put into RIS preparation were not in vain, however, there is a need to upgrade them up (wider use of qualitative criteria in diagnosis, improved compatibility of methodology used) and first of all to get full picture of innovativeness of Polish regions. And this is what cannot be achieved on the basis of those 15 strategies. Strongly recommended nationwide research on regional innovativeness may serve as a starting point to create national Innovation Support and Technology Transfer System SWIFT which is considered by Authors a precondition for effective utilization of regional efforts for the benefit of the country as a whole.
The aim of the paper is to describe the material conditions of marginal gentrification in the specific context of the old part of the Nowa Huta district in Kraków. Nowa Huta was planned as an ideal city and is currently becoming an interesting and desirable place to live for new residents. The author focuses on the physical aspects of its gentrification and on the changes in the old part of the district, the local real estate market and the activities of residents-developers.
The aim of this paper is to evaluate the activity of local governments’ planning and investment service in the environmentally valuable areas of Podlaskie Voivodeship. Spatial planning at the local level is extremely important, especially in the environmentally valuable areas. It makes it possible to preserve the natural environment for future generations and to maintain ecological processes. However, protective measures should not disturb municipal investments. One of the appropriate solutions is the introduction of local land development plans – a framework of rational management of natural resources and of marketing development. This is particularly important in the areas of municipalities which, beside ecological functions, play an important role in the development of tourism and transport, and are situated in suburban areas.
The article, referring to the elaboration offered in 2005 by Swianiewicz, presents the very recent development of the theoretical concepts used in urban political research. It concentrates on the rescaling concept, which assumes the need for territorial reorganization of urban research and practice. Reteritorialization implies an increase in the importance of the sub-state levels, i.e. the levels most affected by globalization. Globalization has forced big cities to compete internationally, which also influences their organization. The debate on metropolitan governance has changed significantly in comparison to the one of the old regionalism – less attention is paid to administrative solutions, more to conditions and mechanisms of international functioning of metropolises. Metropolitan governance has moved from vertical, redistributive and coordinative relations within the state towards a horizontal competition with other metropolises. New relations, cutting across the traditional levels of organization, are being created within the current stable institutional framework. One of the biggest challenges for contemporary urban political studies is the elaboration of conceptual frames for those relations. The challenge is especially important as institutional solutions to metropolitan areas still leave a lot of questions and doubts.
Of all the arts, architecture is the one with the closest links to ideology – not only because in many cases it serves as an instrument of power, but also because any structure is invariably preceded by words. A poet writes poems which need no design beforehand; a painter may occasionally prepare sketches for his painting, but these drafts potentially contain the entire painting which is to be produced. Conversely, there are at least three stages to any building or structure. First, there comes an idea – expressed in words – which determines its function, form and meaning, then comes a hand drawing, which contemporarily is more and more frequently replaced by computer simulation, after that a scale model, and finally – a building.
The paper’s main objective is to introduce into the topic of regional development in the postindustrial regions Ruhr and Upper Silesia taking aspects of economic and spatial planning under consideration. The region Ruhr has lived through a difficult period of development. A lot of self-given objectives could be accomplished. Anyway various long-term problems like the relative high unemployment rate, the demographic challenges or industrial waste lands are still present and are awaiting solutions. In some problem areas Upper Silesia might orient oneself to the strategies conducted in the Ruhr agglomeration and adapt strategies which delivered positive results and prevent failures which resulted by middle-rate measures.
The idea of the paper refers to the comparison of functions that determine an international position of Warsaw, Prague and Budapest. It is also an attempt to evaluate the chances of these three cities to win and develop individual metropolitan functions in the future. At the same time, this paper aims at identifying the main factors, both obscuring and supporting the development of metropolitan functions of cities under analysis. The author recognizes the following reasons of CEE metropolieses development – a significant change of geopolitical position, due to socio-economic transformation, a membership of Poland, Czech Republic and Hungary in the structure of EU, globalization and civilization of information technology. Within the first part of the paper capitals are analyzed in relation to several theoretical approaches. The second part shows the results of author’s research, based on statistical data analysis, referring to metropolitan functions of these cities.
The aim of the article is to examine if the form of ownership is a base of social identifications as important as a space of living. Author presents results of own research, conducted in Szczecin in Social Housing Associations area. The results show that forms of ownership become important part of social identity, even more than location in urban space.
The paper is based on the results of empirical studies concerning town identity building conducted in 206 selected town administration offices in Poland during the years 2003–2005. The paper aimed at identifying the main identity strategy instruments applied in Polish towns. For that purpose the major town identity building instruments related to visualization, communication and pattern of behaviours including marketing activities, were identified and characterized. Those instruments should be focused around the most important attributes of a given town. It was established, however, that towns expose too many attributes of identity in their strategies hence the image created can become unclear and illegible.
Endogenous growth theories presume knowledge plays the key role in economic growth (1). Yet, new economic geography along with empirical findings suggest the possibility of divergence occurring in development processes (2). Combining (1) and (2) indicates the importance of studying knowledge factors’ distribution. To obtain the fully fledged picture of a given economy one shall go beyond simply analyzing knowledge factors but include also their spatial location. The article touches upon this issue. It is devoted to Germany and examines three territorial and administrative levels: one referring to former country division (DDR & BRD), the second relating to NUTS 1 (16 Bundesländer) and third represented by 41 Regierungsbezirke (NUTS 2). Results are obtained by investigating 5 factors (e.g. expenditure on R&D, human resources in S&T, patent applications) and applying 4 measures (Gini, Rosenbluth, Ellison–Glaeser and Herfindahl–Hirschman Coefficients). This paper is meant to supplement earlier studies as well as a good starting point for further research devoted to country’s knowledge landscape.
The title of this article might suggest that it refers only to the global economy, discussing problems that are not important for particular localities, regions or universities. Such reasoning is however wrong. I the near future the globalisation of industries, services, investments, finance, labour markets and knowledge will expand, regardless the protectionism of nations. The effects of globalisation will touch everybody: countries, regions, local societies and individuals. If we want to be successful, both as a country and as individuals, we have to be well prepared for this process.
Changes caused by transformation of political system such as comeback of ground rental and other market factors caused some changes in socio-spatial structure in Eastern Europe cities. One of them was segregation, which means increase of differences between social status of dwellers of particulars zones and quarters. These changes occur mostly in Eastern European greatest cities. Meanwhile socio-spatial structure of industrial "dependent cities" is less crystallized. Changes in these cities are still in initial phase. In four concentric spatial zones of the city social status of dwellers is similar. Meanwhile at the level of settlements there is clear, although weak statistical connection, which reveals some degree of socio-spatial differentiation. Social status of dwellers in eastern part of the city, especially in the Widzew quarter is higher, than in the other parts of Lodz. But in general differences of social status of particular spatial units are small, what corroborates basic hypothesis about weak differentiation of socio-spatial structure of lodz. It means, that processes of segregation and polarization are at the very beginning phase. For now, its negative consequences of globalization which occur in Western metropolises such as ethnic ghettos and “dualization" of city are no threat for lodz, but, on the other hand, this result reveals small dynamics of development of the city. There are some negative effects of transformation process, such as decrease of social status of dwellers of standard housing units. On the other hand, there is no concentration of the poorest people in particular parts of the city, and existing enclaves of poverty are the margin of urban space; however, this margin is growing. Also people of the highest status don`t live in particular parts of the city and there are very few settlements of the very high standard. There are some enclaves of such houses, which don`t cause the clear increase of standard in broader units. Trend of increase of social status of dwellers in the Eastern parts of lodz may be the response to the expectations for very far future perspectives of common Warsaw lodz metropolis. Basic hypothesis, verified during the research, claimed, that socio-spatial structure of lodz is differentiated in small degree. Survey was run at the turn of 2001 and 2002 on the sample of 797 dwellers. Method of selection caused, that demographic structure of sample in particular zones, quarters and smaller settlements was the same, as in population. We analyzed three attributive variables: character of employment, level of education and financial standard, measured with number and quality if durables. These variables were the basis for indicator of social status.
The tourism sector plays an important role in regional economies. Its growth could become a driver of socio-economic development of different areas in Poland. The increasing number of visiting tourists has a positive impact on the labour market, and it stimulates entrepreneurship in other regions’ service sectors. Even though some Polish regions have great potential, there persist some substantial barriers to development of tourism: poor state of technical infrastructure, especially transport, significant dispersion of the sector, lack of tourism products, and poor promotion. As no separate policy dedicated to tourism is provided at the European Union level, the development of this sector can be financed from cohesion policy funds. The paper focuses on the use of EU funds for the development of tourism in the Warmia-Mazury region. The results of the analysis show a positive – albeit limited – impact of implemented projects on tourist attractiveness and on competitiveness of tourism sector firms. The effectiveness of the projects is limited due to low interest in cooperation in creating tourism products and to over-investment effects in some projects.
The purpose of this paper is to discuss cyberspatial visibility of Polish cities and their connections. The visibility of cities is determined based on the results obtained by Googling phrases connected with cities. The connections in cyberspace are approximated using the analysis of co-occurrence of terms (shared presence) connected with pairs of cities. On the basis of the research, it can be stated that the position and the connections between the cities in cyberspace are closely related to those found in the real world. The research indicates that the information analysis of Web resources can be applied to determine the significance of cities and connections between them.
The aim of the paper is to determine what influence the entrepreneurial structure of a voivodeship on the creation of new companies and the bankruptcy of existing firms, and to study the extent to which concentration or dispersal of companies constitute entry or exit barriers. In particular, the article describes the impact of such element as: the level of enterprise saturation in regional economy or the proportion of micro, small, medium and large companies among active firms. On the basis of panel estimation for Polish voivodeships in the years 2003-2008 it was established that the presence of large and micro companies reduces the rate of creation and bankruptcy of businesses, while small firms contribute to the emergence of new enterprises and closing of existing ones.
The aim of the study is to examine the impact of the amendment to the Municipal Self-Government Act (hereinafter: MSGA; Journal of Laws 2018, item 994) on the implementation of participatory budgeting (PB) in 2019 and 2020 in Polish voivodship cities. Using the desk research method, 36 PB regulations and over 3.4 thousand projects were selected for implementation in 10 categories: 1) sports (investment and other), 2) leisure and recreation (investment and other), 3) construction or modernisation of sidewalks, 4) construction or modernisation of streets, 5) pedestrian walkways, 6) parking lots, 7) lighting, 8) city bicycles (bicycle infrastructure), 9) modernisation of buildings, and 10) other (e.g. educational, cultural, training). Detailed studies were carried on the influence of legislative changes on: 1) financial mechanisms; 2) principles and organisation of the budgeting process; 3) generic structure of projects; 4) participatory budgeting model. In order to verify the results obtained, changes in the PB regulations not resulting from the MSGA provisions were additionally analysed. It was shown that the amendment to the Act had a significant impact on the implementation of PB in all the analysed cities. The changes mainly concerned the financial and formal-organisational aspects of participatory budgeting process. The most crucial ones include: increase in the size of the overall subsidies (in 15 cities), modification of the distribution of the financial means (9), introduction of letters of support at the stage of project submission (7) and appeal procedure (9). Among the “non-statutory” activities, the abolition of age limits in the remaining 7 cities should be mentioned. These activities brought positive effects on the increase in turnout (15), the number of projects selected for implementation (12) and their average value (13). On the other hand, the changes in MSGA did not affect the generic structure of the projects (in both years, in 10 cities the category “leisure and recreation” prevailed, and 1149 projects from this category were selected for implementation). The final unification of the PB implementation model in Polish voivodship cities has been completed. Finally, three modes of PB implementation according to the new rules were indicated: financial, procedural and combined.
The aim of the article is to measure the sustainable development of rural areas of the Wielkopolska region and define the role of the Rural Development Programme for 2007-2013 in reinforcing developmental changes. The conducted research measured sustainable development for the year 2015 (in three dimensions: economic, social and environmental), and shows the spatial variations of the analysed phenomenon. As the next step, the awarded funds were measured and their impact on sustainable development was assessed. The measurements were carried out with the use of a synthetic measure, while the relationship between the level of development and the level of the awarded funds was assessed using analysis of variance. The research comprised rural and rural urban municipalities in the region. The findings demonstrate significant variations in the level of sustainable rural development in the Wielkopolska region.
An Economic and Monetary Union is the next stage of European integration. The membership in the euro zone should result in strengthening the safety and stability of the national economy. Therefore, the new member countries ought to aspire to accession, meeting in advance the Maastricht convergence criteria. The paper presents the assessment of the nominal convergence of new EU members (general government deficit and general public debt related to GDP, annual average inflation rates, long-term interest rates) in 2004–2009.
A high ranking position of Lower Silesia among Polish voivodeships based on its competitiveness, attractiveness for investors and accessibility as well as on its innovative potential is a good starting point for achieving the goals of the Renewed Lisbon Strategy as well as for making it a Region of Knowledge. Innovativeness and attractiveness for investors however are a dynamic status which a region has to compete for in an incessant rivalry with the best ones involving institutional and social partners. The Structural Funds – aptly streamed to and implemented – are only some efficient tools and not a goal itself. An apt profiting by the strong position of Wroclaw agglomeration as well as by experience of Wroclaw Technical University being a local leader of innovation, combined with wider than up till now learning from the experience of Lower Silesia’s partner regions and building an attractive offer for investors in high tech and services will make it possible to achieve final goals indicated in strategies.
The aim of this paper is to discuss urban renewal policy implemented in France over the 20th and the 21st century. Referring to selected examples from the agglomeration of Paris, special attention is paid to the social dimension of urban renewal. The diversified tools in the field of urbanism and contract policy led to vertical and horizontal cooperation between different entities. The key element was the differentiation of housing supply, especially in the case of apartments for rent. In the areas with better potential and likely to become more multi-dimensionally attractive, the effects of renewal were more spectacular, whereas urban renovation carried out in deprived areas still brings mixed outcomes.
A measure of economic development for regions is proposed in the form of a multicomponent index. This measure is composed of the following aspects: technology, infrastructure, human capital and social capital and defied by an array of indicators. Such a measure has significant advantages over the most commonly used indicator of GDP per capita. The statistical data based on which it is built are freely available and with a much shorter time lag than GDP at the regional level. This indicator makes it possible to depict economic factors behind long-run economic growth as well as to include less measurable factors such as social change, environmental degradation, etc. On the one hand, the proposed indicator comprises symptoms of the quality of life, and on the other hand, it includes factors which are essential for long-run economic growth and productivity. The authors show usefulness of such an indicator for policy formulation, which is rarely pointed out in the case of other indexes and is especially important at a time when long-run economic growth, and also development, in high-developed countries is endangered. The authors also discuss some general aspects of constructing indexes of economic development for regions, e.g., the often omitted problem of inclusion of cyclical indicators in the indexes of development. Empirical analysis of the proposed indicator is made for the NUTS-2 regions of Poland for the years 2009–2011.
